Abstract

Presidential Regulation No. 54 of 2010 concerning Government Procurement of Goods/Services which is relatively more comprehensive is expected to be able to regulate order in the implementation of government procurement of goods and services. The government provides the widest opportunity for small businesses, micro-enterprises and cooperatives to take part in tenders for goods/services procurement work packages. The purpose of this study is divided into 2 (two) which are research stages, namely analyzing the effectiveness of the regional financial performance of the Semarang City Government, analyzing the efficiency of the regional financial performance of the Semarang City Government with variables. The type of research used in this research is research using quantitative methods with SWOT analysis and questionnaire methods, qualitative descriptive analysis by measuring the financial performance of the DPU Semarang City Government through the concepts of effectiveness and efficiency. Measurement is measured through a comparison of actual revenue with revenue budget Based on the results of the analysis using SWOT analysis with IFAS and EFAS scores, it can be seen that the Planning and Budgeting of Capital Expenditures for the DPU for the City of Semarang for the 2019 Fiscal Year is located in Quadrant I. From the calculation of the effectiveness and efficiency of the DPU for the City of Semarang in 2019 it looks effective but not efficient, because it obtained the effectiveness value is 105.53% where the value indicates it is effective, and the efficiency value is 106.7% where the value indicates it is not efficient.

Abstract

The missionary role of the church, inherited from Jesus Christ, touches every aspect of human life. The mission is not just a matter of spiritual growth, but also deals with all social development. Therefore, the Catholic church in Indonesia considers education as a missionary priority. There are many good Catholic schools around the country that earn good reputation. However, the crisis of identity seems to emerge inside these many institutions. The authors raise the question, whether currently the church is really doing the missionary job, i.e. proclaiming the Good News, through these schools, or simply running schools with Catholic label. A case studi at SMAK Dempo, Malang, is presented as an ilustration of this concern. The goal is to remind the church about the basic idea of running schools as a tool of missionary ministry.

Abstract

This study aims to improve students' learning outcomes in Natural and Social Sciences (IPAS) at SDN 02 Bengkayang through the implementation of the flipped classroom model assisted by Google Sites. The research employs a classroom action research (CAR) approach conducted in two cycles, involving 34 fifth-grade students as the research subjects. Each cycle consists of planning, action implementation, observation, and reflection stages. Data were collected through learning outcome tests, observation sheets, and student response questionnaires, and then analyzed using both quantitative and qualitative methods. The results showed a significant improvement in students' learning outcomes following the implementation of the flipped classroom model. The percentage of mastery learning increased from 10.55% in the pre-test to 85.29% by the end of the second cycle. Additionally, students' responses to this learning model were very positive, with increased motivation, interest, and active participation in the learning process. Students also reported that the use of digital media like Google Sites helped them better understand the learning material. In conclusion, the flipped classroom model assisted by Google Sites proved to be effective in improving students' learning outcomes in the IPAS subject.

Abstract

Ruminant livestock production plays an important role in providing animal protein sources, but faces major challenges in terms of feed utilization efficiency and environmental impact due to methane emissions. Methane produced by rumen fermentation not only contributes nearly 30% of global greenhouse gas emissions but also causes energy losses of 7-12% of total feed energy. This study aimed to evaluate the effect of gambier (Uncaria gambier) leaf extract from Pangkalan, West Sumatra, on the digestibility of fiber fractions (NDF, ADF, cellulose, hemicellulose) and methane gas production in ruminant rations. The study was conducted in vitro using the method of Tilley and Terry (1963) with a randomized group design consisting of four treatments: T0 (control without gambier extract), T1 (0.5% gambier extract), T2 (1% gambier extract), and T3 (2% gambier extract), with four replications using goat rumen fluid. Results showed that the addition of gambier extract significantly increased NDF and ADF digestibility to 64.30% and 63.77% at T3, respectively, compared to the control of 61.67% and 61.56%. Cellulose digestibility increased from 64.57% at T0 to 67.20% at T3, while hemicellulose increased from 64.78% to 67.44%. In addition, methane gas production decreased significantly from 22.45 ml/g DOM in the control to 16.67 ml/g DOM in T3, equivalent to a decrease of 25.74%. The optimal dose to increase fiber digestibility and decrease methane production was 2% gambier leaf extract (T3 treatment). Thus, gambier leaf extract from Pangkalan can be used as an effective natural feed additive to improve feed efficiency while reducing the environmental impact of ruminant farming.

Abstract

Paroki Santo Paulus Ge’tengan adalah salah satu Paroki di Kevikepan Toraja Keuskupan Agung Makassar, yang memiliki umat kurang lebih 4500 jiwa. Keberadaan lanjut usia di Paroki ini tidak dapat dipungkiri, manusia akan masuk kepada usia tua, namun yang menjadi keprihatinan masih banyak lanjut usia yang sering kali tidak mendapatkan perhatian baik secara kelompok maupun secara individual baik dari pihak keluarga maupun pihak lembaga-lembaga sosial yang khusus memberi perhatian terhadap lanjut usia. Bahkan seringkali banyak orang menganggap bahwa keberadaan para lanjut usia menjadi beban karena tidak produktif lagi. Oleh karena keprihatinan itulah penulis ingin meneliti dan menyelidiki sejauhmana keterlibatan-sumbangsih hidup menggereja para lanjut usia di Paroki Santo Paulus Mengekendek. Tujuannya untuk mengetahui sumbangsih para lanjut usia dalam hidup menggereja; Metode yang digunakan dalam penelitian ini adalah penelitian kualitatif, deskriptif observasional, peneliti memberikan gambaran atau deskriptif tentang keadaan para lanjut usia di Paroki Santo Paulus Mengekendek. Upaya peningkatan kualitas iman umat terus menerus dilakukan oleh Dewan Pastoral Paroki Santo Paulus Mengkendek secara menyeluruh, artinya bersama-sama membangun kualitas iman dengan melibatkan peran serta semua pihak termasuk memberikan perhatian dan pendampingan terhadap para lanjut usia. Sejalan dengan uraian di atas, maka di dalam memberikan perhatian dan pendampingan terhadap para lanjut usia harus mampu menghantarkan para lanjut usia pada kebahagiaan dan kesempurnaan hidup bahwa Gereja ada dan tetap eksis karena usaha dan perjuangan mereka juga. Dengan demikian hari kemarin, hari ini dan hari sesok adalah merupakan rangkaian waktu dan peristiwa yang tidak bisah dipisahkan.

Abstract

Steel has advantages over other construction materials, including flexibility and processing time. Steel has better elasticity and relatively faster processing time compared to reinforced concrete. However, the weakness is that steel is also very susceptible to temperature changes. If a steel material experiences an increase in temperature, for example, if it is directly exposed to fire, its yield and tensile strength will decrease drastically. This can cause the function of the steel material as a structural element to change. In early 2023, a fire occurred in a steel construction tower used for animal feed processing, PT. XYZ in the Lampung area. As a result of the fire, there is a concern about the risk of structural failure, which could cause worker fatalities in the building. So, it is necessary to test the thickness of steel tower structural elements such as columns, beams, and bracing using the Non-Destructive Test method with an Ultrasonic Material Gauge and Material Coating Thickness. The test samples were taken in as many as 20 samples with the test structure including column elements, beam elements, and bracing at each level or elevation of the fire-affected floor. Test sample include WF200X100X5,5x8, WF250X125X6X9, WF300X150X6,5X9, WF400X200X8X13, HB400X400X13X21 and Pipe Ø6”. The results of the post-fire steel structure measurement, the thickness of columns, beams, and bracing from 20 samples, showed that 95% still met the thickness tolerance of 0.7 mm- 1.2 mm based on the SNI 07-0329-2005. The thickness of the post-fire coating, 95% steel structural coating, did not meet the standards below 240mm. Only 5% met the minimum coating thickness standards, such as pipe bracing Ø6" with a coating thickness of 397 microns. And for repair, repainting is recommended. Repainting must be done to prevent corrosion and restore the structure's safety.

Abstract

This study explored the potential of gambir leaf extract (Uncaria gambir Roxb.) from Sutera, South Pesisir Regency, West Sumatra, as a natural feed additive to improve fiber digestibility and suppress methane emissions in rumen fermentation. The study was conducted in vitro using fiber-based rations added with gambir extract at 0%, 0.5%, 1%, and 2%. Parameters observed included digestibility of NDF, ADF, cellulose, hemicellulose, and methane gas production. Results showed that adding gambir extract up to 2% significantly increased fiber digestibility and decreased methane production compared to the control. This study proves that local gambir extract has the potential as an environmentally friendly feed additive to support the efficiency and sustainability of ruminant farming.

Abstract

This study investigates how information technology and human resource capacity influence inventory management, moderated by financial statement quality. It contributes to the limited literature on the intersection of IT, HR, and financial transparency in enhancing public sector inventory performance in Indonesia. Using a quantitative approach, data were collected from 153 organizational units’ head within a local government in Malinau, Indonesia, analyzed through Partial Least Squares (PLS). Findings reveal that both information technology and HR capacity significantly improve inventory management. However, the moderating effect of financial statement quality weakens this relationship, suggesting a disconnect between reporting practices and operational integration. Theoretically, the study broadens understanding of how financial reporting quality interacts with organizational capabilities in public governance. These findings call for managers to not only invest in systems and personnel but also to align financial transparency mechanisms to ensure coherent and effective inventory control.

Abstract

The Surface Distress Index (SDI) is a crucial parameter to consider when determining road conditions as part of an effective maintenance strategy. This study aims to develop an SDI prediction model using road surface distress data to enhance maintenance planning. The developed Artificial Neural Network (ANN) model resulted in an optimal structure with two hidden layers comprising 6 neurons and 4 neurons, respectively. The model was trained using two years of surface distress data collected from 40 road sections managed by the city’s road maintenance division. Variables used included Composition, Condition, Depression, Patches, Damage types, Crack Area, and Crack Width. The results demonstrated high accuracy in predicting SDI, with model performance achieving an R² of 0.87. This model can be applied to optimize the efficiency of road maintenance strategies.
