Abstract

The implementation of the Final Project Information System (SISTA) plays a critical role in supporting academic processes in higher education; however, inadequate information technology governance can lead to operational instability and service quality issues. This study addresses the limited application of the COBIT 2019 framework in evaluating academic information systems within Indonesian universities by assessing the capability level, maturity level, and governance gaps of SISTA at Universitas Merdeka Malang. A quantitative approach was employed, utilizing questionnaires, interviews, and documentation analysis to measure current and target capability levels across four COBIT 2019 domains: Align, Plan, and Organize (APO); Build, Acquire, and Implement (BAI); Deliver, Service, and Support (DSS); and Monitor, Evaluate, and Assess (MEA). The results show that most governance processes have achieved capability level 3 (Established), indicating consistent and standardized implementation, while the overall maturity level ranges from Defined to Managed. Gap analysis reveals that the DSS domain exhibits the largest discrepancy, particularly affecting operational stability and problem management, whereas the APO and MEA domains demonstrate relatively smaller gaps. These findings highlight critical governance weaknesses that directly impact system reliability and user experience. The study provides actionable insights for prioritizing governance improvements and offers a practical reference for higher education institutions seeking to strengthen sustainable IT governance through the COBIT 2019 framework.

Abstract

Effective information system governance is a crucial factor in supporting the performance of higher education institutions, yet many universities still face challenges in implementing structured and standardized information technology governance. Evaluation of governance capability levels is necessary to identify weaknesses and determine appropriate improvement priorities. This study aims to evaluate the level of information system governance capability at the Faculty of Engineering using the COBIT 2019 framework and identify gaps between actual conditions and expected capability levels. This study uses a case study approach, adopting the APO, BAI, DSS, and MEA domains from COBIT 2019. Data collection was conducted through questionnaires, interviews, observations, and documentation, and the data were analyzed using the COBIT 2019 capability model and gap analysis. The results show that all information system governance domains are below the Level 3 (Established Process) target, with the DSS domain having the highest capability level and the MEA domain showing the lowest level, with the largest gap. Most processes are still at Level 2 (Managed Process), indicating they have been running but not formally documented or standardized. In conclusion, the identified capability gaps, particularly in the MEA and BAI domains, highlight the need for strengthening formal monitoring mechanisms, process standardization, and structured system development practices to enhance governance effectiveness, support strategic decision-making, and ensure sustainable information system management within the Faculty of Engineering.

Abstract

Pati Regency in Central Java has experienced rapid industrial, commercial, and educational growth, attracting workers, students, and job seekers who require temporary accommodation such as boarding houses. Despite this increasing demand, the process of searching and booking boarding houses remains largely manual, relying on word of mouth, roadside banners, or direct visits, which leads to fragmented information, inaccurate room availability data, and inefficient search processes. This study aims to design and evaluate a web-based boarding house rental information system that addresses information asymmetry and fragmented search processes in local rental markets by providing structured property information and an integrated digital booking workflow. The research employs a system development approach consisting of requirements analysis through interviews and field observation, UML-based system modeling, web-based system implementation, and functional evaluation using black-box testing to verify the reliability of core system functions such as property search, availability display, booking submission, and payment confirmation. The resulting platform integrates structured property listings, multi-criteria search filters, interactive digital maps, and an online reservation mechanism that enables prospective tenants to identify, compare, and book boarding houses without physically visiting the property. Testing results indicate that all functional modules operate according to the specified requirements, supporting accurate property information retrieval and a continuous search-to-booking workflow. Beyond system implementation, the study contributes to research on digital property information systems by demonstrating how integrated information architecture and transaction workflows can reduce information fragmentation and improve transparency in temporary housing rental platforms.

Abstract

General Hospitals (RSU) require an effective medical equipment inventory management system to support improved healthcare quality. Currently, many hospitals still use manual methods for recording and managing inventory, which often leads to various challenges such as data errors, lost equipment, distribution delays, and difficulties in monitoring the condition and availability of medical equipment. This study aims to design and implement a web-based Medical Equipment Inventory Information System (SIIAM) to improve the efficiency, accuracy, and transparency of hospital inventory management. To address these issues, a web-based Medical Equipment Inventory Information System (SIIAM) was developed, designed to assist hospitals in managing inventory data in an integrated, fast, and accurate manner. The system was developed using the Waterfall method, which includes requirement analysis, system design, implementation, testing, and maintenance, and was evaluated through system testing to measure its effectiveness. SIIAM can record real-time data on the procurement, maintenance, and use of medical equipment. Furthermore, this system can help identify equipment needs, organize periodic maintenance schedules, and generate reports required by hospital management. Based on testing results, implementing SIIAM increased the efficiency of medical equipment inventory management by up to 30%. It reduced the recording error rate by 20%, while providing real-time access to integrated data across hospital units. Therefore, the web-based SIIAM is an effective solution for enhancing efficiency, accuracy, and transparency in medical equipment inventory management, thereby improving healthcare service quality and patient safety in General Hospitals.

Abstract

The role of Information and Communication Technology (ICT) in driving economic growth and reducing poverty has attracted increasing global attention. Yet, limited research has systematically prioritised ICT indicators that influence poverty at the regency level in developing countries. In this study, poverty is operationalised as a multidimensional socioeconomic condition reflected through regional deprivation indicators reported by official statistics, serving as the dependent construct influenced by ICT development factors. This study aims to analyse the influence of ICT on poverty levels in Bangka Regency by determining the priority weights for four ICT indicators—network infrastructure, community ICT access, digital literacy, and ICT utilisation in economic sectors—using the Analytical Hierarchy Process (AHP). A quantitative approach was employed, collecting pairwise comparison data from 100 respondents comprising local government officials, academics, and practitioners. The AHP analysis, validated with a Consistency Ratio (CR) of 0.05, revealed that network infrastructure received the highest priority weight (0.36), followed by ICT utilisation in economic sectors (0.29), community ICT access (0.20), and digital literacy (0.15). Methodologically, this study advances existing ICT–poverty research by providing a structured multi-criteria prioritisation framework that complements conventional econometric approaches through expert-based weighting of interrelated ICT dimensions. However, the findings are subject to limitations related to reliance on expert judgment and the absence of direct empirical modelling of poverty outcomes. These results highlight that infrastructure and productive ICT use are the most influential drivers, offering actionable guidance for evidence-based policy design and resource allocation in local governance contexts for sustainable poverty alleviation.

Abstract

This study aims to analyze innovations in official travel administration based on information technology in supporting the efficiency of regional government budgets. This research employs a qualitative approach using the Qualitative Secondary Analysis (QSA) method by utilizing various secondary data sources, such as policy documents, government reports, and relevant research and academic journals. The results indicate that the implementation of an information technology-based official travel administration system has successfully transformed bureaucratic processes from manual to digital systems. The submission, approval, execution, and reporting of official travel, which were previously carried out through physical documents, can now be conducted through an integrated electronic system. The digitalization of administrative processes has had a significant impact on improving the efficiency of administrative service time. Employees no longer need to go through lengthy bureaucratic procedures to obtain travel approval, as the entire process can be conducted online through an application system. This aligns with the concept of digital transformation in government, which emphasizes the utilization of information technology to enhance the efficiency of public organizations. The implementation of an information technology-based official travel administration system also increases transparency and accountability in managing official travel budgets. The digital system allows all administrative processes related to official travel to be systematically recorded and electronically documented. With a digital system in place, the potential for misuse of official travel funds such as fictitious trips, duplicate activities, or manipulation of expense reports can be minimized.
