Abstract

Organisasi mahasiswa ekstra kampus merupakan salah satu wadah bagi orang muda terdidik untuk berlatih hal keorganisasian. Namun demikian, pengetahuan dan keterampilan berorganisasi saja tidak cukup, karena suatu saat mereka dimungkinkan terlibat dalam organisasi publik, swasta maupun masyarakat sipil. Pengenalan dan kecintaan pada tanah air dan bangsanya merupakan aspek yang amat penting, terlebih di tengah gencarnya penyebaran gagasan-gagasan yang dapat menganggu suasana kebhinekaan Indonesia. Kegiatan ini bertujuan memfasilitasi mereka mengidentifikasi kembali dan mencari cara internalisasi nilai kebangsaan secara kekinian. Kegiatan yang berbentuk workshop ini menggunakan pendekatan partisipasi aktif. Sasaran dari kegiatan pengabdian ini adalah para mahasiswa yang aktif dalam organisasi ekstra kampus di Bandar Lampung. Secara umum, para peserta mengalami pengalaman toleran, dua orang pernah mendapatkan perlakuan intoleran di masa anak-anak dan remaja. Para partisipan memahami dan mempraktikan sikap toleransi, sebagai nilai dasar dalam kebhinekaan. Penyebaran nilai kebangsaan menghadapi tantangan; fanatisme, tingkat pendidikan, sikap apatis para agent of change dan kepentingan kelompok. Solusi dan cara yang ditawarkan adalah edukasi formal dan informal serta mengoptimalkan teknologi informasi dan mereka berperan menjadi agen perubahan di dalamnya. Implikasi dari hasil pengabdian ini, selin melalukan workshop lanjutan yaitu melakukan agenda riset bersama tentang praktik nilai-nilai kebangsaan dan toleransi untuk memproduksi pengetahuan baru dan memasukan nilai kebangsaan dan toleransi dalam kurikulum pendidikan setiap organisasi kemahasiswaan. Extra-campus student organizations are a place for young educated people to practice organizational matters. However, knowledge and organizational skills alone are insufficient because they may be involved in public, private, and civil society organizations one day. Introduction and love for the homeland and its people are essential, especially amid the incessant spread of ideas that can disrupt the atmosphere of Indonesia's diversity. This activity aims to facilitate them to re-identify and find ways to internalize national values in a contemporary way. This activity, in the form of a workshop, uses an active participation approach. This service activity targets students who are active in extra-campus organizations in Bandar Lampung. In general, the participants experienced a tolerant experience; two people had received intolerant treatment in childhood and adolescence. The participants understand and practice tolerance as a fundamental value in diversity. The spread of national values faces challenges; fanaticism, education level, the apathy of change agents and group interests. The solutions and methods offered are formal and informal education and optimizing information technology, and they play a role as change agents. The implication of the results of this service, apart from holding a follow-up workshop, is to conduct a joint research agenda on the practice of national values and tolerance to produce new knowledge and include national values and tolerance in the educational curriculum of each student organization.

Abstract

Pandemi Covid-19 yang membuat terbatasnya aktivitas manusia, mengakibatkan terhambatnya proses pelayanan publik. Dengan terus mengikuti perkembangan zaman, maka BPJS Ketenagakerjaan mengeluarkan program berbasis teknologi yakni Pelayanan Tanpa Kontak Fisik (LAPAK ASIK) guna melakukan pelayanan yang optimal di masa Pandemi Covid-19. Penelitian ini bertujuan untuk melihat atribut inovasi yang dilakukan BPJS Ketenagakerjaan dalam melaksanakan program Lapak Asik ini dengan menggunakan indikator yang dikemukakan oleh Rogers yang memiliki 5 indikator yakni Keuntungan Relatif, Kesesuaian, Kerumitan, Kemungkinan Dicoba, dan Kemudahan Diamati. Metode yang digunakan yaitu dengan teknik pengumpulan data observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa dengan melihat indikator yang ada maka program yang telah dilaksanakan oleh BPJS Ketenagakerjaan Cabang Bandar Lampung memiliki seluruh atribut inovasi dengan berjalannya proses pelayanan yang kembali optimal di masa Pandemi Covid-19. Namun, penelitian ini juga menemukan kendala yang dihadapi dalam pelaksanaan Lapak Asik di BPJS Ketenagakerjaan Cabang Bandar Lampung seperti kendala internal yakni server down, dan kendala eksternal berupa ketidaksiapan sarana peserta dalam menggunakan inovasi.Kata Kunci: Inovasi; Pelayanan Publik Digital; LAPAK ASIK; BPJS Ketenagakerjaan.

Abstract

As a transit area for economic activities between the islands of Sumatra and Java, Lampung Province has a high risk of becoming a point of virus transmission. Local governments must be able to deal with Covid-19. This study aims to assess the capacity of the Lampung Provincial Government in dealing with Covid-19. Government capacity is essential for crisis management, such as during a pandemic. The research approach used is a qualitative method that includes primary and secondary data and focuses on reviewing literature from reliable sources. The findings reveal that the capacity of the Lampung Provincial Government in terms of fiscal capacity, infrastructure, operational capacity, and political capacity is still lacking. The implication is that the Lampung Provincial Government needs to evaluate and prioritize capacity building, especially political capacity in terms of responsive political communication to maintain public trust. Provinsi Lampung sebagai wilayah transit kegiatan ekonomi antara pulau Sumatera dan Jawa berisiko tinggi menjadi titik penularan virus. Pemerintah daerah harus mampu menangani Covid-19. Kajian ini bertujuan untuk menilai kapasitas Pemerintah Provinsi Lampung dalam menangani Covid-19. Kapasitas pemerintah merupakan aspek penting untuk manajemen krisis seperti saat pandemi. Pendekatan penelitian yang digunakan adalah metode kualitatif yang mencakup data primer dan data sekunder dan difokuskan pada tinjauan pustaka dari sumber yang dapat dipercaya. Hasil temuan mengungkapkan bahwa kapasitas Pemprov Lampung dalam hal kapasitas fiskal, kapasitas infrastruktur dan operasional, serta kapasitas politik masih kurang. Implikasinya, Pemerintah Provinisi Lampung perlu melakukan evaluasi dan melakukan prioritas pengembangan kapasitas, khususnya kapasitas politik dalam hal komunikasi politik yang responsif untuk menjaga kepercayaan publik.

Abstract

The problem of drug abuse has a negative impact not only on users but also on the surrounding community. The increasingly widespread use of drugs has involved users from various circles, ranging from adults, teenagers and even children. Drug abuse requires special attention from various parties, both the community and the authorities. This is because drug abuse is a behavior that violates the law and can damage the nation's young generation. Kampung Kubur is one of the drug trafficking sites in North Sumatra. The existence of Kampung Kubur presents places such as prisons and mini discotheques which are used as places for prisoners and fun. This research approach is a qualitative research with descriptive type data sources obtained by interview, observation and documentation methods. The results of this study indicate that the police strategy and community efforts have succeeded in establishing a drug-free area.

Abstract

Terbitnya UU No 5 Tahun 2014 tentang Aparatur Sipil Negara (UU-ASN) menjadi momentum pembenahan sistem kepegawaian secara mendalam di Indonesia. Pegawai ASN terdiri dari Pegawai Negeri Sipil (PNS) dan Pegawai Pemerintah dengan Perjanjian Kerja (PPPK). Sayangnya, dalam regulasi tersebut PPPK belum diatur secara jelas dan tegas. Ada kekhawatiran konsep PPPK ini menjadi lagu lama yang hanya berganti kaset saja. Oleh karena itu diperlukan gagasan yang mampu menjadi landasan filosofis eksistensi PPPK. Dengan kondisi ini maka diperlukan pelembagaan nilai kesetaraan dalam kerja ASN. Antara PNS dan PPPK harus mendapatkan perlakukan yang setara dalam pemenuhan pokok-pokok dasar hak ASN. Kesetaraan tersebut diharapkan mampu mendukung pencapaian profesionalitas PPPK. Ada beberapa elemen penting yang perlu diinternalisasi dalam pemahaman PPPK menuju proses profesionalisme yaitu pengabdian pada profesi, kewajiban sosial, kemandirian, keyakinan terhadap profesi dan hubungan dengan sesama profesi. Abstract

The Weberian narrative has become ingrained in the Indonesian bureaucracy has an impact on the fact that the bureaucratic reform agenda is not yet actual, so that public disappointment with the performance of the bureaucracy is still a general finding. The performance of the bureaucracy in Indonesia is still ineffective. To overhaul this order, Zizek’s thoughts on the subject deserve to be placed as a critical activity in exploring the role of the state civil apparatus (SCA). This study aims to read the authentic potential of bureaucrats as agents of change in bureaucratic reform in Indonesia by borrowing the analysis of the Zizekian radical subject. This research method uses a desk study by collecting data and information based on information analysis and secondary data. The results showed that basically SCA has an authentic capacity as a radical subject, in this case the subject of reform which is able to overthrow the Weberian bureaucratic structure that has become the shackles of the Symbolic One. This can be done by organizing the subject of reform collectively which is continually breaking the Weberian bureaucracy. The important implication of this study is as an anchor for SCAs who believe in the importance of change in the bureaucratic environment and that their role is very important as agents of reform subjects who dare to risk themselves taking action towards better bureaucratic reform.

Abstract

All local governments have the same responsibility and obligation in positioning themselves as institution that are friendly to persons with disabilities, including Central Lampung Regency in Lampung Province. There are two important questions from the research which is the basis of this study; (1). What are the efforts made by the Central Lampung Regency government towards groups with disabilities? (2). What are the problems that occur in the management of disability groups in Central Lampung Regency?. The type of this research is descriptive with a qualitative approach. The data used by researchers in this study are sourced from primary and secondary data. In this study, primary data obtained through interview techniques was carried out by giving several questions related to the problem issues in research to the informants who had been determined. Informants in this study was collected with a purposive sampling technique. The key informants in this study were 9 heads of local government organizations, 10 representatives of community organizations, and 5 members of the regional parliament. All of them play a role in data collection activities which include focus group discussions, in-depth interviews, observation, and documentation. Meanwhile, data analysis was carried out using interactive data analysis techniques. In the last three years, the number of people with disabilities in Central Lampung has increased. However, the increase in the number of people with disabilities in Central Lampung is due to the expansion of the meaning and scope of disabilities in Indonesia regulation. It is known that several actions at the level of local government organizations in facilitating groups with disabilities can be designed in a more focused manner in the design of programs and policies covering the government, population and civil registration, social, health, education, employment, and transportation, and public infrastructure sectors.

Abstract

This study aims to examine how the executive class in public services reinforces the implementation of New Public Management (NPM) in Indonesia and its impact on justice in good governance. Using a literature review method, the study collects and analyzes secondary sources such as books, articles, and policy documents related to executive class public services and NPM. The findings highlight the negative effects of the executive class system on both accessibility and fairness within public services. It shows that Indonesia's adoption of executive class services is a direct result of NPM's focus on efficiency and outcomes. However, this approach often leads to inequity, reduced accessibility, and misalignment with the core principles of public service. As a result, reforms are necessary to address these challenges by placing greater emphasis on justice, transparency, and inclusivity in public services. The study recommends abolishing or restricting the executive class system, improving the transparency and accountability of service costs, and implementing the New Public Service (NPS) and New Public Governance (NPG) frameworks to develop a fairer and more responsive public service system that better meets the needs of the public.

Abstract

The phenomenon of natural disasters that has come and gone recently has jolted our minds and made us think backward to relate these incidents to the educational process that has been applied. Eco-school is a large program that accommodates the desire of schools to play a role in preserving the environment. Eco-school programs combine learning and action, making them an effective method for changing behavior and shaping character. Law Number 20 of 2003 concerning the National education system and Presidential Regulation Number 87 of 2017 concerning Strengthening Character Education emphasize the importance of carrying out a national character revolution. The Character Education Strengthening Program (PPK) is in line with the Nawacita agenda of strengthening the character of the nation through character and character building of students as part of the mental revolution. In the National Long-Term Development Plan Rencana Pembangunan Jangka Panjang Nasional (RPJPN) 2005-2025, the Government implicitly emphasized that character development is one of the priority programs of national development. To be able to achieve the maximum target from implementing eco-school, an appropriate and capable strategy is needed in executing all these programs. Prioritizing the process of deep communication interaction between the researcher and the phenomenon under study, the strategy model that will be formulated through this research is expected to contribute to shaping the character of students who care about the environment which then simultaneously supports the achievement of sustainable development goals through the character of caring for the environment.

Abstract

The issueiof tourismigovernance in touristiattractions in Tanggamus Regency still needsimore attention. Soithat improvementsiand additional insightsiare needed for tourist attraction managers in organizing and managing tourist attractions. There are severalitourist attractions iniTanggamus Regencyithat areimanaged by the governmentiand privateisuch as theiWay Lalaan Waterfall tourist attraction managed by the Tourism Office and the Bukit Idamanitourist attraction managed by the private sector. Good governance can be measured through several factors namely, Positive culture Constructive communication and engaged communities, transparency and accountability, vision and leadership, acceptance in diversity (tolerance), developing knowledge, learning and sharing expertise, clear participant roles and responsibilities, clear operational structures and out-of-network processes This study aims to describe and analyze how tourism governance in two tourist attractions, namely Way Lalaan Waterfall and Bukit Idaman tourist attraction in Tanggamus Regency by comparing governance in two tourist attractions. The method used is a descriptive qualitative research method from data collection with interviews, observations, and documentation. The results of this study after comparing the two governances of the two tourist attractions were found that the results of tourism governance at the Way Lalaan Waterfall tourist attraction were better than the Bukit Idaman tourist attraction by referring to the 7 indicators used in this study. This is supported by stakeholders in the governance of the Way Lalaan Waterfall tourist attraction which is very complex because it consists of local governments, the private sector and also community elements. However, there is a shortcoming in one indicator in the tourism governance of Way Lalaan Waterfall, which is Transparent and accountable, namely in terms of budgeting funds must pass through many stakeholders.
