Abstract

This study aims to analyze the implementation of the General Election Commission Regulation (PKPU) Number 7 of 2024 concerning the Compilation of the Voter List in Bitung City. The research focuses on the effectiveness of policy socialization, the capacity of election organizers, and the influence of local socio-political conditions on the success of the policy implementation. A descriptive qualitative method with a case study approach was employed, with data collected through in-depth interviews with key informants such as the Chairperson of the Bitung City KPU, the Commissioner of the Data Planning and Information Division, the KPU Secretary, the Head of the Department of Population and Civil Registration (Dukcapil), and a Commissioner of Bawaslu. The findings indicate that the implementation of PKPU Number 7 of 2024 has been effective through the formation of Voter Data Updating Teams (TPDP) at various levels, inter-agency coordination, and the use of technology such as the Socialization and Data Updating System (SSPD). Policy socialization was conducted through various methods, including focus group discussions (FGDs), digital media, and door-to-door approaches, which successfully improved public understanding and participation in data verification. Major challenges include difficult geographical conditions, varying levels of digital literacy, and the need for adequate logistical resources. Nevertheless, collaborative efforts between KPU, Dukcapil, and Bawaslu have succeeded in reducing data errors from 4.2% to 1.8% and improving the accuracy of the Final Voter List (DPT).

Abstract

This research was conducted with the aim of finding outthe influence of communication and human resources in generalpartial and simultaneouson the effectiveness of village fund management.The study used a quantitative approach using explanatory research. The sampling technique was proportional random sampling, namely 67 Heads of Families (KK) from 193 (KK). The data collection technique was a questionnaire that had been tested for validity and reliability. Data analysis was multiple regression analysis through the assistance of the SPSS program. The results of the study revealed thatcommunication and human resources have an influencepartial and simultaneouson the effectiveness of village fund management. For this reason, it is recommended thatCommunication about village funds should be carried out intensively and in two directions, directly (face to face) or indirectly using various media between and among all parties involved in managing village funds so that there is mutual understanding or shared knowledge, which becomes a supporting factor for them to implement village fund policies so that village fund management is achieved effectively and efficiently.

Abstract

Penelitian ini bertujuan untuk menganalisis akuntabilitas kinerja Pegawai Negeri Sipil (PNS) pada Dinas Pengendalian Penduduk dan Keluarga Berencana Kabupaten Minahasa melalui empat sub fokus utama, yaitu kesesuaian dengan standar prosedur, indikator kinerja utama (IKU) pegawai, output dan outcome yang terukur, serta pemberian reward dan punishment. Metode penelitian adalah pendekatan kualitatif deskriptif denagn menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi kepada 8 orang informan penelitian. Teknik analisis data yang digunakan yaitu pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan akuntabilitas kinerja masih menghadapi berbagai kendala, antara lain belum meratanya pelatihan dan sosialisasi SOP, ketidakkonsistenan dalam penerapan standar prosedur, lemahnya keterlibatan pegawai dalam penetapan IKU, serta kurangnya pemahaman terhadap indikator kinerja. Selain itu, ketidakjelasan indikator output dan outcome serta kurangnya panduan teknis menyebabkan kesulitan dalam mengukur keberhasilan kerja. Sementara itu, sistem reward dan punishment dinilai belum berjalan konsisten, transparan, dan adil.

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan pelayanan kesehatan ibu hamil di Puskesmas Tonsealama, Kabupaten Minahasa, berdasarkan Standar Pelayanan Minimal (SPM) Kesehatan, serta mengidentifikasi faktor-faktor penghambat yang memengaruhi kualitas layanan tersebut. Metode yang digunakan adalah deskriptif-kualitatif dengan pengumpulan data melalui observasi, wawancara dan dokumentasi pada informan yang telah ditentukan sebanyak 10 orang. Teknik analisis data yakni dengan pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Analisis difokuskan pada tiga sub fokus: (1) standar jumlah dan kualitas barang dan/atau jasa; (2) standar jumlah dan kualitas personal/SDM kesehatan; dan (3) kepatuhan terhadap petunjuk teknis atau tata cara pemenuhan standar. Hasil penelitian menunjukkan bahwa Puskesmas Tonsealama belum sepenuhnya memenuhi indikator SPM Kesehatan untuk ibu hamil. Terdapat kekurangan alat medis dasar seperti Reagen pemeriksaan golongan darah dan strip pemeriksaan glukoprotein. Rasio tenaga kesehatan, tenaga nutrisionis yang tidak ada, sehingga pelayanan prenatal kurang komprehensif. Selain itu, penerapan SOP belum konsisten, sehingga praktik pelayanan bervariasi dan tidak sesuai pedoman Kementerian Kesehatan. Tiga faktor penghambat utama yang teridentifikasi adalah keterbatasan fasilitas pelayanan (alat), tidak adanya tenaga nutrisionis, dan minimnya pelatihan berkala bagi bidan serta perawat. Berdasarkan temuan tersebut, dapat disimpulkan bahwa efektivitas pelayanan kesehatan ibu hamil di Puskesmas Tonsealama masih belum optimal.

Abstract

Penelitian ini bertujuan untuk mengetahui, menganalisis dan mendeskripsikan implementasi Peraturan Presiden Nomor 78 Tahun 2021 Dalam Penyusunan Rencana Induk dan Peta Jalan Pemajuan Ilmu Pengetahuan dan Teknologi Daerah (RIPJPID) di Kabupaten Minahasa Utara serta Faktor-faktor determinannya.  Metode penelitian yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data melalui wawancara mendalam, observasi dan dokumentasi terkait proses penyusunan RIPJPID. Analisis data penelitian ini dilakukan dalam tiga tahap utama: reduksi data, penyajian data, dan verifikasi serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penyusunan RIPJPID telah dilakukan sesuai dengan pedoman Perpres Nomor 78 Tahun 2021 secara bertahap dan partisipatif, dengan melibatkan koordinasi lintas sektor. Namun, terdapat kendala dalam pengumpulan data berbasis bukti dan sinkronisasi lintas Organisasi Perangkat Daerah serta pemangku kepentingan. Ketersediaan anggaran, SDM, serta fasilitas pendukung sudah ada, tetapi masih terbatas dalam fleksibilitas anggaran, kompetensi SDM, dan pemanfaatan teknologi yang optimal. Koordinasi dan kolaborasi antar stakeholder berjalan dengan baik melalui mekanisme musyawarah mufakat, meskipun ada tantangan seperti perbedaan prioritas dan keterbatasan waktu. Faktor determinan utama keberhasilan implementasi meliputi ketersediaan anggaran yang memadai, kapasitas SDM, efektivitas koordinasi, serta dukungan teknologi dan sistem informasi.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan penggunaan Sistem Informasi Pemerintahan Daerah (SIPD) di Badan Keuangan dan Aset Daerah (BKAD) Kota Bitung. Fokus kajian berada pada bagaimana kebijakan SIPD diterapkan dalam pengelolaan keuangan daerah serta faktor-faktor yang mendukung dan menghambat implementasi tersebut. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi SIPD telah mencakup seluruh proses pengelolaan keuangan daerah mulai dari perencanaan, penganggaran, hingga pelaporan. Keberhasilan implementasi dipengaruhi oleh komitmen pimpinan, kesiapan infrastruktur teknologi, dan kapasitas SDM. Namun demikian, masih terdapat kendala seperti ketidaksesuaian sistem dengan karakteristik daerah, keterbatasan pelatihan teknis, dan gangguan sistem. Temuan ini menekankan pentingnya penguatan kapasitas institusional dan penyelarasan kebijakan pusat-daerah untuk efektivitas SIPD yang berkelanjutan.

Abstract

Penelitian ini menganalisis manajemen kearsipan di Sekretariat DPRD Kabupaten Minahasa Selatan menggunakan pendekatan kualitatif deskriptif melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan lima masalah utama pada aspek SDM: keterbatasan tenaga terlatih, kesulitan penggunaan teknologi informasi, koordinasi antarpegawai yang kurang efektif, minimnya pelatihan, dan rendahnya kesadaran akan pentingnya arsip. Pada aspek sarana dan prasarana, kendala meliputi keterbatasan ruang penyimpanan, peralatan yang tidak memadai, penerapan teknologi terbatas, serta kurangnya pelatihan pengguna teknologi. Penelitian ini menyimpulkan perlunya penguatan manajemen kearsipan melalui pelatihan rutin untuk meningkatkan kompetensi SDM, perbaikan koordinasi antarpegawai, penyediaan sarana yang memadai, dan implementasi teknologi digital. Langkah-langkah tersebut diharapkan dapat meningkatkan efisiensi dan efektivitas pengelolaan arsip di Sekretariat DPRD Kabupaten Minahasa Selatan.

Abstract

The purpose of this study was to examine how human resource development strategies in improving employee performance at the staffing and human resource development agency of Bitung City. This research found that there is still low employee discipline in carrying out work. Based on the data obtained by the author, it is known that the level of employee discipline for the last 3 (three) years at the Bitung City Regional Civil Service and Human Resources Development Agency has not been optimal. The Main Performance Indicators (IKU) of the Bitung City Regional Human Resources Staffing and Development Agency in 2022, there are still 3 (three) indicators that have not reached the target. Increasing the career development of the apparatus has not been effective where based on the results of the study it is known that throughout 2023 the Bitung City Government has conducted several inauguration activities (promotions) for Echelon II, III and IV positions, but employees of the Regional Human Resources Staffing and Development Agency totaling 28 ASNs have not received a promotion. The method in this research is descriptive qualitative. The results of the study are descriptive or describe with the help of interview measuring instruments supported by observation and documentation

Abstract

The purpose of this research is to see the performance of the Regional Inspectorate in carrying out the function of supervising government administration in Waropen Regency (Human Capital Based). Human resources are an instrument for increasing productivity to maintain organizational sustainability. One way of the Government's commitment to realizing good governance, especially eradicating corruption, collusion and nepotism, is to increase the role of the Government Internal Supervisory Apparatus (APIP). This research uses a qualitative method with a case study design. Data collection techniques are interviews, observation and studies and documents. The research results stated that the performance of the Waropen Regency Inspectorate was relatively low. In carrying out its supervisory function, the Waropen Regency Inspectorate does not use expert auditors. However, it is supported by auditors from the Financial Audit Agency (BPK). Developing organizational competence and working capabilities of the APIP team needs to be carried out in achieving clean governance. In achieving clean governance, it is necessary to pay attention to supporting and inhibiting factors as well as efforts to overcome obstacles in improving the performance of the APIP team

Abstract

The main objective of this study was to determine whether work motivation, leadership style, and supervision factors affect the performance of Goods and Services Procurement Bureaucrats in the Work Unit of the Central Bureau of Statistics in North Sulawesi.   The problem encountered is that PBJ bureaucrats in the BPS work unit in North Sulawesi still violate the rules in terms of document fulfillment.  The results of the research obtained there is a significant relationship between work motivation and employee performance in PBJ bureaucrats in BPS work units in North Sulawesi, there is a significant relationship between leadership style and employee performance in PBJ bureaucrats in BPS work units in North Sulawesi, and there is a significant relationship between supervision and employee performance in PBJ bureaucrats in BPS work units in North Sulawesi. Work motivation (X1), leadership style (X2), and supervision (X3) together contribute to the performance (Y) of PBJ bureaucrats in the BPS work unit in North Sulawesi. So it is concluded that work motivation, leadership style, and supervision affect the performance of Goods and Services Procurement Bureaucrats in the BPS work unit in North Sulawesi.
