Abstract

Digitalization in education has become an urgent necessity in accordance with technological advancement and evolving demands in learning systems. This study aims to analyze the influence of digital leadership and digital transformation on learning quality enhancement with organizational culture as a moderating variable. The research employs a quantitative method with an explanatory design involving 120 respondents from senior high schools in Maros Regency. Data were collected through Likert-scale questionnaires and analyzed using Structural Equation Modeling (SEM) Partial Least Squares (PLS) with SmartPLS 4.0 software. The findings demonstrate that digital leadership exerts a positive and significant influence on learning quality (β=0.345, p<0.001) and digital innovation (β=0.622, p<0.001). Digital innovation also exhibits a robust effect on learning quality (β=0.587, p<0.001) and is proven to be a significant partial mediator (β=0.365, p<0.001) in the relationship between digital leadership and learning quality. The research model demonstrates excellent fit with a Goodness of Fit (GoF) value of 0.676 and explains 68.8% of the variance in learning quality (R²=0.688). The findings confirm that the amalgamation of effective digital leadership with digital innovation culture generates more optimal transformation in enhancing learning quality. This research provides practical contributions to the development of digital leadership strategies and sustainable implementation of digital transformation in educational institutions.

Abstract

The low level of innovation implementation within bureaucratic organizations in Sorong City is not directly proportional to the increasing reform budget allocated annually, indicating a fundamental problem in the organization's capacity to absorb and process external knowledge into concrete public service innovations. This study aims to analyze the relationship between absorptive capability and innovation within bureaucratic organizations in Sorong City from an institutional perspective. The study used a qualitative approach with a case study design in six regional government organizations, involving 18 informants selected through purposive sampling. Data were collected through in-depth interviews, non-participant observation, and documentation studies, then analyzed using six-stage thematic analysis. The results identified four main themes that form a layered causal system: limited knowledge acquisition, weak knowledge internalization, institutional barriers, and imbalances in human resource capacity as structural roots. These four themes operate as a system of mutually reinforcing barriers, where weaknesses in one dimension consistently exacerbate weaknesses in the others. Bureaucratic innovation in Sorong City is a systemic problem whose solution requires simultaneous intervention at the human capacity level, the institutional environment, and the organization's knowledge management mechanisms

Abstract

This study investigates the digital divide and its consequences for learning access among Papua Indigenous People (Orang Asli Papua/OAP) students at secondary schools in Sorong City, West Papua Province, Indonesia. The digital divide refers to the gap between individuals who have effective access to digital technologies and those who do not, encompassing disparities in infrastructure, devices, skills, and meaningful use. Using a qualitative descriptive approach with in-depth interviews, observation, and documentation, this research examined the digital divide experience of OAP secondary school students, their teachers, and relevant education officials. Data were collected from 22 purposively selected informants across three state secondary schools with high OAP student enrollment in Sorong City. The findings reveal that OAP students face multidimensional digital exclusion: limited access to devices and internet connectivity at home, low digital literacy levels, a scarcity of culturally responsive digital learning content, and inadequate teacher capacity to facilitate technology-mediated learning. These barriers compound existing educational disadvantages and are widened during disruptions such as emergency remote learning. The study argues that the digital divide in OAP secondary education in Sorong City is not merely a technical or infrastructural problem but is deeply rooted in structural inequalities, historical marginalization, and cultural discontinuities between the state education system and OAP community life. Recommendations are offered for policy interventions to bridge the digital learning divide for OAP students through community-based digital access programs, culturally adapted digital content, and targeted teacher professional development.

Abstract

This study examines the phenomenon of policy alienation in the implementation of the Papua Indigenous People (Orang Asli Papua/OAP) Empowerment Program in Sorong City, West Papua Province, Indonesia. Policy alienation refers to the psychological and structural disconnect experienced by street-level bureaucrats and target groups when implementing or receiving public policies. Using a qualitative descriptive approach with in-depth interviews, observation, and document analysis, this research explores how front-line implementers and indigenous beneficiaries experience alienation across four dimensions: powerlessness, meaninglessness, normlessness, and social isolation. Data were collected from purposively selected informants, including OAP community leaders, local government officials, and program beneficiaries in Sorong City. The findings reveal that policy alienation emerges significantly in the program's implementation, primarily due to the top-down policy design that marginalizes indigenous voices, bureaucratic rigidity, limited participation of OAP communities, and weak coordination among relevant agencies. Front-line workers reported feelings of powerlessness in adapting policies to local cultural contexts, while beneficiaries expressed a sense of meaninglessness due to program outcomes that did not correspond to their actual needs and aspirations. These alienation dynamics ultimately undermine the effectiveness and sustainability of OAP empowerment initiatives. The study contributes theoretically to the policy alienation literature within the Indonesian indigenous people empowerment context and offers practical recommendations for participatory policy redesign to bridge the gap between policy intent and implementation reality.

Abstract

This study examines the political economy of village fund implementation and its effects on the socioeconomic transformation of communities in South Buton Regency, Southeast Sulawesi Province, Indonesia. Village funds, disbursed under Law No. 6 of 2014 concerning Villages, represent the most significant transfer of fiscal resources to the village level in Indonesian history, yet their transformative impact is mediated by local political economy dynamics that remain poorly understood. Using a qualitative case study approach with in-depth interviews, focus group discussions, and document analysis, this research investigates how political economy factors, including elite capture, power relations, participatory governance, and inter-governmental coordination, shape the allocation and outcomes of village funds across six sub-districts in South Buton Regency. The findings reveal that village fund outcomes are significantly determined by the political economy of local governance: villages with stronger participatory planning processes, active village representative councils, and transparent financial management achieved substantially better socioeconomic outcomes than those where village funds were captured by local elites or dominated by the village head with limited accountability. Despite these political economy constraints, the data show measurable improvements in poverty reduction, infrastructure development, and small business growth across the regency between 2015 and 2023. The study contributes to the political economy of decentralization literature and offers practical recommendations for strengthening participatory governance mechanisms to maximize the socioeconomic transformation potential of village funds in island and coastal communities such as those in South Buton

Abstract

Kegiatan pengabdian ini bertujuan mendeskripsikan model pelaksanaan Alun-Alun English Camp Chapter 2 sebagai ruang penguatan literasi Bahasa Inggris remaja berbasis kolaborasi Pemerintah Daerah dan organisasi kepemudaan di Kabupaten Barru. Kegiatan dilaksanakan pada 22–23 Mei 2026 di Alun-Alun Colliq Pujie/Alun-Alun Kota Barru dan diikuti oleh remaja/pelajar tingkat SLTP dan SLTA se-Kabupaten Barru. Metode pelaksanaan menggunakan pendekatan pelatihan partisipatif berbasis praktik Bahasa Inggris melalui empat tahap, yaitu persiapan, pengondisian peserta, pelaksanaan inti, serta evaluasi dan penutupan. Rangkaian kegiatan mencakup koordinasi panitia dan mitra, pemasangan tenda, pembagian kelompok, briefing peserta, penyampaian materi English Camp, pembukaan resmi, workshop “Peduli Lingkungan”, Malam Pentas AEC, Practice English Camp, Outbound, dan English Challenge Games. Hasil kegiatan menunjukkan bahwa Alun-Alun English Camp terlaksana sebagai program pengabdian berbasis ruang publik yang memadukan pembelajaran nonformal, praktik komunikatif, kerja kelompok, penampilan, permainan edukatif, dan pemberdayaan remaja. Kolaborasi lintas aktor menjadi faktor penting dalam memperkuat legitimasi kegiatan, mobilisasi peserta, pengelolaan teknis, dan peluang keberlanjutan program. Kata kunci: English Camp, literasi Bahasa Inggris, pembelajaran nonformal, ruang publik, organisasi kepemudaan, pemberdayaan remaja.
