Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisa bagaimana kinerja relawan demokrasi dalammemberikan pendidikan pemilih. Metode penelitian yang digunakan adalah metode deskriptif kualitatifdengan teknik wawancara, observasi dan studi dokumentasi terhadap sejumlah informan dan data.Informan relawan demokrasi dipilih secara random sampling atau secara acak di masing-masing basispemilih. Hasil penelitian ini menunjukkan kinerja relawan demokrasi sangat mempengaruhi dalam prosespemberian edukasi atau pendidikan pemilih pada Pemilihan Umum Legislatif di Kabupaten BolaangMongondow tahun 2019. Kesimpulan yang dapat ditarik dari hasil penelitian ini yakni kinerja relawandemokrasi belum optimal di tinjau dari aspek Kualitas, Kuantitas, Efektivitas Biaya, Ketepatan Waktu,Kebutuhan akan Pengawasan, dan Hubungan antar Personal karena faktor ketrampilan, pengetahuan,pengalaman yang dimiliki relawan demokrasi mempengaruhi kinerja relawan demokrasi ketikamemberikan edukasi atau pendidikan kepada pemilih.Kata Kunci: Kinerja, Relawan Demokrasi, Pendidikan Pemilih

Abstract

ABSTRACT :This study aims to determine whether the implementation of the supervisory function bycamat are being implemented properly and effectively so as to improve the discipline of employees workingat the district office Sario. This oversight also diamksudkan that the goals and objectives of businessactivities of governmental units can be achieved efficiently (efficient) and effective (effective), carried outin accordance with the basic tasks, functions, plan or program, the division and delegation of tasks, theformulation of the work, guidance implementation and legislation that berlaku.dengan good and effectivesupervision cultivated avoid deviations implementation, abuse of authority, leakage and wastage.Methods, research used in this study is a qualitative method, with the techniques of collecting primary andsecondary data were collected by interview, documentation and observation studies. As an advancedrespondent / informant of this study was Head Sario (key informants), Secretary of the Head and 3 of SectionHead (key informants), 2 staff of the District (informant extra), District Sario consists of 7 Village are:Village Sario New Town , South Titiwungen Village, Village North Titiwungen, Village Sario, SarioTumpaan Village, Village North and sub Ranotana Sario.The results showed that the monitoring of the Civil Service Head Office Sario who commits an offenseagainst the discipline of working hours it is already running, but not too maximum punishment provisionunder the rules of Regulation No. 53 In 2010, the application of penalties based on the achievement of theobjectives of employee has been running for some employees in carrying out the task set was still gettingguidance from superiors in carrying out its performance. Based on the interview can be concluded that theimposition of sanctions in the District Office Sario in accordance with the disciplinary rules of civil servantsand procedures for application of punishment or imposition of disciplinary sanctions in accordance withGovernment Regulation No. 53 Year 2010 which sanctions carried out in accordance with the level ofviolations committed by employees who abuse and still coordinate with the inspection team if the offense isat a level of moderate and severe disciplinary action.Referring to the discussion and conclusions on the proposed recommendation in this study are as follows:Application monitoring should be done more leverage, so that the utilization of the working time ofemployees will be more effective and efficient, along with its implementing regulations are strict and fair,need of socialization of Government Regulation No. , 53 of 2010 on Discipline of Civil Servants to allemployees at the Head Office Sario to be more aware of the rules of obligations and prohibitions andsanctions that would be acceptable if it violates these rules, supervision of direct supervisor should bemaximized so that the Civil Service to understand the actual legal and output which is expected in the processof enforcement of penalties. So there is no indifference / not stated if there are other Civil Servants in theworkplace that disciplinary offenses.Keywords: Increasing Discipline Oversight Functions In Employee Work.

Abstract

ABSTRACT :The organizational structure is very interesting to observe because of its activities in order to meet the needs of citizens for services and service. Orientation in their activities so that the organizational structure in diamika life, society acting as a consumer engaged in service activities. The effectiveness of the service that has been happening in Indonesia, both the center and the area can not be denied there are still many problems that occur, although not all regions have the effectiveness of public services are bad, are like the uncertainty of the time, cost and method of service, discrimination in services, extortion and other highly far from the ideal of public service organizations. This study titled organizational structure influence the effectiveness of service to the birth certificate at the Department of Population and Civil Registration South Minahasa district to give satisfaction to the public. Methods This study used quantitative approach this type of research. The focus of this research is how the organizational structure of the effectiveness of service to the birth certificate at the Department of Population and Civil Registration South Minahasa district to give satisfaction to the people and the area around the center. Based on the research that has been done, then the writer can draw the conclusion that the quality of public services in the Department of Population and Civil Registration South Minahasa district, especially in the birth certificate of quality can be said.Keyword: "Organizational Structure, Effectiveness of Service"

Abstract

Public service delivery; As a consequence of the implementation of Regional Autonomy especiallyafter the enactment of Law Number 23 of 2014 concerning Regional Government. However, various issuesthat arise in the community, apparently the service rights received by the community have not met theexpectations of all parties, both from the general public and from the government itself. In Act Number 25of 2009 concerning Public Services it is stated that public services are activities or series of activities in theframework of meeting service needs in accordance with statutory regulations. Subdistricts are formed inorder to improve the coordination of government administration meaning that with the existence ofSubdistricts, the Camat as the highest leader in the Subdistrict must be able to coordinate all governmentalaffairs in the Subdistrict, then also the Subdistrict must provide public services in the Subdistrict as well asempowering the Village / Kelurahan community. North Langowan Subdistrict is a sub-district organizationthat provides public services to the community which is inseparable from various problems, especially withchanges in various regulations regarding the sub-district. The purpose of this study is to analyze publicservices in the Langowan Utara District in Minahasa Regency.This study uses a qualitative approach as an informant, researchers take 5 (five) people as informantswith snowball technique who are competent to answer the research objectives, through in-depth interviewswhich are then presented and analyzed qualitatively. Moenir (2002: 88), in the implementation of a publicservice, there are several factors that support, namely: employee awareness; There are rules; organizationalactors; Ability and skill factors; Service facility factor. With qualitative data analysis techniques.From the results of research conducted on the implementation of public services using the theory, itappears that the implementation of quality public services is determined between two factors namely internalfactors namely employees, leadership and external factors and rules namely the community, communicationwith the village government and vertical communication with the government districts. In the northernLangowan sub-district, the results of the study carried out public services in accordance with applicableregulations, especially during the co-pandemic period 19.Conclusions from this study In terms of employee awareness in public services it can be concludedthat it is good, the level of employee awareness is influenced by several factors such as leadership, rules anda positive work environment, the availability of rules that support organizational regularity has been ownedby the North Langowan District Office, that the availability of rules is sufficient to help employees,organizational factors in public services in the northern langowan sub-district, it appears that theorganization's readiness is well equipped with existing systems and standard operating procedures (SOPs),the ability and skills of employees in carrying out public services in the sub-district are not evenly distributedand the availability of equipment is available and able to be operated by employees, but the quality ofequipment that is still standard plus knowledge in equipment maintenance causes supporting facilities areeasily damaged and limited quantity causes dependence on the use of equipment only on one or a fewdevices, which then causes delays in service to the communityKeywords: Analysis, Public Services, District
