Abstract

This study aims to examine the actual mechanisms of zakat fitrah distribution in Trimulya Village and to analyze the practice's conformity with Islamic law and prevailing positive law in Indonesia. A descriptive qualitative method with a normative-empirical legal approach was employed. Primary data were gathered through field observations and in-depth interviews with informants selected via purposive sampling—including the village midwife, religious leaders, official zakat administrators, village officials, and community members acting as zakat payers. Secondary data were obtained through literature reviews, documentary research, and an analysis of relevant legislation. Data analysis utilized the Miles and Huberman interactive model, comprising three stages: data reduction, data display, and conclusion drawing/verification. The study yielded two key findings: First, the mechanism of distributing zakat fitrah to the village midwife in Trimulya is driven by strong emotional ties rooted in local tradition and a community sense of indebtedness; zakat is handed directly to the midwife's residence, after which she redistributes it to her own internal family network. Second, from the perspective of Islamic law, this practice is categorized as an invalid normative deviation. The village midwife is financially capable; thus, she is legally prohibited from receiving zakat and falls outside the eight categories of zakat recipients—a classification that is absolute and defined in Surah At-Taubah, verse 60. Because the requirement regarding the correct recipient was not met, the status of the zakat assets shifted to that of a hibah, meaning the muzaki have not yet fulfilled their Sharia obligation to pay zakat fitrah.

Abstract

This study is motivated by the areca nut trade, which serves as a key economic activity for the community of Nipah Panjang II Urban Village, Nipah Panjang District. In practice, these transactions involve farmers, traders, and collectors, encompassing processes such as price determination, quality inspection, weighing, and payment. The study aims to examine the areca nut trading practices within the Nipah Panjang II community and analyze them from the perspective of Islamic business ethics. A qualitative method with a descriptive approach was employed. Data were gathered through observation, interviews, and documentation. Research informants included areca nut farmers (sellers), traders or collectors, and supporting informants knowledgeable about the trade practices in the area. The findings reveal that the trading process involves several stages: preparation of the areca nuts, handover or collection of goods, quality inspection, weighing, price determination, agreement, and payment. Challenges identified include price fluctuations, limited access to market price information, discrepancies in quality assessment, and issues regarding the weighing process. From the perspective of Islamic business ethics, the trading practices generally reflect principles of honesty, justice, trustworthiness, openness, responsibility, and mutual consent (tarāḍin); however, certain aspects require improvement—specifically regarding price transparency, weighing accuracy, and clarity regarding product quality. Consequently, the consistent application of Islamic business ethics is essential to ensure that the areca nut trade is conducted fairly and honestly, ultimately benefiting both sellers and buyers.

Abstract

This study aims to analyze the application of Islamic economic principles in the marketing practices of salted fish businesses in Lorong Nelayan, East Muara Sabak District. Islamic economics teaches that marketing activities must be grounded in values such as honesty (ṣidq), trustworthiness (amanah), justice ('adl), and transparency, while avoiding elements of gharar (uncertainty), tadlis (deception), and practices that disadvantage others. This research employs a qualitative method using a case study approach. Data were collected through observation, interviews, and documentation involving salted fish business operators in Lorong Nelayan. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results indicate that the majority of salted fish business operators have implemented several Islamic economic principles in their marketing activities, such as maintaining product quality, treating consumers courteously, and providing information regarding prices and product types. However, some practices were found to be not fully aligned with Islamic economic principles—such as a lack of transparency regarding the quality of certain products and business competition that does not fully reflect the values of justice and Islamic business ethics. Overall, salted fish marketing practices in Lorong Nelayan are moving toward the application of Islamic economic principles; nevertheless, there is still a need to enhance the business operators' understanding and awareness of Islamic business ethics so that marketing activities can be conducted more professionally, fairly, and in accordance with Sharia.

Abstract

This study aims to analyze government policy regarding the improvement of public welfare through social assistance programs, as well as to examine the effectiveness of program implementation and the factors influencing its success. Social assistance programs represent a form of public policy implemented by the government to provide social protection to the poor and vulnerable groups, thereby meeting basic needs, alleviating economic burdens, and enhancing the community's quality of life. This research employs a qualitative approach with a descriptive design. The study was conducted in Nipah Panjang District. Data were gathered through observation, interviews, and documentation. Informants were selected using purposive sampling, specifically targeting individuals knowledgeable about and directly involved in the implementation of the social assistance programs. Data analysis utilized the Miles, Huberman, and Saldaña model, comprising data condensation, data display, and conclusion drawing/verification. Data validity was verified through source, technique, and time triangulation. The findings indicate that government policy via social assistance programs plays a crucial role in improving public welfare by meeting basic needs and providing social protection to those in need. The effectiveness of program implementation is influenced by several factors, including communication, resource availability, implementer commitment, bureaucratic structure, the accuracy of beneficiary targeting, inter-agency coordination, and transparency in implementation. Although social assistance programs contribute to improved public welfare, their implementation still requires refinement—particularly regarding the validity of beneficiary data, oversight, and program evaluation—to ensure that aid is distributed more accurately and sustainably.

Abstract

This study aims to examine the government's role in empowering Micro, Small, and Medium Enterprises (MSMEs) and to analyze this role from an Islamic economic perspective within the Talang Babat Urban Village. The study is motivated by the persistent challenges faced by MSME operators—such as limited capital and marketing constraints, as well as the unequal distribution of government assistance. A qualitative approach utilizing descriptive methods was employed. Data were gathered through observation, interviews, and documentation. Research informants included the Head of the East Tanjung Jabung Regency Cooperative and MSME Agency and MSME operators in Talang Babat. Data analysis involved data reduction, data presentation, and conclusion drawing. The findings indicate that the government has played a role in MSME empowerment through training, guidance, mentoring, and business assistance programs. From an Islamic economic perspective, this government role reflects principles of justice, public interest (maslahah), and societal welfare. Nevertheless, challenges remain, specifically regarding the uneven distribution of assistance and limited access to information for some MSME operators.
