Abstract

Abstract

This study is motivated by the need to strengthen local human resource (HR) capacity to ensure the sustainability of community-based tourism villages. In practice, local communities still face limitations in skills, experience, and access to training. This study was conducted in Pujon Kidul Tourism Village, Malang Regency, East Java, focusing on Café Sawah as its main business unit. The study aims to identify the condition of local HR capacity, the factors influencing the effectiveness of capacity development, and community empowerment efforts to improve HR capacity in tourism village management. A qualitative approach with a case study method was employed. The research subjects included tourism village managers, local workers, and relevant stakeholders. Data were collected through observation, interviews, and documentation and analyzed descriptively. The findings indicate that local HR capacity remains at a developmental stage and has not fully met professional tourism standards, particularly in management, digital promotion, and service innovation. Factors influencing HR capacity development include economic conditions, individual motivation, and competition among tourism destinations. Empowerment efforts have been implemented through community involvement in tourism operations, prioritization of local workers, and the planning of skills training programs; however, these efforts remain insufficiently structured. The study concludes that strengthening local HR capacity requires intensive, sustainable, and needs-based empowerment and training programs to support more effective and sustainable tourism village management.

Abstract

The Jaro Rojab ritual is one of the traditions still preserved by the people of Cikakak. This ritual is not only a religious and customary activity held every 27th of Rajab, but it also carries various lexical and cultural meanings that reflect the identity, social, religious, and cultural values of the Cikakak community. This study aims to explore, understand, and describe the lexical and cultural meanings found in the Jaro Rojab ritual. This study employs a qualitative descriptive method with a semantic approach. The research subjects consisted of two informants the key figure and a traditional leader of Cikakak village who were selected using purposive sampling. Research data were collected through observation, interviews, and documentation, which were then analyzed using content analysis according to Moleong. Data validity was ensured through source triangulation and methodological triangulation.  The results of the study identified 22 lexical items related to the Jaro Rojab Ritual. These consisted of 7 lexical items regarding the ritual procession, 2 regarding the names of the venues where the ritual is held, 5 regarding ritual terms, 4 regarding ube rampe, 3 regarding ritual performers, and 1 regarding a figure within the ritual. From these lexical items, 22 lexical meanings and 21 cultural meanings were identified. Thus, the Jaro Rojab ritual not only serves as a tradition passed down from generation to generation but also acts as a medium for transmitting cultural values through language. A semantic analysis of the terms and utterances used in the ritual can serve as one effort to document and preserve the cultural knowledge of the Cikakak community amid the changing times.

Abstract

This research is motivated by the importance of social literacy as a student's ability to interact, collaborate, participate, and act responsibly within society. Strengthening social literacy is a key objective of Social Studies instruction, as students are expected not only to master knowledge but also to apply it in social life. This study aims to describe the role of Social Studies teachers in fostering social literacy among Grade VIII students at SMPN 3 Solok Selatan. Grounded in constructivist theory, social knowledge and skills are actively constructed by students through experience, interaction, and direct engagement within their learning environment. This study employs a qualitative approach with a descriptive research design. Research informants included the school principal, Social Studies teachers, guidance and counseling teachers, the Student Council president, and Grade VIII students. Data collection techniques involved observation, interviews, and document analysis. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The research findings indicate that Social Studies teachers play a role in fostering student social literacy through three primary functions. As facilitators, teachers provide learning experiences that directly involve students in maintaining the cleanliness of the school environment, thereby cultivating social concern and responsibility. As motivators, teachers encourage students to actively engage in discussions, collaborate, and express their opinions, thereby enhancing student participation, communication skills, and self-confidence. As role models, teachers demonstrate mutual respect, cooperation, and conflict resolution through deliberation, helping students develop emotional management skills and the ability to build positive social relationships.

Abstract

This study is grounded in the importance of teacher competence in the educational process, particularly in shaping and developing students' character. Teachers do not merely convey knowledge but also play an essential role in modeling, guiding, directing, and forming students' attitudes and behavior. This study aimed to measure the extent of the influence of teacher competence on students' character at SMK Jakarta Pusat 1. A quantitative approach with a descriptive analytic correlational method was used. The sample consisted of 76 students selected through simple random sampling from a population of 756 students. Data were collected through questionnaires, observation, documentation, and interviews, and were analyzed using Pearson Product Moment correlation and simple linear regression. The results showed a positive and significant relationship between teacher competence and students' character, with a correlation coefficient (rxy) of 0.423 and a significance value of 0.000 (< 0.05). The coefficient of determination (R Square) was 0.179, indicating that teacher competence contributed 17.9% to variations in students' character, while the remaining 82.1% was influenced by other factors outside this study. Hypothesis testing showed that ro (0.423) exceeded rt at both the 5% (0.227) and 1% (0.296) significance levels, so the alternative hypothesis (Ha) was accepted. Therefore, strengthening teacher competence in the pedagogical, personal, social, and professional domains can support the optimal development of students' character. Abstract

Otak-otak MSMEs are a leading culinary icon of Bintan Regency based on local fishery potential in Kampung Sungai Enam Laut. Their development is constrained by limited capital, low digital literacy, and uneven sales distribution, necessitating a targeted policy evaluation. This study evaluates MSME empowerment policies by the Regional Government and analyzes supporting and inhibiting factors. Using a descriptive qualitative approach in Sungai Enam Laut Village, data were collected through in-depth interviews, observation, and documentation from DKUPP, Village officials, MSME actors, and the community. Data analysis utilized Miles and Huberman's interactive model with NVivo 15, applying Dunn's Policy Evaluation Theory (effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness) and Van Meter and Van Horn's Implementation Theory. The results show that the empowerment policy has been quite effective. Assistance, training, and mentoring positively impacted business capacity. Process efficiency is relatively easy, though bureaucratic procedures still consume time. Adequacy is helpful but has not met needs for capital and specialized equipment. Equity is good, government responsiveness is high, and targeting aligns with local business characteristics. The main supporting factors are coordination, communication, and commitment, while the main obstacles are lengthy procedures and limited resources.

Abstract

The persistently low achievement of Higher Order Thinking Skills (HOTS) among Indonesian students, as reflected in PISA and TIMSS results, is partly attributable to the absence of test instruments specifically designed to diagnose weaknesses in analyzing (C4), evaluating (C5), and creating (C6), rather than merely identifying factual misconceptions. This study aimed to develop a HOTS diagnostic test instrument on the respiratory system topic contextualized within sustainable health issues (PM2.5 air pollution, smoking-related pathophysiology, and communicable respiratory diseases), and to examine its content validity, construct validity, reliability, and the resulting HOTS profile of Grade XI students at Nation Star Academy Surabaya. This Research and Development (R&D) study employed the ADDIE model and produced three parallel instrument sets (Set A, B, and C), each comprising six items (two multiple-choice items for C4, two multiple choice multiple answer items for C5, and two structured essay items for C6) that synthesized the Merdeka Curriculum Fase F Learning Outcomes with the Cambridge AS & A Level Biology Learning Outcomes. A limited field trial was conducted with 50 Grade XI Science students. Results showed very strong content validity (mean Aiken's V = 0.907). Construct validity, examined through corrected item-total correlations, sub-scale internal consistency, and exploratory factor analysis, provided initial but not fully confirmed evidence: the creating dimension (C6) proved the most empirically stable (item-total r up to 0.781), while analyzing (C4) and evaluating (C5) showed sensitivity to item format and stimulus heterogeneity (case specificity). Internal consistency reliability was acceptable for formative diagnostic purposes (Cronbach's Alpha = 0.623; McDonald's Omega = 0.642). The HOTS profile showed a declining gradient across cognitive levels: analyzing (C4) was high (72.00%), evaluating (C5) was moderate (46.67%), and creating (C6) was low (39.83%), indicating a gap in knowledge transfer toward argumentative evaluation and evidence-based creative problem formulation. The instrument is recommended as a formative diagnostic tool for teachers designing differentiated instruction, with the caveat that additional items per cognitive dimension and stimulus homogeneity are needed in further development to strengthen construct validity evidence. Abstract

This study evaluates the impact of digital marketing training policies on Micro, Small, and Medium Enterprises (MSMEs) in Tanjungpinang City. Its primary objective is to analyze the extent to which these training programs enhance digital capacity, encourage the adoption of online marketplaces, and contribute to improved business performance among MSMEs. This study employs a qualitative approach, with data collected through observation, in-depth interviews, and documentation. Data analysis was conducted using NVivo software, encompassing data reduction, data presentation, and drawing conclusions. The results indicate that digital marketing training has had a significant positive impact. Participants saw an increase in their digital knowledge and skills, such as the use of social media, graphic design applications, and online marketplaces for promotion and sales. A shift in behavior occurred, as MSMEs began actively utilizing digital platforms and implementing digital marketing strategies in a more structured manner. The identified economic impacts include expanded market reach, an increase in the number of customers, and higher sales revenue. However, the program’s effectiveness has not been uniformly optimal due to constraints such as limited training duration, a lack of post-training mentoring, and the continued uneven distribution of information. Recommendations include the need to expand the program’s reach, increase the intensity of training, and strengthen the system of ongoing mentoring to maximize the positive impact on MSMEs in Tanjungpinang City.
