Abstract

This article examines Indonesia’s cybersecurity policy during the Joko Widodo administration (2014–2024) through the lens of Michel Foucault’s concept of governmentality. As cyberspace has increasingly been constructed as a strategic domain of governance, the Indonesian state has framed cyber threats as risks to national security, digital sovereignty, and political stability. This framing has justified the expansion of regulatory authority, institutional consolidation, and digital surveillance practices. Using a qualitative document analysis approach, this study analyzes cybersecurity-related laws, presidential regulations, national cybersecurity strategies, and official reports issued by state institutions, particularly the National Cyber and Crypto Agency. The findings demonstrate that cybersecurity policy in Indonesia functions not merely as a technical mechanism to protect digital infrastructure, but also as a political technology of governance. Through the production of threat discourses, the deployment of governing technologies, and the shaping of digital subjectivities, cybersecurity policy operates as a form of population management that encourages self-regulation and compliance among citizens. Drawing on governmentality theory, this article argues that cybersecurity governance reflects broader state strategies to regulate conduct in the digital sphere rather than simply respond to technical risks. The study contributes to debates on digital governance and local politics by highlighting how cybersecurity policy in a democratic developing country simultaneously enhances state capacity while generating tensions with democratic accountability, civil liberties, and digital rights.

Abstract

Pelayanan persalinan di masyarakat telah mengalami perubahan besar. Lebih dari 1 dekade terakhir tren persalinan di dunia berubah dari normal berpindah menjadi persalinan SC (Sectio Caesarea). Peningkatan prevalensi persalinan normal dan caesar yang tidak selalu diikuti dengan pemahaman yang memadai mengenai indikasi medisnya menunjukkan perlunya penelitian yang lebih mendalam tentang studi komparasi faktor risiko non medis pada persalinan normal dan caesar di RSUD Cut Meutia Aceh Utara untuk membuat keputusan yang lebih tepat dan berbasis bukti, dari sisi non-medis. Penelitian bersifat deskriptif menggunakan desain case control. Sampel penelitian ini pasien yang melahirkan normal di RSUD Cut Meutia Aceh Utara sebanyak 48 orang dan yang melahirkan caesar sebanyak 48 orang. Pengambilan sampel dilakukan dengan teknik total sampling. Pengumpulan data menggunakan kuisioner pada tanggal 10 sampai 17 Juni 2025, sedangkan uji statistik yang digunakan adalah regresi logistik menggunakan Stata.Hasil analisis menunjukkan hanya kualitas tidur ibu yang menunjukkan perbedaan bermakna secara statistik antara persalinan pervaginam dan caesar (p = 0,035) dan yang dominan dengan terjadinya persalinan normal dan caesar  di RSUD Cut Meutia Aceh Utara (P = 0,035 < 0,05).Disarankan bagi Dinas Kesehatan Kabupaten Aceh Utara terkait untuk meningkatkan program edukasi dan penyuluhan rutin kepada ibu hamil mengenai pentingnya menjaga kesehatan selama kehamilan, khususnya kualitas tidur, pengelolaan penyakit penyerta, serta pola hidup sehat. Penyuluhan sebaiknya melibatkan keluarga terdekat agar dukungan terhadap ibu hamil semakin optimal, serta disertai pemantauan kesehatan ibu secara berkala di fasilitas kesehatan

Abstract

Urban waste management faces challenges not only in reducing waste volumes but also in the limited utilization of waste as a resource with added value. This condition highlights the importance of a circular economy approach that positions waste as a material that can be reused through innovation and community empowerment. This community engagement program aims to analyze the implementation of a community-based circular economy through the processing of dry leaf waste into environmentally friendly ink and to identify changes in the capacity and empowerment of the partner community following the implementation of the innovation. The program was conducted in collaboration with the Warisan Bumi Indonesia Community in Serang City through several stages, including problem identification, socialization, training, technology application, mentoring, monitoring, and evaluation. The innovations introduced included the sorting and drying of raw materials, natural color extraction, ink formulation, development of standard operating procedures for production, and digital-based record-keeping and reporting. Evaluation was conducted through observation, hands-on practice, pre-tests and post-tests, innovation implementation checklists, interviews, group discussions, and activity documentation. The results indicate a shift from the initial condition, in which dry leaf waste had not been transformed into derivative products and its management activities remained unstructured, toward a waste-processing practice that produces environmentally friendly ink, incorporates more standardized production stages, and is supported by digital record-keeping. The program also sought to strengthen the capacity of the community as a non-state actor in supporting the implementation of waste management policies and establishing sustainable circular economy practices. These findings demonstrate that the integration of technological innovation, community empowerment, and governance digitalization can serve as an alternative approach to strengthening the implementation of the circular economy at the local level. Keywords: circular economy; community empowerment; dry leaf waste; environmental innovation; digitalization.
