Abstract

In order to improve the quality of public services, the Cirebon City Government has taken agile steps to provide effective and efficient emergency services for the community through the Cirebon Siaga 112 service. Cirebon Siaga 112 is an adoption of the Single Number of Emergency Calls (NTPD) 112 service concept that provides integrated complaint services to facilitate the handling of emergency conditions with a single number 112 that can be accessed by the public 24 hours without a call fee. This study aims to describe the application of Agile Governance in the implementation of Cirebon Siaga 112 public services in Cirebon City, using the Agile Governance theory proposed by Luna et al. (2015). This research uses a qualitative approach, for data collection techniques carried out are interviews, observation and documentation. The results showed that the implementation of Cirebon Siaga 112 in Cirebon City has been quite good in applying the principles of Agile Governance to improve the quality of public services that are more effective and efficient. However, the Human Focused principle still needs improvement related to community participation. This recommendation aims to optimize the application of Agile Governance principles in the implementation of Cirebon Siaga 112 public services in Cirebon City and provide implications for other regions on the importance of adopting technology-based services and involving the community in developing public service innovations.

Abstract

Penelitian ini mengkaji bagaimana penerimaan teknologi masyarakat terhadap aplikasi iCirebon yang dikembangkan oleh Dinas Perpustakaan dan Kearsipan Kota Cirebon untuk mendukung literasi masyarakat melalui layanan perpustakaan digital melalui model Unified Theory of Acceptance and Use of Technology (UTAUT). Aplikasi iCirebon merupakan inovasi yang dikembangkan oleh Dinas Perpustakaan dan Kearsipan Kota Cirebon untuk mendukung literasi masyarakat melalui layanan perpustakaan digital. Namun, dalam implementasinya aplikasi ini belum dapat dimanfaatkan oleh masyarakat secara optimal. Metode yang digunakan adalah metode penelitian kualitatif. Teori yang menjadi acuan adalah teori UTAUT dari Alotaibi et al. (2023) dengan 6 (enam) variabel, yaitu Performance Expectancy, Effort Expectancy, Social Influence, Facilitating Conditions, Individual Differences dan System Features. Hasil penelitian menunjukan bahwa Performance Expectancy, Facilitating Condition, dan Social Influence belum memadai. Performance Expectancy belum tercapai sepenuhnya karena koleksi buku yang kurang relevan mengurangi motivasi pengguna. Facilitating Condition juga sederhana, hanya membutuhkan perangkat dan internet. Namun, kendala seperti koleksi buku yang kurang lengkap, jaringan internet yang tidak stabil, perangkat tidak kompatibel, dan fitur yang belum optimal menjadi hambatan utama. Variabel Social Influence, pengaruh sosial hanya berasal dari teman atau media sosial yang bersifat informal. Hal ini menunjukkan bahwa pengaruh sosial tidak terstruktur dan memiliki keterbatasan dalam jangkauan serta konsistensinya. This study examines how the public accepts technology towards the iCirebon application developed by the Cirebon City Library and Archives Service to support public literacy through digital library services through the Unified Theory of Acceptance and Use of Technology (UTAUT) model. The iCirebon application is an innovation developed by the Cirebon City Library and Archives Service to support public literacy through digital library services. However, in its implementation, this application has not been optimally utilized by the public. The method used is a qualitative research method. The theory used as a reference is the UTAUT theory from Alotaibi et al. (2023) with 6 (six) variables, namely Performance Expectancy, Effort Expectancy, Social Influence, Facilitating Conditions, Individual Differences and System Features. The results of the study showed that Performance Expectancy, Facilitating Condition, and Social Influence were inadequate. Performance Expectancy has not been fully achieved because the collection of books that are less relevant reduces user motivation. Facilitating Condition is also simple, only requiring devices and the internet. However, obstacles such as incomplete book collections, unstable internet networks, incompatible devices, and suboptimal features are the main obstacles. Social Influence variables, social influence only comes from friends or informal social media. This shows that social influence is unstructured and has limitations in its reach and consistency.

Abstract

This article aims to formulate a strategic plan for sustainable tourism development in Samangki village, Maros Regency, South Sulawesi. The research design used is descriptive qualitative. At the stage of formulating a sustainable tourism development strategy in Samangki village, using SWOT analysis techniques. The results of the analysis show that Samangki village has internal and external potential for sustainable tourism that can be further developed. Then, potential analysis based on aspects or criteria as the village concept shows that of the seven aspects, only aspects of human resource readiness and aspects of tourism support facilities still need to be improved, while the other five aspects are; tourist attraction, community motivation, facilities and infrastructure, availability and availability of land, in general, are adequate for tourism. In addition, the development of sustainable tourism in Samangka village is quite good, but there is a need for improvement so that in the future Samangka village can become one of the pilot tourism villages in Indonesia.

Abstract

This study aims to explore the influence of review content on social media as an advertising medium on the decision of tourists to visit Tegal Mas Resort. This study focuses on the relationship between product and service quality and tourist satisfaction at Tegal Mas Lampung Resort Island. This study uses a quantitative approach with a survey method to collect data from social media reviews and tourist responses. Statistical analysis was used to test the relationship between Product Quality, Service Quality, and Tourist Satisfaction variables and their impact on visit decisions. The study’s findings show that Product Quality significantly influences tourist visit decisions, with a significance value of 0.000. These results show that positive reviews regarding product quality on social media contribute considerably to tourists' decisions to visit Tegal Mas Lampung Resort Island. The content of reviews on social media about Tegal Mas Lampung Resort Island significantly affects tourists’ decisions to visit. Therefore, using positive reviews on social media can be an effective strategy to attract visitors and increase tourist satisfaction.

Abstract

This study aims to determine tourist attractions and to design a mapping model for the distribution of tourist attractions and amenities in Lunjen Village, Enrekang Regency by making a map of tourist attractions and amenities in Lunjen Village. This study uses a qualitative descriptive research design that aims to describe and describe the phenomena studied. This research model is applied with the aim of obtaining a result that can be implemented for tourism development in Lunjen Village. Data collection was carried out through direct observation in the field accompanied by unstructured interviews and documentation. The results of the study are maps of the distribution of tourist attractions and amenities in Lunjen Village using ArcGIS 10.8, which is used as a media aid for tourists in obtaining information about tourist attractions in Lunjen Village, Enrekang Regency. The conclusion in this study is the distribution of tourist attractions using ArcGIS 10.8 can make it easier to see tourist attractions and amenities in Lunjen Village in the form of a map. Tourism development is expected to reach a development scale that is considered clear and good in terms of tourism planning, development and management. Abstract

Kampung Lembur Sawah berlokasi di tengah Kota Bogor dan kaya akan potensi wisata gastronomi. Pengembangan berkelanjutan berbasis masyarakat lokal diperlukan untuk melengkapi atraksi wisata dan meningkatkan pengalaman wisatawan. Penelitian ini bertujuan mengidentifikasi potensi wisata gastronomi dan pengembangannya berdasarkan sudut pandang masyarakat lokal yang tergabung dalam Kompepar Mulyaharja sebagai pengelola. Metode dalam penelitian ini menggunakan pendekatan kualitatif eksploratif. Data primer diperoleh melalui observasi langsung serta wawancara dengan informan yang mewakili para pemangku kepentingan terkait pengelolaan wisata di Kampung Lembur Sawah. Data sekunder diperoleh melalui dokumen desa, artikel jurnal, dan laporan kerja terkait pengembangan wisata di Kampung Lembur Sawah. Hasil penelitian menunjukkan bahwa Kampung Lembur Sawah memiliki potensi yang dapat dikembangkan menjadi atraksi wisata gastronomi. Inventori gastronomi harus dilakukan pendaftaran HAKI sebagai upaya pelestarian. Kata kunci: wisata gastronomi, pariwisata berbasis masyarakat, Kampung Lembur Sawah

Abstract

Industrialization fundamentally aims to enhance the quality of life and the welfare of people. However, insufficient management of residual production waste generates adverse effects on both the environment and the inhabitants residing near industrial zones. In response, the government has established regulatory measures for environmental protection and management through Government Regulation Number 22 of 2021. This regulation seeks to strike a balance between the community’s economic interests and environmental sustainability, safeguarding the rights of citizens. The core objectives of this research are to assess the state of environmental policies within the Sukaregang leather tanning industrial area, to scrutinize the implementation of environmental management practices, and to evaluate the impact of Government Regulation Number 22 of 2021. Employing a qualitative case study approach, the research centers on the Sukaregang leather tanning industrial area, a pivotal hub for the leather industry and a symbol of the Garut Regency. The data collection involves interviews with key stakeholders, including the Environmental Service, the leather tanning industry, and the affected community. The research concludes that while policies based on Government Regulation Number 22 of 2021 are in place, complementary local regulations are absent. The current implementation of environmental management continues to engender negative externalities in sectors such as agriculture, health, and environmental pollution. To address the shortfalls in achieving policy goals and objectives, it becomes imperative to establish local regulations that facilitate cost-sharing in the waste treatment process, utilizing Wastewater Treatment Plant (WWTP) technology. Such measures are essential for upholding environmental quality for the residents of industrial areas.

Abstract

Despite widespread reports of corruption in 74,961 village authorities in Indonesia, the government has yet to establish an effective mechanism to detect and prevent corruption at the village government level. Therefore, this study provides an overview of corruption in villages by perpetrator profile, village development, and corruption detection pace to identify the highest-risk authorities exposed to corruption and implement preventive measures. Supported by a qualitative descriptive strategy for interpreting the data, this study analyzed 186 villages whose governing bodies engaged in corruption and were prosecuted by law enforcement officials from 2015 to 2021. The result shows that Java is more focused than other regions on prosecuting corruption cases in rural areas. Moreover, corruption cases in Java and Sumatra regions concentrate on developing villages. Outside of these two regions, most corruption occurs in disadvantaged villages. Village corruption cases were detected on average 2.72 years after the onset of corruption. These findings address a gap in previous research by exploring the variation in losses resulting from village corruption cases across different regions. The study underscores the significance of implementing regulations that mandate regular audits and other detection policies customized to specific attributes, such as region, development level, perpetrator profiles, and fraudulent scheme trends.
