Abstract

Public service is a government activity within institutions or organizations aimed at meeting societal needs in accordance with regulations. Motor vehicle testing is the inspection of vehicle components, including trailers and semi-trailers, to ensure technical compliance and roadworthiness. According to Law of the Republic of Indonesia Number 25 of 2009 on Public Services, the state must fulfill citizens’ needs while guaranteeing their rights and obligations. Community decisions to reuse services are largely influenced by satisfaction with the services received, making service quality improvement a key element of bureaucratic reform. This study applies a quantitative approach using SEM-PLS. The Partial Least Square method is employed to test theories and identify relationships among latent variables. Findings show that public trust mediates the effect of service quality and facilities on public satisfaction.

Abstract

This study aims to analyze the effectiveness and efficiency of periodic motor vehicle testing through the quality of public services and its impact on user satisfaction at the Cilincing Motor Vehicle Testing Unit (UPPKB). A quantitative survey design was employed, involving 95 service users selected through purposive sampling. Data were collected using a questionnaire measuring service quality (tangibles, reliability, responsiveness, assurance, and empathy), effectiveness, efficiency, and user satisfaction. Multiple linear regression analysis was used to examine the relationships between variables. The findings indicate that public service quality significantly influences user satisfaction, with responsiveness and assurance as the dominant factors. Effectiveness is reflected in the accuracy of testing procedures and results, while efficiency is evident in optimizing time and cost. However, challenges such as long queues and inadequate supporting facilities need improvement. This study recommends enhancing infrastructure, training staff, and implementing digital systems to improve service quality and user satisfaction at UPPKB Cilincing. The study results show that effectiveness and efficiency positively and significantly impact service quality and user satisfaction. Effectiveness, which is reflected in the smoothness, timeliness, and minimal obstacles in the testing process, has been proven to increase satisfaction and service quality. Similarly, efficiency through optimal resource management can accelerate services, reduce waiting times, and strengthen the public's positive perception of the quality of public services

Abstract

Purpose: The purpose of this study is to examine the influence of competence, motivation, career path, competence, and job satisfaction on organizational performance in public sector companies in Indonesia. Methodology: This study employs a descriptive qualitative approach using a comparative literature review method. Data were collected from previous relevant studies obtained through reputable academic databases, including Thomson Reuters, Springer, Taylor & Francis, Scopus, Emerald, Elsevier, Sage, Web of Science, Sinta 2–5 Journals, DOAJ, EBSCO, Google Scholar, Copernicus, and digital reference books to analyze relationships among key variables. Results: The findings indicate that competence, motivation, career path, and compensation each positively influence job satisfaction and organizational performance. Job satisfaction also directly enhances organizational performance. Furthermore, competence, motivation, career path, and compensation indirectly affect organizational performance through the mediating role of job satisfaction. Conclusions: Competence, motivation, career path, and compensation significantly enhance job satisfaction and organizational performance in Indonesia’s public sector. Limitations: This study is limited to Organizational Performance and Job Satisfaction in the public sector in Indonesia. Contribution: This study examines how competence, motivation, career path, compensation, and job satisfaction influence public sector organizational performance.

Abstract

Preliminary National Defense Education (PPBN) is a national strategic program aimed at developing the character of the younger generation, particularly university students, as agents of change and future national leaders. This study aims to analyze the implementation of PPBN in character development for students at the Trisakti Transportation and Logistics Institute, held at the Indonesian National Armed Forces Peacekeeping Mission Center (PMPP TNI) in Sentul. This study involved 659 students participating in the four-day PPBN program, which took place from January 22–25, 2026. The research method used was descriptive qualitative with an implementation study approach, through direct observation, documentation of activities, and analysis of PPBN learning materials. The results indicate that the implementation of PPBN significantly contributed to student character development, particularly in the aspects of discipline, responsibility, nationalism, leadership, cooperation, and mental resilience. Furthermore, PPBN activities increased students' understanding of the concept of non-military national defense, particularly in the context of the strategic role of the transportation and logistics sector in national resilience. This study concludes that PPBN is effective as a character education instrument in higher education and needs to be continuously integrated into the national education system.

Abstract

This study aims to analyze the influence of parking inventory and parking utilization on terminal services and facility improvements at Muara Angke Port, North Jakarta. The background of this research is based on the current condition where the terminal is not yet located within the port area, requiring users to walk more than one kilometer and/or use other modes of transportation to reach the terminal. This research adopts a quantitative approach using survey methods through the distribution of questionnaires to respondents consisting of three main groups: regulators (port authorities), operators (terminal and parking managers), and consumers (passengers). The study involved a sample of 240 respondents, in accordance with the recommended number of indicators in statistical analysis as proposed by Hair et al. (2014). Primary data were collected through questionnaires, while secondary data were obtained from literature, scientific journals, and relevant regulations. Data analysis was conducted using Structural Equation Modeling (SEM) with the assistance of Smart PLS software. The model employed includes the outer model to test validity and reliability, and the inner model to test causal relationships among variables. The findings indicate that both parking inventory and parking utilization have a positive and significant influence on terminal services and facility improvements. These findings suggest that optimizing the parking function can serve as a basis for planning the integration of the terminal into the port area to enhance user comfort and service efficiency.

Abstract

Indonesia faces a significant gap in achieving its New and Renewable Energy (NRE) mix target of 23% by 2025. The biomass co-firing program in existing coal-fired power plants (CFPPs) has emerged as a flagship strategy for PT PLN (Persero) to accelerate this transition. However, the program's success is jeopardized by fundamental challenges within the biomass supply chain. The current supply chain is characterized by a fragmented, point-to-point model that has proven inefficient and gives rise to systemic issues, including high logistics costs, supply uncertainty, and a failure of upstream quality control, exemplified by sawdust moisture content frequently exceeding 45%. This research aims to (1) empirically analyze the weaknesses of the existing supply chain at four major CFPPs in Java, (2) design an optimized supply chain framework using a hub-and-spoke model, and (3) develop a techno-economic model for standardizing transportation tariffs. The research methodology integrates field surveys with quantitative modeling, employing a Vehicle Operating Cost (VOC) approach based on Minister of Transportation Regulation No. 60 of 2019 as the foundation for a cost simulator. The analysis confirms that the current point-to-point model is uneconomical due to extreme travel distances (up to 380 km), low asset utilization (50% load factor), and misaligned incentive structures. The proposed hub-and-spoke model is designed for hubs to function as centers for aggregation, pre-processing (drying, densification), quality control (in accordance with SNI 8675:2018), and buffer stocking. The VOC simulation validates the economic feasibility of this model, demonstrating significant cost savings through economies of scale (use of large-capacity trucks) and route optimization. This study concludes that the adoption of a hub-and-spoke model is a strategic prerequisite for the sustainability of the co-firing program. Policy recommendations include the implementation of a pilot project, the restructuring of procurement contracts based on the VOC model, and government incentives for hub development.
