Abstract

This article discusses the role of stakeholders from the descendants of Kings, who collaborated with the government and private sectors in managing of the pilgrimage tourism heritage site of the tomb of the Kings of Asta Tinggi, in Sumenep district. The purpose of this study was to investigate the various factors that influence stakeholder collaborations in the management of sustainable pilgrimage tourism and which stakeholder groups have a sustained traditional of authority. This qualitative research uses a case study approach and data collection through in-depth unstructured interviews and observations. This study seeks to take a new perspective in the analysis of the collaborative governance theory in the face of the social environment factor. The study results show that stakeholders, facilitative leadership, and enabling environmental factors become resources and strengths in the success of collaborative governance even though the role of private and government sectors are still limited. The findings reveal that stakeholders from the community, namely the traditional group as a companion of pilgrims, have an important role in collaboration, because they can only be replaced by the descendants, while the collaborative initiation comes from the community. We suggest the importance of government initiation to expand collaboration networks and facilitate the formation of the institutional administrator of Asta Tinggi site, through reconciliation which represents two descendants of Kings. The findings of this study are expected to enrich the theory of collaborative governance.

Abstract

This qualitative study explores the efforts of the Sumenep District government in developing community-based ecotourism, focusing on the potential of marine tourism and small islands on Madura Island. Despite the commitment to promoting ecotourism through branding initiatives such as the tagline “Sumenep: The Soul of Madura” and the slogan “Golden Triangle Islands” highlighting Gili Iyang, Gili Labak, and Gili Genting several challenges hinder progress. These include unequal tourist distribution among the islands, inadequate infrastructure and accommodation, poor coordination in tourism management, and inefficient resource utilization. The research aims to describe and analyze governmental efforts, identify potential ecotourism types, uncover obstacles preventing optimal development, and propose a development model for community-based ecotourism. Findings indicate that significant gaps in infrastructure and management must be addressed to leverage the islands' ecotourism potential effectively. The study concludes that a comprehensive strategy, including robust regulatory frameworks, is essential to ensure sustainable and protected ecotourism in the Golden Triangle Islands, ultimately benefiting local communities and preserving natural resources.

Abstract

Kelurahan Bulak Banteng, Kota Surabaya, merupakan salah satu daerah yang mengalami peningkatan migrasi internal, yang dipicu oleh adanya program Bantuan Sosial. Menyadari hal tersebut, pemerintah telah mengeluarkan berbagai kebijakan untuk membantu masyarakat miskin dan rentan. Program tersebut ditargetkan untuk dapat meningkatkan kesejahteraan masyarakat dan mengurangi angka kemiskinan. Tujuan penelitian ini adalah memahami dampak Bantuan Sosial terhadap migrasi di Kelurahan Bulak Banteng Kota Surabaya. Dampak ini dapat dilihat dari berbagai aspek, seperti dampak pada kehidupan ekonomi, proses pembuatan keputusan, sikap publik, dan kualitas kehidupan. Penelitian ini menggunakan metodologi deskriptif kualitatif. Metode penentuan informan menggunakan teknik snowball sampling linier dengan 4 informan, yaitu Kepala Dinas Sosial Kota Surabaya, Lurah Kelurahan Bulak Banteng, Staff Kelurahan Bulak Banteng, dan Masyarakat yang mengikuti program Bantuan Sosial. Hasil penelitian menunjukkan bahwa evaluasi dampak Bantuan Sosial terhadap migrasi di Kelurahan Bulak Banteng Kota Surabaya memiliki implikasi penting yang perlu dipertimbangkan oleh Pemerintah dan masyarakat. Dengan kebijakan yang komprehensif dapat meningkatkan efektivitas program bantuan sosial, mengurangi kemiskinan, dan meningkatkan kualitas hidup masyarakat di Kelurahan Bulak Banteng Kota Surabaya. Hasil kajian ini dapat digunakan untuk merumuskan kebijakan yang tepat dan efektif untuk meningkatkan kualitas kehidupan warga yang bermigrasi.Kata Kunci : Evaluasi Dampak Kebijakan, Bantuan Sosial, Peningkatan Migrasi

Abstract

Kabupaten Pasuruan memiliki 24 kecamatan, dengan 7 kecamatan yang letak geografisnya berhubungan dengan laut. Desa Semare adalah salah satu desa di kecamatan Kraton yang merupakan daerah pesisir yang terhubung langsung dengan Laut. Penduduk desa Semare kebanyakan mata pencahariannya sebagai nelayan yang kerjanya melaut mencari ikan . Dari hasil mencari ikan inilah meraka memenuhi kebutuhan hidupnya. Keseharian mereka terlihat dalam kesibukan menambat perahu, bertransaksi dengan tengkulak, dan membawa hasil tangkapan ke pasar atau membuka lapak di pinggiran desa. Praon tahunan dan berdirinya Cafe Laut Semare turut memicu perkembangan destinasi wisata laut. Meski membawa geliat ekonomi, peningkatan jumlah pedagang kaki lima menjadi kendala. Lokasi terbatas, rendahnya kesadaran hukum, dan kurangnya koordinasi dalam pembinaan dan penanganan menjadi tantangan. Melalui kegiatan Pengabdian Masyarakat berupa bimbingan teknis dan pendampingan, diharapkan Desa Semare dapat menjadi desa wisata terkonsep. Fokus pada penciptaan lokasi PKL yang strategis, indah, tertib, dan bersih diharapkan dapat meningkatkan kesejahteraan pedagang, menciptakan ketertiban, dan menyumbang pada pendapatan daerah. Ini merupakan langkah awal menuju konsep yang baik untuk kawasan wisata laut/pesisir, memberikan tambahan kesejahteraan masyarakat dan kontribusi pada pendapatan daerah.

Abstract

This research aims to analyze the application of good governance principles in the management of the Village-Owned Enterprise (BUMDes) "Mutiara Welirang" in Ketapanrame Village, which focuses on improving the competitiveness of the tourism village. This research uses a qualitative approach with a case study to understand how principles such as consensus, participation, accountability, transparency, and sustainability are applied in the management of the BUMDes. The results show that most of the principles of good governance are well implemented, especially in the aspects of community participation and decision-making through village deliberation. However, challenges still exist in the aspects of transparency and accountability, especially in terms of the accessibility of financial information for the community. In addition, limited human resources in management and funds for infrastructure development are major constraints in improving the competitiveness of tourism villages. This research suggests that BUMDes should improve the capacity of managers through managerial training, strengthen transparency, and seek alternative funding sources to support the development of tourism village infrastructure. Optimal implementation of good governance principles can assist BUMDes in creating sustainable, efficient and competitive tourism villages in the future.

Abstract

This study aims to analyze the bureaucratic performance of the Integrated Early Childhood Education Post Melati Sukolilo District in Surabaya. The research was conducted using descriptive qualitative research methods. Data collection techniques, namely interviews, observation, and documentation. Data analysis techniques were carried out according to the Miles and Habermann data analysis model. In assessing the performance of the bureaucracy at the Melati Integrated Early Childhood Education Post, this study uses five indicators in measuring bureaucratic performance according to Agus Dwiyanto, namely productivity, service quality, responsiveness, responsibility, and accountability. The results showed that the performance of the bureaucracy at the Melati Integrated Early Childhood Education Post had been carried out quite well by measuring the five indicators put forward by Agus Dwiyanto. There are several supporting factors in the form of digital government and financial assistance from the Regional Budget that can improve bureaucratic performance and inhibiting factors in the form of lack of adequate facilities, infrastructure, and transportation problems that can reduce bureaucratic performance, with the existence of these factors can be a measurement of high or low bureaucratic performance.

Abstract

This study aims to analyze the elements of landscape beauty and the role of local communities in supporting sustainable tourism management in Bromo Tengger Semeru National Park (TNBTS). Using a qualitative approach with a case study design, data was obtained through interviews, observations, and document analysis. The results showed that the beauty of the volcanic landscape, a combination of sand seas, sunrise, and the cultural values of the Tengger people, are the main attractions of this area. The active participation of local communities, including through the preservation of customs such as the Kasodo ceremony, contributes significantly to maintaining cultural values and ecosystems. However, challenges such as mass tourism, environmentally destructive tourist behavior, and weaknesses in area management, require strategic steps. This research emphasizes the importance of adopting ecotourism principles, increasing human resource capacity, and strengthening multi-stakeholder synergies. The contribution of this research lies in the development of a management model that integrates landscape beauty, local culture, and environmental sustainability as the basis for sustainable tourism management.

Abstract

Wisata Taman Ghanjaran merupakan salah satu wisata menarik yang dikembangkan oleh BUMDES Ketapanrame dan didirikan pada tahun 2021. Tujuan penelitian ini adalah untuk mendeskripsikan peran BUMDES dalam upaya mengembangkan wisata taman ghanjaran di Desa Ketapanrame Kecamatan Trawas Kabupaten Mojokerto. Jenis penelitian ini menggunakan metode penelitian deskriptif kualitatif. Teori yang digunakan dalam penelitian ini adalah Teori Organisasi Publik dari Mardiasmo (2009:8), meliputi lima indokator yaitu tujuan organisasi, sumber pendanaan, pertanggungjawaban, struktur organisasi, dan karakteristik anggaran. Teknik pengumpulan data dilakukan dengan metode wawancara, observasi, dan dokumentasi. Teknik analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data, dan kesimpulan. Hasil penelitian dan pembahasan menunjukkan bahwa pertama, tujuan organisasi BUMDES Ketapanrame dengan mengembangkan potensi desa wisata Ketapanrame, salah satu nya pada wisata taman Ghanjaran. Kedua, sumber pendanaan awalnya berasal dari APBD, selanjutnya dapat berkembang sendiri memperoleh keuntungan setiap tahun meningkat. Ketiga, laporan pertanggungjawaban BUMDES Ketapanrame dilaksanakan setahun sekali. Keempat, struktur organisasi BUMDES Ketapanrame Hierarkis, dipimpin oleh kepala Desa Ketapanrame, kemudian terdapat pengurus BPD, unit pariwisata, sekretaris, divisi unit pariwisata, dan divisi lain. Kelima, karakteristik anggaran wisata taman ghanjaran, hingga saat ini telah memberikan manfaat bagi mayarakat setempat, khususnya sebagai pemasok kebutuhan disemua area pertanian yang ada didesa Ketapanrame. Untuk itu, perlu didukung, disosialisasikan, dan terus dikembangkan dengan inovasi baru.

Abstract

Desa wisata ketapanrame merupakan bagian dari unit usaha BUMdes yang berhasil dikelola dengan baik dan telah mendapatkan banyak penghargaan. Dalam pengembangan desa wisata, kolaborasi antar pemangku kepentingan sangat diperlukan. artikel ini membahas pelaksanaan metode pentahelix dalam konteks pengembangan desa wisata tersebut dan menyoroti pencapaian serta mengidentifikasi berbagai tantangan yang muncul dalam pengembangan Desa wisata Ketapanrame. Penelitian kualitatif ini mengadopsi pendekatan studi kasus dan menggambarkan interaksi bersama lima pemangku kepentingan, yakni 1) Academics, 2) Business, 3) Community, 4) Government and 5) Media, sesuai dengan model Pentahelix oleh Arief Yahya (2016). Metode kualitatif digunakan dalam penelitian ini, dan teknik pengumpulan data dilakukan melalui observasi, wawancara, dan telaah dokumen. Hasil penelitian ini  menunjukkan bahwa Badan Usaha Milik Desa (BUMDes) Ketapanrame telah menerapkan strategi yang berfokus pada pengembangan destinasi pariwisata secara optimal dan sudah berjalan dengan baik dibuktikan dengan prestasi yang telah diraihnya dan partisipasi aktif dari berbagai pemangku kepentingan serta dukungan yang kuat dari masyarakat setempat dan sinergi yang efektif antara BUMDes, pemerintah daerah, akademisi, pelaku bisnis, dan media dalam mengatasi berbagai tantangan yang dihadapi dalam pengembangan Desa Wisata Ketapanrame.

Abstract

The issue of waste generation is inextricably linked to community life, particularly in densely populated areas where the volume of waste produced significantly impacts the environment and public health. This research examines the challenges of waste management in high-density regions, focusing on the province of West Java, Indonesia, which has seen a substantial increase in waste production due to population growth and changing consumption habits. The study underscores the necessity for effective waste management strategies in accordance with the Waste Management Law No. 18 of 2008, highlighting the role of regional governments in coordinating and supervising waste management efforts. The establishment of the Nambo Regional Waste Processing and Final Disposal Site (TPPAS) is presented as a critical initiative leveraging a Public Private Partnership (PPP) model to achieve sustainable waste management solutions. Through literature review and analysis of relevant regulations and data, the research outlines the operational framework of TPPAS, its capacity to handle significant waste volumes, and the collaborative efforts between public and private sectors to innovate waste processing technologies. The findings reveal both progress and challenges within the TPPAS project, including issues related to financial closure and operational readiness, emphasizing the need for continuous evaluation and adaptation of partnerships to enhance waste management efficiency.
