Abstract

Isbat nikah is a periodic conjugal marriage program that has been implemented in accordance with the provisions. The program is a means of administrative fulfillment that was previously unrecorded. The purpose of this study is to find out: 1) The role of stakeholders in efforts to encourage the submission of marriage isbat to the community in Bulak Banteng Village. 2) Procedures for administrative recording through the isbat nikah program. Researchers use qualitative approach methods with descriptive research types. The data collection techniques chosen in this study were observation and interviews. Van Metter and Van Horn's implementation theory uses 6 indicators. The results showed that the implementation of the isbat nikah program has run optimally. However, in its implementation, there are obstacles, namely in the aspect of resources that have not been optimally implemented, there are 2 residents who have been registered but canceled to take part in the isbat nikah program due to communication constraints.

Abstract

The term tourist village is closely related to Pandean. The reason is, this area is quite an attraction for local tourists. This research aims to identify strategies for utilizing local wisdom in developing the Pandean Tourism Village, Trenggalek Regency. The urgency of this research is to increase tourism potential, what needs to be done is to plan tourism development using the 3A concept (attractions, facilities and accessibility) which is a requirement in developing a tourist destination, because these three elements have an important role. In building a comfortable travel experience and meeting tourist needs. This research uses a descriptive qualitative approach, namely providing a systematic, factual and accurate description of the facts and potential of tourism in the Pandean Tourism Village. The location of this research is in Dongko District, Trenggalek Regency, East Java Province, while the location in this research is Pandean Tourism Village. Data collection techniques use observation, documentation and interviews. The informants in this research were: 1) Dewi Arum Pulosari Tourism Awareness Group; 2) Head of Pandean Village; and 3) business actors in the Pandean Tourism Village. The results of this research indicate that the Pandean Tourism Village is not yet optimal in implementing the 3A tourism concept. Various interesting tourist attractions are presented at Pandean Tourism Village to make an impression on visitors. The accessibility of the Pandean Tourism Village does not provide comfort for tourists, the road conditions are not good, large buses cannot enter the Pandean Tourism Village location because the road conditions are narrow. Existing facilities in the Pandean Tourism Village need to be developed, so that they can meet the needs of visiting tourists.

Abstract

The purpose of this study was to analyze and describe the strategy of BUMDES Mutiara Welirang in developing tourism in Sawah Sumber Gempong Tourism, Ketapanrame Village, Mojokerto Regency, in order to find out the problems that exist in tourism development through the role of the government and management. The approach taken in this study is a qualitative descriptive approach by conducting observations, interviews, and documentation. The data analysis model according to (Geoff Mulgan 2010)with data collection techniques, data reduction, data presentation, and drawing conclusions. The results of the study showed that first, the objectives implemented by BUMDES Mutiara Welirang in developing tourism in Sawah Sumber Gempong Tourism have been fulfilled and are running well because they have a significant impact on the economy of the community, especially the people of Ketapanrame village. Second, the community environment around Ketapanrame village also supports and plays an active role in the development of tourism in Sawah Sumber Gempong tourism, as evidenced by the community fully participating in the development of facilities and infrastructure in the Sawah Sumber Gempong tourism area and actively participating in maintaining the surrounding environment so that it is more beautiful and well maintained. Third, the intervention carried out by BUMDES Mutiara Welirang has been running efficiently. This can be seen from a number of strategic efforts that continue to be carried out by BUMDES Mutiara Welirang and the community groups that support development, such as by collaborating with stakeholders and banking companies. In addition, facilities and infrastructure continue to be developed to attract tourists and as a means of advancing tourism.

Abstract

Quality and sustainable infrastructure development is a major challenge for developing countries like Indonesia, especially in the face of budget constraints and administrative capabilities. The Public-Private Partnership (PPP) approach has emerged as a strategic solution to overcome these obstacles by involving the private sector in providing resources, technical expertise, and operational efficiency. This study aims to apply the PPP model in infrastructure development in Indonesia with a focus on the Kediri Airport project as a case study. The methodology used is an in-depth literature study of secondary data related to this project, including government policies, financing schemes, and technical implementation. The Kediri Airport project is an example of the first PPP (Government and Business Entity Cooperation) initiated by a business entity (unsolicited), with a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) scheme. This project is fully funded by PT Gudang Garam Tbk through its subsidiary without using the APBN, with a total investment reaching IDR 10.8 trillion. The results of the study show that the PPP approach allows for accelerated infrastructure development while reducing the government's financial burden. Kediri Airport successfully operated in April 2024 with an initial capacity of 1.5 million passengers per year and is designed to support wide-body aircraft such as the Boeing 777-300ER. The novelty of this research lies in the analysis of the unsolicited PPP model that has not been widely implemented in Indonesia and the potential of this project as a catalyst for regional economic development. These findings provide strategic insights for the development of PPP models in the future, especially in large-scale projects that focus on curiosity.

Abstract

The governmental system directly influences the implementation of state administration, especially when analyzing two countries with different political, social, and historical backgrounds, namely Indonesia and Nepal. The purpose of this study is to examine the differences in the structure, mechanisms, and impact of the two countries' governmental systems on political stability and public administration efficiency. The method used in this study is qualitative with a descriptive-comparative approach, where a literature review was conducted on various academic sources, constitutions, and official reports. The analysis stages include reduction, presentation, and drawing conclusions following the Miles, Huberman, and Saldana model, and validation was carried out through source triangulation. The findings of the study indicate that Indonesia, with its presidential system, can maintain political stability through direct legitimacy from the people towards the president, although it still faces internal problems such as corruption in the bureaucracy, politicization of positions, and differences in regional capabilities. On the other hand, Nepal, which uses a federal parliamentary system, experiences government instability due to weak coalitions, low bureaucratic capacity, and recurring political conflicts, despite showing progress in terms of transparency and public participation. The fundamental differences between presidential and federal parliamentary systems affect the effectiveness of public policy, the level of accountability, and the professionalism of the bureaucracy in both countries. The uniqueness of this research lies in the application of empirical analysis to the phenomenon of large demonstrations that occurred in 2025 in both countries, which clearly reflect the differences in systems in handling political crises. This study emphasizes that political stability is not always directly related to the effectiveness of public administration, and that each system of government needs to strengthen its bureaucracy, transparency, and public involvement to achieve accountable and sustainable management.

Abstract

Indonesia and Nepal are developing countries in Asia with contrasting geographical characteristics that influence infrastructure development and public service distribution. Indonesia is an archipelagic country with vast maritime areas and dispersed islands, while Nepal is a landlocked mountainous country dominated by the Himalayan region. These geographical differences create distinct challenges in ensuring equitable infrastructure development and public service delivery. This study aims to analyze the relationship between geographical conditions, infrastructure development, and public service distribution in Indonesia and Nepal through a comparative literature review. The study employs the perspective of territorial governance, which emphasizes that public policies and infrastructure strategies should be adapted to regional spatial characteristics, demographic conditions, natural resources, and disaster risks. Data were collected from academic literature, international reports, and previous studies concerning infrastructure development and public service governance in both countries. The findings indicate that geographical conditions significantly affect infrastructure accessibility and the distribution of public services. In Indonesia, the archipelagic structure increases transportation and connectivity costs across islands, while in Nepal, mountainous terrain constrains road construction and regional accessibility. Both countries have implemented decentralized governance approaches to address these challenges, supported by local government initiatives and development partners. However, disparities in service accessibility remain evident, particularly in remote and geographically isolated areas. This study concludes that geography is a critical determinant of infrastructure development and public service distribution. Effective territorial governance, adaptive infrastructure planning, and geographically sensitive public policies are essential to reducing regional disparities and improving public service accessibility in developing countries.

Abstract

Oxygen Ecotourism on Gili Iyang Island has the highest oxygen levels reaching 21.5% above the normal threshold, the highest compared to other regions in Indonesia. This article adopts the collaborative viewpoint of the Quintuple Helix model, to discuss stakeholder interactions and highlight the level of success and identify several problems in the development of oxygen ecotourism on Gili Iyang Island, Sumenep Regency. This qualitative research uses a case study approach and visualizes collective interactions between stakeholders through the following five subsystems: 1) Education system, 2) Economic system, 3) Political system, 4) Media-based and culture-based society, 5) and Natural environment, Natural Environment Society based on the Quintuple Helix model from Carayannis and Campbell (2010). Data collection was carried out through observation, semi-structured interviews, and document review. The research results show that the Political System contributes to the initiation of ecotourism stakeholder collaboration, while an important role in the development of ecotourism has been played by the Higher Education System, as well as media-based and culture-based Societies. However, this collaboration is not yet optimal because it is still informal, and the lack of innovation from the Economic System, as well as the Natural Environment, and the Natural Environment of Society, is still limited. The findings of this research recommend that the role of local government (political system) needs to be increased by developing policies that ensure the maintenance of oxygen levels, increasing innovation in the use of local natural resources to support tourism, and institutionalizing stakeholder collaboration to ensure sustainable collaboration.Ekowisata Oksigen di Pulau Gili Iyang memiliki kadar oksigen tertinggi mencapai 21,5% di atas ambang batas normal, tertinggi dibandingkan wilayah lain di Indonesia. Artikel ini mengadopsi sudut pandang kolaborasi model Quintuple Helix, untuk membahas interaksi pemangku kepentingan dan menyoroti tingkat keberhasilan serta mengidentifikasi beberapa masalah dalam pengembangan ekowisata oksigen di Pulau Gili Iyang, Kabupaten Sumenep. Penelitian kualitatif ini menggunakan pendekatan studi kasus dan memvisualisasikan interaksi kolektif antara stakholder melalui lima subsistem berikut: 1) Sistem pendidikan, 2) Sistem ekonomi, 3) Sistem politik, 4) Masyarakat berbasis media dan berbasis budaya, 5) dan Lingkungan alam, Lingkungan Alam Masyarakat berdasarkan model Quintuple Helix dari  Carayannis dan Campbell (2010). Pengumpulan data dilakukan melalui observasi, wawancara semi terstruktur, dan telaah dokumen. Hasil penelitian menunjukkan bahwa Sistem Politik berkontribusi pada inisiasi kolaborasi pemangku kepentingan ekowisata, sementara peran penting dalam pengembangan ekowisata telah dimainkan oleh Sistem Pendidikan Tinggi, serta Masyarakat berbasis media dan berbasis budaya. Namun kolaborasi tersebut belum optimal karena masih bersifat informal, serta kurangnya inovasi dari Sistem Ekonomi, maupun Lingkungan Alam, dan Lingkungan Alam Masyarakat masih terbatas. Temuan penelitian ini merekomendasikan bahwa peran pemerintah daerah (Sistem politik) perlu ditingkatkan dengan mengembangkan kebijakan yang menjamin pemeliharaan kadar oksigen, meningkatkan inovasi dalam pemanfaatan sumber daya alam lokal untuk mendukung pariwisata, dan melembagakan kolaborasi pemangku kepentingan untuk memastikan kolaborasi yang berkelanjutan.

Abstract

Sidotopo Urban Village, Surabaya City, precisely in RT 06 RW 10, there are Micro, Small and Medium Enterprises (MSMEs) that produce products in the form of pentol snacks, business capital for production is the main problem for UKM pentol in the area. The Pentol Village MSME community empowerment program in the Sidotopo Village was held to provide solutions to the economic problems that have been faced so far. The implementation of community empowerment will be carried out in October 2022 and there are several process stages of activities carried out, including: the socialization of the pentol village program in Sidotopo Village, Surabaya City; forming a partnership group for pentol producers; building cooperation; as well as providing pentol production tools and carts for the distribution of pentol production. Through the empowerment process carried out by the Gugah Nurani Indonesia Foundation (GNI) as a non-governmental organization through the pentol village program for the UMKM pentol producers, it is able to have a positive impact in the form of knowledge related to business capital management and management of pentol business income and expenses, and is able to increase additional income from MSMEs that are optimized by providing training education.

Abstract

This study aims to map the development, trends, collaboration patterns, and research gaps related to the integration of sustainable tourism, dark tourism, and post-disaster tourism within the framework of the Sustainable Development Goals (SDGs). The research employs a quantitative approach based on bibliometric analysis of 1,083 publications retrieved from the Dimensions database using structured keyword queries. The data were analyzed using VOSviewer to generate network, density, temporal trend, and collaboration visualizations across authors, institutions, and countries. The findings indicate that publication trends are fluctuating, with noticeable increases during certain periods, reflecting the dynamic evolution of research interest in this field. The dominant research themes revolve around policy, governance, and management, with key terms such as policy, governance, and management appearing most frequently. Network analysis reveals that research collaboration remains concentrated in specific countries and leading institutions, while the participation of developing countries is relatively limited. Furthermore, the study identifies that the conceptual integration between sustainable tourism, dark tourism, and post-disaster tourism has not yet been comprehensively developed within the existing literature. The study concludes that there is a critical need to strengthen integrative approaches in both research and policy to support the achievement of the SDGs. This research contributes by providing a systematic mapping of the knowledge structure and identifying future research directions in sustainable tourism studies.
