Abstract

Urbanization drives population growth and development in the coastal area of Semarang City, Indonesia, which in turn increases water consumption demand. To meet these demands, massive exploitation of groundwater has become a common practice. Consequently, groundwater reserves are depleting, causing damage to soil composition, particularly in the alluvial land characteristic of the area. These factors contribute to loads that exceed the land's carrying capacity, leading to extreme subsidence rates in Semarang's coastal areas. This research analyzes the obstacles faced by central and regional governments in implementing public policies to mitigate sustainable land subsidence. A qualitative approach with descriptive methods was employed, with a rigid selection of existing literature, journal articles, official documents, and news related to the research topic. The study utilizes a public policy perspective to map and analyze existing literature. The results indicate that handling land subsidence is hindered by several factors: policy incoherency, reactive policy nature, miscoordination among stakeholders, and overlapping public policies. Consequently, policy implementation in Semarang City has not yielded significant results in addressing subsidence. The study highlights the need for central and regional governments to involve business actors in formulating strategies to manage land subsidence effectively. This research contributes to expanding theoretical and practical knowledge on the implementation of land subsidence management policies by local governments in Indonesia's sustainable environmental sector.

Abstract

Bakas Lewu is a group of elders in the Dayak Ngaju language of Central Kalimantan. Previous studies have been more oriented towards mapping brokers in mobilizing material resources to influence voters. The purpose of this article is to explore the role of Bakas Lewu as political brokers, especially how they work, involving culture and social power, which has been discussed to a limited extent. This study was conducted qualitatively and the main data source came from interviews with key informants who knew about the village head election (Pilkades) cases in Manduing Taheta, then analyzed in depth and interactively. This study shows that Bakas Lewu as political brokers play an important role in mobilizing political support based on social relations, kinship, and local Dayak culture by relying on interpersonal communication, narrative control, and social networks to build community trust and loyalty. This phenomenon emphasizes that political power in the village is more influenced by personal and social relationships than material transactions. This study challenges the dominant approach that sees political brokers in Indonesia as transactional actors, by highlighting the importance of local social and cultural dynamics. These findings indicate the diversity of political brokerage practices and suggest more research on how social relations, such as kinship and loyalty, play a role in mobilizing political support, opening up new perspectives in the study of local politics in Indonesia.

Abstract

This article examines the competition between minimarket retailers and local grocery stores from a sociological perspective. It explores two main patterns of daily shopping habits, which highlight a complex competition for consumer attention. The author aims to demonstrate that this contestation is linked to social change and the business strategies employed by each type of business. The study adopts a descriptive qualitative approach, conducted in Lhokseumawe City, Aceh Province, Indonesia. Data were gathered through observation, in-depth interviews, and literature review, and analyzed descriptively by reducing, verifying, and interpreting to identify key themes and insights. The findings show that the competition between these two shopping patterns is driven by changes in consumer behavior. Minimarkets succeed by offering convenience and more structured services, while local grocery stores remain competitive by providing services rooted in cultural values and fostering close community ties.

Abstract

TikTok is ranked 1st place in the period from January to December 2022. There have been suspicions over TikTok's efforts to further prosper its business through an initiative called Project S via TikTok Shop. Therefore, recently the government established Regulation of the Minister of Trade of the Republic of Indonesia Number 31 of 2003. With this policy, TikTok Shop stopped operating on October 4, 2023 due to violations of socio-commerce rules. This study aims to explore perspectives related to post-closure policies of TikTok Shops in relation to supporting the sustainability of MSMEs in Indonesia. This research uses a qualitative descriptive research method with phenomenology and case study approach. Data collection techniques through interviews with MSMEs and TikTok Shop users and literature studies. It is concluded that although the weakening of the conventional MSME market is not necessarily caused by e-commerce only, this policy is considered a good step to be taken to anticipate the threat of rampant trade from abroad that can threaten Indonesian MSMEs. MSMEs that have indeed utilized the TikTok Shop feature will still be able to use TikTok as a social media service for promotional means, only the transactions will be connected to other platforms.

Abstract

Waste is a national problem in Indonesia that has not found an optimal solution and tends to get worse. Effective waste management for environmental preservation and extinction is one of the principles of good environmental governance. An important part of good governance is collaboration between the private sector and the community to achieve effective, efficient, and appropriate waste management. This study aims to assess the implementation of waste management in Tuah Karya Village. This study uses a qualitative descriptive method with data collection techniques including observation, interviews, and documentation. The results of the study show the implementation of Good Environmental Governance in waste management in Pekanbaru, with a focus on the steps that have been taken by local governments to build effective waste management in their respective regions. Several areas in Pekanbaru have implemented good waste management practices, such as building waste banks, recycling waste into new products, and promoting waste reuse. This study examines the forms of implementation of Good Environmental Governance in waste management in Pekanbaru. In the case of Waste Bank management in Tuah Karya, based on the principles of good environmental governance, it turns out that one of the seven principles, namely access to information, has not been able to achieve the goal of realizing a Smart City in Pekanbaru. This is because many residents are still unaware of the existence of the Waste Bank, and many are reluctant to participate. These challenges make it difficult for the Waste Bank to contribute to the ideals of Smart City in Pekanbaru.

Abstract

Since 1997 the Democratic Republic of Congo (DRC) has been facing armed conflicts between ethnic groups which was triggered by land conflicts and gold and cobalt mine posession control on East Congo. Interventions done by other countries to support rebellions expanded the scale of coflict and got labeled as The African World War. The conflict, which entangled African countries around Great Lakes forced East African Community (EAC) to intervene with the peace treaty known as the Nairobi Process in 2021. This article aims to convey the EAC's initiative to bring about peace in the DRC, and the challenges it faces. This study employs a literature study method, drawing on secondary data released in the form of press conferences, reports from international organizations, journals, newspapers, and books. The outcomes of this study reveal that the EAC was successful in asking the parties of the dispute to engage in negotiations known as the Nairobi Process, which allows the EAC the ability to put together and deploy a peacekeeping force by 2021. But stability did not last long as DRC government only used EAC peacekeeping force as additional force to drive away the M23 rebels. When the objective wasn’t met and EAC peacekeeping force was unable to carry out supervision and disarmament mission, DRC government expelled EAC peacekeeping force from DRC. M23 rebels still control cobalt and gold mines in the east of DRC.

Abstract

The high level of drug abuse that threatens social stability and national security is the background of this research. The urgency of the research lies in the need for cross-sector policy synergy to effectively tackle drug trafficking. This research aims to analyze the implementation of the prevention, eradication, abuse and illicit drug trafficking (P4GN) policy. This research uses a qualitative method with a descriptive-analytical approach, combining literature studies and in-depth interviews with relevant policy stakeholders. The results show positive impacts of the policy such as increased public awareness through the Drug Information Education Center (PIE), although there are still obstacles such as weak coordination between agencies and limited resources. Law enforcement by BNN and Polri shows significant progress, but needs to be balanced with strengthening rehabilitation programs for addicts. Implementation of this policy requires periodic evaluation, development of anti-drug module-based education, and community empowerment to strengthen overall national resilience.

Abstract

The monetary turmoil that occurred in 1998 plunged Indonesia into an economic crisis that had an unfavorable impact on the national economy, which at the time was dependent on foreign investment. In the end, to help improve the economy in Indonesia, the Government at that time took action to ask for assistance from the International Monetary Fund (IMF). The injection of funds from the International Monetary Fund (IMF) provided conditions for the Government of Indonesia to establish new bankruptcy regulations from the commonly used Dutch Bankruptcy Law of 1905 (Faillissements-Verordening, Staatsblad 217/1905 and Staatsblad 348/1906) so that the Government issued Government Regulation in Lieu of Law Number 1 of 1998 concerning Amendments to the Bankruptcy Law. In PERPPU 1/1998, it provides easy bankruptcy application requirements where the conditions only require 2 creditors and one of the creditors has a debt that has matured. Until Law No. 37/2004 on Bankruptcy and PKPU was enacted, the requirements for bankruptcy applications remained unchanged, so this paper aims to analyze the requirements for filing bankruptcy applications, which tend to be pro-creditor, so that it is straightforward to put debtors in a state of bankruptcy or PKPU, where the existence of the Bankruptcy and PKPU Law should provide help for debtors to find a solution to the debt pressure that has hit the debtor.

Abstract

This article critically investigates the dual roles of charitable businesses in Muhammadiyah education in Yogyakarta, which reproduce sociocultural, capital, and prestige distinctions among high schools. Beyond prior works focusing on internal dynamics, this study revives the class-based approach to analyze how Muhammadiyah’s education system simultaneously resists and internalizes capitalism’s principles to reconstruct a new field with its logic. Using a qualitative case study with in-depth interviews, we confirm that reproduction models enabling disparity among Muhammadiyah schools are deliberately conducted to sustain philanthropy movements, Al-Maun’s spirit, and program independence amid neoliberal education shifts. The results show that historical context, regulation, and collaborative negotiation legitimize stratified institution quality in which elite schools adopt economic schemes to subsidize non-privileged schools. This dialectic institutionalizes a habitus that rationalizes Muhammadiyah schools’ prestige as socially acceptable. Although causing dominant class concentration, this model becomes a strategy to maintain sovereignty from state/market domination while expanding modern Islamic schools across Indonesia.

Abstract

This research aims to examine the orientalism characteristics in contemporary Indonesian popular media contents on Thailand queer gender images. As Indonesian society consume popular contents from various forms, the popular textual ideology definitely conceives the dominant media cognitive which imposes and drives people perspective on various issues, including queer gender from overseas. Popular media contents become the major reference as they’re easy to access, packed in simple languages and sensational. Thailand as the neighboring country has well known by its vibrant queer gender environment. This image has been articulated in the Indonesian popular media for a long time. Nevertheless, as the LGBT moral panic begins to emerge in contemporary Indonesia, the current Thailand queer gender depictions in Indonesian popular media has also shown frivolous tunes and justifications. This study used Van Dijk’s critical discourse analysis to dissect how Edward Said’s concept of Orientalism works in 21st century popular media contents. Examining 76 Indonesian popular media contents as in pop news websites, commercial movies, popular Youtube channels, and prime time variety shows, the research reveals 11 characters of Indonesian media orientalism point of views toward Thailand queer gender images. Notably, the study found 11 media orientalism characters have just emerged in the last 5-6 years, in parallel with the rise of moral panic against LGBT community in contemporary Indonesia.
