Abstract

This study aims to analyze the implementation of the Regional Financial Information System (Sistem Informasi Keuangan Daerah, SIKD) in enhancing financial transparency in local governments during the digital era. Additionally, it explores the impact of digital advancements on accountability and financial reporting, including their effects on efficiency and report quality. The study also identifies various challenges faced by local governments in achieving financial transparency and provides strategic recommendations to address these obstacles. The research employs a qualitative approach using a literature review method. Data were collected from scientific journals, research reports, and relevant articles discussing the role of information technology in enhancing transparency, the challenges of its implementation, and strategies for optimization. The data were categorized into three main themes: the contribution of information technology to transparency, barriers to its adoption, and strategic steps for optimization. The findings indicate that the implementation of SIKD, as mandated by Government Regulation No. 56 of 2005, significantly supports transparency and accountability in local financial management by facilitating structured and systematic documentation, management, and reporting of financial data. Digital transformation positively impacts efficiency, accuracy, and the openness of local financial information. However, several challenges persist, such as resistance to transparency, a lack of technological expertise, and limited infrastructure. To overcome these obstacles, collaboration between governments and communities, improving human resource competencies, and developing technological infrastructure are strategic steps to ensure better transparency.

Abstract

Poverty in Indonesia, including in Banjarmasin City, South Kalimantan Province, remains a significant issue despite the government's implementation of various mitigation programs. One of the primary challenges is the distribution of social assistance, which often fails to reach the intended beneficiaries. To address this problem, this study aims to apply the Hybrid Fuzzy Analytic Hierarchy Process (AHP) - Technique for Order Preference by Similarity to Ideal Solution (VIKOR) algorithm to the integrated social welfare data (DTKS) in Banjarmasin City. The hybrid Fuzzy AHP - VIKOR approach is employed in this study to rank social assistance recipients based on the available dataset, which consists of 2,879 records. Fuzzy AHP is utilized for the weighting and classification process, while VIKOR is applied to rank the alternatives. The combination of these two methods is expected to yield a more accurate ranking that aligns with the actual needs identified in the DTKS data for Banjarmasin City. The findings of this study demonstrate that the application of AHP and VIKOR methods produces more accurate rankings in accordance with the real data. These results have significant implications for enhancing the effectiveness of poverty alleviation programs and aiding the Banjarmasin City government in prioritizing the distribution of social assistance. By integrating the Fuzzy AHP and VIKOR methods, this study provides a deeper understanding of the more targeted distribution of social assistance, which is anticipated to improve the effectiveness of poverty alleviation programs in Banjarmasin City and beyond.

Abstract

Any nation's ability to educate its citizens depends on its teachers, thus teacher preparation is essential to the integration of ICT in teaching. The success of ICT integration in the classroom therefore depends on the teachers' readiness to incorporate these tools into the curriculum. No paradigm shift in the educational process can be successfully imagined without teachers being the first participants of the intention. This study set out to find out how urban primary school English teachers in Zimbabwe felt about their own preparedness to use ICTs in the classroom. The resources that are available, the abilities of the teachers, our urban primary schools in the Bulawayo Metropolitan Province were the target population. Qualitative research methodology was employed in the study. Data were gathered for this study using ten randomly chosen English teachers from 3 selected primary schools of Bulawayo. The teachers' preparedness was investigated using semi-structured interviews. The results demonstrated that English teachers lacked the necessary preparation to both integrate ICT into the teaching and learning process and execute blended learning. Teachers view ICT in blended learning positively, however the existing ICT tools were insufficient for teaching and learning since there was little to no technical support available to assist teachers who needed it.  The study provided several recommendations, including that teachers should receive ongoing training, be aware of the value of ICT, and ensure that schools have working ICT resources that are available to them.
