Abstract

Terbitnya UU Nomor 6 Tahun 2014 membawa implikasi bagi Pemerintah desa dalam pengelolaan keuangan desa. Pemerintah desa merencanakan, melaksanakan, menatausahakan, dan mempertanggungjawabkan sendiri pengelola  keuangan desanya. Dampaknya, banyak masalah dan tantangan yang dihadapi desa, pemerintah harus memiliki kesiapan untuk melakukannya, salah satunya adalah kapasitas sumber daya manusia. Ruang besar yang diberikan oleh undang-undang tersebut bukan tanpa konsekuensi, ada potensi konflik, baik itu vertikal dan horizontal. Upaya yang dapat dilakukan adalah melakukan pelatihan peningkatan kapasitas sumber daya manusia pemerintah desa. Tujuan dari kegiatan ini mendedahkan pengetahuan dasar dan pemahaman yang bersifat teknis tentang cara mengelola keuangan desa. Hasil dari kegiatan pengabdian masyarakat menunjukan peningkatan pemahaman dan kemampuan teknis perangkat desa.

Abstract

The market relocation policy aims that better and cleaner city arrangement because in fact the presence of an inappropriate market raises several fundamental problems such as a narrow, less strategic market location, its proximity to gas stations, and traffic congestion. Unfortunatelly, many problems happen because of policies regarding market relocation implementation. This study uses a quantitative approach with the technique of determining informants using purposive sampling. Data collection techniques using interviews, observation and documentation. Data analysis was using data reduction techniques, data presentation and drawing conclusions. The results showed that the market relocation policy implementation was carried out through the socialization, structuring and controlling stages. However, in the relocation implementation, there are some traders who return to the old market. The neglect of the lack of compliance by some traders raises the assumption that the Regional Government is inconsistent in implementing the policies that have been issued. Judging from the principles of good governance, the local government where the research was conducted has only applied three principles, namely participation, transparency and accountability. The research results also show that the lack of facilities and infrastructure, low compliance of traders and the impression of inconsistency of the government in implementing policies that have been issued are the obstacles of these policies implementation.

Abstract

Penelitian ini bertujuan untuk menganalisis peran dari badan usaha milik desa sumber Sejahtera di desa Pujon kidul dalam membangkitkan ekonomi di desa Pujon Kidul melalui pendekatan berbasis pariwisata pasca pandemic covid 19 untuk metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif dengan hasil dari penelitian ini menunjukkan bahwa dalam membangkitkan ekonomi berbasis pariwisata di desa Pujon Kidul badan usaha milik desa sumber Sejahtera menujukkan banyak peran seperti membuka lapangan kerja kembali bagi masyarakat lalu menaikkan nilai ekonomi dari properti seperti harga tanah yang ada di desa Pujon Kidul serta memberi pemasukan kepada desa dan yang paling penting adalah mampu menstimulus pergerakan ekonomi desa pasca pandemic covid 19 melalui daya Tarik wisatanya sekalipun dalam penelitian ini juga didapati fakta bahwa pengelolaan kawasan wisata café sawah tetap memerlukan model pengelolaan berbasis kolaborasi supaya tidak terjadi miskoordinasi antara BUMDes selaku pengelola dengan beberapa pihak terutama warga yang memiliki lahan disekitar café sawah.

Abstract

The issue of violence and discrimination against women is still an international issue, even including the Sustainable Development Goals (SDGs) agenda. Discrimination against women occurs most often is violence, stereotypes and subordination of women. The purpose of this study was to reveal the efforts of local governments in empowering women to eradicate violence and discrimination against women. This study used a qualitative method with a descriptive approach. Determination of informants used purposive sampling technique and data analysis using Miles, Huberman, and Saldana models, namely data reduction, data presentation, data condensation, and drawing conclusions/verification. The research findings that the women's empowerment strategy carried out by the P3AP2KB Office of the Malang City Government are (1) strengthening political will by issuing policies for the protection and empowerment of women, as well as efforts to understand and strengthen regulations on the protection and empowerment of women. (2) encourage and strengthen the participation of women in various development programs of the Malang City Government, such as outreach activities, training, musrenbang, and the development of women's organizations. (3) provide guidance to women's limitations with a group approach and urge women to organize themselves both within women's circles and in partnership with men. These efforts are made so that women can empower their potential to contribute their interests and talents to create an independent and prosperous life. Women will also be more confident and be able to have the courage to speak out in public to express their opinions.AbstrakIsu kekerasan dan diskriminasi terhadap perempuan masih menjadi isu internasional, bahkan termasuk agenda Sustainable Development Goals (SDGs). Diskriminasi terhadap perempuan terjadi paling sering adalah kekerasan, stereotip dan subordinasi. Tujuan penelitian ini adalah mengungkapkan upaya Pemerintah Daerah dalam memberdayakan perempuan guna mengikis kekerasan dan diskriminasi terhadap perempuan. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Penentuan informan menggunakan teknik purposive sampling dan analisis data menggunakan model interaktif, yakni reduksi data, penyajian, kondensasi, dan penarikan simpulan/verifikasinya. Temuan penelitian bahwa strategi pemberdayaan perempuan yang dilakukan Dinas P3AP2KB Pemerintah Kota Malang adalah (1) penguatan political will dengan menerbitkan kebijakan perlindungan dan pemberdayaan perempuan, serta upaya pemahaman dan penguatan peraturan-peraturan tentang perlindungan dan pemberdayaan perempuan. (2) mendorong dan menguatkan keikutsertaan perempuan dalam  berbagai program pembangunan Pemerintah Kota Malang, seperti kegiatan sosialisasi, pelatihan, musrenbang, dan pengembangan organisasi perempuan. (3) melakukan pembinaan terhadap keterbatasan kaum perempuan dengan pendekatan kelompok-kelompok serta menghimbau kaum perempuan menghimpun diri baik dalam kalangan Perempuan saja maupun bermitra dengan laki-laki. Upaya tersebut dilakukan agar kaum perempuan dapat memberdayakan potensi yang di miliki untuk menyumbangkan minat dan bakatnya mewujudkan kehidupan diri yang mandiri dan sejahtera. Kaum perempuan juga akan lebih percaya diri dan dapat memberanikan dirinya untuk bersuara di depan publik menyampaikan pendapatnya.

Abstract

This study uses an evaluation method with a quantitative descriptive approach, with some respondents being State Civil Apparatuses who had received the services of the Personnel, Education and Training Agency (BKPP). The secondary data uses the Banjarbaru City BKPP performance report document. The information and facts obtained are then read, analyzed, and interpreted to draw conclusions. The results showed that the accountability of the performance of the Banjarbaru City BKPP was that the Performance Accountability of the Banjarbaru City Personnel, Education and Training Agency in general tended to be good as measured by two main indicators, namely the arrangement of personnel resources and the quality of personnel administration services. Abstract

Administrative order and regularity required because it is one of the important components for learning process. This study aimed to analyze the implementation of school administration tasks with evaluation method, which is a method that evaluated the success of implementing a program/activity. Data collection techniques used distributing questionnaires, observation, and documentation. Furthermore, the data were analyzed qualitatively. The results showed that the implementation of school administration in the areas of personnel administration, financial administration, infrastructure administration, public relations administration, archive administration, and student administration were in good category. Overall there are 67% of respondents who answered good administrative services, 31% answered quite well, and 2% answered less well. It can be concluded that the implementation of school administration work in general is good.

Abstract

Implementation of Government Policy on Management of Village-Owned Enterprises is the goal of the issuance of Government Regulation Number 11 of 2021 concerning Management of Village-Owned Enterprises (BUMDes). However, the problem is that the understanding of village officials and administrators from BUMDes regarding the policy is still very weak. This study uses qualitative methods with data collection techniques through observation, interviews and documentation. Determination of informants using snowball sampling. Data analysis was carried out using the Miles, Huberman, and saldana models, namely data collection, data condensation, data presentation and drawing conclusions. The data obtained were tested using triangulation techniques, namely checking data on the same source with different techniques. The research finding is that the implementation of the Government Policy on the Management of Village-Owned Enterprises has not been fully implemented. This study looks at the implementation model of George Erdwad III which includes four indicators, namely communication, resources, disposition, and bureaucratic structure. From the communication indicators, BUMDes management policies are not yet fully known and understood by policy implementers, namely BUMDes managers. In general, resource indicators have not been able to be maximized, especially human resources. Disposition indicators are seen from two things, namely the appointment of bureaucrats and intensive. These two things are not carried out optimally in the management of BUMDes. Bureaucratic structure indicators include two things, namely Standard Operating Procedures (SOP) and fragmentation. Both of these things have not been seen to be implemented, so that the management of BUMDes has not run optimally. Several factors support the management of BUMDes, namely the presence of abundant village potential resources and support from the local government. The inhibiting factors are inadequate human resources, inadequate infrastructure, and lack of funding support in the management of BUMDes.Keywords: Policy, BUMDes, Gorge Erdwad III ModelImplementasi Kebijakan Pemerintah Tentang Pengelolaan Badan Usaha Milik Desa merupakan tujuan dari dikeluarkannya Peraturan Pemerintah Nomor 11 tahun 2021 tentang Pengelolaan Badan Usaha Milik Desa (BUMDes). Namun permasalahannya adalah pemahaman perangkat desa maupun pengurus dari BUMDes tentang kebijakan tersebut masih sangat lemah. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Penentuan informan menggunakan snowball sampling. Analisis data dilakukan dengan model Miles, Huberman, dan saldana yakni pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Data yang diperoleh diuji menggunakan triangulasi teknik, yaitu mengecek data pada sumber yang sama dengan teknik yang berbeda. Temuan penelitian bahwa implementasi Kebijakan Pemerintah Tentang Pengelolaan Badan Usaha Milik Desa belum sepenuhnya terimplementasikan. Penelitian ini melihat dari model implementasi George Erdwad III yang meliputi empat indikator, yakni komunikasi, sumber daya, disposisi, dan struktur birokrasi. Dari indikator komunikasi, kebijakan pengelolaan BUMDes belum sepenuhnya diketahui dan dipahami oleh pelaksana kebijakan, yakni pengelola BUMDes. Indikator sumber daya secara umum juga belum mampu dimaksimalkan, khususnya sumber daya manusianya. Indikator disposisi dilihat dari dua hal, yakni pengangkatan birokrat dan intensif. Kedua hal tersebu tidak dilaksanakan secara maksimal dalam pengelolaan BUMDes. Indikator struktur birokrasi meliputi dua hal, yakni Standar Operating Prosedures (SOP) dan fragmentasi. Kedua hal tersebut juga belum terlihat dilaksanakan, sehingga pengelolaan BUMDes belum berjalan secara maksimal. Beberapa faktor yang mendukung pengelolaan BUMDEs, yakni adanya sumber daya sebagai potensi desa yang melimpah dan adanya dukungan dari pemerintah daerah. Faktor penghambatnya adalah sumber daya manusia yang kurang memadai, infrastruktur yang kurang mendukung, serta kurangnya dukungan pendaan dalam pengelolaan BUMDes.Kata kunci: Kebijakan, BUMDes, Model Gorge Erdwad III

Abstract

Competition between modern markets and traditional markets has caused traditional markets to be in a marginalized position. This has caused the Central Government to create a traditional market revitalization program, hoping that market revitalization will make traditional markets better and reduce the gap between traditional markets and modern markets. Market revitalization was also carried out by the City Government of Malang in a comprehensive and holistic manner. The City Government of Malang did not only completely overhaul the market building but also made an innovation i.e. the School of Smart Traders' People's Market (Sepasar Pedas, abbrv. in Bahasa version). The implementation of innovations involve e-retribution, Declaration of the Digital Market Pilot, and the ASN Sobo Pasar Movement. However, in carrying out several stages of the revitalization, the City Government of Malang also encountered several constrains. To obtain data regarding some of the constraints that are considered as inhibiting factors, a qualitative approach was used. Thus, the results obtained that several inhibiting factors encountered in the field by the City Government of Malang, namely: Limited Budget, Unclearness investors, Rejection of market traders, and the Problems of market management including the distribution of EDC machines that are not evenly distributed in all markets, the implementation of e-retribution is also hampered by network signals and EDC machines that often have errors.Keywords: Market Revitalization; Traditional Market
