Abstract

Peraturan Menteri Lingkungan Hidup dan Kehutanan Republik Indonesia Nomor 23 Tahun 2021 tentang Pelaksanaan Rehabilitasi Hutan dan Lahan terkait Penghijauan Lingkungan bertujuan untuk menegaskan bahwa Penghijauan Lingkungan tidak hanya mencakup penanaman pohon di kawasan hutan, tetapi juga mencakup penanaman pohon di luar kawasan hutan dengan tujuan untuk meningkatkan kualitas lingkungan di berbagai fasilitas umum (seperti sekolah, pusat perkantoran, dan pusat perbelanjaan), area ruang terbuka hijau, jalur hijau, pemukiman penduduk, dan taman. Permen LHK 23 tahun 2021 mengajak seluruh lapisan masyarakat untuk meningkatkan kualitas lingkungan di sekitar tempat tinggal mereka. Dalam kerangka Kegiatan Kuliah Kerja Mahasiswa, pelaksanaan program penghijauan dilakukan oleh mahasiswa KKM Universitas Bina Bangsa sebagai bagian dari tugas Tri Dharma Perguruan Tinggi, yaitu pengabdian kepada masyarakat. Kuliah Kerja Mahasiswa merupakan wadah bagi mahasiswa untuk menerapkan pengetahuan yang mereka peroleh selama perkuliahan dalam masyarakat. Dalam konteks ini, program KKM berfokus pada isu lingkungan dengan tujuan untuk mempercepat pencapaian aspirasi pembangunan nasional, yaitu Penghijauan Lingkungan.

Abstract

Policy partnerships between village governments, communities, and the private sector are key in realising village independence. This research analyses the role of policy partnerships in improving the welfare of village communities and accelerating village development. The research method used is literature study and case analysis. The results show that policy partnerships can encourage innovation, improve the efficiency of resource use, and strengthen community participation in village development. However, challenges such as weak coordination and differences in interests can hinder the success of policy partnerships

Abstract

Pemilih mengambang atau undecided voters adalah individu yang belum menentukan dukungan atau pilihan politiknya dalam suatu pemilihan. Mereka cenderung tidak terikat pada satu partai atau kandidat tertentu dan masih mempertimbangkan opsi-opsi yang ada. Pemilih mengambang memiliki potensi untuk memengaruhi hasil pemilihan karena mereka dapat beralih dukungan ke berbagai pilihan tergantung pada isu-isu terkini, kampanye politik, atau pertimbangan lainnya. Pemilih mengambang sering menjadi target strategi kampanye politik yang berusaha meyakinkan mereka untuk mendukung kandidat atau partai tertentu. Mereka dapat memainkan peran penting dalam pemilihan karena keputusan mereka bisa menentukan hasil akhir suatu kontestasi politik. Sementara menurut Surbakti dalam Efriza (2012:480), perilaku pemilih merujuk pada tindakan memberikan suara yang erat kaitannya dengan proses pengambilan keputusan individu.

Abstract

Minister of Environment and Forestry Regulation 14 of 2021 concerning Waste Management in Waste Banks has the intention that Waste Management needs to be carried out in a comprehensive and integrated manner from upstream to downstream with a circular economy approach by the central government, regional governments and the community, so as to provide economic benefits, be healthy for the community, and safe for the environment. LHK Ministerial Regulation 14 of 2021 concerning Waste Management in Waste Banks explains that waste is the residue of human daily activities and/or natural processes in solid form. Waste Management is a systematic, comprehensive, and sustainable activity that includes waste reduction and handling. Waste Bank is a facility to manage waste with the 3R principle (Reduce, Reuse, and Recycle), as a means of education, behavior change in waste management, and the implementation of a Circular Economy, which is formed and managed by the community, business entity, and/or local government

Abstract

This study aims to understand the role of the Honorary Council (BK) of the Regional House of Representatives (DPRD) of Serang City in maintaining the disciplinary attendance of council members, particularly in the context of plenary meetings. The background of this research stems from the significance of attendance as part of the accountability and integrity of legislative institutions. This research employs a descriptive qualitative approach with a case study method, focusing on ethical mechanisms, institutional role dynamics, and the challenges faced by the Badan Kehormatan in carrying out its duties. Data were obtained through in-depth interviews with members of the Badan Kehormatan, DPRD members, and secretariat staff, as well as official documents related to the code of conduct and internal regulations. The findings reveal that the role of the Badan Kehormatan emphasizes moral, educational, and interpersonal approaches rather than formal-procedural enforcement. The ethical mechanisms applied are informal and adaptive but are not yet supported by a strong institutional framework. Major challenges include weak sanction regulations, the political positioning of Badan Kehormatan members, and the absence of a strong ethical culture within the DPRD. This study concludes that ethical enforcement requires the strengthening of values, institutional structures, and consistent political role models. Based on the research findings, the researchers recommend several measures, including strengthening ethical mechanisms through written SOPs, enhancing institutional capacity and ethical education at the Serang City DPRD Ethics Council, and reforming attendance regulations and institutional transparency of DPRD ethical performance. Furthermore, suggestions for future research include expanding the study context, using a qualitative-narrative or phenomenological approach, and utilizing participatory instruments such as focus group discussions (FGD) or participant observation.

Abstract

This study aims to analyze employee work discipline at the Banten Provincial DPRD Secretariat, focusing on the implementation, policies, and rules that influence employee discipline behavior. Work discipline is an important factor in achieving organizational goals, especially in a government environment that demands high professionalism. The problems identified include late attendance, non-compliance with working hours, lack of responsibility for tasks, and weak supervision, which can have an impact on organizational effectiveness and public service quality. This study uses a descriptive qualitative approach with data collection techniques in the form of observation, interviews, and documentation to obtain a holistic understanding of the situation. The results of the study indicate that the implementation of work discipline at the Banten Provincial DPRD Secretariat still faces various obstacles, both from the internal side of employees and from the institutional side. Factors such as exemplary leadership, reward systems, strict sanctions, and consistent supervision play an important role in improving work discipline. The study further reveals that inconsistencies in applying sanctions and unequal treatment between civil servants and non-civil servants reduce the effectiveness of discipline policies. Therefore, strengthening leadership role models, ensuring fairness, and enhancing transparency in disciplinary enforcement are urgently needed. This study recommends the need for increased assertiveness in implementing regulations, providing motivation, and improving discipline management in order to create a better and more professional work culture, ultimately contributing to improved government performance and accountability.

Abstract

The Free Nutritious Meals (MBG) program is an Indonesian government initiative aimed at improving children's nutritional status and reducing stunting rates. Despite widespread support, the program faces a number of challenges, including food poisoning, implementation challenges, funding shortages, and suboptimal oversight. This study aims to evaluate the implementation of the MBG program based on field reports, public feedback, and central and regional government policies. The findings indicate that while the MBG program has significant potential for improving national nutrition, implementation and oversight are still needed. While the MBG program is a strategic step in improving the nutritional status of Indonesian children, its implementation remains far from ideal. Poisoning, logistical issues, and funding constraints must be addressed immediately through strengthened cross-agency coordination, improved supply chain management, and increased oversight capacity by the National Agency for National Development Planning (BGN) and regional governments. Recommendations for program strengthening include: A comprehensive evaluation of the distribution chain and production kitchens; Increased budget with a more efficient disbursement system; Community involvement in food quality monitoring; Implementation of strict food safety standards; Insurance and legal protection for beneficiaries. With improvements in these various aspects, the MBG has the potential to become a long-term program that not only reduces stunting rates but also fosters a healthy and productive generation

Abstract

Civil-military relations in Indonesia have experienced ups and downs during several periods of government, namely since the old order, new order, and reform order eras. Military involvement in the political sphere during the new order government has sparked criticism of the professionalism of the Indonesian National Army, as it is considered to have been used as a tool to maintain power through repressive actions. This study uses qualitative methods with literature review techniques to analyze the state of civil-military relations in Indonesia from the new order era to the reform era in an effort to shape a reformist military character. Military control over civilians during the new order era was driven by the need to create political stability and security for the sake of development. However, after the new order era, Indonesia continued to make major changes in realizing a professional national army. In the reform era, the military was under civilian control, which did not allow active military personnel to enter the political and public bureaucratic areas.

Abstract

This service aims to evaluate the effectiveness of public service socialisation in the distribution of Family Hope Program (PKH) assistance in Mekarjaya Village, Cimarga District. PKH is a conditional social assistance programme that aims to improve the standard of living of poor and vulnerable families. The research method used is a descriptive method with a qualitative approach. Data were obtained through in-depth interviews, participatory observation, and documentation. The results showed that the socialisation conducted by the village government together with PKH Facilitators has gone well, although there are still some obstacles such as limited human resources and a lack of community understanding of the mechanism and objectives of PKH. Active community participation in socialisation is very important to ensure that the distribution of assistance is right on target and to minimise errors in the administrative process. In conclusion, the socialisation of public services in Mekarjaya Village in the distribution of PKH assistance is quite effective, but there is a need for improvement in terms of community understanding and strengthening the capacity of PKH facilitators. Recommendations include increasing the frequency of socialisation, additional training for PKH facilitators, and using more diverse media to convey information to the community.

Abstract

This research aims to describe the disciplinary enforcement strategies for Civil Servants (ASN) at the Department of Housing and Settlement Areas (DPKP) in Serang City, analyze the effectiveness of the preventive, corrective, persuasive, and repressive approaches applied, and identify supporting and inhibiting factors in its implementation. This study uses a descriptive qualitative approach with data collected through observation, in-depth interviews with seven informants, and documentation studies. The results show that the disciplinary enforcement strategy at DPKP Serang City refers to the four approaches formulated by Nawawi’s theory, but its implementation is not yet optimal. The preventive approach is not fully internalized, the corrective approach is often inconsistent, the persuasive approach lacks a formal reward system, and the repressive approach is hindered by bureaucratic procedures. Supporting factors such as exemplary leadership and the use of digital attendance systems help promote discipline, while obstacles include tolerance of minor violations, a weak reward system, and the lack of continuous training. This research recommends improving the disciplinary system by strengthening the role of leaders as role models, renewing disciplinary policies, and implementing a fair and consistent reward and punishment system to foster a sustainable culture of discipline.
