Abstract

This study aims to determine the implementation of ASN employee attendance discipline at the Human Resource Development and Civil Service Agency (BKPSDM) Batu City and the factors that influence it. This research is a qualitative study that uses interviews, documentation, and observation for data collection. The results showed the following. First, the leadership has implemented sanctions against violations of the attendance discipline. Second, the factors that support the implementation of ASN discipline in BKPSDM Batu City include: 1) the role of leadership role models and 2) the use of digital attendance. Leaders set a good example by being present on time and disciplined working hours, so that employees feel motivated. The use of digital absences also has a positive impact on discipline because the data cannot be manipulated. Third, the factors that become obstacles to improving discipline both time discipline and work discipline for ASN employees at BKPSDM Batu City include: 1) employees have not been able to manage the schedule of picking up and dropping off school children properly so that it interferes with working hours; 2) employees who violate consider the sanctions to be too light; 3) lack of effect from the sanctions received, for example a reduction in allowances or salaries; and 4) the level of tolerance for violations of attendance discipline is quite high. The leadership has set a good example in terms of attendance and accuracy of working hours.

Abstract

This study presents a comparative analysis of line follower robot implementation by examining two primary system approaches: Arduino microcontroller-based systems and analog systems without microcontrollers. Employing a qualitative descriptive method through literature review, this research synthesizes scholarly publications from reputable databases spanning 2018 to 2025. The analysis emphasizes key technical aspects, including sensor configurations, control algorithms (notably PID), power efficiency, as well as each system’s operational stability and adaptability. The findings reveal that Arduino-based systems excel in programming flexibility, multi-sensor integration, and ease of algorithmic modification. Nevertheless, these systems face challenges regarding power consumption and processing latency. Conversely, analog systems offer rapid response and high energy efficiency but lack flexibility in adapting to changing operational environments. This study establishes a conceptual framework for selecting line follower robot systems tailored to specific application requirements, whether for industrial, educational, or research purposes. The implications serve as strategic insights for the development of precise, efficient, and contextually appropriate robotic systems.

Abstract

The products produced by Home Industry (IRT) are increasing significantly, one of which is Mr Shodiq's IRT located in Kedungkandang Village, Malang City, East Java. The IRT gathers homemakers to make a product, namely starch crackers with the main ingredients from tapioca flour. The productivity of starch crackers has not increased because the Malang area's weather conditions often rain or are cloudy, even exacerbated by pandemic conditions. Drying of starch crackers still uses the direct drying method under the hot sun and knowledge about the importance of the hygienic process of making starch crackers and product packaging. The methods implemented in this service are socialization, counselling, training, and assistance for IRT. The indicator of the success of IRT community service activities is the formation of 6 cadres of IRT members who can practice the drying process with an oven. The results of drying using an oven dryer require a shorter time of 1 hour with a moisture content of about 8% compared to drying with sunlight which requires about 96 hours. Overcast conditions are around 336-360 hours with a moisture content of 10% for full sun conditions and above 12% for cloudy or rainy conditions.

Abstract

Industri kecil rumah tangga saat ini banyak ditekuni oleh masyarakat dalam rangka untuk meningkatkan produktifitas ekonomi dan kesejahteraan serta untuk membantu menopang resistensi ekonomi nasional. industri Sendok kayu milik bapak Suyatno adalah salah satu dari beberapa industri kerajinan yang berlokasi di di Jl. Mulyodadi No. 63B jetak Utara Dau Malang. Tetapi beberapa masalah dan kendala yang masih dialami oleh pelaku usaha tersebut antara lain : kendalam dalam peningkatan kuantitias dan kualitas produksi sendok kayu yang disebabkan oleh beberapa faktor antara lain : masih lemahnya dalam pemanfaatan alat berbasis teknologi serta cara mengelola sistem keungan dan pemasaran produk. Metode pengabdian yang digunakan dalam pengambdian kepada masyarakat ini adalah sosialisasi yakni dengan memberikan pemahaman materi, serta memberikan alat inovasi guna mengembangkan dan meningkatkan industri sendok kayu. Hasil pengabdian ini antara lain memberikan pelatihan dan pendampingan dalam pengembangan alat berbasis IPTEK, serta manamene keuangan dan pemasaran.

Abstract

Rural development aims to enhance the well-being and quality of life of rural communities and reduce poverty through the provision of basic needs, infrastructure development, local economic growth, and sustainable utilization of natural resources and the environment. To achieve these goals, the Village Law implements two approaches, namely "Building the Village" and "Village Development," integrated into village development planning. This research employs qualitative descriptive methods to provide a comprehensive and detailed overview of the investigated subject, aiming to understand the implementation of Regional Development Plan Policies focusing on empowering villages in the city of Batu. The study utilizes qualitative descriptive methods and in-depth interviews. The implementation of Regional Development Plan Policies in the city of Batu is documented in the Medium-Term Regional Development Plan (RPJMD) of Batu City for the period 2017-2022 and the Regional Development Plan (RPD) of Batu City for the period 2023-2026. The policy implementation is formalized through Regional Regulations and Local Regulations (Mayor's Regulations) both attributively and delegatively.

Abstract

Penelitian ini mengkaji strategi guru Pendidikan Agama Islam dalam menanamkan moderasi beragama pada peserta didik di SMK Negeri 2 Jeneponto serta mengidentifikasi faktor-faktor pendukung dan penghambat dalam implementasinya. Menggunakan pendekatan kualitatif dengan desain studi kasus, penelitian ini melibatkan observasi partisipatif, wawancara mendalam dengan guru Pendidikan Agama Islam, kepala sekolah, wakil kepala sekolah kepeserta didikan, dan peserta didik, serta analisis dokumentasi pembelajaran. Hasil penelitian menunjukkan bahwa guru menerapkan tiga strategi utama yaitu pembelajaran langsung, ekspositori, dan kontekstual yang diimplementasikan secara adaptif meskipun nilai-nilai moderasi beragama belum tercantum secara eksplisit dalam Rencana Pelaksanaan Pembelajaran. Keberhasilan penanaman moderasi beragama tidak bergantung pada kesempurnaan dokumentasi perencanaan, melainkan pada dimensi humanistik yang meliputi kualitas interaksi guru-peserta didik, keteladanan guru dalam kehidupan sehari-hari, dan kemampuan mengkontekstualisasikan nilai moderasi dengan realitas kehidupan peserta didik. Faktor pendukung meliputi dukungan kepala sekolah, kompetensi guru, lingkungan sekolah yang kondusif, kegiatan ekstrakurikuler variatif, dan keteladanan guru, sementara faktor penghambat mencakup ketiadaan integrasi sistematis dalam RPP, keterbatasan waktu pembelajaran, kurangnya pemahaman sebagian peserta didik, minimnya pelatihan guru, dan pengaruh negatif lingkungan eksternal. Penelitian ini memberikan temuan baru bahwa pendekatan organik berbasis keteladanan dapat menghasilkan internalisasi nilai moderasi yang bermakna meskipun infrastruktur perencanaan belum sempurna, sekaligus berkontribusi pada pencapaian SDGs tujuan keempat tentang pendidikan berkualitas dan tujuan keenam belas tentang pembangunan masyarakat yang damai dan inklusif.

Abstract

The effective utilisation of citizen generated complaint data as a strategic input for evidence informed public policy continues to present challenges for local government institutions. This study investigates the utilisation of SP4N LAPOR complaint data in the public policy making processes of the Madiun Regency Government. SP4N LAPOR is Indonesia’s national public service complaint management system designed to enable citizens to submit feedback, grievances, and recommendations directly to relevant government agencies. Employing a descriptive qualitative research design, the study draws on data collected through in-depth interviews, non-participant observation, and document analysis of relevant institutional materials. The findings indicate that, despite a marked increase in SP4N LAPOR complaint submissions from 2020 to 2024, the integration of this data into formal public policy formulation remains limited. Complaint data are predominantly used for administrative reporting and performance monitoring rather than as analytical evidence to inform policy decisions. Key constraints include institutional fragmentation, limitations in technical system interoperability, and inadequate analytical capacity within human resources. These factors collectively diminish the potential of complaint data to support evidence-based governance. Consequently, this study recommends strengthening analytical competencies among public officials, institutionalising a dedicated complaint data analysis unit, and integrating SP4N LAPOR with planning and budgeting platforms to enhance the utilisation of citizen feedback for responsive and data driven public policy making. Unlike previous research that used SP4N LAPOR as an instrument for the effectiveness of complaint services, this study places complaint data as the analytical foundation for evidence informed public policy at the local government level.

Abstract

The application of Regulation of the National Civil Service Agency (BKN) Number 4 of 2023, which extends the promotion submission period for civil servants (PNS) from two to six times per year, represents a digital reform in personnel management. This research intends to evaluate the execution of promotional services through the State Civil Apparatus Information System (SIASN), examine the effects of the policy, and recognize difficulties challenges. A descriptive qualitative approach was employed, with data collected through in depth interviews, observations, and document analysis involving personnel administrators and civil servants as service users. Data were analyzed interactively through data reduction, data display, and conclusion drawing. The results indicate that the policy has improved efficiency, transparency, and service certainty in personnel administration. However, the increased service frequency has led to a higher workload for verification officers and persistent challenges related to document readiness, digital literacy gaps, and limited service responsiveness and empathy. The novelty of this study lies in demonstrating that increased service frequency and digitalization do not automatically translate into comprehensive service quality improvement, highlighting the need for strengthening human resource capacity and supporting systems to ensure sustainable and adaptive personnel policy implementation.

Abstract

Globalization and digital disruption require Islamic education institutions to strengthen human resource development in order to remain relevant to contemporary societal and labor market demands. Human resource development in Islamic education faces challenges related to technological adaptation, curriculum relevance, and the integration of values with professional competencies. This study aims to analyze human resource development theories from the perspective of Islamic education, examine cognitive, affective, and psychomotor learning outcomes, and identify challenges in developing human resources in the era of digital disruption. This research employed a qualitative approach using library research through a systematic review of relevant books and scholarly journal articles published between 2020 and 2025. The findings indicate that human resource development in Islamic education requires a holistic approach that integrates knowledge mastery, character formation, and practical skills. The study also identifies key challenges, including limited digital competence among educators, unequal technological infrastructure, and curriculum alignment with contemporary demands. The implications highlight the need for strategic repositioning of human resource development in Islamic education to respond to digital disruption while maintaining Islamic values.

Abstract

This research aims to examine the synergy between public policy and women's empowerment through skills training as a strategy to strengthen the family economy in the ‘Bangga Kencana’ programme in Wonoayu Village, Wajak District, Malang Regency. This research uses a qualitative case study approach, using in-depth interviews, direct observation, and document analysis. Data were analysed using thematic analysis to identify patterns and relationships between policy support and training effectiveness. Coding techniques were applied to categorise key themes relating to skills improvement, economic impact, and program challenges. The results showed that 70% of participants experienced improved skills, and household income increased by 15-25% within six months. However, only 40% received post-training mentoring, limiting the long-term impact. The main challenges faced were limited access to finance (50%), limited market networks (30%), and social norms (20%) that inhibit women's economic participation. While existing public policies aim to support women's empowerment, there are still gaps in implementation, requiring a more integrated approach. This study highlights the importance of integrating policy interventions with local needs by enhancing financial accessibility, expanding market linkages, and ensuring continuous mentoring to sustain empowerment outcomes. The research provides practical policy recommendations to strengthen women’s economic participation, contributing to poverty reduction, gender equality, and sustainable rural development.
