Abstract

Abstrak Kawasan Sungai Jodoh Latuppa di Kota Palopo memiliki fungsi ekologis yang vital sebagai daerah resapan air. Namun, kawasan ini kini menghadapi tekanan signifikan akibat penataan ruang yang kurang tepat. Pembangunan di sempadan sungai, alih fungsi lahan menjadi permukiman, serta lemahnya penegakan regulasi meningkatkan risiko bencana banjir. Penelitian ini bertujuan untuk menganalisis kebijakan tata ruang yang berlaku dan menilai keterkaitannya dengan kejadian banjir di kawasan tersebut. Metode yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara dengan masyarakat dan wisatawan serta observasi langsung terhadap kondisi fisik sungai dan lingkungan sekitarnya. Hasil penelitian menunjukkan bahwa banjir disebabkan oleh kombinasi antara faktor alam dan aktivitas manusia, dengan kontribusi besar dari penyempitan sungai, pendangkalan, dan pembangunan yang tidak sesuai dengan regulasi tata ruang. Kata Kunci: Tata Ruang, Banjir, Mitigasi, Sungai Jodoh latuppa   Abstract The Jodoh Latuppa River area in Palopo City serves a vital ecological function as a water catchment area. However, this area is currently facing significant pressure due to inappropriate spatial planning. Development along the riverbank, land conversion for residential use, and weak regulatory enforcement increase the risk of flooding. This study aims to analyze existing spatial planning policies and assess their relationship to flooding in the area. The method used was a descriptive qualitative case study approach. Data were obtained through interviews with local residents and tourists, as well as direct observation of the physical condition of the river and its surrounding environment. The results indicate that flooding is caused by a combination of natural factors and human activities, with significant contributions from river narrowing, silting, and development that does not comply with spatial planning regulations. Abstract

This study focuses on gaining an in-depth understanding of the implementation of village autonomy based on the legal framework of Law Number 6 of 2014 concerning Villages. This study uses a normative legal research method, also known as library legal research. This means that this study is based on searching and analyzing library materials and applicable legal provisions, then linking them to the issues being studied. The statute approach is the main analytical foundation of this research. The results of this research explain that Law Number 6 of 2014 concerning Villages is indeed an important milestone designed to strengthen decentralization and autonomy at the village level in Indonesia. Conceptually, this law gives villages broader authority in managing resources and making strategic decisions. However, in practice, the implementation of village autonomy still faces a series of complex obstacles. Significant obstacles identified include overlapping authorities between policies originating from the central government and local governments, as well as legal ambiguities that cause uncertainty at the village level. Overcoming these challenges is essential to ensure that village autonomy can operate effectively and efficiently.

Kegiatan ini diharapkan secara bertahap dan menyeluruh mencegah dan menimilasir terjadinya korban dating violence pada kalangan remaja di lingkungan masyarakat lokasi pengabidan. Tujuan pelaksanaan kegiatan ini adalah untuk meningkatkan pengetahuan dan kesadaran hukum masyarakat dan pemerintah daerah setempat dari segala bentuk akibat dari perilaku dating violence dan metode pencegahan Luaran Kegiatan ini adalah Peningkatan kesadaran hukum pemerintah daerah dan masyarakat.

Abstract

Every law formed should be consistentand harmonious with other laws and regulations, but it does not rule out possibility that laws and regulations turn out to be contrary to higher and / or equivalent law and regulation. For example, at the regional level, it is often found that the substance of local regulations is considered problematic so that it must be canceled or revised, so that strategic steps are neededin order to overcome this. Thisresearch aims to determine efforts to overcome disharmonization of regional regulations. The type of researchused is a normative legal research method with a statutory approach (statute approach) and a conceptual approach (conceptual approach), which is further analyzed deductively. The results of the research are an effort to overcome the disharmonization of regional regulations through preventive supervision in the formation carried out by the central government before local regulations are ratified and promulgated, in the form of facilitation and evaluation to ensure the formation of regional regulations has met good regional regulations. In the meantime, strict oversight is conducted on local regulations that have been enacted and hold legal authority. These regulations are subject to two types of supervision: internal supervision, which involves providing clarifications without the power to cancel but only making recommendations; and external supervision, which is carried out by the Supreme Court to annul the Bylaw.

Abstract

The purpose of this study is to compare the legal protection of telemedicine in Indonesia and Malaysia. The research method uses normative legal research using a statutory approach and concept approach. The results of the study obtained the conclusion that the results of the study obtained the conclusion that health services through telemedicine have a greater risk than health services through face-to-face or in person, for example in terms of diagnosis the doctor will be better and more precise if done directly between the doctor and the patient. In Indonesia and Malaysia, each has regulations to provide legal protection for patients in telemedicine services as well as for telemedicine service providers. The implementation of telemedicine services in Indonesia by health facilities while Malaysia directly by hospitals in coordination with clinics and health centres because doctors can only conduct virtual consultations with people who are already patients this can be seen as a continuation of care.

Abstract

The Police Code of Ethics aims to try to put Police Ethics in a proportional manner in relation to society. The number of cases of violations of the code of ethics committed by members of the Police makes the public image of the Police diminish and even seem to assume that members of the Police are immune to the law, because many cases involving police officers just disappear and evaporate before reaching the trial. This study aims to determine the implementation of the Police Code of Ethics and analyse the factors that influence the occurrence of violations of the Police Code of Ethics in the Palopo police station. The research method used in this research is normative-empirical legal research with deductive data analysis techniques. The findings of this research elucidate that the application of the Police Code of Ethics among members of the Indonesian National Police, as stipulated in Law Number 2 of 2002, does not align with the legal regulations. In conclusion, the study reveals that the reasons behind violations of the Polri code of ethics are intricately linked to five factors, namely the legal factor, the law enforcement apparatus factor, the supporting facilities for the law enforcement process, community factors, and cultural factors. The Government of the Republic of Indonesia should exercise prudence in administering sanctions against Police personnel who breach the code of ethics.

Abstract

The escalating complexity of environmental degradation has prompted various normative approaches, including those informed by Islamic thought. This article explores the dialectical relationship between reason (‘aql) and revelation (wahy) in the formulation of environmental fatwas and legal regulations in Indonesia. It further examines the extent to which the localization (pembumian) of Islamic values reflects epistemological harmony or tension between these two foundational sources. Employing a literature-based qualitative method, the study analyzes selected fatwas issued by the Indonesian Council of Ulama (MUI), national environmental legislation, and key Islamic scholarly works. The findings reveal that environmental fatwas are shaped not only by normative scriptural texts but also by rational responses to empirical ecological challenges. In parallel, state regulations—though secular in structure—frequently resonate with Islamic ethical principles, particularly those within the framework of maqāṣid al-sharī‘ah. This convergence suggests that reason and revelation can operate complementarily rather than in opposition. However, institutional and epistemological gaps remain, especially in integrating religious moral authority with actionable public policy. Strengthening interdisciplinary collaboration between religious scholars, academics, and policymakers is therefore essential for the advancement of a contextually grounded Islamic environmental jurisprudence.
