Abstract

Abstract: This article aims to analyze digital transformation and the implementation of Management Information Systems (MIS) in higher education, particularly in the post-pandemic era. Through the Systematic Literature Review (SLR) method, the article reviews 10 relevant studies to understand the impact and challenges of technology implementation, such as Enterprise Resource Planning (ERP), in higher education institutions. The COVID-19 pandemic has accelerated the adoption of digital technologies, but many universities, especially in developing countries, face infrastructure and resource limitations. The article finds that while MIS can improve operational efficiency and learning, its implementation is still hindered by high costs and a lack of technical skills. The research gap identified is the absence of a holistic and sustainable implementation model in developing countries. As a novelty, the article proposes a collaborative model for MIS implementation, allowing multiple universities to share resources and knowledge. Furthermore, the article recommends the development of comprehensive digital transformation strategies that not only focus on technical aspects but also involve human resource management and data-driven decision-making. With this approach, higher education institutions can be better prepared to face future challenges and create a more inclusive and efficient educational experience.

Abstract

Bureaucratic reforms launched by the government are manifested in the form of regulations or policies that must be implemented by all government agencies under the ministry. One form of this policy is the implementation of the integrity zone and the standardization of human resources as a strategic plan which is realized in the form of a competency gap analysis. This study aims to measure compliance behavior, level of complexity, clarity of organizational goals, and level of employee participation in competency gap analysis and implementation of the integrity zone. This descriptive quantitative research takes employee sampling through saturated sampling technique and data analysis is measured through path analysis. The results of the analysis prove the value of t = 2.166; p=0.034 (p<0.05), which proves that there is an effect of the level of compliance on the competency gap; t value = -0.399; p=0.691 (p>0.05) the effect of the level of program complexity on the competency gap was not proven and the value of t = 12.835; p = 0.000 (p <0.05) proves that there is an effect of the competency gap on the implementation of the integrity zone. Competency gap analysis and employee participation levels are classified as being more capable of contributing to the implementation of the integrity zone at the Surabaya Industrial Research and Standardization Institute.

Abstract

There is a gap between existing climate information and the needs of annual dam operational planning. This study aims to demonstrate that the percentile approach currently used for planning is not optimal, especially now that automation has become more accessible. The purpose of this study is to design an automated forecasting and evaluation system based on 36 10-days rainfall projections using a multi-model approach. This approach comprises a percentile, ARIMA, ECMWF+ARIMA, IOD DMI regression, ERSST regression, and ensemble methods models. Additionally, this study aims to demonstrate how a verified, multi-model-based rainfall forecast can provide more reliable assurance for the annual operational planning of Lahor-SutamiDam, simulated operationally in November 2022 for the 2022/2023 planning cycle. Data utilized include historical 10-days rainfall data from 1991 to 2023, ECMWF raw and corrected model outputs, Nino-Dipole index, and global sea surface temperature. The verification method employs four criteria based on MAE and fit index. An operational simulation approach is used for training-testing period segmentation, while a 10-year window is applied to account for possible climate-change-induced shifts in relationships. Single linear regression is used to avoid overfitting. The automation system was developed using R-Statistics. Results indicate that the current approach is only optimal for 58% of locations. Superior methods identified include ECMWFcorrected, ERSST regression, and Ensemble models. A case study for 2022/2023 demonstrates that the forecast results outperform the existing plan for at least 78% of the projected periods.
