Abstract

The Koperasi Merah Putih is designed as an instrument of people-centered economic development that emphasizes the principles of mutual cooperation, participation, and village self-reliance. This study aims to analyze the implementation of Presidential Instruction Number 9 of 2025 on the Koperasi Merah Putih in realizing the welfare of village communities. The research employs a qualitative method with a descriptive approach, using in-depth interviews, participatory observation, and documentation studies. Data are analyzed through the interactive model of Miles, Huberman, and SaldaƱa, which consists of data reduction, data display, and conclusion drawing. The findings indicate that the government policy has a clear direction and is relevant to village needs, although consistency of implementation at the local level varies. Cooperative institutions have been formally established, yet they still face constraints related to managerial capacity and weak accountability. Community participation in cooperatives remains relatively low, influenced by limited financial literacy and a lack of sense of ownership. From an economic empowerment perspective, cooperatives provide access to capital, entrepreneurship training, and market opportunities, although the benefits have not been evenly distributed. Tangible impacts include increased member income, reduced dependence on moneylenders, and strengthened social solidarity, even though these effects are still limited to certain areas. Therefore, this study affirms that the success of Presidential Instruction No. 9 of 2025 is strongly determined by the strengthening of cooperative governance, enhancement of human resource capacity, community participation, and sustained regulatory and financial support. The Koperasi Merah Putih has significant potential to become a driving force for village development if managed in a transparent, accountable, participatory, and sustainable manner.

Abstract

The wealth of natural resources is often not directly proportional to the welfare of the community, triggering social and environmental conflicts and showing signs of the resource curse phenomenon due to weak governance. The prevalence of unlicensed mining activities has caused serious environmental damage, land degradation, and social conflict. This study aims to analyse how the Collaborative Governance framework can be implemented in Aceh to optimise the potential of the Qanun, while overcoming existing structural and institutional challenges. This study uses a descriptive qualitative research method, focusing on Collaborative Governance in Aceh's Mining Management. Data collection techniques include observation, interviews, and documentation, which are essential for gathering rich contextual information on the research topic. The results of research on mining governance in Aceh through the Qanun framework have provided a strong normative foundation, particularly in terms of distributive and procedural justice, the right to sue, and the role of the Wali Nanggroe Aceh. The implementation of collaborative governance is in its emerging phase and is not yet optimal. The main obstacles lie in the initial conditions, which are characterised by power asymmetry and resource disparities, inconsistent institutional design, and collaborative processes that fail to address crucial issues such as unlicensed mining. The failure of conventional governance requires a hybrid governance solution that legalises the informal sector on the condition of environmental and social compliance.

Abstract

This study aims to evaluate the implementation of the Fun School Movement (GSM) program at public junior high schools in Kulon Progo Regency. The evaluation assesses the achievements and barriers within four key components of GSM: learning environment, pedagogical practices, character development, and school connectedness. The method used is Provus' Discrepancy Evaluation Model (DEM) with a mixed-methods approach, involving 3 principals, 28 teachers, and 288 students. Data were collected through interviews, observations, questionnaires, and document reviews, and analyzed using qualitative analysis and descriptive statistics. The results show that the GSM program successfully created a more positive learning environment, with an average achievement of 75.64% across the three schools, and supported student character development, with an average score of 77.92%. However, the main challenges included varying levels of understanding among teachers, low parental involvement, and the need for further teacher training. The implications of this study emphasize the need for continuous teacher training and increased parental involvement to support the more effective and sustainable implementation of GSM.

Abstract

This article examines the dynamics of Islamic entrepreneurship in Southern Thailand, particularly in the provinces of Pattani, Yala, and Narathiwat, which are predominantly inhabited by Malay Muslims. This study employs a qualitative descriptive method through a literature review approach, integrating findings on the business practices of Muslim entrepreneurs, the role of Islamic cooperatives, Islamic financial literacy, and community access to halal financing. The results indicate that while the community demonstrates a strong commitment to conducting business in accordance with Islamic principles, Islamic entrepreneurship in the region faces several structural challenges. These include a limited understanding of Islamic jurisprudence (Fiqh Muamalah), low levels of Islamic financial literacy, restricted access to formal Islamic financial institutions, and external economic shocks such as the COVID-19 pandemic. However, the existence of the Pattani Islamic Cooperative, community-based business initiatives, and the optimization of Islamic social finance instruments such as zakat, waqf, and sadaqah provide significant opportunities to strengthen the ecosystem. This article concludes that the sustainable development of Islamic entrepreneurship in Southern Thailand requires a strategic integration of ethical reinforcement, institutional support from cooperatives, and enhanced financial literacy.

Abstract

Desa sebagai unit pemerintahan terkecil memiliki peran strategis dalam mendukung pembangunan nasional dan peningkatan kesejahteraan masyarakat. Namun, penyelenggaraan pemerintahan desa masih menghadapi berbagai tantangan, seperti keterbatasan sumber daya, kapasitas aparatur yang belum optimal, serta kompleksitas pengelolaan administrasi publik. Tata kelola administrasi publik yang efektif dan efisien menjadi fondasi penting bagi terwujudnya pemerintahan desa yang transparan, akuntabel, dan responsif . Kegiatan Pengabdian Kepada Masyarakat ini bertujuan untuk meningkatkan kualitas tata kelola administrasi publik di desa mitra melalui pendekatan kolaboratif dan partisipatif, serta memperkuat pemahaman dan kapasitas aparatur desa. Metode pelaksanaan meliputi ceramah, praktik langsung, dan dokumentasi kegiatan sebagai sarana pembelajaran dan evaluasi. Hasil kegiatan menunjukkan peningkatan pemahaman dan keterampilan aparatur desa dalam pengelolaan administrasi publik, penerapan prinsip good governance, serta optimalisasi pelayanan kepada masyarakat. Partisipasi aktif perangkat desa dan masyarakat mencerminkan tumbuhnya kesadaran kolektif akan pentingnya kolaborasi dalam pembangunan desa. Secara keseluruhan, kegiatan PKM ini berkontribusi positif dalam mewujudkan sistem administrasi desa yang lebih transparan, akuntabel, efektif, dan efisien, yang diharapkan berdampak pada peningkatan kemandirian dan kesejahteraan masyarakat desa.
