Abstract

Implementation of the policy of Governor Regulation Number 58 of 2020 concerning Karang Taruna in Manado City, North Sulawesi Province. Karang Taruna is one of the nation's strengths that has the potential to be developed to build the nation and state. Karang Taruna Sulawesi Utara works based on Peraturan Gubernur Nomor 58 Tahun 2020 concerning Karang Taruna Provinsi Sulawesi Utara. This study aims to describe and analyze the implementation of the policy of this regulation, along with its supporting and inhibiting factors. The author found that there were mismanagement of Karang Taruna of the City of Manado who did not understand well their functions as members of Karang Taruna, namely apathy or indifference in holding the position of Karang Taruna administrators, there were no plans to carry out their functions, in carrying out the functions of Karang Taruna, and do not have programs or activities so that regional regulations are not implemented properly. The inhibiting factors in the implementation process include communication, resources, attitudes, and bureaucratic structures

Abstract

Pengabdian ini bertujuan untuk memberikan penguatan kapasitas partisipasi perempuan dalam pembangunan di desa Pulutan Kecamatan Remboken. Permasalahan yang didapati yaitu (1) belum terlihat kontribusi yang diberikan terkait partisipasi dan turut andil dari WKI GMIM (Wanita kaum ibu) sebagai perempuan (2) wawasan dari para WKI GMIM yang masih minim (3) kurangnyapengetahuan WKI terhadap hak dan kewajiban sebagai WKI GMIM dalam pembangunan desa. Metode penelitian menggunakan pendekatan kualitatif dengan Lokasi penelitian di Desa Pulutan Kecamatan Remboken. Hasil yang diperoleh yaitu : dengan adanya PKM dapat meningkatkan peran dan partisipasi perempuan dalam pembangunan serta masih banyak pandangan masyarakat yang menghambat peningkatan peran perempuan dalam pembanunan seperti keraguan masyarakat terhadap kepemimpinan perempuan, factor pendidikan serta pengalaman yang dimiliki perempuan.

Abstract

Penelitian ini bertujuan untuk untuk mendeskripsikan dan menginterprestasikan kebijakan program Vaksinasi Covid 19 Tahun 2020-2022 di Kecamatan Pineleng, Kab. Minahasa. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Lokasi penelitian yaitu Kantor Kecamatan Pineleng dan Puskesmas Pineleng yang berada di wilayah Kecamatan Pineleng, Kabupaten Minahasa. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara dan dokumentasi. Pelaksanaan kebijakan vaksinasi covid-19 di Kecamatan Pineleng juga sudah optimal mulai dari sosialisasi sampai dengan pelaksanaan vaksin itu sendiri. Kebijakan pemerintah dengan diturunkannya Peraturan Menteri Kesehatan RI No. 9/2020 tentang Penanganan Corona Virus Disease 2019 (Covid-19) dimana didalamnya dicanangkan gerakan vaksinasi masal kepada seluruh masyarakat Indonesia, telah menjadi salah satu upaya yang terbukti tidak hanya terkait upaya meningkatkan imun tubuh manusia tapi secara medis memberikan perlindungan ekstra saat terpapar Covid-19

Abstract

The aim of the Entrepreneurship Program at the Faculty of Social Sciences Unima is to create entrepreneurial students who are able to open jobs and leave the old paradigm that university graduates must become job seekers. Students of the Faculty of Social Sciences Unima have great potential to become successful entrepreneurs if they are given training and assistance in exploring business ideas, business planning, management in the aspects of production, administration and marketing. The problem is, so far the students have not found the above matters practically. Through this entrepreneurship development program students will be given training and mentoring as well as real experiences. The specific target to be achieved in this PPK is to produce 20 new entrepreneurs based on science and technology, and the experience in this coaching is translated into a scientific work that is presented at a national seminar and published in scientific journals in order to increase understanding of how this approach process is carried out in creating new entrepreneurs. As many as 5 entrepreneurs each year, we use the following methods: Entrepreneurship Training, Field Trips, Coaching, Monitoring, Financial Assistance, Technology Assistance and Problem Solving Assistance.

Abstract

Good Governance is a very important factor in public services, as well as a gateway to achieving a predetermined goal. The method to be used in this study is a qualitative research method. In this study, the researchers focused more on the implementation of the principles of effectiveness and efficiency as well as the principles of justice for good governance and the factors that hindered the implementation of the principles of good governance at the UPTD Samsat Manado office. The results of the research implementation of the principles of good governance regarding indicators of effectiveness and efficiency have been implemented in the Manado Samsat Joint Office, where employees are disciplined in carrying out their responsibilities, and employees are able to carry out the vision and mission that have been set at the Manado Samsat Joint Office, Employees at the Manado Samsat Office as well able to provide easy service. So that the services provided by the Manado Samsat Joint Office can prosper the tax payer community. The implementation of the principles of good governance with indicators of justice in public services is explained that the principle of justice in providing services at the Manado Samsat Joint Office has not been said to be fair because it still uses a family or insider system. . So that some taxpayers feel unfairness in service at the Manado Samsat Joint Office.

Abstract

Dalam pengabdian ini permasalahan yang dihadapi mitra adalah; 1) Partisipasi dan keterampilan pegawai Badan Pemusyawaratan Desa (BPD) se-Kecamatan Eris Kabupaten Minahasa dalam pengembangan kapasitasnya dalam melaksanakan tugas tanggung jawab pekerjaan yang dinilai belum optimal; 2) Perealisasian Wewenang, Hak dan Kewajiban Desa dalam pelaksanaan implementasinya berdasarkan UU No. 6 tahun 2014 yang dinilai masih belum maksimal; 3) Fungsi BPS se-Kecamatan Eris Kabupaten Minahasa lebih didominasi fungsi pengawasan, dibandingkan fungsi legislasi yakni menyepakati Rancangan Perdes dan manampung aspirasi masyarakat. Solusi yang di tawarkan adalah dilakukan sosialisasi dan penyuluhan dengan judul Pelatihan Pengembangan Kualitas Badan Permusyawaratan Desa (BPS) dalam Mendukung Penyelenggaraan Pemerintahan di BPS se- Kecamatan Eris Kabupaten Minahasa

Abstract

Tujuan dari pengabdian ini adalah; 1). Adanya pertukaran pengalaman dan ilmu mengenai sistem administrasi yang dilaksanakan di Kelurahan se-Kecamtan Tomohon Timur antara Ibu-Ibu PKK tim dosen PKM juga pegawai kelurahan; 2). Membekali gambaran mengenai pentingnya tata kelola yang ideal dalam pelaksanaan sistem administrasi pemerintahan yang berada di kelurahan se-Kecamtan Tomohon Timur serta agar dapat memeberikan masukan (saran) terkait perbaikan tata kelola administrasi pemerintahan. Abstract

Registration of Minahasa Regency. The research method used is descriptive qualitative. The number of informants in this study were 5 people. Data collection uses observation, interview and documentation techniques. Data analysis through Data Reduction, Data Presentation and Drawing Conclusions. The results of the study show that the Public Service of the Department of Population and Civil Registration of Minahasa Regency is reviewed from 3 assessment indicators. in indicator 1). Service procedures for making E-ID cards are effective, both online and offline services, according to SOP 2). Inadequate facilities and infrastructure, or still not according to standards in terms of service time, employees have high discipline. 3). The competence of service delivery officers is reviewed after the completion time, there is a guarantee for completion time, but there are several internal and external factors that make the process of making this E-KTP hampered This study aims to describe the Public Services of the Department of Population and Civil, but for the entire service process, employees are always the intermediary in providing understanding and problem solver for every community who comes to get services in making E-KTP and also in the service process free of charge.

Abstract

The progress of each agency in carrying out government administration is greatly influenced by Human Resources, namely the State Civil Apparatus because it is part of government management to carry out its main tasks and functions in government. This research aims to find out, describe and analyze the effectiveness of the State Civil Apparatus at the North Langowan District Office, Minahasa Regency. This research uses a descriptive qualitative approach, the number of informants is 5 people with data collection techniques, namely observation, interviews and documentation, with data analysis techniques through data reduction, data presentation and drawing conclusions. Based on research data and information, the effectiveness of ASN performance at the North Langowan District Office is not yet fully effective. The performance targets set for each ASN are in accordance with existing provisions, however in the Performance Assessment the performance results still need to be improved, especially in public services, the factors that influence the effectiveness of ASN performance are work motivation, work environment, leadership, office facilities, resources human beings, ASN who have insufficient abilities or skills will hinder work, inadequate facilities and infrastructure can make work less effective. Therefore, researchers suggest that the performance targets of each ASN remain guided by the applicable rules and regulations, performance appraisals are assessed From the results of their performance, ASNs are required to complete their performance targets and there needs to be supervision from the leadership for ASNs who lack discipline and improve the quality of service to the community. Kemajuan setiap instansi dalam melaksanakan penyelenggaraan pemerintahan sangat dipengaruhi oleh Sumber Daya Manusia yaitu Aparatur Sipil Negara karena merupakan bagian dari manajemen pemerintahan untuk melaksanakan tugas pokok dan fungsinya dalam pemerintahan. Penelitian ini bertujuan untuk mengetahui, mendeskripsikan dan menganalisis bagaimana Efektivitas Aparatur Sipil Negara Kantor Kecamatan Langowan Utara Kabupaten Minahasa. Penelitian ini menggunakan pendekatan kualitatif deskriptif, jumlah informan sebanyak 5 orang dengan teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi, dengan teknik analisis data melalui reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan data dan informasi penelitian, efektivitas kinerja ASN pada Kantor Kecamatan Langowan Utara belum sepenuhnya efektif. Target kinerja yang ditetapkan untuk setiap ASN sudah sesuai dengan ketentuan yang ada, namun dalam Penilaian Kinerja hasil kinerja masih perlu ditingkatkan terutama dalam pelayanan publik, faktor-faktor yang mempengaruhi efektivitas kinerja ASN yaitu motivasi kerja, lingkungan kerja, kepemimpinan, fasilitas kantor, sumber daya manusia, ASN yang memiliki kemampuan atau skill yang kurang akan menghambat pekerjaan, sarana dan prasarana yang masih kurang dapat membuat pekerjaan menjadi kurang efektif.Oleh karena itu, peneliti menyarankan agar target kinerja setiap ASN tetap berpedoman pada aturan dan ketentuan yang berlaku, penilaian kinerja dinilai dari hasil kinerjanya untuk itu ASN dituntut untuk menyelesaikan apa yang menjadi target kinerjanya dan perlu adanya pengawasan dari pimpinan untuk ASN yang kurang disiplin dan meningkatkan kualitas pelayanan bagi masyarakat.

Abstract

The purpose of this research is to explain how the implementation of the loading and unloading service policy at Bitung Port.The research method uses a qualitative approach. Data collection techniques using interviews, documentation studies and observation. The results found that by increasing supervision of the implementation of loading and unloading performance of goods and containers, it is possible that there is no idle time. Supervising the performance of tools and checking and repairing loading and unloading tools, namely container cranes so that when used for loading and unloading activities do not experience damage which results in idle time and also has an impact on loading and unloading productivity.
