Abstract

Program Nasional Pemberdayaan Masyarakat Mandiri (PNPM Mandiri) merupakan salah satuprogram penanggulangan kemiskinan di Indonesia yang meliputi PNPM Mandiri Perkotaan danPNPM Mandiri Perdesaan. Untuk memperlancar program tersebut, diperlukan alokasi anggaranyang sesuai dengan lokasi dan kondisi wilayah sampai tingkat desa/kelurahan. Ketidaksesuaianlokasi dan kondisi wilayah berakibat kurang tepatnya sasaran sehingga tujuan dari masing-masingprogram tidak tercapai. Penelitian ini bertujuan untuk mengevaluasi dan merumuskan kriteriawilayah perkotaan dan perdesaan sebagai pertimbangan mendasar dalam pengalokasiananggaran PNPM Mandiri, serta memberikan alternatif agar pengalokasian anggaran PNPM Mandirilebih sesuai dengan kriteria wilayah perkotaan dan perdesaan. Ruang lingkup penelitian inimencakup seluruh provinsi di Indonesia. Berdasarkan hasil analisis diskriminan, diketahui bahwavariabel TK, SMP, rumah tangga listrik, pasar, SMU, pertokoan, rumah sakit, dan rumah tanggatelepon merupakan variabel pembentuk kriteria keberadaan/akses fasilitas perkotaan yangmemiliki kontribusi besar terhadap pembentukan wilayah perkotaan. Dengan diperolehnya 8variabel tersebut, maka 3 kriteria pembentuk wilayah perkotaan (jumlah kepadatan penduduk,persentase rumah tangga pertanian, dan keberadaan/akses fasilitas perkotaan) dapat dijadikanpembeda dalam pembentukan wilayah perkotaan dan perdesaan. Perubahan jumlah variabel padakriteria keberadaan/akses fasilitas perkotaan mempengaruhi perubahan wilayah perkotaan diIndonesia. Perubahan wilayah menjadi penting untuk dipertimbangkan agar pengalokasiananggaran PNPM Mandiri lebih tepat sasaran.

Abstract

Pertumbuhan penduduk yang terjadi di Kota Depok sebesar 6% tiaptahunnnya.Pertumbuhan penduduk yang pesat akan berpengaruh terhadap mutu kualitaslingkungan dan berimbas kepada menurunnya kualitas hidup manusia di lingkungan terkait.Disamping itu pertumbuhan penduduk yang pesat juga diikuti dengan tingginya intensitaspembangunan di Kota Depok. Berdasarkan fakta tersebut maka diperlukan adanyaperencanaan dalam pengembangan Kota Depok sehingga terwujudnya kota Depok yangberkelanjutan. Maka, penelitian ini bertujuan untuk mengetahui kondisi kualitas lingkunganfisik binaan di Kota Depok sehingga dapat terumuskannya usulan dalam pengembangankualitas lingkungan di Kota Depok. Metode pendekatan yang digunakan adalah deskriptifkuantitatif dengan teknik analisis spasial , scoring dan deskriptif. Hasil dari penelitian inimenunjukan bahwa dari enam variabel yang digunakan sebagai indikator untuk menilaikualitas lingkungan binaan hanya dua variabel yang bernilai relatif baik (pelayananpendidikan dan kesehatan) dan satu variabel bernilai relatif buruk (pelayananpersampahan), ketiga variabel lainnya bernilai beragam (Pelayanan air bersih, pelayananlimbah, dan kondisi permukiman). Oleh karenannya perlu ada upaya dari pemerintah danmasyarakat untuk meningkatkan mutu kualitas lingkungan binaan di Kota Depok.

Abstract

Kabupaten Tegal merupakan wilayah yang memiliki potensi besar pada sektor pertanian, dibuktikan 48% luas lahan pertanian ditetapkan sebagai kawasan pertanian pangan berkelanjutan (LP2B) dan memiliki tenaga kerja sektor pertanian sebesar 23%. Penetapan kebijakan seperti pengembangan infrastruktur jalan tol Pejagan-Pemalang dan penetapan kabupaten sebagai kawasan perkotaan Bregasmalang, dapat memicu terjadinya konversi lahan pertanian. Penelitian bertujuan untuk mengidentifikasi upaya-upaya yang perlu dilakukan dalam rangka mempertahankan perkembangan sektor pertanian di Kabupaten Tegal. Faktor-faktor yang mempengaruhi keberhasilan perkembangan sektor pertanian yaitu sumberdaya alam, sumberdaya manusia, kebijakan, teknologi pada kegiatan pasca panen dan infrastruktur penunjang. Metodologi yang digunakan adalah metode analisis spasial, skalogram dan deskriptif. Hasil penelitian menunjukan bahwa sektor pertanian di Kabupaten Tegal mengalami stagnansi bahkan cenderung menurun yang disebabkan oleh konversi lahan, jumlah dan kualitas sumberdaya manusia yang semakin menurun, belum adanya keterpaduan kebijakan skala nasional-kabupaten, rendahnya teknologi pada kegiatan pasca panen serta kurangnya dukungan infrastruktur pertanian. Oleh sebab itu, upaya untuk mempertahankan perkembangan sektor pertanian antara lain peningkatan SDM dilakukan melalui pelatihan, penyuluhan dan pendidikan formal, penetapan perda baru yang mengatur tentang insentif untuk lahan pertanian pangan berkelanjutan, optimalisasi penanganan pasca panen, penetapan hirarki struktur ruang kawasan pertanian serta kebutuhan infrastruktur penunjangnya.

Abstract

Metropolitan Cirebon Raya merupakan metropolitan baru dan pusat pertumbuhan di wilayah timur Jawa Barat, dengan kawasan andalan yaitu Kabupaten Cirebon, Kabupaten Indramayu, Kabupaten Majalengka, dan Kabupaten Kuningan yang terhubung karena perkembangan kota dan saling berinteraksi. Penelitian ini bertujuan untuk mengidentifikasi perkembangan metropolitan Cirebon Raya dan tingkat interaksi yang terjadi antara kota Cirebon sebagai kota inti dengan kota hinterlandnya. Untuk mencapai tujuan tersebut penulis menggunakan sejumlah kajian dengan menggunakan analisis kuantitatif dan teknik pengumpulan data sekunder dan menggunakan 1) Analisis Matematika Sederhana untuk mengetahui trend perkembangan penduduk 2) Analisis Tipolgi Klaseen untuk mengetahui stuktur ekonomi dan tipologi ekonomi 4) Analisis Spasial untuk mengetahui perubahan lahan terbangun dari wilayah Cirebon Raya dan mengukur perkembangan perdesaan-perkotaan Cirebon Raya tahun 2011-2014. Dari hasil penelitian menunjukan untuk perkembangan wilayah Cirebon Raya, bergerak ke wilayah Kabupaten Cirebon, Kabupaten Indramayu, dan Kabupaten Kuningan dan merangsang tingkat interaksi yang terjadi dari wilayah Kota Cirebon-Kabupaten Cirebon, Kabupaten Cirebon-Kota Cirebon, Kabupaten Indramayu-Kota Cirebon. Dari hasil temuan studi, wilayah Cirebon Raya, telah membentuk suatu perkotaan metropolitan karena membentuk hubungan antar wilayah dengan menggambarkan perluasan kotanya (ekstentifikasi) ke wilayah pinggiran.

Abstract

The community service aims to increase the knowledge and awareness of youth and high school students regarding the role and urgency of spatial planning in creating a better living environment. The method used in this activity is in the form of counseling which targets high school students and young people in the community of RT 06/RW 08, Tomang Village, Grogol Petamburan District, West Jakarta. The counseling was carried out offline using a zoom which presented three main points, namely: (1) the definition of space, (2) the urgency of spatial planning, and (3) the role of spatial planning. In addition, an evaluation was also carried out through a google form to find out the increase in understanding gained from this activity. The result of this Community Service is that the community gains insight into the urgency and role of spatial planning. Implementing lecturers also representing the campus have succeeded in making this activity as a campus communication medium in disseminating knowledge, teaching, and research results directly to the community. This activity was successful which was indicated from the discussions that took place between the participants and the implementing lecturers, as well as the results of the evaluation of the distributed questionnaires. Hopefully, the participants will understand from an earlier age, become more active and enthusiastic in campaigning, setting an example, and even being directly involved in spatial planning.

Abstract

Geoarea Wonogiri has many tourist objects and a large area, it needs integrated management, therefore it is necessary to study the potential of tourism, so this research aims to analyze the potential of these locations, therefore an analysis of the potential attractiveness in each district is needed. The research method used is Qualitative research after that used the analysis of scoring techniques. Based on the results of this study, Pracimantoro District is the most potential for the Development of Tourist Destinations in Geoarea Wonogiri because it has the advantage of potential analysis based on the 4A aspect (attraction, amenities, accesibitily, ancillary).

Abstract

Tidal flood due to sea level rise often occurs in the Rukun Warga (local community unit) 5 Utara, Wonokerto Kulon located in costal area of Pekalongan Regency. The risk of tidal flooding is influenced by the physical vulnerability of the area. With the purpose to reduce the risk, it is necessary to carry out mitigation efforts by improving the physical conditions. This study aims to provide recommendation for mitigation efforts suitable for the area based on the levels of risk and physical vulnerability. To achieve the aim, the study identifies the level of hazard, the level of physical vulnerability and the level of risk by using Arc GIS spatial analysis and scoring techniques. The results show that around 44.38% of the area is classified as high-level tidal flood’s hazard. The level of hazards is identified based on height, frequency, and type of inundation. The physical vulnerability of this area is classified as in medium to high-level. The level of vulnerability is classified based on measured by the physical conditions which are buildings density, flooded road network, proximity to sea and rivers and land use. Based on the level of hazard and vulnerability, the tidal flood’s risk of the area is classified as in medium to high level. Recommended mitigation efforts to reduce the risk are conducting coastal zoning regulations, coastal preservation, mangrove conservation, development with adaptive spatial structure, coastal resettlement, and pond retention programs.

Abstract

Public transport integration is the key to the success of the public transportation service system in a region or city. Good integration can create effective development and increase society's interest in public transport. Dukuh Atas area is located in the Central Business District of Jakarta that dominated by office buildings and activities. This area is designated as a primary activity centre with an intermodal transfer centre based on Transit Oriented Development (TOD). It consists of several stops/stations such as Sudirman Commuter line Station, BNI City Airport Train Station, Dukuh Atas MRT Underground Station, Dukuh Atas 2 Transjakarta Bus Stop, and Tosari Bus Stop. Pedestrian paths are one of the physical integration forms that play a role in creating continuous connectivity. This study aims to measure the service level of pedestrian lane facilities in supporting intermodal integration in the Dukuh Atas area. The data used in this study are primary data gathered through observations and questionnaires. The questionnaires use a Likert scale of 1-5 distributed to 112 pedestrians in 3 segments (1) MRT – KRL, (2) MRT – TransJakarta, and (3) KRL – TransJakarta. Data analysis was conducted with the Importance Performance Analysis. Results show that three similar facilities were found to be the improvement priority in all three segments that are lighting, canopy, and trash bins. Moreover, other facilities that need to be improved are the sidewalk width in segment 1, directions in segment 2, and pedestrian crossing bridge/zebra cross in segment 3.

Abstract

The Law of the Republic of Indonesia Number 12 of 1995 concerning Corrections mandates that Correctional Facility be established in every Regency and City. Meanwhile, several works of literature state that Correctional Facility must meet the criteria, namely having a certain distance or far from densely populated settlements to reasons for the safety and comfort of residents. This research was conducted in settlements around Cipinang Correctional Facility, DKI Jakarta. Cipinang Correctional Facility was initially established in 1912, located on the outskirts of Jakarta and far from residential areas. However, the Correctional Facility is currently located in the middle of a dense settlement. This study aims to identify the perception of the people living in the vicinity of the existence of the Cipinang Correctional Facility in terms of security and comfort. The security variable indicators include insecurity and anxiety, while the variable comfort indicator is a sense of being disturbed by the activities and negative image of the Correctional Facility. The data was obtained through a questionnaire survey with Likert scale measurements and analyzed by the scoring method. The results showed that the people living around the Cipinang Correctional Facility had a good perception of the Cipinang Correctional Facility in terms of security and comfort aspects.

Abstract

Land-use change is the main cause of high runoff compared to other factors. The type of land use also plays a role in determining the amount of runoff that occurs. The Upstream Ciliwung watershed is blamed as the main causes of the flood disaster in Jakarta, the capital city. The land use in the upper stream has changed and causes increasing of run off to be higher than the capacity of river to drain it. This study aims to explore the land use changes of the Upstream Ciliwung Watershed from 1996 to 2016 and their consequences on the stream run off. Furthermore, the study also recommends the efforts needed to reduce river water discharge. The land use changes are identified by using spatial analysis method. The calculation of run off uses the rational method. Average rainfall data for every ten years is calculated by use of Gumbell distribution formula. The study shows that in the period 1996 – 2016, there was a change in land use in the upstream Ciliwung watershed. The area that continues to decline includes primary forest, open land, paddy fields, shrubs, and mixed gardens, all of which are categorized as undeveloped areas. The runoff discharge from 1996 – 2016 has increased from 278.77 to 465.57 mm/second that indicate runoff discharge is already in the Standby I position. Efforts that need to be made to reduce runoff water flow in the Ciliwung watershed are: 1) consistently develop and control land use change in the area based on the Jabodetabekpunjur Spatial Planning 2) consistently apply the building coverage ratio (BCR) regulation; 3) construct engineering and technology approach such as build infiltration wells in settlement, 4) forest rehabilitation and 5) conducting law enforcement.
