Abstract

Since the ebactment of Law No. 38 of 1999, zakat management institutions (Lembaga Amil Zakat/LAZ) have evolved beyond their traditional role as religious fund distributors to become faith-based human service organizations that are increasingly adaptive to social challenges and demands for professionalism. This study aims to analyze the organizational transformation undertaken by three corporate-affiliated zakat institutions YBM BRILiaN, BSI Maslahat, and YBM PLN through the lens of the political-economy perspective by Wamsley and Zald (1973) and the internal-external factor framework of Kettner (2002). The findings reveal that the organizational transformations in these institutions are responses to external pressures such as parent company policies, government regulations, public expectations, and the rapid shift toward digitalization. Internally, these changes are driven by improvements in human resource capacity, organizational restructuring, and cultural renewal. Although the three institutions share similar religious foundations and social missions, their transformation strategies differ: YBM BRILiaN focuses on organizational efficiency and strengthening community-based programs, BSI Maslahat moves toward zakat institutionalization through a social holding model, while YBM PLN demonstrates the most comprehensive transformation by integrating digital innovation, volunteer empowerment, and decentralized decision-making. This study contributes to a deeper understanding of the transformation of faith-based zakat organizations in the context of modernity and corporate alignment.

Abstract

This research aims to understand the implementation process of the Jakarta Disability Card (KPDJ) by analyzing the challenges that exist in the bureaucratic structure of the program. As part of the social policy to fulfill the rights of persons with disabilities, KPDJ is a social cushion for underprivileged persons with disabilities. Qualitative research with an interpretive paradigm was conducted by interviewing actors involved in program implementation and beneficiaries. The policy implementation framework of George C. Edwards III (1980) became the basis for analyzing this research. The results show how the KPDJ implementation process works to improve the lives of people with disabilities. Using a qualitative approach through document study, observation, and in-depth interviews, this research found various challenges in the bureaucratic structure that are closely related to resources and communication. Standard operating procedures (SOPs) face challenges from uniformity with other social assistance programs, non-standardized processing times, minimal resource availability, and stagnation of innovation due to the absence of monitoring and evaluation. Fragmentation in the division of authority also faces challenges from data integration and the organization of supporting facilities. This situation creates a distance between inclusion-oriented policy design and procedural administrative practices.

Abstract

This study examines the organizational transformation of three corporate-based zakat institutions—YBM BRILiaN, BSI Maslahat, and YBM PLN—by positioning regulatory pressures, demands for professionalism, and rapid digital advancement as the primary drivers of change. Wamsley and Zald’s political–economic perspective is used to explain how external forces—particularly state regulation and the policies of parent corporations—influence authority structures, program direction, and institutional accountability. Meanwhile, Kettner’s framework on organizational change provides the basis for analyzing internal dynamics, including human resource development, structural reorganization, and adjustments in governance practices. Employing a qualitative comparative approach, the study utilizes in-depth interviews and document analysis to trace the patterns of transformation across the three institutions. The findings reveal differentiated strategies: YBM BRILiaN prioritizes structural efficiency, amil cadre development, and consolidation of digital systems; BSI Maslahat focuses on post-merger cultural harmonization, SOP unification, and integration of data and reporting mechanisms; while YBM PLN implements nationwide KPI-based standardization, full digitalization of reporting processes, and strengthened regional volunteer networks. Despite these divergent pathways, the institutions exhibit convergence in several areas, including the professionalization of human resources, reinforcement of audit and control mechanisms, and the use of technology as a key instrument of public accountability. These results demonstrate that corporate-based zakat institutions are not only adapting to external pressures but also negotiating religious values alongside managerial practices to strengthen legitimacy and ensure the sustainability of faith-based social services.

Abstract

Background: Juveniles in conflict with the law (ABH) involved in gang fights represent a distinct challenge for social workers, as these cases are characterized by collective violence rooted in peer pressure, solidarity, and revenge. Unlike other cases of deviant behavior, such as theft or drug abuse, gang fights are often repetitive, organized, and tied to self-affirmation. Social workers play multidimensional roles, ranging from protection and service provision to counseling, advocacy, mediation, and reintegration efforts, requiring a comprehensive and adaptive intervention approach. Methods: This study employed a qualitative descriptive approach. Data were collected through in-depth interviews, field observations, and document reviews with six senior and junior social workers who directly handled ABH cases involving gang fights. Findings: The research findings reveal that interventions by social workers involve several stages, including relationship building, biopsychosocial assessment, individualized service planning, psychosocial interventions, legal process accompaniment, and reintegration efforts. Social workers use empathetic and family-oriented approaches to foster trust while providing services such as counseling, therapy, values education, and vocational training. Rehabilitation strategies emphasize strengthening self-control, emotional management, and resilience against peer influence. Obstacles identified include heavy workloads due to ATENSI service responsibilities and limited time for intensive interaction with ABH. Conclusion: Social workers serve as key agents of change in rehabilitating juveniles involved in gang fights. Their roles extend beyond rehabilitation within institutions to include reintegration into families and communities, aiming to build social support systems that prevent recidivism. Effective interventions require not only technical expertise but also adaptive, reflective, and participatory approaches aligned with the children’s complex social dynamics. Novelty/Originality of this article: This study provides unique insights into the role of social workers in handling ABH engaged in gang fights, a relatively underexplored area compared to other forms of juvenile delinquency. It highlights the complexity of interventions required, showing how social workers integrate legal accompaniment, psychosocial services, and community reintegration strategies to address the multifaceted challenges of collective juvenile violence.
