Abstract

Fiscal decentralization is an effort by the central government to distribute regional development by providing fiscal balance funds to regional governments. The fund aims to promote regional self-sufficiency and community welfare throughout Indonesia. Riau is one of the provinces implementing fiscal balance funds and has high regional income in various sectors. However, the human development of some regions in Riau is unequal, even though the fiscal balance issued by the government continues to increase. This study aims to explore the fiscal balance funds, which consist of revenue sharing funds (DBH), general allocation funds (DAU), special physical allocation funds (DAK Physical), and special non-physical allocation funds (DAK Non-Physical), will affect human development in Riau Province from 2017 to 2022 in terms of health, education, and standard of living. This study used 72 observations from 12 cities/regencies in Riau obtained from Statistics Indonesia, and it was conducted by using a quantitative approach through panel data regression. This study produces three estimation models for each aspect of human development. REM is the model chosen to answer the three research models. The results in the first model showed that DAK Physical and DAK Non-Physical influenced human development in the health aspect. The second model was DAK Non-Physical, which significantly affected human development in education. Finally, DBH, DAU, and DAK Non-Physical significantly affected human development in aspects of decent living standards. Fiscal balance funds affect every aspect of human development in Riau. Fiscal planning and budgeting by local governments in Riau with targeted support are needed to further human development.

Abstract

The success of development depicts economic growth. Nevertheless, it is pertinent to emphasize that a significant increase in economic growth may not eradicate poverty, unemployment, and health issues. The prevalence of poverty in Palembang City in 2021 was considerably elevated, amounting to 11.34 percent, while the unemployment rate has exhibited an upward trend, reaching 10.11 percent. Additionally, there was a decline in employment within the labor market, accompanied by a corresponding rise in the number of individuals actively seeking job opportunities. This study aims to examine the various elements contributing to poverty and unemployment and formulate an integrated and sustainable model for poverty reduction and lowering unemployment in urban areas. The data collection technique uses a concurrent mixed method through questionnaires distributed to the public by purposive random sampling of 215 informants and Focus Group Discussions with relevant stakeholders in Palembang City in November 2022. The results of the study found that four factors contribute to poverty in Palembang City: education level, economic growth, health, and labor force participation rate. The level of education is the most dominant factor that plays a role in the occurrence of poverty and unemployment in Palembang City. The strategy formulated is the provision of educational scholarship programs for poor families at the primary and secondary education levels through the utilization of operational costs. It can be concluded that education has a big role in reducing poverty and unemployment, so it is important to invest in education. Investment in education, including improved access and quality of education, can help address issues of poverty and unemployment by giving individuals better opportunities for decent work.

Abstract

The Chinese ethnic community in Indonesia faces challenges in integrating with other groups, including in Singkawang. Singkawang is a positive example of a community where harmony and mutual understanding among ethnic groups have prevailed. Rarely are incidents, whether riots or conflicts related to the Chinese ethnic group, found. Therefore, this study aims to analyze the active role of the Chinese ethnic community in the governance of Singkawang through acculturation. This study was conducted with the direct involvement of the researcher on-site. The study used qualitative-descriptive to understand the phenomenon or events regarding cultural acculturation in Singkawang. Historical, anthropological, and sociological approaches are employed to comprehend this phenomenon. Interviews were conducted with ethnic communities to gather primary data, including the Chinese, Dayak, Malay, and Madurese ethnic groups and the Singkawang local government. Secondary information was collected from various research findings, news sources, and historical documents. The results indicate an active role of the Chinese ethnic community in the governance of Singkawang. Their presence is accepted and supported by all ethnic groups in society as a result of the acculturation process that has been ongoing for some time. More specifically, cultural acculturation has occurred between the Chinese ethnic community and other groups, such as the Malay and Dayak communities. This acculturation has generated positive perceptions among the community. Acculturation has also led to language, material culture, dietary habits, and clothing changes. The direct interaction among diverse groups and shared economic conditions play a role in shaping or influencing this situation.

Abstract

Since the Corruption Eradication Commission (KPK) was established in 2003-2022, KPK has handled 20 Governors involved in corruption cases. This study took a sample of 10 governors, or 50% of the number of governors handled by the Corruption Eradication Commission, taking into account the availability of court decision data on the Supreme Court website and population representation from 2013 to 2022. A total of six governors were convicted on charges of bribery-receiving corruption related to local budget management. In handling these cases, it is necessary to calculate state losses by the BPK RI auditors due to the acts of corruption committed. Law Number 15 of 2004 and Law Number 15 of 2006 emphasize the need to examine state financial losses in corruption cases to determine the amount of state losses. These two provisions are not yet binding on Corruption Eradication Commission investigators to ask the Audit Board of the Republic of Indonesia to calculate state financial losses because it is considered that the provisions for requesting an audit are not strictly regulated in Law Number 31 of 1999. This requires harmonization of the regulations governing acts of corruption with those governing the calculation of state losses. Analysis of the charges against the court decision indicates that the calculation of state financial losses by the Audit Board of the Republic of Indonesia (BPK RI) or Finance and Development Supervisory Agency (BPKP) is not used in determining the real and definite amount of state financial losses. The judge fully relied on the amount of bribes received or the amount of corruption enjoyed by the defendant in the indictment as a loss to the state, which must be returned as replacement money. In the indictment, there was no argument for using bribes received as losses to the state, which is an obligation to return to recover the said state losses regulated in Law Number 1 of 2004.

Abstract

This study aims to explore the challenges that have long hindered the progress of traditional weaving tourism in Central Lombok Regency and unravel the role of innovation as a breakthrough and solution. The study's focus centered on the importance of innovation as a transformative factor for traditional weaving tourism within the framework of smart tourism in Lombok Tengah Regency. It is known that the distinctive traditional weaving of Lombok has a long history and is an integral part of local life and culture, passed down through generations. However, realistically, traditional weaving must contend with challenges such as the low prices of woven fabric products, the lack of interest among the younger generation to learn weaving, and the limited capacity of weavers to respond to local, domestic, and even global market demands. This study employs a qualitative-exploratory approach, with the research taking place in the villages of Rembitan and Sukarara in Lombok Tengah Regency. The study finds that the challenges faced by traditional weaving can only be overcome through innovation. Innovation has the ability to overcome various obstacles by developing products and creating new designs that align with tourists' interests, utilizing digital technology to market and sell traditional woven products, imparting new skills and techniques to weavers, and promoting traditional weaving as a cultural heritage through digital platforms. Innovation has successfully transformed the traditional weaving tourism industry, even though this transformation is still partial. The dodeca-helix approach within the Tourism Hub can synergize stakeholders to create innovation for transforming the industry despite challenges that must be overcome for this transformation to materialize. In the effort to change the traditional weaving tourism industry through innovation, it is recommended that the Government, private sector, and local community collaborate to address challenges and create innovations to guide the development of traditional weaving in the future.

Abstract

Public organizations' outputs are services both inside and outside the organization. Medan Regional Legislative Council Secretariate is one of the regional apparatus organizations (OPD) whose performance output is service to the bureaucracy, which in this case is to members and leaders of the Regional Legislative Council. The service performance of the Medan Regional Legislative Council Secretariate is still considered dissatisfaction, and the Government Agency Performance Accountability Report (LAKIP) scores B. The purpose of this study is to provide an overview of the novelty of the Medan Regional Legislative Council Secretariate in accelerating its performance through a stakeholder satisfaction survey and innovation. This study uses a mixed method of both quantitative and qualitative research methods. The research questions are (1) What innovation acceleration does the Medan Regional Legislative Council Secretariate conduct to achieve organizational performance goals, and how? (2) How does the results of innovation development on the level of satisfaction of stakeholders on the performance of the Medan Regional Legislative Council Secretariate services in 2019-2021? (3) What lessons were learned from efforts to improve performance through surveys and innovations at the Secretariate? This study results from a stakeholder satisfaction survey followed up with four innovations to accelerate the performance of the Medan Regional Legislative Council Secretariate. The results of this study found that the development of these four innovations was not optimal; there was only one innovation that directly impacted organizational performance. Although technocratic studies have been carried out through stakeholder satisfaction surveys and innovation assistance, however, the innovation decisions made in the context of accelerating performance are highly dependent on the competence of human resources and priority activities.

Abstract

The Depok City One-Stop Integrated and Investment Service (DPMPTSP) has an important role in providing public services in Depok City, especially in licensing services. During the last four years, the trend of investment realization in Depok City showed a positive trend in 2017 and 2018. During the pandemic, investment realization decreased due to the Covid-19 pandemic, but public demand for business permits is still quite high. Of the 77 types of licensing services, during the year 2021, 29,491 licenses have been issued. This shows that DPMPTSP has an important role in providing licensing services in Depok City. During the pandemic, the DPMPTSP requires strengthening licensing services related to increasing investment. The objectives of this research are; How is the strategy for strengthening licensing and non-licensing services at the DPMPTSP through an analysis of the organization's internal and external environmental factors. This study uses a post-positivism approach, which deductively uses the operationalization of the SWOT concept to find IFAS (Internal Factor Analysis Strategies) and EFAS (External Factor Analysis Strategies) scores. The analysis results show that DPMPTSP Depok City has the capital of strengths and opportunities with a convincing score. Thus, it is possible to do an expansion. However, on the other hand, it also has weaknesses and threats that are quite severe, so empowerment is needed in the field of excellent service, cooperation/networking, and increasing digitalization capacity. The recommendation given is that the strengthening of the Depok City DPMPTSP must be directed to minimize weaknesses and threats.

Abstract

In recent years, the government has been aggressively inviting the public to use public transportation for all regional residents in Indonesia. Mattson et al. (2021) stated that transportation and accessibility in the village are more comprehensive and have more complex transportation issues. Therefore, this study was conducted to measure rural transportation services to improve public transportation performance in the Pringsewu Regency. This study uses a mixed-method and combines quantitative and qualitative data at one time (Creswell, 2014). The data is analyzed quantitatively and then explained based on existing conditions and provisional assumptions. The data used are primary and secondary data. Primary data was obtained through field surveys on four rural transportation routes in Pringsewu Regency to obtain data on load factors, vehicle speed, waiting time, travel time, frequency/hour, and the number of vehicles operating from each route. Furthermore, the data is evaluated and given an assessment based on the suitability of indicators based on the assessment standard from the Directorate General of Land Transportation, Ministry of Transportation. Secondary data was obtained from Statistics Indonesia publications, official documents, and government websites. The analysis results showed that rural transportation services in the Pringsewu regency were below the ideal standard (70%), with an average loading factor of 40—50%, which is included in the bad category. This is estimated to be influenced by several factors, namely the low level of load factor and headway. The recommendation put forward is the need for efforts to add headways and increase the speed of travel time and reduce the frequency of trips to improve transportation performance.

Abstract

Crisis, natural or man-made, is inevitable in our life because of human social interactions. Crises are caused by ineffective communication yet are better solved with effective communication. Scholars have studied social media's role in crisis management as an information propagator and their cost effectiveness during a crisis. Social media can potentially influence multiple public strata during and after the crisis. Social media serve as tools for relationship management which is a crucial part of crisis management; equally, public relations also serve the same. This paper explores how effective crisis communication management can be achieved via Social Networking Systems (SNS). Drawing from the existing literature as the method used, this paper reviews articles and studies on public relations strategy and effective crisis management. It expounds on examples of how relationships can be well-managed through social media in crises. This paper has increased our knowledge of crisis management by understanding how crises are managed. Findings are that crisis communication was managed from four conceptual lenses scholars have investigated; that crises can be prevented- partially if not completely- with a proper crisis communication plan; that having a crisis communication plan may not suffice except is handled by professional relationship managers who know how to communicate and understand the use of the conventional and new media with the influential role of symmetrical communication. Therefore, the paper concluded that since crisis leads to the bad relationship due to a lack of understanding of the situation and behavior and to facilitate this, it suggests that crisis is better managed through effective public relations managers.

Abstract

This study aims to analyze the cost of subsidies and the opportunity to implement Buy the Service (BTS) for Bus Rapid Transit (BRT) in Padang Panjang City. This study uses a quantitative method with a descriptive approach. Primary data collection includes observation and distribution questionnaires with respondents using public and non-public transport users. The information obtained from the distribution of questionnaires is the origin of the destination, characteristics of public transportation behavior, and the willingness to pay of the community towards public transportation modes that follow public transportation service standards. The operational costs of public vehicles are obtained from the survey results of the basic costs of public transportation, which consist of direct and indirect costs. The results of this study formulate 3 (three) main route trajectories scenarios and cost analysis of BTS implementation that meets Minimum Service Standards (SPM). The estimated subsidy cost for implementing BTS in the three main corridors is 10.09 billion, with the highest subsidy cost being in corridor 1. which is 4.41 billion but has a smaller headway than the other two corridors. The results of this study also recommend the need for continuous socialization to the community regarding the ease and convenience of using BRT as well as equalizing perceptions between local governments and operators regarding the mechanism for providing BRT subsidies.
