Abstract

This research analyzes the effectiveness of asset forfeiture for corruption crimes in the Purwokerto District Prosecutor’s Office jurisdiction and designs future legal mechanism reconstruction using empirical juridical Research and Development (R&D) approach. Background reveals Indonesia’s Corruption Perceptions Index (CPI) stagnation at score 37 (rank 99/180 countries) in 2024, state losses Rp45.7 trillion versus <6% asset recovery, stalled Asset Forfeiture Bill in 2025 Prolegnas, and systemic in personam failure (KUHAP Article 39). Findings show Purwokerto effectiveness <50% due to systematic asset diversion patterns to family/third parties, post-verdict temporal gaps, weak Kejari-BPN-bank-PPATK coordination, forensic asset HR deficits, and LHKPN digital technology gaps. Emblematic cases Hendy Boedoro, Surya Darmadi, plus local PNPM Kedungbanteng-CV Jasa Pembangunan illustrate structural weaknesses. Reconstruction proposes Non-Conviction Based Asset Forfeiture (NCB) praconviction, dual track model PNS (Conviction Based via LHKPN) vs private sector (60-day reverse burden of proof), integrated IT platform AI forensic-blockchain land certificates, 20 prosecutors/kejari Asset Task Force, 24-hour inter-agency SLA, UNCAC harmonization 50 bilateral MoUs, and three-pillar political law with real-time transparent dashboard. 70% recovery target within 36 months realizes Peter Alldridge’s “crimes does not pay” doctrine, transforming Indonesia’s corruption law enforcement to global standards.

Abstract

Leadership of the government (regional head) which is run centrally by the New Order regime was the forerunner for the implementation of the system of government that does not give an opportunity to the region to grow and progress. The occurrence of the reform era in which the shift change to decentralized government system that enhances the value of the substance of democracy. But the journey euphoria of regional autonomy as the Regional Head of the local authorities is getting stronger. Evidence of this, real happens area is the practices of KKN (corruption, Corruption and Nepotism) occur far in the achievement of decentralization expectations. The purpose of the study in this study is to discuss capability, even though each regional head is elected by the people. Researchers have done with qualitativ case studies in Riau province. The issue of inequality is specifically in terms of leadership obligations culminating from historical factors that provide a very large role for the leadership of the Regional Head as a regional authority. The issue is in which particular inequality in terms obligation culminating leadership of the historical factors that give a very big role for the leadership of the head area.

Abstract

The role of the Regional People's Legislative Assembly (DPRD) as a working partner of the government in the region is needed to control and supervise, which expects that the policy issued does not deviate from the line that has been set. The purpose of this study is to find out the implementation of the supervisory function carried out by the Bintan DPRD towards the DPRD's supervisory function in the Extension Retribution Permit for Employment of Foreign Workers (IMTA/Izin Memperkerjakan Tenaga Kerja Asing) in Bintan Regency, to know the obstacles faced in implementing the supervisory function and what efforts are being taken to overcome obstacles. This study uses qualitative research methods, namely research procedures that produce descriptive data in the form of written or verbal words from people or observed behavior. Data was collected by conducting interviews with several members of the Bintan Regency DPRD, observation, and documentation. Data analysis methods in this study were carried out with the stages of data collection, data reduction, data presentation, and data verification. The results of the study, in the implementation of the supervisory function of the IMTA Extension Retribution Policy in Bintan Regency. The Bintan Regency DPRD always tries to supervise the implementation of the Regional Regulation.

Abstract

PDAM Tirta Karimun is a regional water supply company that provides services for estimating clean water for the community in Tanjung Batu Kundur. This study aims to see how the PDAM's servants are in providing services to the PDAM user community. This research was carried out descriptively with a qualitative approach, in this qualitative descriptive study the researcher will provide a systematic, factual and accurate description of the facts according to the scope of the research title. From the results of the research in this PDAM, this research resulted in the result that this PDAM has provided transparent and responsible services, but in this service there are still many shortcomings, especially in the water management and distribution, many problems such as not running water during the dry season, turbid water during the rainy season and where water is not suitable for consumption because it is muddy and smelly when after the rain, after the dry season and when the water is not mixed with chemicals. The conclusion in this study is that the PDAM service still has many shortcomings even though they have done what they have to do. For suggestions, it is expected to provide the expected service where the community is greatly helped if the PDAM runs smoothly, therefore it is expected to improve its quality and service.

Abstract

Coastal areas and small islands, such as the Riau Islands Province, face persistent challenges in waste management. Batam City experiences high household waste generation and severe plastic pollution, threatening local ecosystems and socio-economic resilience. Contributing factors include geographic isolation, limited infrastructure, and weak monitoring systems. This study uses an integrative framework that links circular economy principles with community-based governance in the context of coastal waste management in island regions. The novelty of this study is the development of an adaptive governance network model that integrates three dimensions of empowerment, namely psychological, organizational, and communal, with circular economy mechanisms to transform waste into economic assets. Using a qualitative case study through observation, interviews, and document analysis, findings reveal a fragmented, multi-actor landscape where corporate social responsibility programs, grassroots waste banks, government facilities, and interventions by non-governmental organizations operate independently with limited coordination. Despite existing capacities, the absence of inter-organizational collaboration has led to low waste sorting rates, reaching only 18%. The study proposes establishing an institutional platform for multi-stakeholder collaboration that integrates circular economy principles with community empowerment. Such a coordinated governance network can support sustainable coastal waste management and contribute to ecosystem restoration in Batam City.
