Abstract

This study investigates the strategic management process employed by the Faculty of Social and Political Sciences (FISIP) at the University of Lampung to enhance the production of reputable international journal publications. In contemporary academia, publications in prestigious journals are of paramount importance, as they not only contribute to the expansion of knowledge within specific scientific fields but also significantly bolster the university's reputation at both national and international levels. This research adopts a qualitative methodology, utilizing interviews and observations to explore the perspectives and behaviors of participants. The study is further enriched by the analysis of secondary data sources, which provide essential contextual insights. Findings from this research indicate that the strategic management process has not been fully optimized, primarily due to challenges encountered during the initial phase, particularly in environmental scanning. Inadequacies in this phase have a cascading effect, undermining the overall effectiveness of the publication strategy. The theoretical implications underscore the critical role of thorough environmental scanning in strategic management. Comprehensive and detailed environmental analysis is indispensable for informed decision-making and strategic planning, especially for academic institutions striving for excellence in research publication.

Abstract

This study aims to examine how the executive class in public services reinforces the implementation of New Public Management (NPM) in Indonesia and its impact on justice in good governance. Using a literature review method, the study collects and analyzes secondary sources such as books, articles, and policy documents related to executive class public services and NPM. The findings highlight the negative effects of the executive class system on both accessibility and fairness within public services. It shows that Indonesia's adoption of executive class services is a direct result of NPM's focus on efficiency and outcomes. However, this approach often leads to inequity, reduced accessibility, and misalignment with the core principles of public service. As a result, reforms are necessary to address these challenges by placing greater emphasis on justice, transparency, and inclusivity in public services. The study recommends abolishing or restricting the executive class system, improving the transparency and accountability of service costs, and implementing the New Public Service (NPS) and New Public Governance (NPG) frameworks to develop a fairer and more responsive public service system that better meets the needs of the public.

Abstract

The phenomenon of natural disasters that has come and gone recently has jolted our minds and made us think backward to relate these incidents to the educational process that has been applied. Eco-school is a large program that accommodates the desire of schools to play a role in preserving the environment. Eco-school programs combine learning and action, making them an effective method for changing behavior and shaping character. Law Number 20 of 2003 concerning the National education system and Presidential Regulation Number 87 of 2017 concerning Strengthening Character Education emphasize the importance of carrying out a national character revolution. The Character Education Strengthening Program (PPK) is in line with the Nawacita agenda of strengthening the character of the nation through character and character building of students as part of the mental revolution. In the National Long-Term Development Plan Rencana Pembangunan Jangka Panjang Nasional (RPJPN) 2005-2025, the Government implicitly emphasized that character development is one of the priority programs of national development. To be able to achieve the maximum target from implementing eco-school, an appropriate and capable strategy is needed in executing all these programs. Prioritizing the process of deep communication interaction between the researcher and the phenomenon under study, the strategy model that will be formulated through this research is expected to contribute to shaping the character of students who care about the environment which then simultaneously supports the achievement of sustainable development goals through the character of caring for the environment.

Abstract

The issueiof tourismigovernance in touristiattractions in Tanggamus Regency still needsimore attention. Soithat improvementsiand additional insightsiare needed for tourist attraction managers in organizing and managing tourist attractions. There are severalitourist attractions iniTanggamus Regencyithat areimanaged by the governmentiand privateisuch as theiWay Lalaan Waterfall tourist attraction managed by the Tourism Office and the Bukit Idamanitourist attraction managed by the private sector. Good governance can be measured through several factors namely, Positive culture Constructive communication and engaged communities, transparency and accountability, vision and leadership, acceptance in diversity (tolerance), developing knowledge, learning and sharing expertise, clear participant roles and responsibilities, clear operational structures and out-of-network processes This study aims to describe and analyze how tourism governance in two tourist attractions, namely Way Lalaan Waterfall and Bukit Idaman tourist attraction in Tanggamus Regency by comparing governance in two tourist attractions. The method used is a descriptive qualitative research method from data collection with interviews, observations, and documentation. The results of this study after comparing the two governances of the two tourist attractions were found that the results of tourism governance at the Way Lalaan Waterfall tourist attraction were better than the Bukit Idaman tourist attraction by referring to the 7 indicators used in this study. This is supported by stakeholders in the governance of the Way Lalaan Waterfall tourist attraction which is very complex because it consists of local governments, the private sector and also community elements. However, there is a shortcoming in one indicator in the tourism governance of Way Lalaan Waterfall, which is Transparent and accountable, namely in terms of budgeting funds must pass through many stakeholders.

Abstract

Masyarakat masih belum mendapatkan hasil yang memuaskan dari kualitas pelayanan yang telah diselenggarakan oleh pemerintah, terutama pada substansi pendidikan dengan permasalahan Penerimaan Peserta Didik Baru (PPDB) di Provinsi Lampung yang dinilai kurang maksimal. Dalam hal ini Respon Cepat Ombudsman (RCO) sangat dibutuhkan mengingat cukup singkatnya durasi Penerimaan Peserta Didik Baru (PPDB) yang diselenggarakan oleh SMA Negeri 9 Bandar Lampung. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Respon Cepat Ombudsman (RCO) dan kendala Ombudsman Provinsi Lampung dalam penanganan kasus PPDB di SMA Negeri 9 Bandar Lampung. Penelitian ini menggunakan metode penelitian kualitatif dengan tipe deskriptif. Data penelitian ini diperoleh dari hasil wawancara, observasi, dan dokumentasi.

Abstract

Food Loss and Waste (FLW) is a significant global issue, contributing approximately 8-10% of global greenhouse gas emissions. The lack of well-structured and effective waste management systems is one of the causes of high waste generation, particularly in Lampung Province. This study aims to analyze the governance practices of the Ruang Pangan Community in managing FLW in Lampung Province, as well as the obstacles encountered in the process. This research employs a descriptive qualitative method using Ansell and Gash’s collaborative governance theory approach. The results indicate that the governance of the Ruang Pangan Community, when examined through the lens of Thomson and Perry’s collaborative approach, remains at the cooperation stage. Although the elements of collaboration are fulfilled, the process is still autonomous, where each actor operates within their respective roles without deep structural integration, and there are still dominant actors in the FLW management process. The primary obstacles faced by the Ruang Pangan Community include low public awareness regarding the importance of FLW management, despite its critical impacts. Therefore, appropriate regulations and programs are urgently needed to address this issue effectively.

Abstract

This study aims to analyze the complaint handling system in licensing services at the Capital Investment and One-Stop Integrated Services Office (DPMPTSP) of Lampung Province. The research method used is descriptive qualitative, with data collected through interviews, observation, and documentation. The theory used in this research is Davidow's (2003) complaint management theory, which includes six indicators: timeliness, facilitation, redress, apology, credibility, and attentiveness. The results show that DPMPTSP Lampung has implemented an effective complaint handling system. Timeliness is demonstrated through officers' fast responses, facilitation is ensured via accessible channels, and there are compensation and apology mechanisms. Credibility and attentiveness are reflected in transparent information sharing and responsive communication. In conclusion, the complaint handling system is effective and serves as a good public service practice.

Abstract

This study aims to analyze the implementation of asset deletion policies for land and buildings owned by the local government at the Regional Financial and Asset Management Agency (BPKAD) of Bandar Lampung City. The analysis uses the Van Meter and Van Horn policy implementation model, which includes six key variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agents, external environment, and the disposition of implementers. The findings indicate that the policy implementation has not been optimal. Major obstacles include limited human and financial resources, weak inter-agency coordination, uncertified assets, and passive attitudes of implementers. To address these challenges, it is recommended to improve HR capacity and budget allocation, strengthen inter-agency coordination, and accelerate the certification of land assets.

Abstract

This research is motivated by the relatively high number of people with social welfare problems for street children in North Jakarta compared to other cities in the DKI Jakarta Province. Therefore, serious efforts from the government are needed to overcome this problem. This study discusses the dynamics of the implementation of the policy on the service program for people with social welfare problems for street children in North Jakarta.. This study uses a qualitative method. To select informants, researchers used purposive sampling. To measure the validity of the study, the researcher used source triangulation by comparing data from observations and interviews, conditions with people's perspectives, and interviews with document content. The results showed that the communication process in the implementation of handling street children has not been implemented properly. This occurs because there are conditions in the delivery of information that are still ineffective. Furthermore, resources related to staff, information, authority, and facilities also each have shortcomings so that they lack effectiveness in terms of policy resources. In the context of disposition, it shows that policy implementers have not yet optimal responses in implementing policies on handling street children in North Jakarta. Meanwhile, from the bureaucratic structure, the implementing institution has its own SOP. The implementation of policies on handling street children in North Jakarta has not experienced fragmentation.

Abstract

This article analyzes the political practices of oligarchy and elite politics in the context of the 2020 local elections in Indonesia. Despite the high number of Covid-19 cases, Indonesia continued to hold simultaneous local elections, making the regional elections even more controversial. The significance of this research lies in understanding the existence of oligarchic and elite political practices in Indonesia's election administration. The article employs a qualitative method using desk study by analyzing relevant literature to answer the research problem. The novelty of this research is in providing an analysis of the political practices of oligarchy and elite politics in the context of the 2020 local election. The findings indicate that the 2020 local elections were characterized by the re-strengthening of kinship politics, high single candidates, and the involvement of actors with oligarchic interests. These are indications that oligarchic and elite politics are returning to dominate election administration in Indonesia. The implications of this research are essential for understanding the challenges of democratization in Indonesia and the need to strengthen democratic institutions and practices.
