Abstract

Diarrhea, together with pneumonia, is accountable for 25% death of children under five globally (IVAC, 2017). In Indonesia, diarrhea is also among the top ten diseases of cause of death in children under five (WHO, 2015). Rotavirus diarrhea is responsible for 60% in 2006 (Soenarto et al, 2009) of children diarrhea in Indonesia. Rotavirus vaccine in Indonesia was introduced commercially in 2011, nonetheless its use was reportedly low. Despite the declining rate of rotavirus incidence, surveillance is important to show the burden of rotavirus diarrhea in children. Thus, this study aims to describe the incidence of rotavirus diarrhea in hospitalized children under five in Yogyakarta province. This was a prospective study, conducted in two participating hospitals in Yogyakarta: RSUP Sardjito Yogyakarta and RSUD Wates from January 2013 – December 2015. This study is a part of the Indonesia surveilance entitled “Hospital-based surveillance of rotavirus diarrhea in children in Indonesia”, enrolling children under five hospitalized due to acute watery diarrhea. The questionare was modified from the WHO generic protocol of rotavirus surveillance (WHO, 2002). Data collection was perfomed after informed consent was signed by parent or guardian. The stool samples were tested for rotavirus with the EIA test and tested for genotyping with RT-PCR. The data were analysed and presented using descriptive analytic method. Of 684 eligible patients hospitalized with acute watery diarrhea, 557 subjects were enrolled with 518 feces were tested for rotavirus. The percentage of rotavirus incidence in year 2013, 2014, and 2015 were 37%, 41% and 61 % respectively. The predominant rotavirus genotyping was G3P [8]. Rotavirus mostly found in children age 6 – 23 months (55 %), and was identified more in male than female (62 % vs 38%). During the 3 years study period, rotavirus occurred all year round, and showed to reach its peak on January 2015. Rotavirus positive diarrhea commonly presented with dehydration (79%) compare to negative rotavirus diarrhea (55%). It indicated that the incidence rate of rotavirus diarrhea in Yogyakarta is quite high and rotavirus diarrhea remains as significant contributor to hospitalized children with diarrhea. The trend of rotavirus diarrhea in children under 5 years increased over the years’ period. The rotavirus diarrhea mostly presented with dehydration, thus rotavirus diarrhea remains as significant contributor to hospitalized children with diarrhea. This shows an evidence that the burden of rotavirus diarrhea in children under 5 years remains prominent.

Abstract

Permasalahan besar dalam bidang transportasi di suatu kota meliputi antara lain kemacetan, tingginya angkakecelakaan lalulintas, dan semakin tidak amannya akses bagi pejalan kaki. Di beberapa kota di Indonesiaterutama yang memiliki tingkat kemacetan lalulintas yang tinggi seperti Jakarta, Surabaya, Yogyakarta, danSurakarta banyak dijumpai “pengatur lalulintas” yang sering disebut “polisi cepek” dan sekarang dikenaldengan nama Supeltas (sukarelawan pengatur lalulintas). Mereka disebut Supeltas karena mengatur aruslalulintas yang ramai secara sukarela dan dengan imbalan sukarela dari para pengendara. Walaupun masihbanyak ditemui Supeltas yang tidak menggunakan atribut khusus, tetapi juga banyak dijumpai mereka yangmenggunakan seragam khusus yang berlambangkan kepolisian. Keberadaan mereka mau tidak mau dapatdiakui telah turut membantu mengatasi permasalahan besar diatas. Demikian pula dengan upaya pemerintahdaerah dalam meningkatkan pelayanan transportasi bagi pejalan kaki dengan penyediaan pelican crossing.Tulisan ini akan memaparkan tentang Supeltas dan pelican crossing sebagai ragam inovasi pelayananpublik di Kota Surakarta. Abstract Traffic jam, high number of traffic accidents, and increasingly insecure access for pedestrians are amongthe big issues in the field of transportation. In some cities in Indonesia especially those with high levelsof traffic jam such as Jakarta, Surabaya, Yogyakarta, and Surakarta, we can find an interesting phenomenonin which people voluntarily act as a “traffic control” (this person is often called “polisi cepek” andeven now has a more formal term, i.e “Supeltas” or volunteer for traffic control). They hold the name ofSupeltas since they voluntary assist vehicle riders despite in fact they also receive money given by the theriders. Interestingly, most of them wear a special vest with a police attribut. Their work therefore is inevitablyrecognized has helped the traffic problems. At the same time, to improve transportation services forpedestrians, government provide a pelican crossing. This paper will describe about Supeltas and pelican crossing as a public service innovation in Surakarta City.

Abstract

The purpose of this article is to discuss the basic and essential contents of the policy of inclusive education in Indonesia. Inclusive education is the recent worldwide agenda for educational reform toward the no-discrimination in education. Regardless of any condition and circumstances, it is guaranteed that every child has the right for education, as it is also clearly highlighted in the global program of Education for All (EFA). This paper is a content and analytic review on the national policy of inclusive education towards the education for all in Indonesia, i.e the Regulation of National Ministry of Education (PERMENDIKNAS) Number 70 Year 2009. Number of schools implementing the inclusive education policy has significantly increased, supported also by the province and district related regulations. However, the context of the policy of inclusive education as the major guideline for the policy implementation lead to various and even narrowed perspective on the concept of inclusion. Inclusive education is still discussed more in term of learners with disabilities only. Much progress has been made, yet it is still much left to be accomplished to achieve the fundamental and universal rights on education to all society.

Abstract

The Age-Friendly City Policy in Madiun City aims to improve the quality of life for the elderly by providing friendly and easy access to open spaces and public buildings. However, challenges in implementation may include appropriate infrastructure management and effective international policies to ensure the availability and availability of services that meet the needs of the city's aging population. This research aims to bridge the perception gap and provide concrete recommendations for improving Madiun's elderly-friendly infrastructure. This research is a development evaluation with a mixed approach (mixed method). The research sample includes various parties, starting from the Madiun City government, which is involved in planning and implementing development for the elderly in Pangongangan Village, the city center, who are users and beneficiaries of these facilities. The data analysis method in this research consists of quantitative and qualitative analysis. Based on the analysis, the majority of the construction of open space facilities and public service buildings in Madiun City is in accordance with development needs, according to the perception of the government and older people. Both parties were satisfied with the development results, especially on items of high essential and performance. However, there needs to be more perception between older people and the government regarding items considered necessary. This shows the need for synchronization between government perceptions and the needs felt by elderly people in developing elderly-friendly infrastructure.

Abstract

Pembatasan aktivitas sosial yang diterapkan selama pandemi Covid-19, meskipun berdampak positif terhadap kesehatan masyarakat, turut menyebabkan disrupsi ekonomi yang signifikan. Pemerintah berupaya menekan inflasi melalui program subsidi seperti Warung Tekan Inflasi. Namun, penelitian menunjukkan adanya gap antara pencapaian dan proses pelaksanaannya, menandakan adanya potensi patologis dalam implementasi. Penelitian ini menganalisis potensi patologis dalam implementasi Program Warung Tekan Inflasi di Kota Madiun dan menganalisis langkah-langkah yang diambil oleh Pemerintah Kota Madiun dalam menangani potensi patologis tersebut untuk mengurangi risiko ketidaktepatan sasaran kebijakan. Penelitian ini merupakan penelitian studi kasus yang bertujuan untuk menganalisis potensi patologis dalam implementasi program Warung Tekan Inflasi. Penelitian ini dilakukan di Kota Madiun. Dalam penelitian ini, penentuan informan dilakukan melalui teknik purposive sampling dengan menerapkan kriteria-kriteria yang sesuai dengan kebutuhan penelitian. Subjek penelitian yaitu Pemerintah Kota Madiun yang memiliki otoritas dalam pelaksanaan program Warung Tekan Inflasi; Dinas Perdagangan Kota Madiun Kota Madiun sejumlah 3 (tiga) orang; Bagian Perekonomian dan Kesra Kota Madiun sejumlah 2 (dua) orang;  12 (dua belas) orang dari sektor tradisional; 1 (satu) orang dari Perumda Aneka Usaha; 1 (satu) orang dari Bulog Madiun. Teknik analisis data menggunakan model analisis interaktif.  Peneliti mengidentifikasi potensi patologis dalam Program Warung Tekan Inflasi Kota Madiun, seperti penjualan barang sembako subsidi di atas HET dan pembelian ulang untuk dijual kembali. Pemerintah merespons dengan menerbitkan aturan resmi, memperkuat pengawasan pedagang, menerapkan sistem pengaduan, dan menetapkan batasan jumlah pembelian serta prosedur evaluasi rekapitulasi penjualan. Penelitian ini memberikan kontribusi penting dalam pemahaman terhadap potensi patologis dalam implementasi kebijakan subsidi.

Abstract

Sexual violence in Indonesia remains a persistent social problem rooted in structural gender inequality, patriarchal norms, and emerging forms of digital violence. This study aims to identify knowledge gaps and evaluate the effectiveness of a capacity-building intervention designed to strengthen women’s organizations in preventing sexual violence and supporting victim-centered responses. The study involved 31 women’s organizations in Klaten Regency, Indonesia. A quasi-experimental pre-test and post-test design was employed to measure participants’ knowledge across four domains: conceptual understanding of sexual violence, recognition of causal factors, victim-friendly prevention and response, and ethical digital campaigning. Data were collected using a structured 20-item questionnaire administered before and after the intervention, and analyzed using descriptive statistical comparison of response proportions. The results indicate notable improvements in several areas. Recognition of structural power imbalance as a cause of sexual violence increased from 77% to 100%, while understanding that physical injury is not a prerequisite for identifying sexual violence rose from 23% to 92%. Participants also demonstrated improved awareness of trauma-informed prevention and the importance of inclusive communication in digital campaigns. However, significant knowledge gaps persisted in recognizing verbal harassment as sexual violence and understanding the ethical implications of using victims’ images in digital advocacy. These findings reveal a persistent knowledge–norm gap, where technical knowledge improved but ethical awareness remained limited. The study highlights the need for multi-phase dialogic interventions that combine knowledge transfer with ethical reflection and cultural norm transformation. It also demonstrates the strategic role of women’s organizations as grassroots actors in collaborative and survivor-centered governance for sexual violence prevention.

Abstract

This research examines collaboration between the government, community, academia, entrepreneurs and the media, known as the ‘penta helix’, in developing social inclusion for persons with disabilities (PwD) in Indonesia. This descriptive and qualitative study collects data through observation, focus group discussions and in-depth interviews. The research informants were determined purposively from representatives of the penta helix who were seen as understanding or having the authority to interact with PwD. For data analysis, Miles and Huberman’s interactive analysis model was employed. Regarding the five areas of the penta helix, the study found that the government exercised political power through the issuance of Regional Regulation 9 of 2020 concerning the protection and fulfilment of the rights of PwD. The regulation aims to ensure that PwD receive the same rights and opportunities as other citizens. The community has a role as social power through creating care classes for PwD for people to understand the culture and self-development of PwD. Academics function as a knowledge power by developing campus inclusion standards and collaborating with national and international funding institutions to carry out the three pillars of higher education on the issue of PwD. Industry plays a role as social justice power in supporting the provision of venture capital assistance and work skills training for PwD. The media holds the power of brand image so that discriminatory views against PwD transform into fulfilling the rights of PwD. Understanding stakeholders’ role in the penta helix collaboration helps develop a social inclusion model for PwD.

Abstract

Infodemik selama pandemi Covid-19 telah menjadi tantangan global, terutama bagi kelompok lanjut usia yang lebih rentan terhadap misinformasi. Penelitian ini bertujuan untuk menganalisis dampak infodemik terhadap warga lanjut usia di Kota Surakarta. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara tertulis melalui pertanyaan terbuka (open-ended) yang disebarkan menggunakan google form. Metode ini dipilih karena pada saat penelitian ini berlangsung diberlakukan Pembatasan Sosial Berskala Besar (PSBB) oleh pemerintah. Hasil penelitian menunjukkan bahwa lansia mengalami kecemasan akibat paparan informasi yang berlebihan serta kesulitan dalam memilah informasi yang kredibel. Kondisi tersebut dipengaruhi oleh rendahnya literasi digital dan tingginya ketergantungan pada sumber informasi yang kurang terpercaya, seperti grup WhatsApp dan media sosial. Hasi penelitian ini juga merekomendasikan penerapan pendekatan berbasis transparansi, partisipasi, dan kolaborasi dalam penanganan infodemik, termasuk peningkatan literasi digital bagi lansia serta optimalisasi peran pemerintah dalam penyediaan informasi yang akurat dan tepercaya. Dengan strategi yang tepat, dampak negatif infodemik dapat diminimalkan guna melindungi kesehatan mental dan kesejahteraan lansia.
