Abstract

Abstrak Indonesia, menerapkan pelarangan ekspor bijih nikel mentah sejak Januari 2020 sebagai bagian dari kebijakan hilirisasi. Kebijakan ini, didukung oleh UU Minerba dan Permen ESDM, memicu sengketa dengan Uni Eropa di WTO karena dianggap melanggar prinsip perdagangan internasional dalam GATT. Penelitian ini dilakukan untuk mengetahui dan menganalisis yuridis mengenai sengketa nikel antara Indonesia dengan Uni Eropa di WTO dan untuk mengetahui keabsahan legalitas Indonesia ketika mengirim Nikel tetapi melanggar perjanjian WTO. Penelitian yang digunakan penulis ialah pendekatan penelitian yuridis normatif, penulis menggunakan teknik pengumpulan data sumber data sekunder melalui library research. Hasil dari penelitian diperoleh penulis ialah Sengketa nikel Indonesia dan Uni Eropa di WTO melanggar Pasal XI:1 GATT 1994 karena termasuk pembatasan kuantitatif, dan menolak pembelaan Indonesia berdasarkan Pasal XI:2(a) dan XX(d) GATT. Kebijakan pelarangan ekspor bijih nikel Indonesia mencerminkan dualisme keabsahan hukum, di mana secara nasional kebijakan ini sah sedangkan pada level internasional, kebijakan tersebut dinilai melanggar Pasal XI.1 GATT. Pemerintah Indonesia disarankan untuk mengedepankan diplomasi bilateral dan multilateral guna mencari solusi damai atas sengketa nikel dengan Uni Eropa, sembari menunggu kepastian hasil banding di WTO. Selain itu, pemerintah perlu menentukan sikap tegas antara melanjutkan perjuangan di forum banding WTO atau menyesuaikan regulasi ekspor nikel dengan ketentuan sesuai WTO.. Kata Kunci: GATT; Indonesia; Nikel; Uni Eropa; WTO. Abstract Indonesia has implemented a ban on the export of raw nickel ore since January 2020 as part of its downstream policy strategy. This policy, supported by the Mineral and Coal Law (UU Minerba) and regulations from the Ministry of Energy and Mineral Resources (Permen ESDM), has led to a dispute with the European Union at the World Trade Organization (WTO). The EU argues that the ban violates international trade principles under the General Agreement on Tariffs and Trade (GATT). This study aims to examine and analyze the legal aspects of the nickel dispute between Indonesia and the EU at the WTO, and to assess the legality of Indonesia’s actions despite potential violations of WTO agreements. The research uses a normative juridical approach, employing secondary data collection through library research. Findings reveal that the dispute violates Article XI:1 of GATT 1994, as it constitutes a quantitative restriction. The WTO panel rejected Indonesia’s defense under Articles XI:2(a) and XX(d) of GATT. While the export ban is legally valid under national law, it contradicts international obligations. It is recommended that Indonesia pursue bilateral and multilateral diplomacy to resolve the dispute peacefully while awaiting the WTO appeal outcome, and consider whether to continue the appeal or adjust export regulations to comply with WTO rules. Abstract

ABSTRAK Setelah dilakukan penelitian tindak kelas yang dilaksanakan di kela III SD Negeri 4 Sindangsari Kecamatan Banjarsari Kabupaten ciamis mengenai penggunaan media gambar dan kartu pada materi pengurangan di dapat kan hasil, Dimana hasil belajar pra siklus hanya sebanyak 30% peserta didik dari 20 orang yang dianggap tuntas, selanjutnya pada siklus ke 1 dengan menggunakan media gambar dan kartu ada sebanyak 80% peserta didik yang tuntas dan terakhir pada siklua 2 terdapay 95% peserta didik tuntas dengan rata rata klasikal 78. Kesimpulan yang bisa diambil dari penelitian ini adalah bahwa penggunaan media pembelajaran sangat penting dalam menuntasakan pembelajaran di Sekolah Dasar, ghal ini karena usia peserta didik dikelas 3 harus dibantu dengan sesuatu media yang konkret. Kata kunci: Media gambar, media kartu, pengurangan, matematika. Abstract

Catalytic cracking is a conversion process by cutting the carbon chains of oil molecules into simple hydrocarbons. The process ofbreaking the hydrocarbon chain could be conducted by chemical means using a catalyst and hydrogen gas. The types of catalystscommonly used in the chemical industry are metals such as nickel (Ni), zinc (Zn), and cadmium (Cd). The metal can be used asa catalyst directly, but during the catalytic cracking process, the catalyst will thicken than it is imposible to re-use the catalyst.Therefore, the metal catalyst must be impregnated into a carrier material such as zeolite. The research is aiming for analyzing thecharacteristics of active natural zeolite catalyst with nickel-metal impregnation (ZAA/Ni), which consisted of surface area analysis,XRD, FTIR, and morphological analysis best catalyst. The zeolite used in this research is originated from Bayah Banten, whichhas been activated. The function of the catalyst can be improved by the presence of a carrier, namely nickel metal. The role of thecarrier is as a place for the active nucleus to spread, which can increase the effectiveness of the catalyst so that the catalyst can beused repeatedly. Results show the highest Si/Al ratio is 6.66, an intermediate catalyst with a Si/Al ratio = 2−10. The widestsurface area of the catalyst is at ZAA/Ni 3% of 974.44 m2/g; the crystallinity value the largest was 70.09%. Zeolite fromBayah Banten, impregnated with nickel-metal, can be used as a catalyst for upgrading bio-oil with a concentration of 3% ZAA/Niand 2% AA/Ni.

Abstract

Malapari (Pongamia pinnata (L.) Pierre) is one of the most potential biodiesel raw materials to be developed in Indonesia. The plant is natura ly distributed from Sumatera to Papua. However, oil content and its physico-chemical properties of malapari originated from Java was limitedly known. This study investigates chemical composition of malapari seeds, identifies fatty acid composition of the produced seed oil and characterises physico-chemical properties of malapari oil. Composition of chemical content of malapari seeds was analyzed through proximate analysis. Physico-chemical properties of malapari oil were analyzed using the ASTM test method. Results showed that Batukaras population is the best population to be used as biodiesel raw material source because it has the highest value of oil content. Besides, the Batukaras population has the lowest specific gravity, viscosity and acid value. Malapari oil is dominated by oleic and linoleic fatty acids which are potentia ly unsaturated fatty acids for biodiesel. Value of fatty acids (oleic and linoleic) and physico chemical properties (specific gravity and calorific value) of pongamia crude oils suggested that the five populations have been eligible for biodiesel feedstock.
