Abstract

This study explores the implications of implementing an electronic-based government system for data governance and regional public information systems. The main objective is to show that data governance and regional public information systems after the implementation of an electronic-based government system can productively support various regional government functions. The study places changes in national policies and changes in social interactions due to information and communication technology, changing the way regional government works, where data and information are the basis for local strategic policies. The conceptual framework empirically tests policy, management, technology, and environmental factors. Informant data was analyzed, then improvements to local public data and information management were formulated. The study findings show that it has not been implemented systematically in the regions. For this reason, adequate facilities and supporting capacity are needed. Originality offers the development of system innovation and new work mechanisms in the region through the provision of technological infrastructure and system security; structuring a trusted and accountable work system; provision of competent organizers; e-government regulation; increasing public literacy and participation; and renewing government and community relations. This idea supports the concept of modern government, which prioritizes the role of ICT in various individual and social activities.

Abstract

This study addresses logistical inefficiencies at Bintang Technic, a technical equipment trading startup in Malang Regency, East Java, where manual recording led to delays, inaccurate stock data, and limited transparency, with 10–15 monthly distribution delays and over 15% error rates in transactions. Utilizing a Research and Development (R&D) approach, a web-based information system was developed using Laravel and MySQL to streamline incoming goods management. Through qualitative data collection via observations and interviews, the system was designed with integrated database structures, role-specific dashboards for operations (item management, requests), finance (request reviews, vendor management, POs), and managers (approvals, reports), supported by use case diagrams, DFD, and ERD. Stakeholder feedback refined the design, and Black Box Testing across 21 scenarios confirmed 100% functionality, reducing processing times from 2–3 days to under 1 day and errors from 15% to below 3%. The system enhanced transparency, decision-making, and efficiency through real-time data and automation, overcoming challenges like user resistance and infrastructure limitations via training and technical support. This solution not only meets Bintang Technic’s needs but also offers a scalable model for SMEs, with potential for integration with other business modules.

Abstract

Cases of sexually transmitted infections (STIs), especially syphilis, continue to show an increase in various regions of Indonesia, including Denpasar City. This disease not only causes serious medical impacts but also has implications for social aspects and community productivity. This study was conducted with the aim of describing the distribution pattern and classifying syphilis cases in Denpasar City in 2024 through a Geographic Information System (GIS) approach. The study used a quantitative method with a descriptive design. Secondary data analyzed amounted to 297 cases, obtained from the Denpasar City Health Office and the Kerti Praja Foundation, with a research sample of 170 cases based on the calculation of the Slovin formula. Patient location points were determined through address data converted to GPS coordinates, then processed using ArcView 3.3 software to produce distribution maps and classification of cases using the Kingma method. The results indicated that there were 170 cases of syphilis in four regions. The most cases were recorded in South Denpasar with 85 (high category), followed by West Denpasar with 52 (medium category), while North Denpasar had 22 cases and East Denpasar had 11 (low category). The majority of cases were found in the productive age group of 26-45 years, followed by the age group of 12-25 years. In addition, the number of cases occurred more in men (136 cases) than women (34 cases). This mapping is expected to serve as a basis for developing more targeted prevention strategies and health interventions, especially for productive and vulnerable age groups.

Abstract

The increase in building construction requires the application of more effective and efficient methods to achieve optimal quality, time, and cost standards. One approach that has been widely developed in answering these challenges is Building Information Modeling. The rehabilitation project of the Kalimantan II River Basin Office Building still uses conventional planning without integrating BIM technology. This shows a gap between the potential of BIM and practice in the field, especially due to a lack of understanding of the technology. This study aims to determine the 3D structural model, determine the project schedule planning, and apply 4D BIM to the planning of the structural work schedule for the rehabilitation project for the Kalimantan II River Basin Office Building in Palangka Raya City. This research is a case study. The research was conducted at the Kalimantan II River Basin Office Building in Palangka Raya City along Jl. Tjilik Riwut Km 3.5. Implemented for 5 months, from September to February 2025. The research data are detailed engineering design, time schedule and technical specifications. The data analysis technique uses the building information modeling method. The results of the study showed that there was a 3D model of the building structure with a concrete quantity of 465.83 m³ and reinforcement of 56,364.86 kg. The implementation of 4D BIM with Autodesk Naviswork in schedule planning resulted in a total duration of structural work of 175 days, and produced a scheduling simulation that was integrated between the model and the implementation time. This integration has been proven to provide significant efficiency because it is able to reduce the correction or revision time that is common in conventional methods, while increasing accuracy, transparency, and coordination between parties involved in the construction project.

Abstract

Aims: This paper investigates the ecological functional areas of Makassar City by utilizing land cover spatial data from 1997 and 2012 to evaluate ecological connectivity through Geographic Information Systems (GIS). Methodology and results: A spatial analysis of these ecological functional areas was conducted across different patch size categories to assess the percentage distribution of each land-use type. Additionally, the comparative distribution of the Ecological Connectivity Index (ECI) map for Makassar City was simulated. The findings indicate a decline in connectivity levels in previously natural areas surrounding Makassar, particularly in the western and eastern regions of the city. The ECIs have significantly decreased from 1997 to 2012, primarily due to the impacts of urban development in low-density, dispersed suburban areas. The results suggest that optimal quantitative criteria for ecological functional areas at the city scale of Makassar can be classified within patch size spectrum III. Implementing well-designed strategies could help mitigate the loss of ecological connectivity, thereby supporting the protection and restoration of Makassar’s environmental integrity. Conclusion, Significance, and Impact of Study: from a landscape ecological perspective, a significant trend observed in Makassar City over the past fifteen years has been the rapid fragmentation and transformation of its natural landscape. This has led to the emergence of numerous habitat patches that are progressively smaller and more disconnected. A thorough understanding of the interactions between spatial patterns and ecological processes across various scales is essential for effective landscape and environmental studies.
