Abstract

The spread of hoax on health issue is a compelling phenomenon in digital era. By focusing on visual literacy as a way to avoid hoax, this qualitative research attempts to find how visual hoax operated. The main concept of Visual Literacy proposed by Maria Avgerinou, reading the spectrum of an image by Roland Barthes and six dimension of photograph life by Widiatmojo are used to analysis visual hoax. The result shows that visual hoax on corona virus occurred as the time frame dimension were diminished, the meaning was changed as well as the narration of the original image, the topic was compromised, the lost of image quality and the distribution on social media by anonymous identity. Therefore, people need to have basic competence in visual literacy, which is the ability to understand visual language accompanied by the ability to think and analyze. It will make an individual produce a positive perception that should be use to avoid hoaxes.

Abstract

Electronic voting (e-voting) is the use of technology in general election, that can overcome the usually occur in conventional voting. This research aims to determine what factors influence public acceptance when using the e-voting system in the implementation of Pilkades in Butuh Village, Mojosongo Sub-Disctrict, Boyolali Regency by using Unified Model of Electronic Government Adoption (UMEGA). This study used quantitative methods and data collection using questionnaires. Sampling techniques using accidental sampling. The data analysis techniques used Partial Least Squares with the Smart.PLS 3.0 application. The result showed performance expectancy, effort expectancy, social influence, and attitude had a positive and significant effect on the behavioral intention of e-voting system users. While facilitating conditions and perceived risk are shown to have no effect on the behavioral intention of e-voting system users. And it was also found that the influence of user attitude successfully moderated the effect of performance expectancy, effort expectancy, and social influence on the behavioral intention of e-voting system users.

Abstract

Abstract A group of young people ventured to openly support the candidate pair Syafrudin-Subadri in the 2018 Serang City Regional Head General Election. Syafrudin-Subadri is an opponent of the incumbent family and a member of the Banten political class supported by the majority coalition. Rationally, the incumbent family has more political possibilities and power because it is supported by the majority coalition and is a member of the incumbent's family and the Banten political elite. The goal of this research is to describe and assess Syafrudin-political Subadri's communication strategy for gaining support for youth organizations in the 2018 Serang City Regional Elections, as well as the youth group's basic foundation. The conceptual basis for this research is the theory of political communication strategy with three approaches, namely maintaining the character and strengthening institutions, creating togetherness, and building consensus. This research method uses descriptive qualitative methods with a case study approach and uses purposive data collection techniques to obtain in-depth information. The research subjects are Syafrudin, the elected mayor and the object of the Serang City Youth Network. This paper examines the candidate pair Syafrudin-Subadri got youth support since they were deemed credible and of high quality. Political messages are delivered to the Syafrudin-Subadri pair using direct or face-to-face persuasive tactics, with media chosen based on the era and societal conditions. The Syafrudin-Subadri duo may then grasp the audience, particularly among the youth, by conditionally and more dominantly absorbing ambitions from diverse circles of society.

Abstract

Crowd prevention imposed by the implementation health protocol of covid-19 caused decrasing tourism sector income, particularly in the province of D.I. Yogyakarta. Local government of Yogyakarta established SIWIGNYO as a program to revitalise tourism economic development in the new normal period. Based on qualitative research method, data obtained from literature reviews on research publication, government reports, and content analysis on digital information and social media contents, such as Youtube, as well as the online applications. It examines the optimalization of the Visiting Jogja and Jogja Pass created by the Department of Tourism in partnership with the Department of Communication and Information as online application to support Yogyakarta smart tourism destination. Visiting Jogja was developed to offer comprehensive details on tourist locations, weather predictions, and both cash and non-cash ticket reservations. The government can also get real-time statistics data to count tourism arrivals for each destination. Meanwhile, the Jogja Pass used to self-screening tool that determines visitor IDs, suggestions for medical services, and the management of crowd prevention. Promotion of tourist destinations by the DIY government utilizes Virtual Tour 360 through the youtube channel. The results of this study conclude that DIY tourism policy innovation provides systematic information, transaction certainty, and is easily accessible to the wider community, both visitors and economic actors.

Abstract

ASEAN as a regional organization in Southeast Asia has cooperative relations with state actors and other international organizational actors within the ASEAN+1 framework, one of which is with South Korea. ASEAN relations with South Korea experienced ups and downs due to following the dynamics that occurred on the Korean Peninsula. After the election of Moon Jae In as President of South Korea, the South Korean government emphasized its seriousness to deepen its relations with countries in Southeast Asia and India. This article explains why South Korea has again strengthened its relationship with ASEAN through the New Southern Policy. This study uses the concept of national interest based on English School thinking with a qualitative approach and literature review methods that collect data in the form of books, journals, official government websites, and scientific reports/papers. The results of this study indicate that South Korea has deepened its relationship with ASEAN to realize its national interests in the form of increasing economic cooperation which was affected by the trade war between the United States and China. In addition, South Korea's other national interest is in the form of efforts to achieve peace on the Korean Peninsula through ASEAN member countries that also have bilateral relations with North Korea.

Abstract

This article discusses the successful development of Badan Usaha Milik Desa (BUMDes) by the Pujonkidul Village Government, Malang Regency. This study is essential because the village is a local institution used as the front line in improving the standard of living and welfare of the community. But at the same time, many villages fail to develop their village potential. By comprehensively understanding the efforts of Pujonkidul Village in developing village potential through BUMDes, this study uses an institutional capacity-building framework with three main dimensions: human resources, organization, and institutional reform. Through the qualitative-case study method, this research shows that the development of BUMDes by the Pujonkidul Village Government begins with developing business units. The growth of BUMDes is noted to involve several elements and stakeholders, such as local communities, local governments, private parties, and the mass media. The four of them were successfully integrated and collaborated in encouraging the development of their business units.

Abstract

ASEAN is facing criticism in its journey towards a regional organization that involves civil society participation based on Vision 2020 which was first introduced on 15 December 1997. Whereas after the regional financial crisis in 1997-1998, ASEAN leaders began to promote people-oriented ideas in Southeast Asia. Thus, this paper aims to explain the mechanism for involving civil society in ASEAN governance. The logic of appropriateness about the involvement of civil society in the policy-making process at global institutions becomes a theoretical framework for understanding implementation in regional organizations. This study applies a qualitative analysis method. The technique of collecting data is through literature study that relies on research publications, government reports, and internet-based literature. The results of the study understand that the ASEAN Charter and Guidelines for Affiliation of Civil Society Organizations 2012 are official documents that contain rules for ASEAN in opening up space for civil society involvement in governance in ASEAN. There are three mechanisms for involving civil society in ASEAN governance, namely affiliates, ad hoc consultations and GO-NGO forums. The contribution of civil society is adjusted to the prevailing institutional objectives. However, these three participation mechanisms serve to limit civil society organizations from using these channels to challenge policies or propose alternative agendas.

Abstract

Diplomacy is commonly understood as a country's art, practice, and negotiation activity to advance that country's interests. Currently, conventional diplomacy is being practised, which is seen as having many flaws. Conventional diplomacy appears relatively unclean, so it is necessary to build and strengthen clean diplomacy based on an Islamic perspective, also known as Islamic Diplomacy. The OIC's Islamic diplomacy is very different from conventional diplomacy, which has flaws and is relatively dirty in its execution. This article attempts to analyze the role of the Organization of Islamic Cooperation in strengthening Islamic diplomacy using a descriptive qualitative approach. Islamic diplomacy, which prioritizes peace and cooperation to solve problems, is deemed appropriate to protect and defend Muslims' vital interests and to find solutions to conflicts. The authors also found that the OIC plays two essential roles in strengthening Islamic diplomacy. First, by prioritizing cooperation and peace, the OIC optimizes diplomacy. Second, diplomacy focuses on conflict prevention and resolution. This finding could be an alternative to developing Islamic diplomacy as another way of international relations.

Abstract

This paper aims to understand the role of Xi Jinping's ideas and perceptions about China's rise in the Belt and Road Initiative (BRI). It released by Xi Jinping in 2013 as the one of ambitious policy to drive China's rise as the world power. He has a strong position in Chinese politics. In addition to leading the government, Xi is the military's commander-in-chief and has the potential to serve as president for three terms. His thoughts have even entered into the Constitution of the Chinese Communist Party. Xi's accumulation of power began to be juxtaposed with Mao's power who had a sacred position in society. Using constructivist approach, this paper attempts to analyze the role of non-material factor, such as the ideas of leader, in determining the direction of Chinese foreign policy. As the qualitative research, primary data obtained from the analysis of official government documents related to Xi Jinping's speech, the Chinese constitution, BRI, as well as official websites. Meanwhile, mass media news, scientific publications as well as other research reports consider as secondary data. It examines the practice of China's foreign policy is controlled and shaped by Xi Jinping's idea of China's rise. As a result, his ideas have played a role in changing the ways of diplomacy and the use of power that see BRI as China's global strategy, especially in China's relations with the US at the global level and cooperation with Southeast Asian and East Asian countries in order to streamline the BRI project.

Abstract

Research on the best practices of BUMDes establishment and management has practical significance for providing advice to BUMDes practitioners and the government. Academically, the significance of this research is expected to contribute to the development of the concept of good village governance, especially in the aspect of the network between governance actors in the context of the BUMDes. This study aims to describe the political dynamics in the formation and management, as well as identify best practices for the formation and management of BUMDes. This study is important considering that since the enactment of Law no. 6 of 2014, BUMDes placed as a facilitator of village progress and autonomy. To see these dynamics, qualitative research was conducted with informants including government actors in three BUMDes in East Java, namely BUMDes Podho Joyo in Gresik, Makmur Abadi in Pacitan, and Aneka Usaha in Bojonegoro. The results showed the dominant role of the supra-village government in the process of forming the three BUMDes, that is a combination of reactions to central government regulations accompanied by capital and assistance by the local government. In the management aspects, the work of the three BUMDes is relatively able to meet the needs of village community, especially in BUMDes Podho Joyo in Gresik. However, the existence of each BUMDes cannot be separated from the strong control of the BUMDes director.
