Abstract

This research aims to determine the Policy Strategy for Making Child Identity Cards at the Makassar City Population and Civil Registration Office. Descriptive research type with a qualitative approach. Data collection techniques through observation, interviews and documentation. The data analysis technique uses the Miles, Huberman and Saldana model, namely data collection, data reduction, data presentation and conclusion drawing. The results of this study indicate that the Policy Strategy for Making Child Identity Cards at the Makassar City Population and Civil Registration Office is based on Geoff Mulgan's (2009) public strategy indicators, namely: Purposes, Environment, Direction, Action, and Learning, that in general the policy strategy is still not optimal, it is hoped that the Purpose indicator can be realised its usefulness value and the Environment and Direction can be maximised. Supporting factors 1). Schools that help collect student data and collect student data. 2). Collaboration carried out by the government with companies or shops that have helped through promos. 3). Free KIA making so that it supports all levels of society. Inhibiting factors 1). The mindset and awareness of the community to comply with policies is still lacking and does not understand what the uses and benefits of KIA are. 2). There are no sanctions for people who do not have KIA, either in the form of administrative sanctions or other sanctions. 3). Limited in terms of budget, human resources, and inadequate infrastructure

Abstract

Anak penyandang disabilitas merupakan kelompok rentan yang sering menghadapi stigma sosial. Permasalahan utama adalah kurangnya pemahaman rinci mengenai bentuk-bentuk spesifik stigma yang menghambat intervensi efektif. Penelitian ini bertujuan untuk menganalisis secara mendalam bentuk-bentuk stigma yang dialami oleh anak penyandang disabilitas di Kecamatan Rappocini, Makassar, berdasarkan pengalaman nyata mereka. Metode yang digunakan adalah pendekatan kualitatif dengan desain studi kasus, melibatkan wawancara mendalam dengan tujuh keluarga. Data dianalisis menggunakan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa anak-anak mengalami berbagai bentuk stigma yang kompleks, meliputi pelabelan verbal yang merendahkan (misalnya, "cacat", "orang gila"), pengucilan sosial oleh teman sebaya, serta diskriminasi yang berwujud kekerasan verbal, fisik, dan simbolik. Stigma ditemukan tidak hanya berasal dari masyarakat tetapi juga dari lingkungan keluarga. Meskipun demikian, penelitian ini juga mengidentifikasi adanya strategi perlawanan aktif dari anak dan tindakan advokasi oleh orang tua sebagai upaya mengelola identitas sosial dan mempertahankan martabat.

Abstract

This study aims to describe the forms of presuppositions in the language of the demonstration banner "Poor People Are Prohibited from Having Graduates" and to identify the types of presuppositions in public comments on social media. This study uses a qualitative method with a case study approach and a qualitative descriptive design. Data were analyzed based on George Yule's theory of presuppositions, which includes six types: existential, factual, nonfactual, lexical, structural, and counterfactual presuppositions. The results of the analysis show that the speech in the banner and public comments contain various forms of presuppositions that reflect social criticism, satire, and the reality of educational inequality. These findings are expected to enrich pragmatic studies, especially in the analysis of social criticism discourse in the digital era.
