Abstract

Child violence is a critical issue within the 2030 Sustainable Development Goals, requiring a collaborative approach among agencies for effective management. This study examines the collaborative governance processes implemented by the South Sumatra Provincial Women's Empowerment and Child Protection Agency, the South Sumatra Regional Police, the Class I Palembang Correctional Service, and the Class I Palembang Child Correctional Institution. Utilizing a qualitative methodology, this research gathered primary and secondary data through observation, interviews, and documentation. Analysis based on the collaboration process theory by Ansell Gash (2008) indicates that collaborative governance has been effective, characterized by face-to-face dialogue, trust-building, joint commitment, and shared understanding, as well as the achievement of interim results. However, improvements are needed in inter-agency communication and the development of Standard Operating Procedures (SOP) for handling child violence cases, to strengthen the collaborative process and achieve sustainable outcomes.

Abstract

Stunting is a global problem that occurs in developing countries. Stunting policies in developing countries have different implementation trends.  This research aims to explore and describe stunting policies through Indonesian government programs with the governments of the Philippines, Malaysia, and Vietnam. The selection of country objects is determined based on the average stunting prevalence rate based on the Asian Development Bank in 2022, namely 2 countries above the average stunting prevalence in Southeast Asia (Indonesia and the Philippines) and 2 countries below the average stunting prevalence rate (Vietnam and Malaysia). This research was conducted using a literature study method on 80 main articles from international journals with a publication range of 2019-2024.  The findings were analyzed with indicators of successful policy implementation: Communication, Resources, Disposition, and Bureaucratic Structure which serve to assess the role and success of the policy. This research shows that there are similarities and differences in the policy implementation framework in each country. Similarities are caused by culture, socio-demographics, and poverty which are the dominant factors for stunting. The differences that arise are caused by the approach chosen by the government to overcome stunting. As a recommendation, the government needs to make the stunting handling program a national priority. In supporting the success of stunting management policies, it is necessary to strengthen coordination between institutions, build commitment between implementers, and align the policy agenda between stakeholders

Abstract

This study delves into the intricate digital geopolitical dynamics surrounding the contentious relationship between TikTok and the United States (US) by employing the lens of cyber realism. The analysis focuses on the intricate interplay of digital anarchy, security dilemmas, and digital hegemony between the two entities. TikTok, originating from a Chinese company, faces scrutiny due to perceived threats to security and privacy. Within the framework of digital anarchy, characterized by the absence of a central governing authority in cyberspace, the TikTok case underscores the dynamic interplay of uncertainty and competition between US national interests and China’s quest for digital dominance. The dilemma faced by the US lies in the imperative to secure national interests while preserving freedom and innovation in the digital era. Amidst the pursuit of digital hegemony, the US aims to sustain its pivotal role in the digital landscape, interpreting TikTok’s expansion as a strategic move by China to extend influence and control over user data. Employing secondary data collection methods, including library research, this study reveals the US’s responses to these challenges, involving attempts to restrict TikTok’s operations within its borders, such as the ban on TikTok’s operation and endeavors to gain control of its US operations. However, subsequent revelations indicate the inaccuracy of the US’s allegations against TikTok.

Abstract

This research aims to examine the strategies used by female politicians in Bali to balance their political careers with their social and cultural roles in the family and society. In addition, this study will also analyze the factors that influence the development of Balinese women's political careers. The method used is descriptive qualitative research with data collection through interviews and documentary studies. Interview data was collected from Balinese women politicians who are running for legislative members (Caleg) in the 2024 legislative elections (Pileg) from the Indonesian Solidarity Party (PSI), as well as from academics experienced in gender studies. The results showed that time management strategies and effective communication approaches are solutions for Balinese women in their multi-tasking roles. In addition, Balinese women are expected to innovate creatively by using technology to facilitate the management of household and work affairs in line with the concept of work-family balance. There are three important factors that influence Balinese women's political careers: first, cultural factors related to the still dominant patriarchal culture; second, structural factors reflecting the lack of allocation of strategic positions for women; and third, institutional factors related to the weakness of existing regulations to protect women's interests in the political arena.

Abstract

This study examines Abdul Khoir's political imaging strategy in attracting potential voters during the 2024 election contest. The novelty of this research lies in Abdul Khoir's success in utilizing an imaging strategy to secure a seat in the Regional People's Representative Council (DPRD) despite his background as a former convict and competing in an electoral district with a relatively high average level of education. This study employs a qualitative descriptive method to gain an in-depth understanding of the phenomenon through data collection in a natural setting. The findings conclude that Abdul Khoir managed to build a political image as a problem-solver, caring, and approachable figure, despite facing the stigma of his past as a former convict in a corruption case. His efforts included tangible actions such as improving public facilities and leveraging modern social media platforms like TikTok. Through consistent and relevant personal branding strategies, he stood out as a credible figure, adaptive to societal dynamics, particularly in Electoral District 5 of Depok City, while fostering public trust through authentic and emotional approaches.

Abstract

This research explores trends, challenges and innovations in digital transformation in the public sector, with a focus on its implications in Indonesia. The objectives of this study are to evaluate operational efficiency improvements in public services generated by digital transformation, identify challenges in the implementation of digital technologies, and provide policy recommendations to ensure the sustainability of technology adoption in the Indonesian public sector. The methodology used included a literature review and data analysis from the Scopus database, which was analyzed using VOSviewer to identify key patterns and trends in digital technology adoption in the public sector. The results show that the success of digital transformation depends not only on the adoption of new technologies, but also requires structural changes and organizational culture. Key challenges include resistance to change, the digital divide between urban and rural areas, and infrastructure limitations. This research provides policy recommendations that can accelerate the adoption of digital technologies in Indonesia, particularly through cross-sector collaboration and infrastructure improvements. The findings are expected to serve as a reference for policymakers and practitioners to strengthen the digitalization of public services in a sustainable manner. This research still has several limitations, such as the absence of field studies that directly test the effectiveness of digital transformation in the public sector, as well as analysis of regulations and human resource readiness that still need to be deepened. In addition, the mapping of digitalization trends in Indonesia is still limited to secondary data. For this reason, future research is recommended to conduct surveys or direct interviews with policy makers, strengthen policy analysis, and compare the implementation of digital transformation in other countries so that the strategies formulated are more appropriate and contextual for Indonesia.

Abstract

In this era of globalization social media especially Instagram is a platform that is widely used by political actors in introducing their personal branding to attract public attention. Personal branding strategy is a good step in building political communication with voters due to affordability during the campaign. So in this paper the author wants to reveal what personal branding strategies are carried out by the candidates. This article is analyzed using a political branding approach using orange data mining as a coding tool to find out the sentiment of the public. The data from this study were taken from several posts from each candidate and comments from Instagram users. The results of this study show that the branding carried out by the two candidates shows a predominantly neutral sentiment from the public against several comments made in the comments column.

Abstract

This research aims to analyse the symbolic meaning of agrarian rituals in Kemiren Village, Banyuwangi, and its relationship with cultural resilience. Using a phenomenological approach, this research explores the perspectives of local actors in cultural, historical and social contexts. Data were collected through observations, interviews and documentation studies to understand the agricultural ritual tradition and its role in cultural preservation. The results showed that agrarian rituals have philosophical meanings that strengthen community identity as well as human relationships with nature. This ritual is also an intergenerational tool in preserving ancestral culture. The results of this study confirm the need for collaboration between the government and local communities in supporting cultural preservation through the promotion of culture-based tourism by utilising information technology. However, this research is limited to one agricultural area in the cultural heritage of Kemiren Village, so further research is needed to study more widely in other agricultural areas to obtain unique data and facts from various actors preserving agrarian rituals. As well as to encourage the development of science, future research is needed on the possibility of food security ideas contained in the customs of the ancestors, in this case agrarian ritual processions.

Abstract

The purpose of this research is to understand and analyse the impact of regional expansion in the context of local government with a study of Musi Rawas Regency and North Musi Rawas Regency.  The research method used is qualitative research. This research focuses on three parameters that become criteria and objectives in regional expansion, namely economic growth, regional financial performance, and community welfare which are tested using the impact evaluation method, namely comparative before - after from Finsterbusch Motz (1980) in the dimension of ‘difference between actual and expected impact’ from Langbein (1980). Data collection techniques used interviews, observation, and documentation. The technique of determining informants is purposive sampling and snowball sampling analysis. The data analysis technique uses data analysis developed by Robert K. Yin (2016), namely compile database, disassemble data, reassemble data, interpret data, conclude. The results showed that regional expansion in the parent region and DOB had an actual impact that was positive as expected through the parameters of economic growth, regional financial performance, and community welfare, but there were also unexpected and negative impacts. The positive impacts received by the community and local governments have not been proportional to the burden on the state budget for the expansion process and the transfer of funds each year to local governments. The results of this study indicate the need for strategies from the Mura and Muratara governments to improve and oversee community empowerment and regional superior commodities, infrastructure, and PAD, as well as equal distribution of teachers and health workers.

Abstract

As a result of land conversion into infrastructure development areas, cultivated land in Namlea Village has decreased which hurts farmers' ability to earn a living. Changes in land function are the primary source of problems because they reduce farmers' production. This study aimed to determine how farmers' efforts to diversify sources of income and adapt to urban changes have affected their agricultural land. This study uses a qualitative approach, and the number of informants to be interviewed was 18 people, who were interviewed purposefully. The informants surveyed in Namlea Village, Buru Regency, were farmers, housewives, community leaders, traditional leaders, and religious leaders. The data for this study were collected through in-depth interviews and observation methods. This study concluded that the shift in farmers' livelihoods as an impact of land conversion is carried out so that farmers' productivity is decreasing, as well as farmers'. To overcome the effect of land conversion in Namlea Village, the efforts needed are to encourage diversification of farmers' income through side business training, develop sustainable agribusiness, and provide access to capital and technology for production efficiency and wise land use planning, community empowerment in decision making, and social protection programs for farmers are also important.
