Abstract

More complex forms of threats, not only in the form of military threats but non-military threats, are increasingly sophisticated due to the presence of increasingly new technologies and targets of cybercrime which also target various business sectors such as construction companies because of the great value in their cooperation. In 2021, Indonesia will cooperate with the United Kingdom to develop the AH140 frigate through the Merah Putih Frigate, outlined in a Joint Operation Agreement. What is interesting is Babcock Marine's concern as the party cooperating with PT. PAL in subcontracting this project. In order to answer these concerns, a study is needed regarding the subcontractor system in Indonesia, which can be used as a contribution to building the independence of the Indonesian defense industry. The research method used in this study is a descriptive approach, a qualitative research type using library research methodology through credible books, journals, and news to be used for research studies. It can be concluded that the subcontractor system in defense industry projects has contributed to the government's efforts to build defense industry independence. However, subcontractors need more support in developing their capabilities

Abstract

Technology development in the defense industry is directed at building the ability to produce Alpalhankam that meets the operational requirements standardized by the Ministry of Defense, namely high quality, weather resistance, accuracy, combat power, high speed and difficult to detect. PT Pindad as a State-Owned Enterprise engaged in the Defense Industry is capable of making quality munitions, but the packaging line for small caliber munitions is still done manually. Therefore, it is necessary to automate the munition packaging line. In this research, the author conducted research using quantitative research methods through the Feasibility Study approach. The results and objectives of this study accelerate the packaging process on the small caliber munitions production line which was originally partly done semi-manually to use full machine automation and be able to support production so as to accelerate the fulfillment of small caliber munitions demand. The steps that are considered necessary are by investing in machines to increase the ability to package small caliber munitions and minimize the occurrence of errors in the munition packaging process

Abstract

This research aims to investigate the implementation of defense offset as a strategy to address the gap in the supply of materials and technology for fighter aircraft among countries. In this context, the gap arises due to the complexity and high costs associated with fighter aircraft development. Many countries, particularly those with limited technological and manufacturing capabilities, face challenges in acquiring and developing advanced aircraft. This gap negatively impacts their defense capability enhancement efforts. Therefore, the concept of defense offset emerges as a potential solution. Defense offset is a strategy in which foreign aircraft manufacturers provide compensation in the form of technology transfer, investment in the local defense industry, or research and development collaboration to the purchasing country. Through steps such as identifying material and technological needs, planning clear offset agreements, transferring relevant technology, developing the local industry, supplying materials, research and development collaboration, as well as monitoring and evaluation, the implementation of defense offset can be optimized. This research employs a qualitative method with a descriptive approach, involving a literature study to gain in-depth information about defense offset implementation and its impact on the material and technology gap in fighter aircraft. The results include the identification of factors influencing the success of defense offset implementation, political, economic, and strategic implications, as well as the benefits obtained by purchasing countries. In conclusion, through the optimization of defense offset, purchasing countries can reduce the gap in materials and technology for fighter aircraft, enhance domestic defense industry, and strengthen national defense capabilities. With the right strategy, defense offset can be an effective tool in addressing the gap in fighter aircraft material and technology, thereby fortifying national defense.

Abstract

In the coming years, Indonesia will experience a Demographic Bonus, with the fourth largest population in the world. This phenomenon provides great opportunities for economic growth and social progress. However, the advent of the Industrial Revolution 4.0 brings new challenges related to the changing landscape of work and automation that could potentially pose a threat to the sovereignty and integrity of the Unitary State of the Republic of Indonesia. This research evaluates strategies for managing the Demographic Bonus in Indonesia by considering the implications of the Industrial Revolution 4.0 from the perspective of defense science and state defense. The method used in this research is qualitative with descriptive analysis, Data collection in this research uses a literature study, The results showed that in facing and maximizing the demographic bonus, the right strategy is needed. The government has prepared a strategy to face the demographic bonus, namely by improving the quality of human resources such as reducing the stunting rate; increasing the human development index; increasing the gender empowerment index, then adjusting the education curriculum to the needs of industry 4.0, and preparing jobs by making downstream industrial policies and carrying out infrastructure development and access to technology, especially in 3T areas, is also an important focus. From the perspective of defense science and state defense, its role has increased in identifying threats, formulating defense policies, and protecting infrastructure. Implementation evaluations show that collaboration across sectors and governments is essential. Community empowerment, family planning, and controlled population growth are also key factors. With synergy between the government, private sector, and society, Indonesia is expected to reap maximum benefits from the Demographic Bonus while managing the impact of the Industrial Revolution 4.0, promoting sustainable growth and national prosperity.

Abstract

The complexity and dynamics of this era, the philosophy of defense science becomes a conceptual guide in formulating appropriate strategies. This research used a qualitative descriptive method.  Through qualitative descriptive methods, this research analyzes the role of defense science philosophy in determining strategies to maintain the sovereignty and integrity of unitary state of the Republic of Indonesia. Industrial Revolution 4.0 brings the potential to increase the country's defense capabilities, but also brings new threats, especially in terms of cyber security and paradigm changes in social and economic life. From the research that had been carried out, researchers found that the philosophy of defense science is the basis for understanding basic values, principles and concepts in determining strategies to maintain the sovereignty and integrity of the Republic of Indonesia in the era of industrial revolution 4.0 in conceptual analysis, defense ethics and ethos, threat identification, social studies and politics, as well as the development of critical thinking and innovation. Based on the role of the defense science philosophy, strategies were found to maintain the sovereignty and integrity of the Republic of Indonesia, which includes strengthening cyber security, maritime defense, developing artificial intelligence, increasing human resource capabilities, international collaboration, and increasing public awareness and education. By using this approach, the philosophy of defense science contributes significantly protecting the Republic of Indonesia from growing threats in an era of rapidly developing technology.

Abstract

The development of a robust defense industry is crucial for national security, requiring a balance between nationalism, strategic leadership, and the integration of cutting-edge technologies such as blockchain. This paper explores the significance of blockchain in revolutionizing the Indonesian defense industry, emphasizing its potential to enhance transparency, accountability, security, and efficiency. The research employs descriptive qualitative methods, utilizing diaries, literature reviews, and various references. The leadership strategy for effective blockchain integration is outlined, including a clear vision, understanding of blockchain technology, proper implementation, leader commitment, and adaptability. The defense industry's ability to adapt to evolving blockchain technology is emphasized, requiring a competent team and a culture supporting innovation. Leadership strategies are further detailed, emphasizing the importance of research and development, partnerships with other industries, and socialization and education to stakeholders. These strategies aim to increase competence, accelerate development, enhance collaboration, and build trust in blockchain technology within the defense industry

Abstract

Indonesia telah memasuki era revolusi industri 4.0, dimana digitalisasi dan konektivitas menjadi ciri utamanya. Sebagai negara yang memiliki jumlah penduduk lebih dari 275 juta jiwa, penggunaan teknologi informasi dan kumunikasi sudah tidak terelakkan. Pada Januari 2023, sebanyak 212,9 juta penduduk Indonesia telah menggunakan koneksi internet dengan pemakaian rata-rata perharinya selama 7 jam 42 menit. Teknologi digitalisasi dan konektivitas adalah sesuatu yang saling berakait. Teknologi ini, dapat memberikan nilai tambah dari aspek ekonomi, sosial dan bernegara, tetapi memiliki dampak negatif jika tidak diperrgunakan dengan bijaksana. Penerapan Industri 4.0 didukung dengan 9 pilar teknologi yang meliputi: Internet of Things (IoT); Big Data; Argumented Reality dan Virtual Reality; Cyber Security; Artifical Intelegence; Addictive Technology; Simulation; System Integeration; danCloud Computing. Untuk itu dilakukan studi literatur optimalisasi revolusi industri 4.0 dalam persepsi ilmu pertahanan dari aspek pilar teknologinya. Dengan kebijakan program implementasi percepatan industri 4.0 akan mendorong pilar teknologi industri 4.0 untuk pengembangan sistem pertahanan negara yang akan berdampak pada penambahan nilai ekonomi, kemandirian industri pertahanan yang berdaya sain global, mewujudkan kesejahteraan sosial, kemajuan budaya, hingga memunculkan dampak deterrence effect guna menjaga kedaulatan nasional.

Abstract

Perkembangan kecerdasan buatan (AI) dan pembelajaran mesin yang cepat memiliki potensi manfaat yang cukup besar. Sistem senjata otonom (AWS) telah mengubah peperangan modern dan menimbulkan pertanyaan etika yang mendalam. Makalah ini mengeksplorasi dilema moral dan etika yang terkait dengan membangun kecerdasan dalam AWS. Fokus utamanya adalah pada potensi kurangnya pengawasan manusia, yang mengacu pada keputusan hidup-mati yang dibuat oleh mesin tanpa adanya penilaian moral yang diperlukan. Etika dalam AI berkaitan dengan pertanyaan tentang bagaimana mendiskusikan implikasi etis penggunaan AI dalam sistem senjata otonom. Sistem berbasis AI mampu bertindak secara murni di dunia virtual, sistem pemaksaan suara, mesin pencari, perangkat lunak analisis gambar, dan kecerdasan buatan (AI) atau wajah. Isu-isu seperti pertanggungjawaban atas bahaya yang tidak disengaja dan risiko sistem otonom yang tidak berfungsi atau digunakan secara tidak etis diperiksa sebagaimana mestinya. Selain itu, penelitian ini membahas tanggung jawab pemerintah, militer, dan pengembang AI untuk memastikan sistem ini dapat beroperasi dalam batas-batas hukum dan moral. Penelitian ini berpendapat bahwa tanpa kerangka kerja etika yang ketat, penerapan AI di AWS dapat menimbulkan tantangan yang belum pernah terjadi sebelumnya dalam menegakkan prinsip-prinsip kemanusiaan dalam peperangan.

Abstract

PT Pindad, a prominent defense industry leader in Indonesia, is renowned for its high-quality, small-caliber munitions, contributing significantly to the achievements of the Indonesian National Army both nationally and internationally. In the face of globalization and the imperative for robust national defense capabilities, self-sufficiency in munitions production and development is crucial. PT Pindad has been at the forefront of munitions innovation, particularly in addressing challenges related to the supply of propellant materials. This study uses a Feasibility Study approach to explore the innovative use of waste paper as a raw material in producing nitrocellulose (NC) and nitroglycerine (NG). Given NG's sensitivity and volatility, diethylene glycol dinitrate (DEGDN) is proposed as an alternative component in developing an efficient and reliable NC-DEGDN propellant blend. Abstract

Penelitian ini menggali hubungan antara keberlanjutan dan kemandirian dalam industri pertahanan nasional, dengan fokus pada pemahaman implementasi prinsip keberlanjutan yang dapat memperkuat sektor industri pertahanan. Dengan menggunakan pendekatan studi literatur, penelitian ini menyoroti sejumlah tantangan yang sedang dihadapi, seperti biaya yang cenderung tinggi dan minimnya dukungan kebijakan, sementara pada saat yang sama juga menyoroti manfaat yang dapat diraih, termasuk mengurangi ketergantungan pada teknologi luar negeri dan meningkatkan nilai sosial. Hasil penelitian menunjukkan bahwa menerapkan prinsip keberlanjutan di sektor pertahanan tidak hanya dapat meningkatkan kinerja dan kreativitas, tetapi juga memberikan dampak positif terhadap perkembangan ekonomi secara keseluruhan serta mengurangi dampak negatif terhadap lingkungan, juga menciptakan nilai sosial yang lebih besar. Penelitian ini menyarankan pentingnya kerjasama antara pemerintah, industri, dan masyarakat dalam menciptakan kebijakan yang mendukung penerapan keberlanjutan. Ini akan membantu industri pertahanan menjadi lebih mandiri dan berkelanjutan dalam menghadapi tantangan keamanan yang kompleks di masa depan yang memungkinkan negara untuk merespons ancaman dengan lebih cepat dan efektif, mengingat mereka tidak perlu menunggu pengiriman dari luar negeri.
