Abstract

Stunting merupakan masalah penting bagi pemerintah yang perlu ditangani mulai dari tingkat lokal, regional, hingga nasional. Salah satu daerah yang memiliki kecenderungan komitmen yang tinggi dalam upaya mengatasi dan mengurangi stunting saat ini adalah Kabupaten Purbalingga. Dalam rangka memerangi dan menurunkan angka stunting di Kabupaten Purbalingga. Penelitian ini bertujuan untuk mendeskripsikan bagaimana proses implementasi kebijakan dilakukan dari sisi aturan, pihakpihak yang terlibat dalam proses implementasi kebijakan, organisasi pelaksana kebijakan dan analisis lingkungan yang mempengaruhi proses pelaksanaan kebijakan. Penelitian ini mencoba melihat proses implementasi kebijakan dari sisi buttom up dimana peran masyarakat dan kelompok organisasi terlibat secara aktif dalam pelaksanaan kebijakan terkait dengan penanggulangan stunting di Kabupaten Purbalingga. Penelitian ini menggunakan metode deskriptif kualitatif dengan sumber informan, teknik triangulasi data, dan teknik analisis data. Kemampuan mencocokkan data menggunakan teknik pengambilan sampel menjadi fokus utama penelitian ini. Hasil penelitian dilihat dari temuan studi ini didasarkan pada skenario kebijakan yang diidealkan di mana inisiatif pencegahan stunting Kabupaten Purbalingga mengikuti pedoman yang digariskan dalam peraturan daerah dan keputusan bupati. Masyarakat yang menjadi sasaran program pencegahan stunting merupakan kelompok sasaran dalam kebijakan ini. Kelompok pelaksana, khususnya kelompok pemerintah yang juga tergabung dalam organisasi terkait, organisasi komunitas psikiatri, dan organisasi masyarakat. Aspek sosial dan ekonomi masyarakat terkait dengan faktor lingkungan yang dialami selama pelaksanaan kebijakan pengendalian stunting. Kondisi kekurangan gizi menjadi penyebab stunting erat kaitannya dengan keadaan sosial ekonomi mereka yang berpenghasilan rendah. Implementasi kebijakan penanggulangan stunting di Kabupaten Purbalingga dianggap berhasil karena pola penaggunalangannya lebih menitikberatkan pada berbagai aspek agar bisa dilaksanakan dengan baik baim dari sisi kebijakan, pihak dan organisasi yang terlibat dan faktor lingkungan

Abstract

Sound governance reviews the partnership model between regions and civil society and international actors. International actors used as the unit of analysis in this study are PT Hyup Syung Purbalingga. This research is motivated by the results of a preliminary pre-survey, namely the absence of sustainability in the Padamara Village Community Empowerment Program conducted based on a partnership between the Padamara village government, PT Hyup Sung, and the Bojanegara Village Community. This study will further analyze the issue of partnership in Bojanegara Village Community Empowerment from a sound governance perspective, focusing on the involvement of PT Hyup Syung as an international actor in the process. This study is a type of descriptive research with a qualitative approach. Data obtained through key informants (key people) are determined purposively (purposive). The key person in this study is the executor of the Local Government, while other informants are some officials from PT. Hyup Sung Indonesia, and the villagers who were touched by the program were then determined by a snowball. In addition, documentation and observation studies are also used to capture relevant data. The presence of international parties participating in community empowerment in Indonesia, especially in the Purbalingga Regency, has not been realized as a potential. This is due to the limited resources of local governments as the sole actor in development, which should force the government to maximize any potential resource support from outside sources, whether private, public, or international. The form of partnership is an ideal desired by sound governance but has not been understood by the government at both the Purbalingga Regency government level and the Bojanegara village government level. In other words, positive partnerships between local governments, village governments, and NGOs have not occurred under the management of PT. Hyup Sung Indonesia.

Abstract

Pencemaran sampah berdampak pada manusia, tumbuhan, dan lingkungan (air). Pada manusia menimbukan berbagai macam penyakit terutama yang berasal dari bakteri, selain itu pada tumbuhan pencemaran sampah berdampak kepada menurunnya kualotas tanaman, serta pada air akan berdampak kepada pencemaran air. Hal yang secara nyata terlihat adanya pencemaran sampah bagi kehidupan masyarakat. Masyarakat akan terkena dampak negatif dari pencemaran limbah, dan pengelolaan limbah yang tidak tepat akan mengakibatkan penyebaran virus termasuk polio, mielitis, dan hepatitis serta penyakit lainnya.  Metode pengabdian ini menggunakan metode focus group discussion (FGD) yang dilakukan dengan diskusi kelompok yang dipandu oleh moderator. Hasil pengabdian ini adalah meningkatkan sadar masyarakat dalam pengelolaan sampah menjadi barang bernilai ekonomi. Selain itu meningkatkan partisipasi masyarakat, pemerintah desa dan sektor lain untuk saling bersinergi menciptakan lingkungan Desa Beji yang bebas sampah.

Abstract

Salah satu kabupaten di Provinsi Jawa Timur bernama Bojonegoro. Karena topografi Kabupaten Bojonegoro yang unik, kemungkinan terjadinya kekeringan di Labupaten Bojonegoro cukup tinggi. Karena karakteristik tanah Kabupaten Bojonegoro, air tidak dapat diserap pada musim hujan, yang menyebabkan tanah mengering pada musim kemarau. Dengan menggunakan penelitian kualitatif dan teknik deskriptif, penelitian ini bertujuan untuk mengidentifikasi dan mengkarakterisasi praktik penanggulangan bencana yang dilakukan oleh Pemerintah Kabupaten Bojonegoro melalui Badan Penanggulangan Bencana Daerah. Studi ini menemukan bahwa Badan Penanggulangan Bencana Daerah Kabupaten Bojonegoro telah melakukan beberapa proyek, antara lain pembangunan waduk, sumur bor, fasilitas pengolahan air, geo membran, toren air, dan jaringan pipa air bersih (masih dalam pembangunan), serta inisiatif sosialisasi untuk menangani kekeringan dan inisiatif lain untuk mempromosikan konservasi air.

Abstract

Government business management is a reflection of the application of the new public management paradigm with the aim of improving the economy, and achieving efficiency and effectiveness. The purpose of this study is to analyze and describe the implementation of business principles in the management of BUMDes to improve PADes and the village economy. The research method used is descriptive qualitative research method, with data collection methods through in-depth interviews, observation and documentation. Meanwhile, the data analysis method was carried out using an interactive analysis model. The results of the study indicate that business planning in managing BUMDes can still be made in a simple format and does not involve the participation of local villagers. Even though it is made simply, the Susukan BUMDes continues to run with the encouragement and commitment of the Susukan Village Head. As an effort to motivate BUMDes management, it is carried out through a payroll system. The Village Head is directly involved in the process of implementing his business, starting from the preparation of plans, socialization, to the implementation of control over the business being run and reporting. In addition, the Susukan Village Head also established various collaborations with various stakeholders as a form of encouragement to the BUMDes management.

Abstract

Abstract-This study discusses the implementation of policies in an effort to overcome stunting problems in the Banyumas Regency area. The issue of stunting has become a major point of concern for the government that must be resolved starting from the village, regional and central government levels. Banyumas Regency is one of the regions that has a high tendency to commitment in efforts to tackle and reduce stunting that is happening now. This study aims to explain how the policy implementation process is carried out in the hope of being able to overcome and reduce stunting rates in Banyumas Regency. This study also looks at how the government is in carrying out its roles and responsibilities in controlling and accelerating the reduction of stunting in the community. This research method uses descriptive qualitative methods with data analysis techniques using data triangulation techniques and the source of this research informants is focused on the ability according to the data by using sampling purposes. The results of this study look at the aspects of idealized policy where, stunting prevention efforts in Banyumas Regency are in accordance with the rules and procedures contained in regional regulations and the regent’s decree. Target group in this policy is the community that is the target of the stunting prevention program. Implementing organization, namely the implementing group, both from the government, which are members of the relevant agencies, Integrated Healthcare Center community groups, and the private sector, namely the rotary club. Environmental factors faced in the implementation of stunting prevention policies are related to social and economic factors of the community. The condition of malnutrition that causes stunting is also inseparable from the socio-economic conditions of the people with low incomes. AbstraksiPenelitian ini membahas tentang implementasi kebijakan dalam upaya mengatasi masalah stunting di wilayah Kabupaten Banyumas. Masalah stunting telah menjadi titik perhatian utama bagi pemerintah yang harus diselesaikan mulai dari tingkat desa, pemerintah daerah dan pemerintah pusat. Kabupaten Banyumas merupakan salah satu daerah yang memiliki kecenderungan komitmen yang tinggi dalam upaya penanggulangan dan pengurangan stunting yang terjadi saat ini. Penelitian ini bertujuan untuk menjelaskan bagaimana proses implementasi kebijakan yang dilakukan dengan harapan dapat mengatasi dan menurunkan angka stunting di Kabupaten Banyumas. Kajian ini juga melihat bagaimana pemerintah dalam menjalankan peran dan tanggung jawabnya dalam mengendalikan dan mempercepat penurunan stunting di masyarakat. Metode penelitian ini menggunakan metode deskriptif kualitatif dengan teknik analisis data menggunakan teknik triangulasi data dan sumber informan penelitian ini difokuskan pada kemampuan menurut data dengan menggunakan tujuan sampling. Hasil penelitian ini melihat aspek kebijakan yang diidealkan dimana upaya pencegahan stunting di Kabupaten Banyumas sudah sesuai dengan aturan dan tata cara yang tertuang dalam peraturan daerah dan SK Bupati. Kelompok sasaran dalam kebijakan ini adalah masyarakat yang menjadi sasaran program pencegahan stunting. Organisasi pelaksana yaitu kelompok pelaksana, baik dari pemerintah yang tergabung dalam instansi terkait, kelompok masyarakat Puskesmas Terpadu, maupun pihak swasta yaitu rotary club. Faktor lingkungan yang dihadapi dalam pelaksanaan kebijakan pencegahan stunting berkaitan dengan faktor sosial dan ekonomi masyarakat. Kondisi gizi buruk yang menyebabkan stunting juga tidak terlepas dari kondisi sosial ekonomi masyarakat yang berpenghasilan rendah.Kata Kunci: Implementasi Kebijakan, Pencegahan Stunting

Abstract

This research is entitled "Analysis of Village Good Governance in Kebanggan Village, Sumbang District, Banyumas Regency". The purpose of this study is to describe and explain Good Governance in the Village of Kebanggan, Subdistrict of Sumbang. This study used descriptive qualitative method. Determination of informants was determined by purposive sampling method. Data was collected by means of in-depth interviews, observation and documentation. The results of the research used interactive analysis methods and the validity was tested by triangulation of sources. The results of this study indicate that village good governance in Kebanggan Village has not been fully implemented because in the aspect of accountability the realization of the use of the budget is still not optimal, this occurs due to the lack of village government in exploring village potential and the presence of the Covid-19 virus which is another inhibiting factor in equitable development. village. Then in the aspect of openness of budgeting, there is no direct access for the community and there has been no good response from the village government if suggestions and criticisms are submitted directly to individuals. In terms of the rule of law, village regulations that have been made are not studied and socialized to the wider community and there is rarely a general village regulation. Furthermore, in the aspect of participation, it is quite good but in this case attendance is not 100% due to the inaccuracy of the village government in determining the time for deliberation and the lack of absorption of community aspirations due to the lack of forums and the lack of village government in embracing the community so that public trust begins to decline. Meanwhile, in the aspect of transparency, the Kebanggan Village government is quite good because in every activity the village government has installed budget infographic boards, project boards and inscriptions that contain the amount of the budget and the activities carried out. Meanwhile, the implications that can be given are as follows: to explore the wider potential of the village, the village government and the community should work together to develop a village. To deal with public ignorance about village regulations that have been made, the village government should increase work capacity, especially the head of the village in carrying out their duties and functions. Then regarding the decline in public trust, responding to this the village government should be able to maintain commitment to the public by attending every routine RT/RW meeting as well as adding suggestions and criticism boxes to bridge the community who want to express their aspirations individually or directly without going through an institution.

Abstract

The existence of Law Number 6 of 2014 concerning Villages makes the village a strategic autonomous region. This can be a challenge for the village to take advantage of all the potential that exists, especially in improving the economy of the community. BUMDes is one of the efforts to improve the village economy. BUMDes is considered a business entity that supports the village economy if it is managed properly. But in reality, BUMDes in Indonesia are still far from expectations. The problem that often arises is in the management of BUMDes itself, especially in Beji Village, Kedungbanteng District, Banyumas Regency. The service method used is a focus group discussion (FGD) technique where the method uses qualitative data collection conducted by means of interviews guided by a moderator. The results shown are the response and support for every aspect, namely from the village government, community leaders and the general public. This is the first step and strategy in stimulating the community to achieve the goals of this service. The Beji Village BUMDes management design has begun to be initiated again with more professional and credible management so that the functions and roles of BUMDes can run according to the expectations of all parties. This is indicated by the re-recruitment of BUMDes managers in accordance with the standards. In addition, Beji Village BUMDes management has been systematized and structured, starting from the preparation of BUMDes planning, BUMDes management to BUMDes reporting and accountability forms.

Abstract

At the end of 2019 to 2021 the Covid-19 pandemic has stopped several marketing supply chains that are usually carried out by farmers. One of them is Sambirata Village, Cilongok District, where the majority of the population work as farmers. It is the impact of Covid'19 that has given rise to several other problems including: cardamom production is increasing but sales prices are decreasing, cardamom residues are still not managed properly and seriously, village-owned enterprises cannot become economic institutions in terms of capital and marketing, apart from that they have not been able to partner with other agencies to help increase the sale and purchase of cardamom. This study aims to explain and describe how Collaborative Governance in Sambirata Village, Cilongok District, Banyumas Regency in increasing Community Economic Empowerment through Cardamom Cultivation. The method used is descriptive qualitative. The results of this study indicate that Collaborative Governance in Sambirata Village, Cilongok District, Banyumas Regency (a study of community economic empowerment through cardamom cultivation), has not been maximized, but so far the efforts made by the Village Government and Private Government (PT.Sido Muncul) have been sufficient good for helping in efforts to empower the community's economy, both in terms of increasing human resource capacity, as well as the limited facilities and infrastructure. The role of the Department of Agriculture and Food Security of Banyumas Regency in distributing free fertilizer assistance to cardamom and DOM farmers has been carried out, as well as some assistance from PT.Sido Muncul and BRI Bank which provided assistance with cardamom dryers, then reduced fertilizer distribution and there were still many people who Human resources are still lacking in managing cardamom cultivation. AbstraksiPada akhir tahun 2019 hingga 2021 pandemi Covid-19 telah menghentikan beberapa rantai pasok pemasaran yang biasa dilakukan oleh para petani. Salah satunya Desa Sambirata Kecamatan Cilongok yang mayoritas penduduknya berprofesi sebagai petani. Dampak Covid'19 inilah yang menimbulkan beberapa permasalahan lain antara lain: produksi kapulaga meningkat tetapi harga jualnya menurun, ampas kapulaga masih belum dikelola dengan baik dan serius, Badan Usaha Milik Desa tidak dapat menjadi lembaga ekonomi dalam hal permodalan dan pemasaran, selain itu mereka belum bisa bermitra dengan instansi lain untuk membantu meningkatkan jual beli kapulaga. Penelitian ini bertujuan untuk menjelaskan dan mendeskripsikan bagaimana Collaborative Governance di Desa Sambirata Kecamatan Cilongok Kabupaten Banyumas dalam meningkatkan Pemberdayaan Ekonomi Masyarakat melalui Budidaya Kapulaga. Metode yang digunakan adalah deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa Collaborative Governance di Desa Sambirata Kecamatan Cilongok Kabupaten Banyumas (kajian pemberdayaan ekonomi masyarakat melalui budidaya kapulaga), belum maksimal, namun sejauh ini upaya yang dilakukan oleh Pemerintah Desa dan Pemerintah Swasta (PT .Sido Muncul) sudah cukup baik untuk membantu dalam upaya pemberdayaan ekonomi masyarakat, baik dalam hal peningkatan kapasitas sumber daya manusia, maupun keterbatasan sarana dan prasarana. Peran Dinas Pertanian dan Ketahanan Pangan Kabupaten Banyumas dalam menyalurkan bantuan pupuk gratis kepada petani kapulaga dan DOM sudah terlaksana, serta beberapa bantuan dari PT.Sido Muncul dan Bank BRI yang memberikan bantuan alat pengering kapulaga, kemudian berkurang distribusi pupuk dan masih banyak masyarakat yang Sumber Daya Manusianya masih kurang dalam mengelola budidaya kapulaga.
