Abstract

This study aims to analyze research trends related to human rights, identify countries, organizations, and authors who contribute significantly to the aforementioned research. Furthermore, this paper identifies related articles that strongly influence these scientific publications. VosViewer collects data from Scopus Database Journal and analyzes it using bibliometric analysis. As a result of the study, the United States has the highest number of publications. Furthermore, the Department of Epidemiology at the Johns Hopkins Bloomberg School of Public Health in Baltimore, Maryland, is the organization that has focused the most attention and influence on the issue of resolving gross human rights violations. Aside from that, Professor C. Beyrer of the United States is the most prolific and influential researcher on the topic of resolving gross human rights violations. Bibliometric analysis and content analysis show that the trend of resolving gross human rights violations in several countries since 2015 has been more toward resolution with non-judicial mechanisms. However, the results of the research show that several relevant articles do not provide a clear definition of gross human rights violations. Therefore, further research from other databases, such as the Web of Science, is required.

Abstract

The number of homeless in Tangerang Regency is the highest in Banten province, so a government commitment is needed to control the high number of homeless in Tangerang Regency. This study aims to identify and describe the factors that cause the governance of homelessness prevention in Tangerang District not to be optimal by using the constructivism paradigm that relies on qualitative data with an inductive approach. The data analysis technique used is thematic analysis with the coding method. The results of the study illustrate that the governance of homeless control in Tangerang Regency is still not running optimally. There are several factors affecting the homelessness governance is not working, namely the lack of human resources, lack of infrastructure, and lack of accredited LKSA by the Ministry of Social Affairs. The concept of governance is needed in controlling vagrancy so that the government plays a role in involving other actors in realizing good governance.

Abstract

The management of Hol Sulamadaha Bay in Ternate City remains suboptimal, as reflected in the declining number of tourists visits due to the lack of prioritization in development efforts. This study aims to analyze the strategic environment and identify key strategic priorities for the development of marine tourism in Ternate. Grounded in Wheelen and Hunger's strategic management theory—specifically strategic environmental analysis and employing the Analytical Hierarchy Process (AHP), the research adopts a post-positivist paradigm. Data collection combined qualitative methods, including interviews and documentation, with quantitative analysis through expert-validated questionnaires. Key informants included government officials, private sector representatives, local communities, tourists, and residents from remote areas. The findings reveal four pressing strategic issues: (1) limited involvement of the Tourism Awareness Group (TAG), (2) low levels of tourism literacy, (3) inadequate access, facilities, and infrastructure, and (4) limited community participation in tourism development. Moreover, the study emphasizes the role of mutual trust between government and local communities as a critical factor for encouraging inclusive participation, from policy planning through to implementation and evaluation. The novelty of this study lies in its integration of strategic environmental analysis and AHP to assess marine tourism development while foregrounding the socio-cultural dynamics particularly trust, belief systems, and local values that influence community engagement. This holistic approach offers a new perspective for developing inclusive, culturally grounded strategies to revitalize marine tourism in small island regions like Ternate.

Abstract

Villages existed before Indonesia became independent, with values that applied to its people. Modern government has organized villages into formal government institutions within the Indonesian government system, except for those that remain traditional villages. This study aims to analyze the value system of traditional villages in Indonesia and examine the structure of traditional village governance in the country. This study uses an interpretive paradigm with a qualitative approach. Data was collected qualitatively through interviews with several informants, including village heads, traditional leaders, community leaders, and local government officials. This study was conducted in three provinces with village characteristics that differ from those of other villages, namely North Sulawesi (Wanua), West Sumatra (Nagari), and Aceh (Gampong). The results gave rise to categories of villages that exist in Indonesia today, namely 1) Villages, but with Traditional Government; 2) Traditional Village, and its traditional government; 3) Village and its government; and 4) Traditional Village, but the government is the village. The contribution of this study is related to efforts to redefine Traditional Villages as they currently exist in Indonesia.

Abstract

Sustainable Development Goals (SDGs) are a global agenda designed to achieve the welfare of the world community until 2030. This study aims to analyze the trend of research publications on SDGs with a bibliometric analysis approach. The articles used in this study were obtained from Scopus data. From 352 articles found in the Scopus database between 2018 and 2024, the data cleaning process used open refine. The selected articles were then managed using Biblioshiny and VOSviewer software. The results showed that publications related to SDGs experienced fluctuations from 2018 to 2024. and also experienced an increasing trend in 2024. The article with the most citations, entitled Global, regional, and National Causes of under-5 Mortality in 2000-19: An Updated Systematic Analysis with Implications for the Sustainable Development Goals, has the most citations of 566 citations. Meanwhile, the highest affiliation shows that the University of Washington is the institution with a total of 81 publications. Mapping articles based on the relationship between keywords (co-occurrence) is formed into 4 clusters; based on the publication history of sustainable development, humans and women are the topics that are most often the focus of discussion. Meanwhile, potential topics that can be further developed include the Sustainable Development Goals (SDGs)

Abstract

This study aims to identify the factors that hinder the reporting process and describe the ideal aspects of reporting the Nonphysical Special Allocation Fund for Women and Children Protection Services in Dumai City. This research uses data from the report on the realization of absorption and realization of the use of Non-physical Special Allocation Funds for Women and Children Protection Services in Dumai City in 2020-2022 and primary data from interviews. The research method uses a constructivist paradigm with an inductive qualitative approach and data analysis using thematic analysis methods. The method of determining the validity of research data uses data source triangulation techniques. Factors caused the report of special allocation funds overdue are poor internal coordination, lack of understanding of the reporting system caused by lack of socialization and ineffective use of communication media, and unsynchronized reporting between agencies and technical implementation units caused by the complexity of the reporting format and the absence of the person in charge of reporting are inhibiting factors in the reporting process. A good coordination process and socialization related to the reporting system are ideal aspects that should be done so that the reporting process becomes better.

Abstract

Electronic government has become an important issue in Indonesia's bureaucratic reform. Aside from the big-bang decentralization policy, e-govt has endorsed national concerns to digitize the rigid manual procedures of public services. Jakarta, as the capital city, emphasizes IT- the backbone of administration. IT is yet widely used by Jakarta to get a new shape in Jakarta's capabilities and capacities. Over two decades, passing different governors, Jakarta persistent injected IT into public administration, launching integrated IT applications to present a smart city. Despite the award of Jakarta digital services, Jakarta IT management should be evaluated. The approach used in the research to examine the symptoms of the object of study is a mixed-method approach with a sequential model. The informant selection technique uses purposive sampling. Informants' selection process by adjusting the business processes in COBIT 2019 using the RACI Chart method. The data analysis techniques used Guttman Scale. The result shows the appropriate business processes are: APO02 (managed strategy), APO03 (driven architecture), BAI05 (managed organizational change), and DSS06 (managed business process control). The study results show that the capability level is t of 4 scales as a target. The gap value of 0.25 indicates that technology and information management have been implemented and running well, but each business process needs improvement to reach the maximum level. Despite the gap between as-is and to-be, Jakarta's capability level is impressive. It reflects the persistent injection of IT with adequate support. The Jakarta province needs to pay attention to software and hardware compatible with the organization's vision and improve coordination among divisions. Training, staffing, dispatching, and rotating need qualified human resources to enhance organizational performance. DKI Jakarta Province also needs routine monitoring, evaluating problems, and documenting all business processes as a source of information.

Abstract

Kebijakan pemindahan Ibukota Negara Indonesia dari Jakarta ke Penajam Paser Utara, Kalimantan Timur sejak tahun 2021 diharapkan dapat menjadi pusat pertumbuhan ekonomi baru di Indonesia secara umum dan daerah penyangga secara khusus. Provinsi Sulawesi Selatan dan Kota Parepare adalah daerah penyangga yang berbatasan laut dengan Ibukota Nusantara. Sebagai daerah penyangga dan menjadi daerah penyupai utama makanan dan kebutuhan di Kalimantan Timur sebelum adanya IKN, Provinsi Sulawesi Selatan dan Kota Parepare harus menyiapkan perangkat kebijakan dan memaksimalkan potensi ekonomi yang dimilikinya. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data yaitu wawancara, dokumentasi, dan focus group discussion (FGD). Adapun informan dalam penelitian ini adalah perangkat daerah dan pakar yang memiliki hubungan fungsional dengan kebijakan pembangunan dan potensi daerah di lingkup Pemerintah Provinsi Sulawesi Selatan dan Pemerintah Daerah Kota Parepare. Hasil penelitian menunjukkan bahwa Provinsi Sulawesi Selatan dan Kota Parepare memiliki potensi ekonomi yang besar sebagai daerah penyangga IKN. Sementara dari segi kesiapan kebijakan, Provinsi Sulawesi Selatan dan Kota Parepare tidak menempatkan kebijakan khusus dalam rangka mengantisipasi kebijakan pemindahan ibukota, melainkan kebijakan pembangunan daerah yang ada saat ini dimaksimalkan untuk kepentingan internal daerah. Kata Kunci: Pemindahan Ibukota; Potensi Ekonomi; Perencanaan Pembangunan Daerah; Kebijakan Pemerintah Daerah.

Abstract

This study aims to assess the Tulang Bawang Regency's fiscal independence and determine the factors that affect it. This study used the data of the 2015-2019 Statement of Budget Realization of Tulang Bawang Barat Regency and primary data from interviews. The research method applies a qualitative approach with an inductive methodology using several financial ratios such as the effectiveness of Local Own-source Revenue management, the ratio of the degree of decentralization, the ratio of regional financial dependence, and the ratio of regional financial independence. Based on the results, the ratio of regional financial independence shows an average of 1.54%, within the 0-25% interval, and classified under the shallow criteria. It may be inferred that regional financial independence in meeting its funding needs for the administration of government affairs is still very low. The regional financial dependence ratio shows an average of 85.99%, categorized as a very high dependency. The calculation of the ratio results proves that the local own-source revenue of Tulang Bawang Barat Regency is still low. Furthermore, a large number of mandatory spending from the central government and national budgeting politics causes the regional financial independence of Tulang Bawang Barat Regency to become low.
