Abstract

Land legality issues remain a persistent agrarian challenge in Indonesia, primarily due to low public awareness and participation in land certification programs. The Complete Systematic Land Registration Program (PTSL) aims to accelerate comprehensive land asset legalization; however, its implementation in Jambi City faces technical, structural, and psychosocial obstacles. This study aims to assess public awareness and compliance regarding land rights, evaluate the effectiveness of participatory education in the PTSL implementation, and formulate a policy strategy aligned with local conditions. A qualitative approach was employed, involving in-depth interviews and field observations with residents, community leaders, and program implementers. The findings reveal that low levels of awareness and compliance stem from limited understanding of the certification benefits, procedural complexity, and distrust rooted in previous bureaucratic experiences. Participatory education plays a vital role in fostering critical awareness and enhancing community engagement. The proposed policy strategies include social mapping, integrated education throughout program stages, participatory incentives, cross-sector collaboration, and community-based monitoring. This study recommends a shift in the PTSL approach from a procedural focus to a community empowerment model to ensure more inclusive and sustainable implementation.

Abstract

This study aims to describe the process of empowering coastal communities through the development of community-based ecotourism in Telukawur Village, Tahunan District, Jepara Regency. This study uses a descriptive qualitative approach with a case study method. Data was collected through interviews, observations, and documentation. The results of the study show that empowerment is carried out through skills training, strengthening local institutions, developing cultural and environment-based tourist attractions, and providing basic tourism facilities that are managed directly by the community. Ecotourism management is carried out in a participatory and mutual manner, reflecting the independence and ownership of the community over tourist destinations. This approach not only improves economic well-being, but also strengthens the preservation of the environment and local cultural values. This research emphasizes the importance of synergy between the community, government, and external parties in creating community-based sustainable tourism.

Abstract

The songkok industry in Lamongan has quite a large economic potential, but still faces various challenges in increasing competitiveness, especially in facing increasingly tight market competition. Some of the main obstacles found are lack of innovation, limited access to wider markets, and low utilization of technology in production and marketing. This study aims to explore strategies to increase the competitiveness of local songkok products through a creative economic empowerment program using the Chambers Theory perspective. The research method used is a qualitative approach with data collection techniques in the form of in-depth interviews, field observations, and literature studies. Data analysis was carried out descriptively qualitatively with three main stages, namely data reduction, data presentation, and drawing conclusions. The results of the study indicate that the creative economic empowerment program plays a significant role in improving craftsmen's skills, encouraging innovation in design, and expanding the marketing reach of songkok products. By applying analysis based on Chambers Theory, this empowerment contributes to increasing power within (craftsmen's confidence and awareness), power to (individual capacity to innovate and develop businesses), power with (collaboration between craftsmen in the community), and power over (ability to face competition and external constraints). Based on these results, it can be concluded that empowering the creative economy is an effective strategy in increasing the competitiveness of Lamongan songkok products. Therefore, close cooperation is needed between the government, the artisan community, and the private sector in order to create a sustainable creative industry environment.

Abstract

Kabupaten Puncak Jaya, Papua Tengah, merupakan salah satu wilayah 3T (Tertinggal, Terdepan, dan Terluar) di Indonesia yang menghadapi tantangan serius dalam pembangunan ekonomi akibat kondisi geografis yang sulit dijangkau serta keterbatasan infrastruktur. Penelitian ini bertujuan untuk menganalisis bagaimana pemberdayaan UMKM (Usaha Mikro, Kecil, dan Menengah) berbasis kearifan lokal mampu menjadi strategi alternatif dalam mendorong pertumbuhan ekonomi masyarakat setempat sekaligus menjaga keberlangsungan nilai-nilai budaya lokal. Dengan pendekatan deskriptif kualitatif dan desain studi kasus, serta penerapan model Community-Based Participatory Research (CBPR), penelitian ini menempatkan masyarakat lokal sebagai subjek aktif dalam proses pemberdayaan. Data diperoleh melalui wawancara mendalam, observasi partisipatif, diskusi kelompok terarah (focus group discussion), dan studi dokumentasi terhadap pelaksanaan program-program yang digagas oleh Dinas Koperasi, UMKM, Perindustrian dan Perdagangan Kabupaten Puncak Jaya. Hasil penelitian menunjukkan bahwa nilai-nilai kearifan lokal seperti gotong royong, musyawarah mufakat, dan pengelolaan sumber daya alam secara komunal berhasil diintegrasikan dalam pelatihan, produksi, dan pemasaran produk UMKM, seperti tas noken, minyak kemiri, serta kerajinan dari biji hutan. Dampaknya tidak hanya terlihat pada peningkatan kapasitas teknis pelaku usaha, tetapi juga pada penguatan identitas budaya dan solidaritas sosial komunitas. Namun, masih terdapat sejumlah tantangan besar, seperti keterbatasan akses pasar karena infrastruktur yang minim, rendahnya literasi keuangan dan digital, serta belum optimalnya implementasi regulasi pendukung. Temuan ini mempertegas pentingnya pendekatan pemberdayaan berbasis lokal yang disesuaikan dengan karakteristik sosial budaya masyarakat Papua. Oleh karena itu, kolaborasi multipihak dan penyusunan kebijakan yang lebih responsif terhadap realitas lokal menjadi kebutuhan mendesak untuk mewujudkan UMKM yang tangguh, inklusif, dan berkelanjutan di wilayah 3T.

Abstract

Pengawasan internal memiliki peran strategis dalam memastikan akuntabilitas dan efektivitas tata kelola pemerintahan, khususnya di daerah tertinggal seperti Kabupaten Puncak Jaya, Papua. Penelitian ini bertujuan untuk mengidentifikasi tantangan utama dalam pelaksanaan pengawasan internal serta merumuskan strategi penguatan yang sesuai dengan konteks lokal. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan studi kasus tunggal. Data diperoleh melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi terhadap Inspektorat Daerah dan OPD terkait. Hasil penelitian menunjukkan bahwa keterbatasan jumlah auditor bersertifikasi, sulitnya akses geografis, minimnya alokasi anggaran, dan lemahnya tindak lanjut hasil audit menjadi kendala utama dalam efektivitas pengawasan. Strategi penguatan yang direkomendasikan mencakup peningkatan kapasitas auditor, digitalisasi audit berbasis risiko, penguatan regulasi lokal, serta kolaborasi lintas lembaga. Temuan ini menegaskan pentingnya pendekatan pengawasan yang adaptif dan responsif terhadap karakteristik wilayah 3T guna mendorong terciptanya tata kelola pemerintahan daerah yang transparan, akuntabel, dan partisipatif.

Abstract

This study investigates the implementation of digital transformation programs for Micro, Small, and Medium Enterprises (MSMEs) in Indonesia’s 3T regions (Frontier, Outermost, and Disadvantaged), focusing specifically on Puncak Jaya Regency in Central Papua. Employing a qualitative case study approach, data were collected through in-depth interviews, field observations, and document analysis. The study aims to explore how local governments implement digitalization strategies for MSMEs in remote areas with limited infrastructure and technological access. Findings indicate that approximately 30–40% of MSMEs began adopting simple digital tools such as social media platforms for product promotion and mobile cashier applications for recording transactions. These changes were largely influenced by training and mentoring programs initiated by the local Department of Cooperatives and SMEs. Despite these advancements, several challenges remain, including poor internet connectivity, low digital literacy, lack of continuous technical assistance, and limited availability of digital devices. To address these obstacles, the local government applied adaptive strategies such as delivering training in local languages, providing hands-on support, and conducting outreach directly to the business owners in their communities. While early economic impacts are modest—such as slight increases in weekly revenue and broader customer reach—there is potential for long-term growth. The study concludes that a sustainable, community-based, and culturally appropriate model of digital transformation is essential to ensure inclusive development for MSMEs in Indonesia’s remote and underserved areas like Puncak Jaya.

Abstract

Performance audit is one of the important instruments in internal government supervision which plays a role in assessing the extent to which the effectiveness, efficiency, and economy of a regional development program can be achieved. This study aims to describe the implementation of performance audits by the Regional Inspectorate of Puncak Jaya Regency as an evaluation tool for the implementation of regional development programs. Using a descriptive qualitative approach with a case study method, this research was carried out in Puncak Jaya Regency, Central Papua, by involving the auditor of the Regional Inspectorate, the head of OPD, and the technical implementer of the program as the main informant. Data was collected through in-depth interviews, participatory observations, and documentation studies on performance audit reports and the realization of development programs from 2022 to 2023. The results of the study show that although the implementation of performance audits is not fully optimal, its function has made a real contribution in identifying structural and technical problems in development programs, such as inconsistencies in activity outputs, inefficiency in budget use, and weaknesses in reporting and internal control systems. Of the 12 OPDs audited, 47 findings were found that indicated the need to reformulate performance indicators, improve human resource competence, and improve the supervision system. However, the limited number of certified auditors, the unavailability of a digital audit system, and weak coordination across OPDs are still obstacles to the implementation of effective performance audits.This study recommends that the Regional Government of Puncak Jaya Regency strengthen the function of the Inspectorate through the development of technical regulations, capacity building of risk-based auditors, and strengthening an integrated supervision system. With a structured performance audit and supported by regional political commitments, it is hoped that development in the 3T region can be more measurable, accountable, and on target.

Abstract

Perkembangan teknologi digital mendorong transformasi dalam proses sertifikasi kompetensi di Indonesia, khususnya pada Lembaga Sertifikasi Profesi (LSP) MSDM Universal Surabaya. Kegiatan pegabdian ini bertujuan untuk membantu pengembangan sistem asesmen jarak jauh berbasis web guna meningkatkan efisiensi, aksesbilitas, dan profesionalisme dalam pelaksanaan sertifikasi. Metode pelaksanaan meliputi pendekatan mitra, sosialisasi, pelatihan digital, serta evaluasi efektivitas sistem. Hasil kegiatan menunjukkan bahwa sistem asesmen digital mampu mengurangi kendala geografis, menekan biaya operasional, dan meningkatkan kecepatan pelayanan. Sistem ini juga mencerminkan prinsip-prinsip kualitas layanan publik seperti reliabilitas, responsivitas, dan empati. Penerapan inovasi ini menjadikan LSP lebih adaptif terhadap tantangan era digital dan pascapandemi, serta meningkatkan daya saing lembaga secara nasional maupun internasional.

Abstract

This study explores the potential and contribution of hotel and restaurant taxes to Regional Original Revenue (PAD) in Surabaya, Indonesia. Using a qualitative descriptive approach, data were obtained from both primary and secondary sources. Primary data came from the Regional Government of Surabaya and the Regional Revenue Agency, while secondary data included academic literature, statistical reports, and regulatory documents. Data analysis employed McNabb’s (2002) framework, which consists of grouping information by relevant constructs, identifying interpretive bases, generating generalizations, testing alternative interpretations, and refining theory from case evidence.The findings reveal that the hotel and restaurant sectors in Surabaya possess considerable growth potential, supported by increasing investment, a steady rise in tourist arrivals, and the growing public interest in the property and culinary industries. Hotel taxes have contributed an average of 4.96% of PAD annually, while restaurant taxes contributed 8.06%, reflecting their critical role in strengthening local fiscal capacity. Revenue performance has been further enhanced by the implementation of a self-assessment tax system, improvements in taxpayer compliance, and supportive local economic infrastructure. Despite these positive contributions, several challenges remain. These include unregistered lodging facilities, limited enforcement mechanisms, and a shift in consumer demand toward smaller-scale hospitality businesses, which can reduce taxable capacity. Addressing these challenges requires optimizing the hospitality tax base, expanding tourism promotion, strengthening compliance monitoring, and advancing digital-based tax management systems to ensure efficiency and transparency. In conclusion, hotel and restaurant taxes play a vital role in ensuring Surabaya’s fiscal independence and financing public welfare initiatives. Strengthening governance and adopting adaptive policies are essential for maximizing their potential contribution to sustainable local development.

Abstract

This study explores the contribution of regional taxes and levies to Regional Original Revenue (PAD) in Surabaya City and their role in fostering fiscal independence within the framework of regional autonomy. Employing a descriptive qualitative approach, data were collected from the Surabaya City Regional Revenue Agency and relevant local government offices, complemented by secondary sources such as regulatory documents and literature on regional finance. The data analysis process followed McNabb’s (2002) framework, which consists of categorization, interpretation, generalization, testing alternative perspectives, and refining theoretical insights. The findings reveal that PAD acts as a crucial financial backbone for the implementation of regional autonomy, with taxes and levies serving as the primary contributors. On average, these sources accounted for 89.08% of the total PAD during the 2021–2024 period. The growth trend observed is driven by several factors, including the presence of a comprehensive legal and regulatory framework, diversification of tax types and structures, adequate institutional and human resource capacity, as well as increasing public awareness of tax obligations. Although there was a temporary decline in proportional contribution in 2023, overall tax and levy collections exceeded their targets, underscoring their vital role in supporting government administration and regional development programs. This study emphasizes the need for strengthening regulatory frameworks, enhancing administrative capacity, encouraging greater community participation, and optimizing the use of digital technologies to improve efficiency in revenue collection. These strategies are essential to reduce reliance on central government transfers and to promote greater fiscal independence for Surabaya City.
