Abstract

Many local goverment in Indonesia faces challenges in implementing the Smart City program due to limited technology, infrastructure and human resources. This research aims to analyze inhibiting factors and provide suggestions for increasing government technology readiness (e-readiness) towards a Smart City. The locus of research is Balangan Regency, South Kalimantan. The research method involves interviews and observations of relevant Stakeholders. Data was collected from interviews with high-ranking government and community officials, as well as observations of infrastructure and technology services in Balangan Regency. The research results show that limited internet services, inadequate hardware and software infrastructure, limited budget, and lack of competent human resources are the main obstacles. These factors are influenced by geographic constraints, budget priorities, and lack of public awareness of the importance of technology. To overcome this, it is recommended that the government collaborate with the private sector, increase budget allocations, provide training to human resources, and carry out regular monitoring and evaluation of community readiness. In conclusion, efforts to increase government technology readiness towards a Smart city in Balangan Regency require collaboration between the government, private sector and society, as well as increased investment in infrastructure and human resources.

Abstract

This study aims to analyze the implementation and impact of the State Civil Apparatus (ASN) management innovation carried out by the State Civil Apparatus Commission (KASN) through the SIPINTER application (Information System for Self-Assessment of the Implementation of the Merit System) and its relevance in achieving good governance in Indonesia. This study used a descriptive research method with a qualitative approach, and data were obtained from official sources such as the KASN website and online news. The theory used in this study is the Public Sector Innovation Typology theory from Halvorse et al. (2005), covering (1) Creation of new services, (2) Process innovation, (3) Administrative innovation that focuses on policy change, (4) System innovation, (5) Conceptual innovation, and (6) Radical change in rationality. The results of the study show that the application of information technology in ASN management through the SIPINTER application has increased transparency, accountability, and effectiveness of ASN management at various levels of local government. Future research can carry out the development of a sustainable strategy as an important step to realize the potential of this application in the implementation of a meritocratic system in all regional and central government in Indonesia.

Abstract

Southeast Asian countries are currently grappling with a significant rise in authoritarianism within the region. In this context, the Association of Southeast Asian Nations (ASEAN) is expected to play a pivotal role in safeguarding peace and prosperity throughout the region. However, the Myanmar crisis has exposed a deep fracture within ASEAN. The stability and tranquillity that have characterised at some times the ASEAN region are now severely threatened. The full-scale civil war in Myanmar, which originated from the coup d'état in 2021 following a protracted period of internal strife and the marginalisation of the Rohingya population, is not an isolated incident. Instances of conflict and coup d'états persist across ASEAN. For example, the 2014 coup in Thailand, the chronic crackdown in Cambodia and Vietnam, the tensions around the South China Sea, and the growing separatist movement in Papua illustrate the volatile policy landscape within ASEAN. This work's main objective is to address whether ASEAN should consider reforming its mechanisms, with particular attention to its no-interference policy. This paper relies on desk-based research, entailing a thorough review and analysis of the literature on ASEAN's political history. The study employs a critical literature review approach with a historical perspective on regionalism within ASEAN. By utilising the advanced constructivist theory concerning the concept of norms, this article analyses the repercussions of steadfastly adhering to certain norms, explicitly focusing on the principle of non-interference.

Abstract

This article aims to explain how community based approached has been adopted during the implementation of PPKM mikro (micro restriction) which is assumed to be more effective in handling the covid-19 pandemic. The implementation of PPKM mikro involves various parties ranging from the lowest level of Indonesian government (RT/RW or households) to the central government and community members. By utilizing Putnam’s social capital perspective, this study examines how all these parties established the social relations or networks during the PPKM mikro. This study employs a case study approach to examine the implementation of PPKM mikro in Malang Raya, East Java Province. This study found that the PPKM micro has used the social capital pre-existing in neighbourhood circumference (RT/RW). This social capital was expanded and enforced during PPKM micro under the Decree of the Minister of Home Affairs No.3 of 2020 concerning PPKM micro. Moreover, this enforcement also generates all the types of social capital which are bonding, bridging and linking social capital. Bonding social capital was established at RT/RW level. Bridging social capital emerged from the relations between or inter RT/RW levels established by visual information represented by flags of different colours ranging from green, yellow, orange, to red informing the number of households confirmed with positive covid-19 in each RT/RW. Linking social capital was formed from social relations between RT/RW with the highest levels of government including the village, district, municipality/regency and central government.

Abstract

(Korean Popular Culture as A ‘Lethal Weapon’: A Journey Towards Nation Branding of the Republic of Korea) The crisis that occurred in 1997 was experienced by the Republic of Korea as a sign that today the Republic of Korea has become a developed country. The government of the Republic of Korea took the initiative to borrow funds from the IMF for the first time in the history of Korea. The Republic of Korea's turnaround process was revived from adversity due to the impact of the crisis, which led to a day called "National Embarrassment Day". After the funds from the IMF are in the hands of the ROK government, the next duty is to use these funds wisely to restore the economic conditions. Based on the above facts, the purpose of this research was to analyze popular culture as a process of nation branding in South Korea. The method in this research was qualitative with a case study approach, the data obtained comes from in-depth interviews, non-participant observation and literature review. This research concludes that the crisis is an initial process for the Korean government's initiative to take bold and anti-mainstream steps. The funds obtained from the IMF were used to produce popular culture, which was then used as a tool by the government and expanded to restore the country's economic condition, the government's initiative at that time brought about major changes in the current economic condition of the Republic of Korea, and popular culture became the nation branding of the Republic of Korea.

Abstract

In late 2021, public attention was captivated by a contentious issue surrounding the potential postponement of the 2024 election. Prominent figures including Minister of Maritime Affairs and Investment Luhut Binsar Panjaitan, as well as leaders from the Golkar, PKB, and PAN parties, put forward proposals to delay the upcoming election. This study was undertaken to delve into the underlying factors contributing to the downfall of the discourse advocating the postponement of the 2024 election. Through the application of Kingdon's (2014) multi-stream framework (MSF) analysis, this research reveals that the notion of postponing the election lacked the necessary feasibility to transition into a viable policy agenda, as assessed from the perspectives of the problem stream, policy stream, and political stream. Examination of the problem stream reveals a lack of indicators supporting the idea of postponing the 2024 election from an economic standpoint. The prevalent positive economic growth and the optimistic sentiment of the populace toward national economic progress undermine any basis for endorsing the discourse. Moving to the policy stream, it becomes evident that most legislative members and community groups outright rejected the discourse. Additionally, the dearth of policy entrepreneurs emerged as a crucial factor contributing to the discourse's failure. Lastly, from the political stream perspective, the lack of widespread public support proved to be a pivotal factor in the discourse's demise. Political parties, the legislature, and various segments of society, including students, vehemently opposed the proposition. This landscape underscores the incongruence between the nation's sentiment and the notion of postponing the election. Consequently, the inability of the discourse to gain traction as a government policy agenda can be attributed to the prevailing economic conditions, the absence of substantial public support, and the lack of influential groups positioned as policy entrepreneurs advocating for the postponement of the 2024 election.

Abstract

China’s role in global peace-making initiatives raises critical questions about the underlying objectives of these efforts. Some scholars interpret this as an attempt by China to extend its political influence and pursue hegemonic ambitions globally. Others view it as China’s strategy to fill the power vacuum left by the United States. However, the primary goal of China’s initiatives appears to be achieving stability, which is essential for realizing its vision of becoming a prosperous nation by 2049. This article explores the key motivations driving China’s active participation in global peace-making. Utilizing qualitative methods, with an emphasis on in-depth literature reviews, the study draws on two types of data sources. The first is primary data from official statements, including speeches and documents, while the second comprises secondary data from academic journals, scholarly articles, think tank reports, and mass media. The article argues that China’s peace efforts align with its long-term economic expansion interests and asserts that China’s substantial global investments are aimed at fostering both peace and economic prosperity.

Abstract

Travel across border give opportunity to people to immerse in a diverse groups and  societies. It is hoped to enrich life experiences that lays the groundwork for the creation of  more harmonious and tolerant societies. Religious moderation, especially in Indonesian context, require tolerance, anti-violence, the sense of nationality and local culture acceptance from its citizen to maintain the harmonious, moreover, the unity of Indonesia as a country.  Unfortunately, some Muslim youths were found to have low tolerance toward different religion groups. This study aims to assess if Muslim youths with international exposure have good moderation perspectives and practices in religion, including tolerance. This study is a quantitative descriptive with the help of survey tool to collect data from Muslim youths with international experiences. The analysis was carried out using univariate analysis. The results depict that more than 90% of the 155 respondents have good perspectives and practices toward religious moderation. Only practice of tolerance has slightly lower percentage which is 89%. More international programs for Muslim youths are encouraged to help them increase the level of tolerance toward differences

Abstract

This study aims to explain how Korean Wave, or Hallyu, influenced the enactment of theElimination of Reactionary Thoughts and Culture Laws in North Korea. To answer the ques-tions, this research used securitization theory and a qualitative descriptive method. The re-search combined several sources of literature, such as journals, books, the official website of the South Korean government, and several official reports from online media in East Asia. The results of the research show that the Law on the Elimination of Reactionary Thoughts and Culture, which was passed by the North Korean government, was caused by the negative assumptions made by the leader of the country about the spread of Hallyu or Korean Wave in his country. The various distributions of South Korean cultural content are viewed as a "threat" to the continuity of North Korean ideology. Meanwhile, South Korean cultural products have inevitably spread rapidly and massively in almost all parts of the world. Therefore, the North Korean government needs laws with legal force and ideological campaigns to prevent public disturbances caused by foreign cultural influences, especially those from South Korea.

Abstract

In a family, both the mother and father’s roles are equally important. A father's role goes beyond being the breadwinner or the head of the family; he is also expected to play a complete role in supporting a child's development and sharing responsibilities with the mother as a wife. When a father doesn't fulfill his role effectively, the issue of "fatherless" arises in the family, which has long-term impacts on the child, including a daughter's perception of her future life partner. Previous research has shown that the absence of a father's role at home (fatherlessness) can influence how a child interacts and shapes a child's preferences in choosing a partner or determining their romantic relationships. This study, employing phenomenology and in-depth interviews with four female informants who have experienced fatherlessness, draws on family communication, attachment theory, penetration theory, and gender role theory. The research findings highlight that the experience of fatherlessness becomes a major communication barrier, affecting the informants in initiating romantic relationships. Respondents express difficulties in trusting and maintaining open communication with close friends. They state that disappointment in their father figure leads them to seek a partner to fulfill their psychological needs related to the missing fatherly figure. The study also confirms factors influencing the perceptions of fatherless daughters in choosing life partners, including a father's involvement in child-rearing, healthy communication between father and child, traumatic experiences, and current parent-child communication relationships. This research can serve as a reference for further studies interested in examining family communication from the perspective of the father's role and the communication between daughters and their fathers.
