Abstract

The service for making e-KTP is not optimal yet in the implementation of services to the community. This was identified as being influenced by the public's lack of knowledge in processing documents, lack of human resources, and limited service time. The purpose of this article is to describe and analyze the quality of services from the Population and Civil Registry Service in making E-KTPs in Cimahi City in 2023. The research method uses descriptive with a qualitative approach. using the Hardiansyah (2011) service quality which is measured through several service quality indicators, namely: tangible aspects, level of reliability, ability to respond to guarantees, ability to empathize. Informants include 3 informants from the Cimahi City Population and Civil Registry Service staff and 3 informants representing the general public who use E-KTP. Data collection techniques through library studies and field studies (observation and interviews). Data Analysis Techniques through data reduction, data presentation, and drawing conclusions. The results of the research show that the quality of E-KTP making services in Cimahi City can be categorized as not yet meeting the quality because human resources are still lacking and network limitations are inadequate, time uncertainty for the community means that the quality of services provided to the community is not yet optimal.

Abstract

The aim of this study is to examine and evaluate the phases, procedures, and challenges associated with the implementation of e-government through digital archives in the village's neighborhood unit (RT) 47 in Larangan Village. Employing a qualitative methodology with a descriptive research design, the findings indicate that the e-government implementation process via the village digital archives is currently in the preparatory phase. Second, the procedure for implementing e-government through the village digital archives in Larangan Village involves recording all residents’ information, such as Head of Family, Address, Telephone, House Status, Number of family members, as well as Family Card number and National Identification Number (NIK), which are replaced with house numbers to ensure data security. This data is then inputted by the person in charge into the neighborhood unit (RT) 47 residents’ database application. The obstacles in implementing e-government through the village digital archives include human resources as successors of the application operator, application interoperability with the government, and the absence of village regulations to mandate digitization in each RT.

Abstract

ABSTRACT Indonesia's air defense is one aspect that must be maintained to support the security and sovereignty of Indonesia's territory as a whole. However, until now there are still frequent violations in Indonesian airspace. The Indonesian Air Force is responsible for safeguarding Indonesia's national interests, including state sovereignty. However, in reality, this responsibility is not yet balanced with an adequate air defense system, both in terms of quality and quantity. In overcoming this, air defense cooperation with other countries that have advantages is needed, especially with the United States. This research uses qualitative research methods with data collection techniques including observation, interviews and literature study. The form of air defense cooperation between Indonesia and the United States is carried out in five forms of cooperation, namely providing TNI AU defense equipment, joint training, sending TNI AU personnel for education at various levels, sustainability programs for USA products and US Grant 333 and FMF grant programs for Airfield Resiliency Equipment and Maritime Security. There are four obstacles in Indonesia's air defense, obstacles which include the limited budget allocation of the Indonesian Air Force, the limited number of Indonesian Air Force personnel, the limited number of Indonesian Air Force defense equipment and the Indonesian Air Force's defense equipment which is not yet modern. Abstract

Tujuan penelitian ini untuk mendeskripsikan dan menganalisis peran Badan Permusyawaratan Desa (BPD) Perencanaan Pembangunan di Desa Tambak Kalisogo Kecamatan Jabon Kabupaten Sidoarjo. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Informan dalam penelitian ini adalah Ketua BPD, sekretaris BPD, dan Pemerintah Desa (Kasi Perencanaan Pembangunan). Dari hasil penelitian ini dapat diketahui bahwa peran Badan Permusyawaratan Desa (BPD) dalam Perencanaan Pembangunan di Desa Tambak Kalisogo memiliki tiga indikator. Peran aktif ditunjukkan melalui anggota BPD yang selalu mengadakan rapat rutin, selalu menampung semua aspirasi masyarakat, dan selalu mengadakan musyawarah. Peran partisipatif keterlibatan antara Badan Permusyawaratan Desa (BPD), pemerintah desa, dan masyarakat saling bersinergi untuk mewujudkan aspirasi masyarakat. Peran pasif dari anggota Badan Permusyawaratan Desa (BPD) yaitu masih ditemukannya mereka yang tidak ikut serta dalam rapat-rapat yang diselenggarakan dikarenakan seluruh anggota BPD memiliki kesibukan atau pekerjaan lain dan juga tidak seluruh anggota BPD selalu hadir di kantor kepala desa, bahkan kegiatan rapat pun akan tetap dilaksanakan karena hal tersebut merupakan kewajiban dan tugas lembaga BPD desa.

Abstract

This study describes the experiences and daily lives of people with disabilities in the city of Bandung using qualitative phenomenological methods. The data collection technique was carried out through in-depth observation and interviews of people with physical disabilities, deaf, blind, and cerebral palsy who were recruited from various communities that shelter people with disabilities in the city of Bandung. The results of this study show that the daily life of people with disabilities is full of challenges. Every day they are faced with problems related to their physical condition and sociocultural problems due to this physical condition. Every step they take is their attempt to adapt to a situation that was not specifically designed for them. However, with various strategies, they managed to face every challenge. Experience after experience of people with disabilities in facing challenges and problems in daily life, as well as successful experiences in facing challenges have improved their life skills and made them more empowered and have a more meaningful life.

Abstract

In today's modern era, social media is very influential in everyday life, especially in encouraging the purchase of goods online, as is done by teenagers who like Kpop who are very fond of buying Kpop merchandise. The method used in this research is qualitative research with a phenomenological approach. This data collection technique uses interview and observation techniques. The aim of the research is to analyze the social behavior of urban communities in purchasing merchandise among kpop teenagers, especially UINSU Medan students. The results of this research show that purchases of kpop merchandise among students are influenced by their own friends and the influence of social media from the Tiktok and Ig applications. Research to find out how students consume in purchasing merchandise in the city of Medan

Abstract

This research aims to provide an in-depth analysis of the role of the village head in the development process in Banjarbendo Village, Sidoarjo District. The research method used is descriptive qualitative, where data is collected through several techniques, namely direct interviews with relevant parties, observation of development activities, and literature studies to strengthen the findings. The main focus of this research is to understand the extent to which the village head plays a role in driving development aimed at improving community welfare and advancing Banjarbendo Village, both from physical aspects such as infrastructure and non-physical aspects such as health. The research findings show that the role of the village head has not been effective due to several obstacles, especially related to unfinished development projects. Both physical and non-physical development have experienced delays, one of which is influenced by the slow flow of funds from the government, thus hampering the achievement of overall village development goals and the lack of innovation in development in the health sector because it is still in the stage of development and monitoring through posyandu cadres

Abstract

This study aims to analyze the research landscape of digital democracy through a bibliometric analysis and systematic literature review of publications from 2019 to 2024. The research identifies key themes, methodologies, and trends in digital democracy studies and evaluates their temporal evolution across various geographical and cultural contexts. The study employs a mixed-method approach, combining bibliometric analysis using VOSviewer and Bibliometrix tools with a systematic review following PRISMA guidelines. The findings reveal that while digital technologies offer the potential for enhancing democratic participation, they also present challenges, such as spreading misinformation and unequal access to digital resources. The study highlights the need for interdisciplinary approaches to address the complexities of digital democracy comprehensively. This research contributes by comprehensively mapping digital democracy research, offering valuable insights for academics, practitioners, and policymakers. The study’s limitations include its focus on English-language publications and excluding non-peer-reviewed literature, which may limit the diversity of perspectives captured. Future research should broaden the scope by including multilingual publications and conducting deeper empirical investigations into digital democracy initiatives to enrich understanding and implementation strategies in the digital era.

Abstract

The Implementation of inclusive elections is one of the important indicators in the realization of substantive democracy. In Katingan Regency, efforts to fulfill the constitutional rights of person with disabilities in elections have become a serious concern of the local government and election organizers. The study examines in depth the policy implementation,challenges, and improvement efforts in ensuring the political participation of person with disabilities in Katingan Regency. The research uses a qualitative approach with normative-empirical legal research methods. The results show that despite strong legal guarantees, the implementation of the constitutional rightsof person with disabilities in elections still faces various challenges, including physical and information accessibility, a administrative barries, and social stigma. Efforts by the government and the General Election Commission to overcome these challenges include the provision of inclusive voting aids, officer training, and public awareness campaigns. This research recommends strengthening the legal framework, improving accessibility, active participation of people with disabilities, inclusive voter education, and improving the data collection system. In conclusion, commitment and sustained efforts from all stakeholders are needed to realize truly inclusive and accessible elections for people with disabilities, so as to strengthen democracy and realize for equality for all Indonesians. Abstract

Transparansi merupakan unsur paling penting dalam pengelolaan Dana Desa. Sering kali terjadi permasalahan dalam pengelolaan Dana Desa, dikarenakan kurangnya transparansi kepada masyarakat. Penelitian yang dilakukan mengkaji tingkat transparansi pengelolaan program Dana Desa di Kampung Goras Selatan Distrik Mbahamdandara Kabupaten Fak-Fak. Pemeritah Desa sebagai pengelola Program Dana Desa memberikan akses informasi kepada masyarakat terkait transparansi pengelolaan Dana Desa di Kampung Goras Selatan mulai dari proses perencanaan, pelaksanaan, pengelolaan, dan pertanggungjawaban. Metode yang di gunakan adalah penelitian kualitatif. Pengumpulan data menggunakan matode Observasi dan Wawancara serta di analisis secara deskriptif kualitatif. Hasil penelitian menunjukan, bahwa pemerintah Desa telah berupaya meningkatkan transparansi dalam pengelolaan dana Desa dengan sangat baik. Pemerintah Desa telah menjalankan tanggung jawabnya sesuai dengan peraturan yang berlaku, sebagaimana yang telah tertuang dalam Peraturan Pemerintah Nomor 60 tahun 2014, yang mengatur tata cara pemerintahan yang lebih terbuka dan transparan dalam pengelolaan dana Desa. Pemerintah Desa juga mengikut sertakan masyarakat dalam proses pengambilan keputusan, sehingga segala bentuk penggunaan anggaran dapat dipertanggung jawabkan dengan baik. Dengan demikian disimpulkan, bahwa Transparansi Pemerintah Kampung Goras Selatan dapat menjadi poin penting dalam meningkatkan kepercayaan masyarakat terhadap kinerja aparat Kampung dalam pengelolaan Dana Desa serta memastikan keberlanjutan dan kualitas pelaksanaan program tersebut.
