Abstract

Karet merupakan komoditi sektor petanian pada sub sektor perkebunan berkontribusi dalam peningkatan ekonomi petani. Namun kondisi harga karet terus melemah menyebabkan ekonomi petani karet juga melemah. Berbagai masalah yang dihadapi petani karet antara lain: Luas lahan kecil, kondisi alam yang rentan terhadap produksi, harga karet dunia yang semakin menurun, daya tawar petani lemah, rantai pemasaran yang panjang. Kondisi ini perlu dicari suatu Solusi,  suatu kelembagaan yang mampu menfasilitasi tataniaga karet yang lebih menguntungkan kepada petani. Kelembagaan pemasaran merupakan salah satu strategi yang berkaitan dengan tataniaga dalam menjamin ketersedian komoditi dan ketersediaan pasar yang lebih efisien. Lelang komoditi merupakan system pemasaran yang mampu meningkatkan harga dan daya tawar petani. Namun tidak mampu mengatasi permasalahan harga karet secara global karena harga karet ditentukan oleh pasar internasional. Kelembagaan dapat mengatasi ketergantungan menjual SIR kepada konsumen luar negeri serta mengurangi ketergantungan produk jadi yang berbahan baku karet.  Kelembagaan petani perlu membentuk Badan Usaha Milik Petani (BUMP) disetiap sentra produksi karet untuk  melakukan kegiatan hilirisasi karet. Pengolahan hasil berbahan baku karet akan menciptakan nilai tambah, mengurangi ketergantungan produk, mengurangketergantungan menjual SIR pada konsumen luar negeri, memiliki daya tawar.

Abstract

The cooperation has long been a pillar of the national economy in Indonesia, especially in developing the economy in rural areas. The Village Unit Cooperation (KUD) was developed to accelerate agricultural development, aimed at improving the farmers 'and peasants' farming in rural areas. KUD has also assisted in the success of regional development programs based on the agricultural sector, one of the plantation sub-sector, which is a partner of the plasma of palm oil farmer group of People’s Core Plantation (PIR) program throughout Indonesia. In the province of West Sumatra, the PIR of palm oil plantations began in the 1980s as a base of regional development, and now the age of harvest has made the age of plants unproductive. Accordingly, KUD Bukit Jaya in Dharmasraya District, one of the KUDs who wishes to apply replanting to farmer groups whose members,t found some obstacles in the implementation. This activity aims to facilitate KUD Bukit Jaya in order to realize the replanting activities in its working area. This action research is conducted using four stages of approach, namely: [1] introduction of problems with dialogical approaches, using interview techniques and discussions with cooperative managers as well as farmers whose gardens have to implement replanting; [2] the team analyzes the problems found and contacts the parties related to issues conveyed by cooperatives and farmers; the parties are insurance companies, bappeda as coordinator of cooperative technical service; [3] holding discussions and discussions with the cooperation, farmer groups and involved parties (insurance companies, cooperative agencies, and district government); [4] agreed on assistance for the preparation of cooperative and peasant group work plans for the preparation and implementation of replanting

Abstract

This study aims to determine the level of farmer participation and the factors influencing farmer participation in mango area development activities. This research uses a quantitative approach with a survey method. The location was chosen purposively. The sampling technique was carried out using simple random sampling, with a sample of 55 farmers involved in mango area development activities. Data analysis was conducted using descriptive statistics and SEM analysis through the Partial Least Square (PLS) approach. The results of the study indicate that farmer participation in the planning and implementation stages is in the high category, while the evaluation stage is in the medium category. The factors that significantly influence farmer participation in mango area development activities are farmer characteristics, opportunities, abilities, willingness, and the role of extension officers.
