Abstract

Pendidikan dasar memiliki peran strategis dalam membentuk karakter dan kualitas sumber daya manusia yang unggul. Integrasiteknologi dalam pembelajaran serta penerapan budaya lokal menjadi pendekatan inovatif untuk meningkatkan efektivitas pendidikan.SDN Banjarpanji memiliki potensi besar dalam mengembangkan model pembelajaran yang berbasis budaya lokal, didukung denganpemanfaatan teknologi guna meningkatkan hasil belajar siswa. Penelitian ini bertujuan untuk menganalisis penerapan teknologi danintegrasi budaya lokal dalam proses pembelajaran di SDN Banjarpanji. Hasil penelitian menunjukkan bahwa pemanfaatan teknologimasih terbatas, dengan mayoritas guru masih menggunakan metode konvensional. Faktor utama yang menghambat optimalisasiteknologi dalam pembelajaran adalah keterbatasan fasilitas serta kurangnya pelatihan bagi pendidik. Selain itu, budaya lokal belumterintegrasi secara sistematis dalam kurikulum, di mana elemen budaya seperti cerita rakyat dan kesenian daerah hanya digunakansecara sporadis. Tantangan utama yang dihadapi dalam upaya integrasi teknologi dan budaya lokal meliputi keterbatasan sarana,kurangnya kompetensi guru dalam pemanfaatan teknologi, serta perlunya sinergi antara sekolah, masyarakat, dan pemerintah. Olehkarena itu, diperlukan strategi yang mencakup peningkatan akses terhadap teknologi, pelatihan bagi guru, serta pengembangankurikulum yang lebih fleksibel untuk mengakomodasi nilai-nilai budaya lokal. Dengan implementasi yang optimal, SDN Banjarpanjidapat menjadi model dalam mengembangkan pendidikan berbasis teknologi yang tetap mempertahankan kearifan lokal, sehingga dapatmenciptakan sistem pembelajaran yang lebih kontekstual dan relevan dengan kebutuhan siswa di era digital

Abstract

This study aims to determine and analyze the mechanism for providing Additional Employee Income at the Probolinggo City Human Resources Development and Personnel Agency. The research method used is descriptive qualitative with an inductive approach. The research was conducted at the Probolinggo City Human Resources Development and Personnel Agency. Based on the results of the research and data processing, it can be concluded that the mechanism and implementation of the Employee Income Policy are running optimally and are in accordance with the Probolinggo Mayor Regulation Number 6 of 2024 concerning the Second Amendment to the Probolinggo Mayor Regulation Number 27 of 2022 and the Probolinggo Mayor Regulation Number 15 of 2023 concerning the Provision of Additional Employee Income. This policy is able to improve the performance, discipline, competence and welfare of ASN. There are several supporting factors in the implementation of the TPP Granting policy at BKPSDM, namely Resources (budget), attitudes and bureaucratic structures. The inhibiting factors include in terms of resources (facilities) server capacity which sometimes takes a long time to respond when used at the same time and resources (Human Resources) there are several employees who are constrained in inputting performance activities on the application, less friendly with the application due to age factors that are almost retired.

Abstract

Pengembangan profesional guru merupakan aspek krusial dalam peningkatan kualitas pendidikan, salah satunya melalui Kelompok Kerja Guru (KKG). Penelitian ini bertujuan mengevaluasi kebijakan implementasi KKG Bahasa Indonesia di Kecamatan Tanggulangin, Sidoarjo, dengan pendekatan model CIPP (Context, Input, Process, Product) dari Stufflebeam. Metode penelitian yang digunakan adalah mixed-methods, dengan data diperoleh melalui kuesioner, wawancara, dan analisis dokumen. Hasil penelitian menunjukkan bahwa 70% guru menganggap materi KKG relevan, tetapi 65% merasa kurang sesuai dengan konteks siswa multilingual. Sumber daya terbatas, di mana hanya 40% pertemuan KKG yang menggunakan fasilitas digital. Partisipasi aktif guru dalam KKG masih rendah (25%), dan metode pelatihan didominasi oleh ceramah (85%). Dampak terhadap pembelajaran Bahasa Indonesia cukup signifikan, dengan peningkatan 15% dalam kemampuan membaca kritis siswa. Namun, integrasi teknologi dalam pengajaran masih menjadi tantangan, dengan hanya 20% guru yang berhasil mengimplementasikannya. Evaluasi ini merekomendasikan beberapa langkah strategis, seperti kontekstualisasi materi KKG untuk siswa multilingual, digitalisasi pertemuan KKG, pendampingan berkelanjutan bagi guru, serta penyederhanaan prosedur administratif agar anggaran dapat terserap secara optimal. Implikasi kebijakan yang diusulkan meliputi revisi panduan KKG oleh Dinas Pendidikan serta penguatan kapasitas fasilitator dalam metode pembelajaran berbasis teknologi.

Abstract

IntroductionNorth Maluku, a culturally rich province with deep Islamic roots, possesses significant potential for developing halal tourism. Despite its historical Islamic sites and vibrant religious traditions, this potential remains underutilized due to infrastructural limitations and fragmented policy support.ObjectivesThis study aims to analyze the development of halal tourism in North Maluku by examining the synergy between culture, religion, and economy. It further explores the roles of local stakeholders, assesses the empowerment of micro, small, and medium enterprises, and evaluates how global halal tourism trends influence strategic regional planning.MethodUsing a descriptive qualitative approach, the research involved in-depth interviews, participatory observation, and documentation across selected sites in North Maluku. Participants included religious leaders, government officials, tourism business actors, MSMEs, and local communities engaged in Islamic cultural practices.ResultsFindings reveal that the integration of local Islamic traditions into tourism offerings enhances destination authenticity and appeal. Government interventions remain partial but show commitment through the establishment of sharia-compliant facilities. Halal tourism has empowered MSMEs, yet challenges persist in aligning community-based models with halal standards due to knowledge gaps, resource constraints, and regulatory inconsistency. Global trends in Muslim travel offer strategic opportunities for North Maluku to position itself competitively within the halal tourism market.ImplicationsThis study contributes to the theoretical understanding of halal tourism as a culturally embedded, community-driven development model. Practically, it underscores the need for regulatory clarity, investment in training, and strategic marketing. For policymakers, it offers evidence-based recommendations for developing inclusive, sustainable, and globally oriented halal tourism strategies in underdeveloped regions.Originality/NoveltyUnlike previous studies that generalize halal tourism within urban or international contexts, this research offers a region-specific perspective that highlights the importance of cultural-religious synergy. It introduces a multidimensional framework where halal tourism functions as a tool for local empowerment, identity preservation, and regional economic development.

Abstract

Pengembangan kurikulum biologi berbasis konteks lingkungan merupakan langkah strategis dalam meningkatkan pemahaman dan kesadaran siswa terhadap permasalahan ekologi serta penerapannya dalam kehidupan nyata. Pendekatan holistik dalam pembelajaran sains memungkinkan siswa untuk memahami konsep-konsep biologi secara lebih komprehensif, menghubungkan aspek teori dengan praktik serta relevansinya terhadap lingkungan sekitar. Studi ini membahas implementasi kurikulum berbasis lingkungan dalam pembelajaran biologi, dengan menyoroti metode, strategi, serta dampak yang ditimbulkan terhadap pemahaman siswa. Penelitian ini menggunakan pendekatan kualitatif dengan analisis terhadap efektivitas penerapan kurikulum holistik dalam meningkatkan kompetensi siswa. Hasil kajian menunjukkan bahwa penggunaan konteks lingkungan dalam pembelajaran biologi dapat meningkatkan minat belajar, pemahaman konseptual, serta keterampilan berpikir kritis siswa. Selain itu, penerapan pendekatan ini juga mendorong kesadaran lingkungan dan sikap bertanggung jawab terhadap ekosistem. Dengan demikian, pengembangan kurikulum biologi berbasis konteks lingkungan dapat menjadi solusi inovatif dalam menghadapi tantangan pendidikan sains di era modern.

Abstract

Along with the development of technology, the use of information and communication technology (ICT) in the world of education is increasingly inevitable. One form of ICT utilization that is currently developing rapidly is the use of artificial intelligence (AI) in the learning process. AI technology has great potential in supporting the teaching and learning process, both in terms of delivering materials, interacting with students, and in terms of assessment and evaluation. In junior high schools, especially at SMPN 3 Taman, learning Indonesian still faces challenges in developing students' writing skills, especially in narrative learning materials, such as making short stories. Learning short stories requires creativity, understanding of text structure, and good language skills. However, this learning process is often hampered by limited teaching resources and less innovative teaching techniques. This study analyzes the effectiveness of using AI media in learning to write short stories at Taman 3 State Junior High School, Sidoarjo Regency. This study uses a qualitative approach with a case study method in several secondary schools that have implemented AI in Indonesian language learning, By using a case study method involving observation, interviews, and document analysis, the results of the study show that AI contributes to increasing student creativity, helping to compile a more systematic storyline, and increasing student confidence in writing. However, the use of AI in learning to write short stories still requires teacher guidance so that it remains in line with educational goals and does not reduce students' natural creativity.

Abstract

The transformation of administrative law in the digital era presents challenges and opportunities for transparent governance. The development of information and communication technology has changed the way government administration provides services to the public. Digitalization of public administration not only enhances bureaucratic efficiency and effectiveness but also demands legal reforms to ensure accountability and the protection of citizens' rights. This study aims to analyze the impact of administrative law transformation in the digital era on government transparency and identify emerging challenges and opportunities. By understanding these changes, this research seeks to provide policy recommendations for creating a more transparent and accountable administrative system. The research employs a qualitative method with a descriptive-analytical approach. Data were collected through literature studies, analysis of legal regulations, and interviews with legal and public administration experts. The findings were then evaluated based on administrative law theories and the principles of good governance. indicate that the digitalization of government administration significantly contributes to increased transparency, efficiency, and accountability. However, several challenges must be addressed, such as data protection, digital divide, and resistance to change within the bureaucracy. Therefore, adaptive regulations and supportive policies are needed to ensure justice, openness, and public participation in governance.

Abstract

Science learning outside the classroom has become one of the effective methods in increasing students' interest and understanding of scientific concepts. This study aims to explore the implementation of science learning outside the classroom at SMP Negeri 1 Tanggulangin and its impact on students' interest and understanding. This study uses a qualitative approach with a case study design, involving observation, interviews with teachers and students, and analysis of learning documents. The results of the study indicate that science learning outside the classroom can increase students' interest in science because the learning experience is more interactive and contextual. In addition, students also showed an increase in understanding of science concepts because they were able to relate theories to phenomena directly observed in the surrounding environment. However, this study also identified several challenges in implementing this learning, such as limited facilities and limited time in the curriculum. This study highlights the importance of support from schools and education policies to ensure the sustainability and effectiveness of science learning outside the classroom. Thus, experiential learning outside the classroom can be a significant strategy in improving the quality of science education in Indonesia.

Abstract

This study examines the management strategies employed in Islamic education to enhance the efficiency and effectiveness of educational institutions, with a focused case study on Pondok Pesantren Manbaul Hikam Putat. Motivated by the increasing complexity of challenges faced by Islamic boarding schools amid educational modernization—such as constraints in human resources, funding, and infrastructure—this research adopts a qualitative case study approach to provide an in-depth analysis. The study investigates key managerial dimensions including organizational structure, human resource management, curriculum development, infrastructure, and financial governance. Findings indicate that the pesantren maintains a relatively well-structured and accountable organizational framework, coupled with a strong commitment to continuous professional development through regular training programs for educators. The curriculum effectively integrates religious teachings with general knowledge; however, it requires further refinement to align with contemporary workforce demands. Financially, the institution endeavors to achieve sustainability by developing internal business units, though it remains significantly dependent on community donations. Additionally, the study identifies the need for substantial improvements in educational facilities, particularly classrooms and laboratories. In summary, while the pesantren demonstrates generally effective education management practices, several strategic areas warrant further enhancement to meet evolving educational standards. This research contributes valuable insights for policymakers and practitioners aiming to strengthen the management of Islamic educational institutions facing similar modernization challenges.

Abstract

This research aims to investigate the interplay between Islam and women's empowerment, specifically examining how Islamic teachings and interpretations shape the social, economic, and political roles of women in Muslim societies. The primary objective of this study is to determine whether Islam functions as a barrier or a catalyst for women's empowerment in contemporary contexts. By analyzing classical Islamic texts and modern interpretations, the research seeks to uncover how religious discourse aligns with or contradicts principles of gender equality and women's rights. Employing a qualitative methodology, the study utilizes a diverse array of scholarly sources, case studies, and empirical data to explore the complex relationship between Islamic principles and the evolving roles of women. The findings reveal that, although certain traditional interpretations of Islam have been employed to justify gender-based restrictions, there is substantial evidence that progressive contextualized interpretations of Islamic teachings can serve as a powerful advocacy tool for women's empowerment. This study contributes to the larger discourse on religion and gender by presenting a nuanced perspective that neither glorifies nor condemns Islam but instead highlights the significance of interpretation, context, and socio-cultural dynamics in shaping gender roles. Ultimately, the research emphasizes the necessity for inclusive and reformative approaches to Islamic thought that advocate for justice and equality for women.
