Abstract

University websites serve as primary sources of information for prospective students and the general public. This study aims to examine the relationship between website interactivity and the efficiency of information retrieval at five of the top ten Indonesian universities according to the QS World University Rankings 2025: ITB, UGM, IPB, ITS, and UI. A total of 30 participants from various universities in Surabaya were asked to complete three types of information search tasks on two different university websites. The time taken to complete each task was recorded using a stopwatch. After completing the tasks, participants completed a questionnaire evaluating their perceptions of the websites' interactivity and ease of use. A Two-Way ANOVA revealed significant effects of university website, task type, and their interaction on task completion time. The findings highlight the crucial role of website structure and interactivity in enhancing users’ efficiency when searching for information. A significant interaction effect was found between website interactivity and task completion time (F = 4.395, p < .05).

Abstract

This study aims to identify and analyze: (1) the effectiveness of a management information system in improving the quality of education at SMP Negeri 1 Tumpaan, Minahasa Selatan Regency; (2) the supporting factors that enhance the use of the system for improving educational quality; (3) the inhibiting factors that constrain its use; and (4) the contribution of the system to advancing educational quality at the school. The research employs a qualitative method using a descriptive approach. Data collection techniques include interviews, observations, and document analysis conducted at SMP Negeri 1 Tumpaan. The findings reveal that: (1) SIM Dapodik plays a central role in education planning, class group (rombel) distribution, teacher task allocation, BOS fund management, and the implementation of quality improvement programs based on the Education Report Card; (2) the main supporting factors include operator competence, leadership support from the principal, adequate digital infrastructure, and technical training; (3) usage obstacles include unstable network access, lack of initial training, and delays in data collection from internal stakeholders; (4) the contribution of SIM Dapodik is evident in the school accreditation process _ even though it has not yet significantly impacted accreditation scores, the data stored in the system is essential for assessor verification and institutional validation. The system also encourages parental participation in updating student data and fosters effective communication between school and home. Dapodik’s data management is executed systematically and with care by the school operator, with password access kept confidential and records archived both manually and digitally. These practices have resulted in no reported concerns from teachers or parents regarding data leakage, indicating a high level of user trust. Overall, SIM Dapodik serves as a strategic instrument in data-driven educational governance oriented toward continuous quality improvement.

Abstract

Permasalahan kerusakan infrastruktur di kelurahan Bulakan terkadang tidak tertangani dengan optimal dikarenakan alur pengaduan manual dan data tidak terdokumentasi dengan baik. Hal ini menghambat proses verifikasi dan penanganan dari pihak kelurahan. Tujuan penelitian ini untuk merancang sistem pengaduan kerusakan infrastruktur berbasis GIS (Geographic Information System) yang dapat memvisualisasikan aduan melalui peta digital. Metode pengembangan pada yang dipakai adalah Rapid Application Development (RAD), meliputi tahap perencanaan kebutuhan menggunakan analisis PIECES dan perancangan sistem dengan UML, hingga perancangan antarmuka berupa wireframe menggunakan figma. Hasil dari penelitian ini yaitu rancangan sistem yang dapat memudahkan masyarakat dalam melakukan pengaduan berbasis lokasi, serta membantu pihak kelurahan dalam memantau dan melihat data pengaduan yang divisualisasikan dalam dashboard sistem. Sistem ini diharapkan dapat membantu pihak kelurahan dalam mendokumentasikan data aduan guna mempercepat tindak lanjut perbaikan infrastruktur dan juga dapat meningkatkan pelayanan publik di kelurahan Bulakan.

Abstract

Mining is a strategic industry in economic development, but it is usually based on production activity management bottlenecks, namely target monitoring and realization, which are mostly done manually. This includes recording errors, reporting delays, and difficulties in data analysis. The purpose of this research is to evaluate and develop a web-based target information monitoring system and production realization system at PT Gukusu using the Waterfall method. The Waterfall method is based on clearly defined system requirements from the beginning, allowing systematic system development from requirements analysis, system design (using UML), implementation (using PHP and MySQL), black-box testing, and testing to failure. It is expected that this system will improve work efficiency, data accuracy, and management's ability to thoroughly evaluate products Academically, this research contributes to system development.

Abstract

This study aims to identify and analyze the key factors influencing the implementation of the Regional Government Information System (SIPD RI), in order to provide recommendations for more effective and sustainable implementation. The research is grounded in the DeLone and McLean Information System Success Model (2003) and George Edward III’s Policy Implementation Model (1980), employing Principal Component Analysis (PCA) and factor analysis methods. The study adopts an exploratory design with a quantitative approach. Data were collected through questionnaires distributed to 230 SIPD RI users across 41 regional work units (OPD) within the Palu City Government, using a proportionate stratified random sampling technique. The results of the factor analysis, conducted on 37 variable indicators, reveal the emergence of 10 new composite variables representing critical factors in the successful implementation of SIPD RI in Palu City. These factors are labeled as: information quality, organizational support, system benefits, system performance, employee attitudes, technical support, user satisfaction, infrastructure availability, integration and procedures, and system usage. This study offers important implications by contributing to a deeper understanding of the key elements supporting successful SIPD RI implementation. The findings can serve as a guideline for local governments in prioritizing and preparing the identified components, thereby enabling more strategic and effective implementation planning. However, this research is limited in its geographic scope, as it focuses solely on a single region, which may limit the generalizability of the findings to other contexts. Additionally, the limited number and diversity of variables may have resulted in the omission of other potentially significant factors.

This research seeks to examine how users perceive the functionalities of the Regional Government Information System of the Republic of Indonesia (SIPD RI) as implemented in Palu City. The analysis is grounded in the End-User Computing Satisfaction (EUCS) framework, which encompasses five core dimensions: Content, Accuracy, Format, Ease of Use, and Timeliness. A quantitative approach was employed by distributing structured questionnaires to 230 respondents, all of whom are SIPD RI users across 41 Regional Government Organizations (OPD) in Palu City. Data analysis was conducted using SPSS software, encompassing assessments of instrument validity and reliability, tests for normality, multicollinearity, and heteroscedasticity, as well as the application of multiple linear regression to evaluate relationships among variables. The findings indicate that, on a partial basis, the variables of Content, Accuracy, and Format exert a significant and positive influence on user satisfaction. In contrast, Ease of Use and Timeliness do not exhibit a statistically significant impact, although their contributions remain positive. The main limitation of this study lies in its scope, which is confined to SIPD RI users within Palu City, and in its reliance on a closed-ended questionnaire, which limits the exploration of users’ subjective experiences and perceptions. Abstract

Abstract: This study aims to develop an English learning application based on information systems to improve the speaking skills of LKP Bintang Mulia students. The app features voice recording, pronunciation practice, speaking exercises, and an essay tool to support structured speaking. This development addresses the limited use of technology and reliance on conventional teaching methods at the institution. Thirty students participated in a pre-test and post-test evaluation covering fluency, pronunciation, vocabulary, and confidence. The average score increased from 62.4 to 78.6, with post-test scores of 79.5 (fluency), 78.0 (pronunciation), 77.8 (vocabulary), and 79.1 (confidence). The gain score was 16.2 and the normalized gain was 0.43, indicating medium effectiveness. A paired t-test showed significant improvement (p < 0.001), and the effect size (Cohen’s d = 2.2) indicated a large impact. Student feedback confirmed the app’s usability and effectiveness. These results show that integrating technology through interactive applications can significantly enhance speaking ability in language learning. Keyword: speaking skills; English learning app; information systems; language technology; LKP Bintang Mulia Abstrak: Penelitian ini bertujuan untuk mengembangkan aplikasi pembelajaran bahasa Inggris berbasis sistem informasi untuk meningkatkan keterampilan berbicara siswa LKP Bintang Mulia. Aplikasi ini memiliki fitur rekaman suara, latihan pengucapan, latihan berbicara, dan alat bantu esai untuk mendukung berbicara terstruktur. Pengembangan ini mengatasi keterbatasan penggunaan teknologi dan ketergantungan pada metode pengajaran konvensional di lembaga tersebut. Tiga puluh siswa berpartisipasi dalam evaluasi pra-tes dan pasca-tes yang mencakup kelancaran, pengucapan, kosakata, dan kepercayaan diri. Skor rata-rata meningkat dari 62,4 menjadi 78,6, dengan skor pasca-tes 79,5 (kelancaran), 78,0 (pengucapan), 77,8 (kosakata), dan 79,1 (kepercayaan diri). Skor penguatan adalah 16,2 dan penguatan ternormalisasi adalah 0,43, yang menunjukkan efektivitas sedang. Uji-t berpasangan menunjukkan peningkatan yang signifikan (p < 0,001), dan ukuran efek (Cohen's d = 2,2) menunjukkan dampak yang besar. Umpan balik siswa mengonfirmasi kegunaan dan efektivitas aplikasi. Hasil-hasil ini menunjukkan bahwa mengintegrasikan teknologi melalui aplikasi interaktif dapat meningkatkan kemampuan berbicara secara signifikan dalam pembelajaran bahasa. Kata kunci: keterampilan berbicara; aplikasi pembelajaran bahasa Inggris; sistem informasi; teknologi bahasa; LKP Bintang Mulia

Abstract

Exploiting citizens’ personal data by political parties within the Political Party Information System (SIPOL) database during the 2024 General Election has adversely affected the public. This paper examines the exploitation of citizens’ personal data by political parties via identity fraud from a legal standpoint, while also suggesting a framework for personal data protection and legal change. The primary aim is to offer conceptual proposals for safeguarding people’s personal data inside SIPOL and to suggest legal revisions to the Election Law and Political Party Law, therefore integrating requirements for personal data protection into the Personal Data Protection Law. This study utilized normative legal research methodologies, including a statute, case, and conceptual approach, to address the legal issues under examination. The research findings indicated that the illicit utilization of citizens’ personal data for political party membership adversely affects the individuals involved and constitutes a legal infraction. This article provides a framework for safeguarding people’s personal data within the SIPOL, alongside legal revisions to the Election Law and Political Party Law, which policymakers can address.

Abstract

The research was conducted to meet the needs of users, namely the people of Surabaya City, for that it is necessary to have an analysis and evaluation of the measurement of the level of user satisfaction with the population administration information system at the Surabaya City Population and Civil Registration Service, namely the Klampid New Generation website. The data collection methods used were interviews, observations and questionnaires. In this study, the system evaluation method used the PIECES method consisting of 6 aspects of Performance (performance) Information (information), Economy (economy), Control (control), Efficiency (efficiency), and Service (service). Analyzing the questionnaire data, descriptive statistics were carried out to determine the characteristics of the data, validity and reliability tests to determine the quality of valid/accurate and reliable questionnaire data. normality test, correlation test and multiple linear regression test. Then evaluate the system by calculating the average questionnaire results to determine the level of satisfaction. The results of the study showed that the average level of satisfaction from the 6 aspects of the PIECES method was Performance 3.81 with the Satisfied category, Information 4.16 with the Very Satisfied category, Economic 3.95 with the Satisfied category, Control 4.06 with the Satisfied category, Efficiency 3.88 with the Satisfied category, and Services 3.87 with the Satisfied category. Based on the calculation results for each PIECES Framework variable, the total average value obtained was 3.95 with the description Satisfied, so it can be concluded that the Klampid New Generation website provides satisfactory results for its users. 5 categories of Satisfied and 1 Very Satisfied so that the Klampid New Generation population administration information system is quite effective and efficient for users, especially the people of Surabaya City and is a material for further development. The results of linear regression show that all 6 aspects of the PIECES method have a significant influence on user satisfaction.

Abstract

Any tracking algorithm must be able to detect interested moving objects in its field of view and then track it from frame to frame. The tracking algorithms based on mean shift are robust and efficient. But they have limitations like inaccuracy of target localization, object being tracked must not pass by another object with similar features i.e. occlusion and fast object motion. This paper proposes and compares an improved adaptive mean shift algorithm and adaptive mean shift using a convex kernel function through motion information. Experimental results show that both methods track the object without tracking errors. Adaptive method gives less computation cost and proper target localization and Mean shift using convex kernel function shows good results for the tracking challenges like partial occlusion and fast object motion faced by basic Mean shift algorithm.
