Abstract

Foreign direct investment in Indonesia has a very significant impact on the progress of a developing country to improve the welfare of the people. This research focuses on the conditions that occur in foreign direct investment in Indonesia in 2019 with various existing problems. The method used was by reviewing studies advanced in literature. The results show that there needs to be an independent body that controls or supervises the course of foreign direct investment, especially in areas that have the potential to invest, a very strong alternative in this paper needs to involve local governments in special economic zones (KEK) so that foreign direct investment can be felt in the region which has the potential to be empowered both in the use of natural and human resources.

Abstract

In recent decades, in Indonesia, there have been many social protection policies as social and political agendas that are not public knowledge in the form of “Kartu Sakti”. One of the magic cards that are very popular during the COVID-19 pandemic is the Prakerja card. The purpose of this paper is to analyze the process of implementing the Grindle theory (2017) involving interest actors. The research method was carried out qualitatively by using secondary data which was analyzed in depth. The results show that the grindle theory includes Content of Policy and Content of Implementation in the social protection policy implementation process of the Prakerja card program, there are problems and are difficult to implement properly by the implementers, this causes the real purpose of social protection policies has not shown the impact on community welfare during the COVID -19 pandemic compared to other social protection policy programs on target. in addition, the actors of the Prakerja card program have different interests and goals from both the implementor and the recipient side. The Indonesian government is obliged to evaluate and take strategic and regulatory action in the form of pra Kerja program innovation as a long-term priority scale to avoid any gap in the process of implementing social protection policies that adversely affect the welfare of the Indonesian community.

Abstract

This study will analyze the modification of reclamation permits in the Riau Islands Province (Kepri) to overcome various reclamation difficulties that are local and national challenges. Based on Governor's Regulation Number 26 of 2017 concerning Procedures for Granting Reclamation Permits in Coastal Areas and Small Islands, reclamation permits are in the hands of the Governor. However, in 2018, Pergub Number 31 of 2018 concerning the Implementation of One-Stop Services for the Riau Islands Province in Article 8 states that the Governor delegates licensing and non-licensing authority which are the affairs of the Riau Islands Provincial Government to regional heads of the relevant services. Rational Choice Institutionalism will evaluate the interaction process of relevant agencies and other players in the reclamation permit procedure within the boundaries of institutions that control and limit the activities of policy actors. The study technique used is qualitative with an interpretive analysis of each actor to describe the motivation to employ institutions as a reasonable choice. The results show that the process that occurs in the reclamation permit in the Riau Islands Province is the rational choice of institutionalism, namely the link between actors and the surrounding institutions. The need for changes to the performance and behavior of good institutionalism towards cooperation between other stakeholder actors for changes to good reclamation permits on an ongoing basis by the Kepri Provincial Government.

Abstract

Implementation of a policy in the state is the main thing in the administration of the state. Where is the wrong policy carried out by the government, namely the Women's Group Savings and Loans Program (SPKP) is a poverty alleviation program targeted at women managed by the Activity Management Unit (UPK) in the form of a revolving fund in access to capital. The purpose of this study was to determine the economic impact of the SPKP program in Kundur Utara District. This research uses a qualitative descriptive approach. The dimensions used according to Thomay R. Dye (Agustino 2016:183). The results of this study can be seen from the research indicators, namely 1) the impact on targets or the environment. 2) impact on other groups. 3) impact on the future. 4) impact on direct costs. 5) the impact of indirect costs. The conclusion is that the program (SPKP) implemented by the people of North Kundur District has been running optimally.

Abstract

This community empowerment is one of the efforts made by the government to provide awareness and also build capacity for community participation with sewing training activities during the co-19 pandemic. Efforts to empower the community can be carried out by providing a learning platform in the form of sewing training with these activities providing potential to the community, so that they can take advantage of their potential and can become independent human beings. This research method is to use a descriptive type method with a qualitative approach. Observation data collection techniques, interviews, and documentation. Data analysis techniques using data reduction, data presentation and drawing conclusions. This research aims to determine community empowerment through PKBM Tuah Cahaya Berlian in North Kundur District using 3 indicators from Wrihatnolo and Dwidjowijoto that the empowerment process is: awareness, capacity building, and empowering. The results of this study indicate that Community Empowerment Through PKBM (Center for Community Learning Activities) in North Kundur District has been optimal in its implementation. Even though it was optimal, it still caused problems for the PKBM participants, that is, there were those who could not measure clothes according to the pattern that had been made. This could be an inhibiting factor for PKBM Tuah Cahaya Berlian in Kundur Utara.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana proses kerjasama antar pemangku kepentingan dalam penanggulangan kecelakaan lalu lintas di Kota Tanjungpinang. Di Kota Tanjungpinang angka kecelakaan masih cukup tinggi dari tahun ke tahun. Menanggapi kecelakaan lalu lintas di Kota Tanjungpinang beberapa pemangku kepentingan seperti Polres Tanjungpinang, Dinas Perhubungan Kota Tanjungpinang, PT. Jasa Raharja (Persero) Perwakilan Tanjungpinang, Dinas Pekerjaan Umum dan Penataan Ruang Kota Tanjungpinang, Dinas Perumahan Rakyat, Kawasan Permukiman, Kebersihan dan Pertamanan Kota Tanjungpinang berkolaborasi. Metode pengumpulan data berupa wawancara yang dilakukan kepada informan yang tertarik dengan pelaksanaan proses Collaborative governance. Analisis data yang diperoleh dilakukan melalui pengumpulan data, verifikasi data, penyajian data, dan penarikan kesimpulan. Hasil yang diperoleh dari penelitian ini adalah Collaborative governance dalam penanggulangan kecelakaan lalu lintas ini telah memenuhi beberapa faktor dari 5 faktor dalam kolaborasi ini adalah (1). Komitmen proses dalam kerjasama penanggulangan kecelakaan lalu lintas melihat komitmen masing-masing pemangku kepentingan dan keyakinan dalam memberikan pelayanan yang terbaik bagi penanggulangan kecelakaan lalu lintas. (2). Trust building dalam kerjasama dalam merespons trust building kecelakaan lalu lintas antar pemangku kepentingan sudah berjalan dengan baik dalam menjalankan perannya.

Abstract

Bintan Regency has abundant marine and fishery potential because most of it’s territory is the ocean. Micro enterprises with the type of marine fisheries are in third place after culinary and retail in this district. However, there are still some problems in developing marine and fisheries potential based micro enterprises in Binan Regency, including the lack of digital marketing implementation for micro business actors. This study aims to find out how DKUPP is strategy is in developing marine and fisheries potential based micro enterprises in Bintan Regency. This study used a qualitative approach with a descriptive research type. Data collection techniques used were observation, interviews, and documentation. Research results (1) On the indicators of creating a good business climate, DKUPP Bintan Regency has implemented several practices or programs in order to develop micro enterprises, especially those based on marine and fisheries potential in Bintan Regency. (2) In producing integrated information, DKUPP Bintan Regency disseminated all information to micro enterpreneurs in Bintan Regency through Whatsapp Gropus, Instagram social media, radio broadcast and writing to the sub district. (3) In the establishment of a consultation center, DKUPP Bintan Regency has and Integrated Business Service Center (PLUT) but can’t run optimally because human resources are still inadequate and the PLUT building is still far from the reach of micro enterpreneurs in Bintan Regency. (4) In creating a join marketing system, DKUPP Bintan Regency has carried out several methods, including by holding bazaars, promoting micro business products via Whatsapp and implementing a new policy plans related to e-catalogue and reinforcement. (5) On the indicators of creating research and development institutions, Bintan Regency does not yet have a research center specifically designated for business actors in Bintan Regency. The conclusion of the research is that the strategy implemented by DKUPP Bintan Regency has not run optimally because there are still several obstacles in the development process.

Abstract

The Healthy Indonesia Card (KIS) is one of the programs planned by Mr. President Joko Widodo and Vice President Mr. Jusuf Kalla on January 1 2014 ago, 14 days later, Mr. Joko Widodo and Jusuf Kalla were inaugurated as President and Vice President. The Healthy Indonesia Card (KIS) functions to provide health insurance for underprivileged/poor people to access health services free of charge. This study aims to find out how the Implementation of the Healthy Indonesia Card Program (Case Study at the UPTD Puskesmas Teluk Sasah, Seri Kuala Lobam District, Bintan Regency). This study uses a qualitative descriptive approach with primary and secondary data sources and data collection techniques using field observations, interviews, literature studies and documentation. This study uses Edwards III's theory with four indicators, namely communication, resources, disposition, and bureaucratic structure. The research results are based on the first indicator, namely the UPTD Teluk Sasah Health Center has provided information about Karu Indonesia Sehat to people seeking treatment in the area of Teluk Sasah Health Center by conducting outreach through the mass media. The second indicator is Resources, there are two resources in the implementation of the Healthy Indonesia Card program, namely human resources and financial resources. It is said that human resources are still lacking and financial resources such as facilities and infrastructure are sufficient. The third indicator is the disposition that the characteristics of the implementation of the Healthy Indonesia Card program are commitment, honesty, responsibility and fairness. The fourth indicator is the Bureaucratic Structure in which the implementation of the Indonesia Seat Card program has been carried out in accordance with the Standard Operating Procedures. The results of this study indicate that the Implementation of the Healthy Indonesia Card Program at the UPTD Puskesmas Teluk Sasah, Seri Kuala Lobam District, Bintan Regency has been implemented in a optimal.

Abstract

This research refers to the decision of presidential regulation number 80 of 2017 concerning the Food and Drug Supervisory Agency and based on the approval letter of the Minister of Administrative Reform and Bureaucratic Reform Number B/411/M.KT.01 2018 dated June 8, 2018 concerning the Arrangement of Technical Implementation Units of the Food and Drug Supervisory Agency. /In this study, the problem for researchers is to find out how the socialization of the POM Workshop in Tanjungpinang is to help the consumer community to choose products that already have a distribution permit in order to protect consumers from dangerous cosmetics by introducing the Bpom Mobile application as a very useful application to help the public in purchasing cosmetics that are safe and have a distribution permit. the research used in this research is to use a descriptive qualitative approach with primary and secondary data sources and use data collection techniques by observation, interview, and documentation. The theory in this study refers to Budiani's theory (2007: 53), namely the accuracy of program targets, program socialization, program objectives, program monitoring. The results showed that the first indicator, namely the accuracy of program targets, still had to set age limits to be able to use the Bpom Mobile application so that people could find out the rules for using the Bpom Mobile application. The second indicator is the socialization of the program, the Pom Workshop in Tanjungpinang makes a lot of socialization both for the community, students of school children who make Bpom Mobile material an important material in every socialization / counseling and even open a stand to explain the Bpom Mobile application. The third indicator is the purpose of the program, has the aim that the public knows that there is an application that is very helpful for buying a product to ascertain whether the product used has a distribution permit and is safe for use in everyday life. The fourth indicator is monitoring program results, the POM Workshop in Tanjungpinang sees that the results of the Bpom Mobile application program are beneficial to the community even though it is difficult for people who cannot use cellphones to use the Bpom Mobile application. The conclusion of this study is that the socialization of Bpom has not been effective because there are still many people who do not know that the Bpom Mobile application exists.

Abstract

Salah satu grand desain smart city ialah smart government. Smart government atau tata kelola pemerintahan yang cerdas adalah dimensi yang mengkhususkan diri dalam pemerintahan. Tata kelola yang cerdas mencakup semua persyaratan, kriteria dan tujuan untuk pemberdayaan dan partisipasi masyarakat dan pemerintah bersama-sama. Namun, kurangnya sumber daya manusia dalam memahami smart government dan pemanfaatan teknologi digital, serta kurangnya infrastruktur berbasis teknologi dan informasi, adalah beberapa faktor yang akan berdampak pada perkembangan smart government. Oleh karena itu, tujuan dari penelitian ini adalah untuk menganalisis perkembangan smart government dalam pemanfaatan teknologi digital pada era revolusi industri 4.0 di Kota Tanjungpinang, khususnya pada Dinas Komunikasi dan Informatika. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan informan sebanyak 15 orang, serta menggunakan teknik dan alat pengumpulan data berupa observasi, wawancara, dan dokumentasi. Hasil yang didapatkan dari penelitian ini adalah dalam perkembangan smart government di lingkungan birokrat dan masyarakat, masih belum bisa dikatakan maksimal, karena masih adanya keterbatasan anggaran, sumber daya manusia dan sarana prasarana, serta sosialisasi yang dilakukan belum gencar dilaksanakan. Beberapa indikator tersebutlah yang menghambat perkembangan smart government. Sedangkan untuk pemanfaatan teknologi digital, di lingkungan birokrat dan masyarakat, pemanfaatan teknologi digital tersebut sudah cukup maksimal. Hal ini dikarenakan, seluruh aktivitas yang dilakukan sebagian besar sudah menggunakan teknologi digital. One of the grand designs of smart cities is smart government. Smart government or smart governance is a dimension that specializes in governance. Smart governance includes all the requirements, criteria and objectives for the empowerment and participation of the community and government together. However, the lack of human resources in understanding smart government and the use of digital technology, as well as the lack of technology and information-based infrastructure, are some of the factors that will have an impact on the development of smart government. Therefore, the purpose of this study is to analyze the development of smart government in the use of digital technology in the era of the industrial revolution 4.0 in Tanjungpinang City, especially at the Department of Communication and Information. The method used in this study is a qualitative descriptive method with 15 informants, and uses data collection techniques and tools in the form of observation, interviews, and documentation. The results obtained from this study are that in the development of smart government in the bureaucratic and community environment, it still cannot be said to be optimal, because there are still limited budgets, human resources and infrastructure, as well as socialization that has not been intensively implemented. These are some of the indicators that hinder the development of smart government. As for the use of digital technology, in the bureaucratic environment and in the community, the use of digital technology is quite maximal. This is because, most of the activities carried out are already using digital technology.
