Abstract

The general background maintenance of public order and community peace is a critical aspect of local governance, particularly in urban settings where diverse populations coexist. Specific background reveals that the Civil Service Police Unit (Satpol PP) plays a significant role in upholding these values, yet there is limited research examining their effectiveness in specific districts. Knowledge gap persists in understanding the comprehensive functions and impacts of Satpol PP in maintaining public order within local communities. This study aims to analyze and describe the role of the Satpol PP in implementing public order and community peace in a specific district. Results indicate that the Satpol PP engages in various activities, including community outreach, training for local volunteers, and proactive measures to prevent disturbances, demonstrating a multi-faceted approach to their responsibilities. Novelty lies in the identification of active, participatory, and passive roles that the Satpol PP adopts, which offers a more nuanced understanding of their functions. Implications of this research suggest that strengthening the capacity of the Satpol PP could enhance community engagement and further improve public safety. By providing a detailed examination of their roles, this study contributes to the broader discourse on local governance and community development, offering insights that may inform policy and practice in similar contexts. Highlights: Active role in maintaining public order through various strategies. Community participation in reporting issues to the Satpol PP. Abstract

Salah satu tujuan utama pendirian Badan Usaha Milik Desa (BUMDesa) adalah meningkatkan perekonomian masyarakat desa serta menambah Pendapatan Asli Desa (PAD). Desa Gading telah memiliki BUMDesa yang bergerak di bidang PAMSIMAS (penyaluran air) dan koperasi simpan pinjam. Namun, BUMDesa Mitra Mulia Gading menghadapi kendala karena belum memiliki kedudukan hukum (legal standing) sebagai badan usaha, sehingga tidak dapat menerima hibah dari Pemerintah Desa Gading sebagai salah satu sumber modal usaha. Selain itu, BUMDesa ini belum memetakan aset desa yang dapat digunakan untuk pengembangan usaha, maupun memiliki sumber daya manusia (SDM) yang memadai untuk pengelolaan BUMDesa. Solusi yang diusulkan adalah pengesahan BUMDesa Mitra Mulia Gading sebagai badan hukum, dilanjutkan dengan pengaturan tata kelola agar operasional usaha dapat berjalan dengan baik. Langkah berikutnya adalah memetakan aset desa untuk dimanfaatkan dalam pengembangan usaha serta mengidentifikasi jenis usaha yang sesuai dengan kebutuhan masyarakat Desa Gading. Hasil dari Pengabdian kepada Masyarakat ini meliputi terbitnya Surat Keputusan (SK) BUMDesa Mitra Mulia Gading dari Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia, sehingga BUMDesa dapat menjalankan kegiatan usahanya, menerima hibah sebagai modal, memanfaatkan aset desa secara optimal, serta menentukan jenis usaha baru. Dengan demikian, tujuan pendirian BUMDesa diharapkan dapat memberikan manfaat yang signifikan bagi masyarakat dan Pemerintah Desa Gading.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan tentang Implementasi Pogram Pendaftaran Tanah Sistematis Lengkap (PTSL) di Desa Jambangan Kecamatan Candi Kabupaten Sidoarjo yang menggunakan metode penelitian kualitatif dengan pendekatan analisis deskriptif. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi dengan teknik penentuan informan menggunakan teknik purposive sampling. Teknik analisis data meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi PTSL di Desa Jambangan berjalan cukup baik ditinjau dari indikator komunikasi, sumber daya, disposisi, dan struktur birokrasi. Namun ada permasalahan pada indikator sumber daya yang mana pada dimensi sumber daya manusia terdapat kendala dalam pengumpulan saksi yang berdomisili di luar Desa Jambangan pada saat proses pengukuran berlangsung. Hal tersebut menjadi terhambat yang pada akhirnya menyebabkan keterlambatan dalam penerbitan sertifikat. Dalam indikator disposisi pada dimensi respon, kendala tanah sempadan yang membuat sertifikat tanahnya sulit untuk keluar dan hanya dibuatkan berita acara oleh pihak POKMAS. Selain itu, indikator struktur birokrasi pada dimensi SOP juga terkendala keterbatasan waktu yang dialami oleh petugas.Kata Kunci: Implementasi ; Pendaftaran Tanah Sistematis Lengkap (PTSL) ; Kebijakan Publik.

Abstract

This study aims to describe and analyze the Role of the Village Government as a Stabilizer in Village Asset Management in Temu Village, Prambon District, Sidoarjo Regency. The research method used is descriptive qualitative method with data collection techniques used through interviews, observation, and documentation. The technique of determining the informants in this study used purposive sampling, there were 3 informants in this study, namely the Head of the Temu Village as the Key Informant and the Secretary of the Temu Village as the informant. The data obtained were processed by qualitative data analysis techniques, namely data collection, data reduction, data presentation, and drawing conclusions. The results showed that the Role of the Village Government as a Stabilizer in Village Asset Management in Temu Village, Prambon District, Sidoarjo Regency in its role as a stabilizer that was successfully carried out by providing guidance and community empowerment through coaching provided by cooperating with the Department of Agriculture in delivering material is an effort of the village government to welfare and develop village communities through the income generated in the management of village assets. In addition to the guidance provided by the government, the Temu Village Government conducts a village treasury land rental auction to minimize monopoly by certain parties and to give the village community the opportunity to take advantage of village assets. And as an approach to building good relations between the Temu Village Government and the village community.

Abstract

This study aims to describe the implementation of the elderly family development program in Mulung Village, Driyorejo District, Gresik Regency. The method used in this research is descriptive qualitative through interviews, observation and documentation. The determination of the informants was carried out using a purposive sampling method which involved the midwife in charge at the Puskesmas, implementing nurses, village officials, cadres, and the community. Data analysis techniques using Miles and Huberman through data collection, data reduction, data presentation, and drawing conclusions. This study shows that the communication of the elderly family development program runs in accordance with the policies that have been determined by the PP and PA KB Office in collaboration with the Driyorejo Health Center to implement the program in each village. By using Edward III's theory which focuses on the communication dimension consisting of transmission, regular socialization needs to be improved so that the public can know the existence of the program, clarity of understanding can be accepted by policy implementers and consistency is proven by setting an examination schedule so that the health of the elderly can run well.

Abstract

Street vendors in the Gading Fajar housing area are increasingly crowded, making the atmosphere of Sidoarjo Regency increasingly narrow and hot. Taking into account these conditions, the Sidoarjo Government has taken action in the form of temporary transfers for street vendors which are expected to overcome these problems. This study aims to describe the implementation of street vendors' policies in Sidoarjo Regency. This research is a qualitative descriptive study using purposive sampling technique in determining informants. The economic impact of the presence of street vendors in the Gading Fajar Residential Area in terms of income, the majority decreased by almost 50% if selling on weekdays for street vendors in the field. In terms of business development, because the location has not been designated as a relocation location by the government, the empowerment of the Gading Fajar street vendors is still not possible. Meanwhile, in terms of business capital, the government has also not been able to provide assistance or loan recommendations to street vendors who need additional capital for businesses or wholesalers because they are still considered as illegal street vendors.

Abstract

The Sidoarjo Regional General Election Commission has the task and function of organizing general elections in the Sidoarjo Regency area. However, in reality, community participation, especially those who have the right to vote, have not fully exercised their right to vote. The socialization carried out by the Sidoarjo Regional General Election Commission was not optimal due to the pandemic and the less optimal method of socialization carried out by the Sidoarjo General Election Commission in this case the mural art (graffiti) competition. The Sidoarjo Regional General Election Commission must have a strategy in increasing voter participation in the 2020 Sidoarjo Regional Head Election. The purpose of this study is to determine the strategy of the Sidoarjo Regional General Election Commission. The method in this research is descriptive qualitative. With the informant of the commissioner of the community participation division as a key informant. Data collection techniques were carried out through interviews, field observations, and documentation. Data analysis was carried out through Miles and Hubberman data analysis which consisted of data collection, data presentation, data reduction and conclusions. The results of the research on the strategy of the Sidoarjo General Election Commission in increasing participation in the 2020 Sidoarjo Regional Head election, namely the political socialization strategy with face-to-face socialization and socialization through the media, including socialization innovations through mural art media.

Abstract

The direct population administration service innovation (Pak Ladi) is an innovation from the Pasuruan Regency Dispendukcapil. This study aims to analyze communication in population administration service innovation. In addition, this study aims to determine the obstacles that occur in communication in direct population administration services (Pak Ladi) in Pasuruan Regency. This research uses structural innovation theory. The method used in this study is a qualitative descriptive method with the technique of determining the informants taken by the author in this study, namely the service implementers (Department of Population and Civil Registration) Pasuruan Regency and the community as recipients of population administration services. The results of this study indicate that Communication on Direct Population Administration Services (Pak Ladi) in Pasuruan Regency is still not optimal. This is due to obstacles such as the lack of socialization from the government to the community and the lack of coordination between agencies. Based on the results of data analysis techniques, namely data collection (data collection), data reduction (data reduction), data presentation (data display), and drawing conclusions or verification (conclutions).

Abstract

Based on instructions from the Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPAN RB) it has implemented a policy that since 2014 is the year of public service innovation. With the increasing demands given by the community regarding excellent public services, innovation is needed to support these demands. Its tangible form, with the launch of the PAS MANTAP application as an application based on public complaint services. The purpose of this study is to determine, describe and analyze the relative advantages of complaint services through the MANTAP PAS application. This research uses descriptive qualitative method. The results in this study are relative advantages shown by the speed of response to each incoming report. Based on the authors' findings regarding the relative advantage that in terms of time, it can cut more time (time efficiency) and in one door that is passed on each report.

Abstract

This study aims to analyze and describe the role of the Village Government in the management of Coban Binangun tourism objects in Plintahan Village, Pandaan District, Pasuruan Regency. This research is a qualitative descriptive research using purposive sampling informant determination technique. Data collection techniques through interviews, observation and documentation. The data analysis technique uses the Analysis Interactive Model from Miles and Huberman which consists of four components, namely data collection, data reduction, data presentation and drawing conclusions. The Village Government plays a good role in providing facilities to all parties (Pokdarwis and the Community) in mutual cooperation activities to improve the infrastructure needed for Coban Binangun such as parking lots for motorbikes, toilets and for the benefit of tourists who come to visit Coban Binangun tourism objects, the Village Government only providing facilities in the form of funds only, there is no provision of facilities such as guidance and training on tourism, both its development and management for Pokdarwis and the Plintahan Village Community. The village government also invites the community and all related parties to participate in cooperation in the management of the Coban Binangun tourism object, but so far there has been no private party or private investor who has participated in the management of this tourism object
