Abstract

Sumenep Regency has many diverse tourism potentials, a very prominent tourist destination in Sumenep Regency is island tourism. Gili Iyang Island is also known as “Oxygen Island”, because it has natural tourism potential and high oxygen content potential (above 20% normal parks) compared to other regions in Indonesia (LAPAN). Gili I Island Tourism Development which requires community accessibility by playing an active and systematic role, the role of the community in understanding the management and utilization of tourism potential is very important in developing tourism in the region. Tourism management will be optimal if it is community-based. This study focuses on Tourism Governance of Gili Iyang Island: Community Based Tourist Perspective, by analyzing the level of participation of local communities on Gili Iyang Island in exploiting and developing tourism potential on Gili Iyang Island. Qualitative methods are used in this research method, and data collection techniques are in-depth interviews. Community Based Tourism theory Suansri (2003) is used in data analysis, with five principles of approach namely: (1) economic principles, (2) social principles, (3) cultural principles, (4) environmental principles and (5) political principles. The results of the study show that Tata managing tourism on Gili Iyang Island has been going well, as evidenced by the role of Pokdarwis in being able to create jobs in the tourism sector, increasing tourist visits to Gili Iyang Island. Environmental conservationists and the community can participate in tourism management, by becoming part of the Pokdarwis members.

Abstract

Isbat nikah is a periodic conjugal marriage program that has been implemented in accordance with the provisions. The program is a means of administrative fulfillment that was previously unrecorded. The purpose of this study is to find out: 1) The role of stakeholders in efforts to encourage the submission of marriage isbat to the community in Bulak Banteng Village. 2) Procedures for administrative recording through the isbat nikah program. Researchers use qualitative approach methods with descriptive research types. The data collection techniques chosen in this study were observation and interviews. Van Metter and Van Horn's implementation theory uses 6 indicators. The results showed that the implementation of the isbat nikah program has run optimally. However, in its implementation, there are obstacles, namely in the aspect of resources that have not been optimally implemented, there are 2 residents who have been registered but canceled to take part in the isbat nikah program due to communication constraints.

Abstract

The term tourist village is closely related to Pandean. The reason is, this area is quite an attraction for local tourists. This research aims to identify strategies for utilizing local wisdom in developing the Pandean Tourism Village, Trenggalek Regency. The urgency of this research is to increase tourism potential, what needs to be done is to plan tourism development using the 3A concept (attractions, facilities and accessibility) which is a requirement in developing a tourist destination, because these three elements have an important role. In building a comfortable travel experience and meeting tourist needs. This research uses a descriptive qualitative approach, namely providing a systematic, factual and accurate description of the facts and potential of tourism in the Pandean Tourism Village. The location of this research is in Dongko District, Trenggalek Regency, East Java Province, while the location in this research is Pandean Tourism Village. Data collection techniques use observation, documentation and interviews. The informants in this research were: 1) Dewi Arum Pulosari Tourism Awareness Group; 2) Head of Pandean Village; and 3) business actors in the Pandean Tourism Village. The results of this research indicate that the Pandean Tourism Village is not yet optimal in implementing the 3A tourism concept. Various interesting tourist attractions are presented at Pandean Tourism Village to make an impression on visitors. The accessibility of the Pandean Tourism Village does not provide comfort for tourists, the road conditions are not good, large buses cannot enter the Pandean Tourism Village location because the road conditions are narrow. Existing facilities in the Pandean Tourism Village need to be developed, so that they can meet the needs of visiting tourists.

Abstract

The purpose of this study was to analyze and describe the strategy of BUMDES Mutiara Welirang in developing tourism in Sawah Sumber Gempong Tourism, Ketapanrame Village, Mojokerto Regency, in order to find out the problems that exist in tourism development through the role of the government and management. The approach taken in this study is a qualitative descriptive approach by conducting observations, interviews, and documentation. The data analysis model according to (Geoff Mulgan 2010)with data collection techniques, data reduction, data presentation, and drawing conclusions. The results of the study showed that first, the objectives implemented by BUMDES Mutiara Welirang in developing tourism in Sawah Sumber Gempong Tourism have been fulfilled and are running well because they have a significant impact on the economy of the community, especially the people of Ketapanrame village. Second, the community environment around Ketapanrame village also supports and plays an active role in the development of tourism in Sawah Sumber Gempong tourism, as evidenced by the community fully participating in the development of facilities and infrastructure in the Sawah Sumber Gempong tourism area and actively participating in maintaining the surrounding environment so that it is more beautiful and well maintained. Third, the intervention carried out by BUMDES Mutiara Welirang has been running efficiently. This can be seen from a number of strategic efforts that continue to be carried out by BUMDES Mutiara Welirang and the community groups that support development, such as by collaborating with stakeholders and banking companies. In addition, facilities and infrastructure continue to be developed to attract tourists and as a means of advancing tourism.

Abstract

Quality and sustainable infrastructure development is a major challenge for developing countries like Indonesia, especially in the face of budget constraints and administrative capabilities. The Public-Private Partnership (PPP) approach has emerged as a strategic solution to overcome these obstacles by involving the private sector in providing resources, technical expertise, and operational efficiency. This study aims to apply the PPP model in infrastructure development in Indonesia with a focus on the Kediri Airport project as a case study. The methodology used is an in-depth literature study of secondary data related to this project, including government policies, financing schemes, and technical implementation. The Kediri Airport project is an example of the first PPP (Government and Business Entity Cooperation) initiated by a business entity (unsolicited), with a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) scheme. This project is fully funded by PT Gudang Garam Tbk through its subsidiary without using the APBN, with a total investment reaching IDR 10.8 trillion. The results of the study show that the PPP approach allows for accelerated infrastructure development while reducing the government's financial burden. Kediri Airport successfully operated in April 2024 with an initial capacity of 1.5 million passengers per year and is designed to support wide-body aircraft such as the Boeing 777-300ER. The novelty of this research lies in the analysis of the unsolicited PPP model that has not been widely implemented in Indonesia and the potential of this project as a catalyst for regional economic development. These findings provide strategic insights for the development of PPP models in the future, especially in large-scale projects that focus on curiosity.

Abstract

The governmental system directly influences the implementation of state administration, especially when analyzing two countries with different political, social, and historical backgrounds, namely Indonesia and Nepal. The purpose of this study is to examine the differences in the structure, mechanisms, and impact of the two countries' governmental systems on political stability and public administration efficiency. The method used in this study is qualitative with a descriptive-comparative approach, where a literature review was conducted on various academic sources, constitutions, and official reports. The analysis stages include reduction, presentation, and drawing conclusions following the Miles, Huberman, and Saldana model, and validation was carried out through source triangulation. The findings of the study indicate that Indonesia, with its presidential system, can maintain political stability through direct legitimacy from the people towards the president, although it still faces internal problems such as corruption in the bureaucracy, politicization of positions, and differences in regional capabilities. On the other hand, Nepal, which uses a federal parliamentary system, experiences government instability due to weak coalitions, low bureaucratic capacity, and recurring political conflicts, despite showing progress in terms of transparency and public participation. The fundamental differences between presidential and federal parliamentary systems affect the effectiveness of public policy, the level of accountability, and the professionalism of the bureaucracy in both countries. The uniqueness of this research lies in the application of empirical analysis to the phenomenon of large demonstrations that occurred in 2025 in both countries, which clearly reflect the differences in systems in handling political crises. This study emphasizes that political stability is not always directly related to the effectiveness of public administration, and that each system of government needs to strengthen its bureaucracy, transparency, and public involvement to achieve accountable and sustainable management.

Abstract

The purpose of this study was to analyze and identify how the strategy of utilizing local wisdom in the development of blue economy in marine ecotourism on Gili Genting Island, Sumenep Regency. This research uses descriptive qualitative methods by prioritizing the meaning and actions of the experiences of a group of people and social behavior. Data collection techniques by conducting observations, interviews, and browsing documentation. Key informants namely, the Sumenep Regency Youth Culture and Sports Tourism Office, related village governments, private parties, PokDarwis, and Gili Genting Island community leaders. The data analysis technique uses four steps from Creswell, namely data collection, data reduction, data presentation and conclusion drawing. Based on the previous data collection, the data from interviews, field observations, and documentation review were then compared and compiled to obtain synthesis results between the three and presented thematically. The results show that zero waste management and waste management efforts have been made, however, challenges such as seawater intrusion, plastic waste, coral reef damage, and lack of community involvement still exist. Community empowerment, preservation of local wisdom, and government support are important to create inclusive and sustainable tourism. Marine ecotourism has the potential to improve the local economy through employment and infrastructure investment, with innovation, climate change adaptation, and cooperation between stakeholders, Gili Genting can become a sustainable ecotourism destination that preserves the environment and community welfare.

Abstract

Sidotopo Urban Village, Surabaya City, precisely in RT 06 RW 10, there are Micro, Small and Medium Enterprises (MSMEs) that produce products in the form of pentol snacks, business capital for production is the main problem for UKM pentol in the area. The Pentol Village MSME community empowerment program in the Sidotopo Village was held to provide solutions to the economic problems that have been faced so far. The implementation of community empowerment will be carried out in October 2022 and there are several process stages of activities carried out, including: the socialization of the pentol village program in Sidotopo Village, Surabaya City; forming a partnership group for pentol producers; building cooperation; as well as providing pentol production tools and carts for the distribution of pentol production. Through the empowerment process carried out by the Gugah Nurani Indonesia Foundation (GNI) as a non-governmental organization through the pentol village program for the UMKM pentol producers, it is able to have a positive impact in the form of knowledge related to business capital management and management of pentol business income and expenses, and is able to increase additional income from MSMEs that are optimized by providing training education.

Abstract

This study aims to analyse the application of collaborative governance in improving the quality of education in the digital age through a comparative literature review of the cities of Yogyakarta, Surabaya and South Sulawesi. The method employed is a systematic literature review using a qualitative-descriptive approach and cross-case synthesis, drawing on the collaborative governance framework by Ansell and Gash, which encompasses starting conditions, institutional design, facilitative leadership, and collaborative process. The article search process was conducted via scientific databases such as Google Scholar, Scopus, and SINTA using the keywords “collaborative governance”, “digital education”, and “quality of education”. Inclusion criteria included articles relevant to the educational context, published between 2015 and 2025, and focusing on multi-stakeholder collaboration in educational governance. Based on a systematic selection process, approximately 30 articles were identified for in-depth analysis. The findings indicate that the success of collaborative governance in improving educational quality is significantly influenced by initial conditions such as educational and digital divides, adaptive institutional design, contextual facilitative leadership, and participatory and sustainable collaborative processes. Comparatively, the City of Yogyakarta tends to develop community- and digital-based collaboration models, Surabaya stands out in its institution-based approach and school practices, whilst South Sulawesi demonstrates a more structured collaboration model based on bureaucratic systems. These findings confirm that collaborative governance in education in the digital age is contextual and multidimensional, thus requiring an adaptive approach tailored to regional characteristics.

Abstract

The development of sustainable ecotourism on Gili Iyang Island, known for its high oxygen levels and unique local culture, requires collaboration among diverse stakeholders through effective governance networks. This study investigates the roles and contributions of key stakeholders—including the Sumenep District Tourism, Culture, Youth, and Sports Office (Dinas Pariwisata, Kebudayaan, Pemuda, dan Olahraga Kabupaten Sumenep or Disparbudpora), the Andang Taruna Tourism Awareness Group (Kelompok Sadar Wisata Andang Taruna or Pokdarwis), village governments, and local communities—in developing ecotourism on Gili Iyang Island, Indonesia. Using a qualitative case study approach, data were collected through in-depth interviews, observations, and document analysis. Findings show that governance networks are crucial in enhancing community empowerment, building local capacity, and improving infrastructure to support ecotourism. Nevertheless, challenges remain, including limited resources, conflicts between villages, and minimal private-sector engagement. Strengthening Pokdarwis’ managerial capacity, fostering inter-community synergies, and attracting private sector involvement are identified as essential strategies to ensure sustainable ecotourism. This research contributes to the broader literature on collaborative governance in remote island ecotourism, offering practical insights for policymakers and stakeholders aiming to create resilient, community-driven tourism initiatives that can be adapted to similar island settings.
