Abstract

This study investigates the impact of information technology on the effectiveness of government services in Lingga Regency, focusing on the role of technological infrastructure, information technology usage, and government policy support. A quantitative approach was employed, using total sampling with 30 employees from the North Lingga District Office as respondents. Data were analyzed using Smart PLS to test the relationships between variables. The results show that both the quality of technological infrastructure and the use of information technology have a significant positive effect on the effectiveness of government services. Furthermore, government policy support was found to moderate the relationship between infrastructure quality and service effectiveness, enhancing the impact of infrastructure investments on public service delivery. However, the moderating effect of policy support on the use of IT was weaker, indicating that IT can directly improve service effectiveness without extensive policy intervention. These findings highlight the importance of investing in both infrastructure and IT, while also developing supportive policies to sustain long-term improvements in government services. This research provides practical insights for policymakers and government officials in optimizing public administration through strategic technology integration.

Abstract

Regarding regulations related to the electronic world, the purpose of this study is to link the law on Electronic Information and Transactions (ITE Law) No. 1 of 2024 which is the second amendment to Law No. 11 of 2008. The emergence of various problems regarding the ambiguity of protection in the scope of ITE has caused the public to urge the government to revise it as soon as possible. The methodology used in this study is normative juridical type sourced from primary and secondary legal materials. With an approach through legislation (Statute Approach) and a historical approach (Historical Approach). The Law on Information and Electronic Transactions which was born in 2008 (ITE Law No. 11 of 2008) contains provisions governing the electronic realm. Apart from that, the ITE Law has many weaknesses that conclude multiple interpretations of the contents of the article. To overcome this, the government made the first revision contained in Law No. 19 of 2016. The emergence of controversy has not been able to answer the changes in the first change. So there are still articles that reap pros and cons in the form of interpretation. Among them are Article 27, Article 28, Article 29, and Article 36. So the government made a second revision contained in Law No. 1 of 2024.

Abstract

In the current digital era, technological advances are developing very quickly and have a big influence in various areas of life. One innovation that has received great attention in the architectural industry is BIM (Building Information Modelling) technology. BIM has fundamentally changed the way design and construction are done, having a major impact on improving the efficiency, quality and sustainability of the architectural process. Before BIM, architectural design generally relied on 2D drawings that required complex interpretation and coordination, which often led to errors and delays in construction projects. However, with advances in technology and the adoption of BIM, architects can now create fully integrated 3D digital models. Considering that the earth as a place where humans live has a three dimensional (3D) shape, the nned for 3D information has now become very important to support various human activities. Apart from that, technology continues to develop rapidly, including in the field of mapping, with the emergence of increasingly advanced photogrammetry technology.

Abstract

In-house training (IHT) programs effectively address educational challenges in schools through a thorough needs analysis. While IHT programs are frequently conducted, the primary focus should be on enhancing the quality of training to meet the specific needs of institutions, roles, and individuals involved. At SDN 98, a notable issue is the low utilization of technology in the learning process despite adequate multimedia facilities. Among 17 classroom teachers, fewer than 25% are proficient in using computers for instruction, and only one or two teachers regularly use laptops. The use of LCD projectors is also rare. This situation highlights the urgent need to improve teachers' information and communication technology (ICT) skills. Consequently, this Study aims to enhance the ICT competencies of SDN 98 teachers through targeted training and the development of IHT modules. The research employs a research and development (R&D) method that includes eight stages: initial research, planning, product design, validation, revision, limited trials, and field trials. The developed IHT module received excellent evaluations, with an average score of 4.49 from respondents and 4.56 from instructors, indicating its practicality and effectiveness in enhancing teachers' ICT competencies.
