Abstract

Palm sugar is an important commodity for Indonesia. In Banyumas regency, it plays an essential role too. Unfortunately, the palm sugar makers remain far from prosperity. There is an imbalanced social relation, the palms sugar makers are always in subordinate position towards middleman and big corporations above them. Given this condition, some palm sugar maker decided to organize themselves to have some cooperations in improving their quality of economc life. It also helps them to strengthen their bargaining position by establishing an organization called Argo MulyoJati. With its available social capital, certain value is being institutionalized in Katanda village, called GotongRoyong (mutual cooperation). Actually, It has existed inherently in the lifes of Indonesian people. Despite being a newly-born organization Argo MulyoJati is able to prove that collective work could enhance their bargaining position among the stakeholders in Katanda village. It is achieved with high level of social trust that has been growing as their social capital. This study explains how the role of social capital and the practice of mutual cooperation are conducted by members of Argo Mulyo Jati. The discussion is limited on the reformation of social capital as a power owned by palm maker, their aspect of trust as a part of social capital which supports the development of Argo MulyoJati Co-operative, and how is the institutionalization process of GotongRoyong value in the organization activities.DOI: https://doi.org/10.26905/pjiap.v2i2.1467

Abstract

TThis paper is intended to present a comparative analysis of the implementation of a community empowerment based Kampung Climate's Leading Program (ProKlim) in Jati Village, East Jakarta and Kebon Kosong Village, Central Jakarta. The result of this research indicates that both in Kebon Kosong Village and Kelurahan Jati have emphasized aspects of community empowerment in the implementation of ProKlim mainly in climate change adaptation and mitigation activities. Empowerment and participation of communities in Jati Village is considered improperly managed, while in Kebon Kosong Village, the implementation of ProKlim is more coherent and sustainable. However in substance, ProKlim has been well implemented in each locus. Further in practice, ProKlim, with a persistent management, is perceived to be able to manage a microclimate which gives a wider impact on temperature deterioration in the capital city. Abstract

Positions and authorities have become a commodity which always contested by humans. In fact, authority is an amanah to carry out the responsibility to serving the people. Nowadays, discretion has enhanced the role of Street Level Bureaucracy in the policy arena by authorizing a certain political power from the “top” to the “bottom”. By the emergence of governance era, discretionary power of street level bureaucracy was formerly designed as a means of public service innovation to transform red tape based public service delivery into social equity based public service management. Yet, in contrast to the objective of public service innovation, discretionary power is frequently misused by irresponsible actors in bureaucracy to legalize street level corruption which has triggered massive social distrust towards bureaucracy. Whereas Islam has clearly prohibited corruption as in Qur'an surah Al-Baqarah verse 188. By conducting literature study and theoretical analysis, this qualitative research highlights the urgency of discretion to uphold innovation in public service management with the spirit of sincerity and religiosity. As a conclusion, in the era of open government, socio-political control on discretion must be enhanced by establishing clear mechanism, high awareness, and good religiosity to guide the core role of street level bureaucrats as socio-professional worker.

Abstract

This article explains about the labor movement as an agenda of its organization (labor party) to pursue labor’s aspirations which have been rarely accommodated by government. A possible strategy that can be devised by the labor movement to establish a political party is by developing a strong constituency. This can be achieved by accommodating discussions on important issues from the grassroot level to identify problems and solutions as a form of political education for both labors and the public in general. Moreover, the labor movement needs to promote coordination and avoid inter-organizational disharmony and division. All labor practitioners shall work together and share ideas to shape a committed vision towards establishment of the labor party. Another vital part of this agenda lies in the importance of the implementation of general elections that facilitates the movement of alternative parties. Therefore, current formal administrative rules that hinder the registration of new political parties need to be urgently revised to promote better democracy in Indonesia.AbstrakArtikel ini membahas tentang gerakan buruh dalam agenda membangun partainya sendiri untuk memperjuangkan aspirasi-aspirasi buruh yang selama ini tidak diakomodasi. Strategi yang bisa dilakukan oleh gerakan buruh untuk membuka kemungkinan membentuk partai politik yaitu dengan membangun konstituen yang kuat dengan cara melaksanakan penyerapan aspirasi dari bawah dalam mengidentifikasi masalah beserta tawaran solusi sebagai bentuk dari pendidikan politik bagi rakyat dan buruh. Selain itu, untuk mengurangi fragmentasi antar lintas organisasi, gerakan buruh juga harus segera melakukan konsolidasi. Seluruh aktivis buruh duduk bersama dan bermusyawarah merumuskan tujuan pembangunan partai buruh secara deliberatif. Hal yang tidak kalah penting dalam agenda membangun partai buruh ini yaitu pentingnya penyelenggaraan pemilu yang tidak mempersulit gerak partai-partai alternatif. Oleh karenanya, segala aturan administratif yang memberatkan dalam regulasi pembentukan partai politik saat ini perlu direvisi untuk meningkatkan kualitas demokratisasi dan demokrasi yang lebih baik di Indonesia.

Abstract

This paper aimed to explain public financial governance based on good governance implementation in Jakarta Provincial Government. This paper specifically discussed towards transparancy implementation of local budget (APBD) through open data portal that publishes budget data to public. In general, financial transparency through open data has met Transparency 2.0 standards, namely the existence of encompassing, one-stop, one-click budget accountability and accessibility. But there are indeed some shortcomings that are still a concern in order to continue to maintain commitment to the principle of transparency, namely by updating data through consistent data visualization.Transparency of public finance needs to continue to be developed and improved through various innovations to maintain public trust in the government.Keywords: Public Finance, Open Data, Transparency

Abstract

Menghadirkan inovasi pada pelaksanaan pelayanan publik merupakan salah satu cara yang dapat ditempuh dalam mengupayakan peningkatan kualitas pelayanan. Sebagai suatu kegiatan yang memuat nilai kebaharuan, inovasi dapat menjadi solusi untuk permasalahan maupun stagnansi yang ditemukan dalam pelaksanaan pelayanan publik. Tujuan penelitian ini adalah untuk menganalisis SIBADAKJASA yang merupakan inovasi lanjutan dalam pelaksanaan program pelayanan kesehatan gratis (P2KM) di Kota Bandar Lampung. Adapun yang menjadi fokus dalam penelitian ini yakni menganalisis SIBADAKJASA sebagai sebuah sistem yang terdiri dari tiga bagian dasar yakni input, proses dan output serta menentukan tipologi inovasi pada SIBADAKJASA. Metode penelitian ini menggunakan penelitian kualitatif, jenis data yang dikumpulkan adalah data primer dan sekunder yang mana pengumpulan data menggunakan teknik dokumentasi, observasi dan wawancara. Hasil penelitian menunjukkan bahwa kegiatan inovasi yang dilakukan melalui SIBADAKJASA telah berhasil menjadi solusi atas permasalahan yang ditemukan pada pelaksanaan P2KM namun kegiatan inovasi yang dilaksanakan belum maksimal dibuktikan hingga saat ini belum terdapat perkembangan yang signifikan pada pelaksanaan dan pemanfaatan SIBADAKJASA sebagai sebuah inovasi, adapun tipologi atau kecenderungan klasifikasi inovasi pada SIBADAKJASA yakni inovasi manajemen

Abstract

Permasalahan yang dihadapi Indonesia sampai saat ini adalah masih banyaknya penduduk usia kerja (produktif) yang belum atau tidak memiliki pekerjaan.Pemerintah mengatur terkait peningkatan kualitas sumber daya manusia melalui pelatihan kerja, dengan diterbitkannya Peraturan Menteri Nomor 8 Tahun 2014. Penelitian ini bertujuan untuk memperoleh gambaran mengenai implementasi program pelatihan kerja berbasis kompetensi yang dilakukan oleh Balai Latihan Kerja Kota Bandar Lampung serta faktor penghambat dan pendukung. Tipe penelitian adalah tipe deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menggunakan analisis implementasi menurut teori Van Meter Van Horn bahwa implementasi program pelatihan kerja berbasis kompetensi terkait standar kebijakan sudah memenuhi kebutuhan kelompok sasaran, sumber daya manusia sudah memiliki kualifikasi yang bagus, adanya landasan pelaksanaan yaitu Peraturan Gubernur Nomor 27 tahun 2010, para pelaksana Program Pelatihan Kerja Berbasis Kompetensi memiliki pengetahuan yang cukup terkait kebutuhan para peserta pelatihan. Namun, komunikasi masih kurang terjalin antara pemerintah dengan pihak balai Latihan Kerja Bandar Lampung.

Abstract

Pandemi Covid-19 menciptakan krisis multidimensi. Tidak hanya di bidang kesehatan, tapi juga di bidang ekonomi. Korban terdampak adalah para pekerja. Secara global, selama pandemi Covid-19 sebanyak 94% pekerja mengalami pemutusan hubungan kerja. Begitu pula di Indonesia, lebih dari 3,5 juta pekerja terdampak pemutusan hubungan kerja. Di tengah kondisi tersebut, tercipta inisiasi-inisiasi gotong royong berbasis digital yang dilakukan sekelompok anak muda dengan membangun bagirata sebagai platform berbagi kekayaan yang bersifat peer to peer. Fokus penelitian ini adalah praktik gotongroyong digital yang dilakukan melalui platform Bagirata. Metode penulisan artikel ini menggunakan metode kualitatif dengan desk study, yakni dengan studi literatur terhadap hasil-hasil penelitian sebelumnya dan data sekunder yang relevan dalam membantu menjawab permasalahan penelitian. Hasil studi menunjukkan praktik platform Bagirata sebagaimetode baru dalam perilaku gotong royong di Indonesia. Selain itu, hal ini juga menunjukkan tercipta solidaritas antara para pekerja. Implikasi penting dari hasil temuan adalah platform Bagirata merupakan kritik terhadap kapasitas pemerintah yang belum responsif dan berkeadilan dalam memberikan kebijakan afirmasi terhadap pekerja di masa pandemi.

Abstract

Tujuan kegiatan pengabdian kepada masyarakat ini adalah peningkatan kemampuan kelembagaan kelompok sadar wisata melalui pendidikan pelatihan dan pendampingan dalam rangka pengembangan potensi unggulan pariwisata berbasis agrowisata di kampung kopi Rigis Jaya Kabupaten Lampung Barat. Metode yang digunakan: focus grup discussion, pendidikan dan pelatihan, pendampingan/advokasi dalam kegiatan pemberdayaan yang diharapkan terus berlanjut. Berdasarkan, hasil dan evaluasi kegiatan dapat disimpulkan kemampuan analisis peserta ini secara singkat dapat ditingkatkan terutama dalam aspek kognitif dan afektif. Secara kognitif rata-rata mengalami kenaikan tertinggi sekitar 40% dari kemampuan dasar peserta. Antusiasme dan semangat peserta pelatihan merupakan salah satu idikator bahwa pelaksanaan kegiatan bisa di katakan “berhasil” dan adanya keinginan untuk tetap dilanjutkan di tahun yang akan datang.

Abstract

All local governments have the same responsibility and obligation in positioning themselves as institution that are friendly to persons with disabilities, including Central Lampung Regency in Lampung Province. There are two important questions from the research which is the basis of this study; (1). What are the efforts made by the Central Lampung Regency government towards groups with disabilities? (2). What are the problems that occur in the management of disability groups in Central Lampung Regency?. The type of this research is descriptive with a qualitative approach. The data used by researchers in this study are sourced from primary and secondary data. In this study, primary data obtained through interview techniques was carried out by giving several questions related to the problem issues in research to the informants who had been determined. Informants in this study was collected with a purposive sampling technique. The key informants in this study were 9 heads of local government organizations, 10 representatives of community organizations, and 5 members of the regional parliament. All of them play a role in data collection activities which include focus group discussions, in-depth interviews, observation, and documentation. Meanwhile, data analysis was carried out using interactive data analysis techniques. In the last three years, the number of people with disabilities in Central Lampung has increased. However, the increase in the number of people with disabilities in Central Lampung is due to the expansion of the meaning and scope of disabilities in Indonesia regulation. It is known that several actions at the level of local government organizations in facilitating groups with disabilities can be designed in a more focused manner in the design of programs and policies covering the government, population and civil registration, social, health, education, employment, and transportation, and public infrastructure sectors.
