Abstract

The development of globalization has had an impact on the perspectives of Indonesian citizens, especially diaspora groups who wish to apply a dual citizenship legal status, because it is considered to have a positive impact on their lives. Pressure from diaspora groups has received various rejections from nationalist groups who view the implementation of dual citizenship as a potential threat to security and political instability in Indonesia. The method used in this study is a library method that uses various previous studies as a research data base. This study uses the political theory of citizenship initiated by Stokke, that citizenship has four dimensions, namely legal status, rights, membership, and participation related to the plan to implement dual citizenship in Indonesia, especially from a political and human rights perspective. The results of the study show that empirically dual citizenship prioritizes aspects of human rights, especially state protection for diaspora groups and returning the rights of citizens who were exiled due to politics in the New Order era. However, the application of dual citizenship also requires special studies, especially regarding political rights, because it involves various fundamental issues within the Indonesian state, such as getting the opportunity to vote and be elected in general elections. The basic problem is also related to the clarity of the ideology of dual citizenship, because only Indonesia implements Pancasila as the state ideology. The conclusion of the research results shows that political and human rights views have become a debate used by groups that oppose or support the plan to implement dual citizenship in Indonesia.

Abstract

The design of a policy or program evaluation study is both descriptive and analytical. On the one hand, evaluators try to describe what has happened, and on the other hand, try to explain why it happened. To do this, evaluators need to observe what happens before and after the policy or program is implemented. This research aims to describe phenomena related to the agricultural sector in West Java Province before the millennial farmer program was implemented in 2021. Such knowledge will be useful as baseline indicator when assessing the program's performance and impact. This research uses a qualitative approach with a case study design and a literature study review. The data source used is secondary data in the form of previous study and statistical data obtained from the Central Bureau of Statistics (BPS). The results showed that there were six empirical phenomena that described the condition of the West Java agricultural sector before the millennial farmer program was implemented, namely the percentage of young farmers that continued to decline, the low average wage of agricultural workers, the deficit exchange rate of farmers (NTP), the structure of the agricultural sector workforce that shifted towards non-agriculture, the contribution of the agricultural sector to GRDP that decreased, and the position of agriculture as a lagging business sector according to the results of Klassen analysis. These six phenomena can be used as baseline indicators to assess program performance and impact in the next five or ten years.

Abstract

This paper endeavours to scrutinize the ramifications of the economic policy reforms introduced in Saudi Arabia under the rubric of Saudi Vision 2030. Prince Mohammed bin Salman spearheaded this ambitious initiative as a strategic response to the nation's manifold economic challenges stemming from internal and external contingencies. Saudi Vision 2030 is primarily geared towards diminishing Saudi Arabia's reliance on the oil sector, fostering sustainable economic growth, augmenting societal welfare, and enticing foreign investment. Methodologically, the study adopts a Neoliberalism theoretical framework to dissect the implementation of Saudi Vision 2030, emphasizing pivotal concepts such as market liberalization, deregulation, and privatization. Analysis of the socioeconomic impact of the Saudi Vision 2030 program on the Saudi Arabian economy throughout the year 2020 underscores a trajectory marked by positive outcomes. Through a gamut of meticulously crafted programs and initiatives, Vision 2030 has catalyzed substantial transformations, mitigating dependence on the oil sector and broadening the country's economic landscape. Within the inaugural quinquennium, Saudi Arabia has attained commendable milestones, exemplified by heightened public investment, steadfast GDP expansion, diminished unemployment rates, and consolidation of its status as a preeminent global industrial entity.

Abstract

The volume of waste generation in Indonesia is 65.8 million tons/year in 2018 and will continue to increase to around 70 million tons/year in 2022. To overcome this problem, the government has established several policy products, but the implementation of these policies has not been able to making Indonesia free from waste problems. This study aims to determine and detect the effectiveness of the implementation of waste management policies in Indonesia for the 2019-2022 and 2023-2025 periods. This study uses qualitative methods through a literature review approach with secondary data collection techniques. The results of the study show that (1) the implementation of waste management policies in Indonesia for the 2019-2022 period has not been effective because the targets and objectives of waste management have not been achieved, and the waste management system has not been optimal from the aspects of resources, institutions and law enforcement; and (2) the implementation of waste management policies in Indonesia in 2023-2025 is predicted and has the potential to not be effective. This is because the targets set in the regional government's RPJMD for the 2021-2026 period are much smaller than the targets set in the Jakstranas/Jakstrada. Recommendations that can be given so that the implementation of waste management policies can be more effective is to improve the regulatory system for waste management in Indonesia through harmonization between policies.

Abstract

This paper attempts to discuss the importance and necessity of social solidarity in societal structure during times of crisis. Learning from the conditions of the COVID-19 Pandemic in Indonesia, particularly in Central Java Province in 2019-2022, which continues to increase due to COVID-19 virus mutation into various variants such as Delta and Omicron, reveals a very concerning situation. When COVID-19 cases continued to rise in various cities and districts throughout Central Java, the Governor of Central Java, Ganjar Pranowo, issued a policy known as ‘Jogo Tonggo’ (Javanese), which translates to 'Take care of your neighbors' in Indonesian. This policy has been shown to be effective in assisting health workers and reducing the government’s burden in dealing with a pandemic. This paper will be analyzed through Emile Durkheim’s concept of Social Solidarity through a literature review, which can further demonstrate that social solidarity in Indonesian society has proven to function well as social resilience when a crisis such as the COVID-19 Pandemic occurs.

Abstract

This study aims to analyze innovation governance in the Surabaya Teacher Application Information System (SIAGUS). Surabaya Teacher Application Information System (SIAGUS) is a web-based application designed for teachers and education personnel. This research uses Innovative Governance theory according to the United Nations (2015) which consists of several indicators, namely: Institutions, Policy Actors and Society. This research uses Innovative Governance theory according to the United Nations (2015) which consists of several indicators, namely: Institutions, Policy Actors and Society The method used in this study is descriptive qualitative with a case study approach. The informant determination technique is purposive sampling and choosing the informant key. Data collection techniques are observation, interview and documentation. The results showed that managing innovation is supported by various aspects such as institutional analysis, employee discipline, attitudes to serve the community, culture, and community participation. There are also those that have not been supported, such as regulations governing overall innovation, teacher knowledge and the process of utilizing technology. So that regulations are needed that regulate the Surabaya Teacher Application Information System (SIAGUS) and assistance to teachers.

Abstract

The e-Kelurahan services program is one of the leading innovative programs in Padang City, which aims to realize the convenience of essential services at the urban village. The result of research in 2022 shows that the implementation of e-kelurahan has yet to be effective, and this study is a follow up research that aims to evaluate e-Kelurahan services using Maturity e-Government Models. The evaluation model used the Five pillars of e-Government framework put forward by Fietkiewicz, Mainka & Stock in 2017, which consists of Information Dissemination, Communication, Transactions, Interoperability, and Participation. The research method used qualitative descriptive through collecting data, interviews, observation, and documentation. According to the findings of the study, that four pillars must still be fulfilled. communication pillar through the website that is not presented to the public, the transaction pillar has decreased function because the community can no longer submit letters online, interoperability is not fulfilled because integration with Dukcapil is interrupted and the participation pillar of e-Kelurahan utilization is not used for more democratic things. The Government of Padang City has only reached the stage of providing online service applications to produce the documents. The weakness of this theory is that the analysis only focuses on website development, ignoring other factors such as organization, resources, and supervision, which are also implementation problems.

Abstract

Appropriate measures to address food security at the local level can be designed and implemented, understanding people's perceptions and judgments about their food security, will have practical implications for designing better interventions to improve community food security. This study uses a qualitative methodology through interviews, and then the data is coded using Nvivo 12 Plus. To realize this, the Province of South Sumatra implemented the South Sumatra Self-Sufficient Food Movement through efforts to change the community's mindset from "buyers" to "producers" covering the cultivation of plants, fish, and poultry. However, its implementation is still experiencing many obstacles, including beneficiaries still focusing on their main activities to earn income so that the assistance received has not been utilized optimally, GSMP socialization has not been optimal for beneficiaries, field assistance related to plant and fish cultivation has not been optimal, as well as assistance provided services provided have not been fully adapted to field conditions and beneficiary skills. So, it is expected to be able to recommend solutions for implementing the South Sumatra Independent Food Movement Program (GSMP), especially in Palembang City. This study concludes that millennial participation in the South Sumatra Independent Food Movement is relatively high and is influenced by factors such as interest, knowledge, and community involvement. Thus, further efforts are needed to increase interest, knowledge, and community involvement in this program to achieve the goals of the South Sumatra Independent Food Movement.

Abstract

This research will analyze the effectiveness of the policy of repatriating foreign assets into the country in the Voluntary Disclosure Program. Researchers used the 7's framework proposed by McKinsey consultants with the elements of shared values, staff, system, structure, strategy, skills, and style in assessing the effectiveness of asset repatriation. This research aims to determine whether the repatriation of assets in the Voluntary Disclosure Program has been effective and the inhibiting factors in carrying out asset repatriation by the Directorate General of Taxes. This research uses a post-positivist approach with a descriptive research type. Data collection techniques were obtained through literature studies and field studies. Field studies were conducted using in-depth interviews with relevant stakeholders such as the Directorate General of Taxes, Academics, the House of Representatives, and Practitioners. The research results show that the elements of shared values, structure, and style are practical, but the elements of strategy, skills, staff, and systems could be more. There are also obstacles faced by the Directorate General of Taxes, namely policies implemented at the wrong time due to the COVID-19 pandemic, taxpayer assets that are not liquid plus the shadow of a global recession due to the pandemic, programs that are less attractive to taxpayers, lack of legal certainty, regarding the Voluntary Disclosure Program policy, as well as the unstable economic and political conditions in Indonesia due to the pandemic.
