RNAL PUBLIC POLICY (JPP) merupakan jurnal elektronik online yang diterbitkan oleh lembaga penerbitan Jurusan Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Teuku Umar. JPP memuat kajian seperti Kebijakan Publik, Kebijakan Sosial, Pelayanan Publik, Administrasi Negara, Administrasi Bisnis, Politik dan Pemerintahan. Tujuan penerbitan jurnal ini adalah salah satu sarana untuk mewadahi kebutuhan peningkatkan kuantitas dan kualitas karya ilmiah dalam rangka pengembangan keilmuan, serta menyebarluaskan kajian Administrasi Negara, sekaligus sebagai wahana komunikasi di antara cendekiawan, praktisi, mahasiswa dan pemerhati masalah dan praktik Administrasi Negara. JPP terbit dua kali dalam setahun, tepatnya pada bulan April dan Oktober.

The spread of the covid-19 outbreak entered Indonesia since 2020. COVID-19 has had an impact on society and government, so that the government, especially the city of Pekanbaru, has carried out various policy strategies to carry out countermeasures in the spread of Covid-19, but the number of spread of covid-19 still has not decreased significantly. This research aims to develop a policy narrative framework that functions in advocating for the media as well as providing influence in the decision/policy making process. This research used qualitative analysis using the Policy Narrative Framework (NPF) approach. This study found that narratives by government actors and the general public in online news media had an influence on the policy of handling Covid-19. The policy narrative framework approach (NPF) contributes to this research such as elements of the storyline of policy development and the role of actors who are directly involved in policy. The implementation of the COVID-19 vaccine program through social media support can be seen from the existence of four indicators, namely Communication, Resources, Disposition, and Bureaucratic Structure and looking at the message sender’s, recipient and quality of message via social media.

Halal Tourism is one of the sectors that is now expected to make a major contribution to the economy of a country. The concept of halal tourism aims to provide tourism services based on Islamic law. Not only Muslim countries are aggressively developing Halal Tourism, but several other non-Muslim countries are also now competing to open Halal Tourism packages, this is realized by a large number of the Muslim population in the world. Indonesia is no exception, especially Aceh, which is also currently developing Halal Tourism with all the potential it has so it is expected to become the world's main destination for Halal Tourism. This study aims to determine the prospects and challenges in developing Halal Tourism in West Aceh Regency. This research uses descriptive qualitative research methods using literature studies. The results of the study indicate that Aceh Barat Regency in developing Halal Tourism has collaborated with relevant agencies and stakeholders and provides services based on Islamic Sharia. The challenge of West Aceh Regency in developing Halal Tourism is to carry out strong collaboration between the central government, local governments, and industry players in the development of halal tourism, both related to promotion, branding, improvement of supporting facilities and infrastructure as well as efforts to change the mindset of the community and business actors regarding the importance of Developing Halal tourism

Decentralization requires the bureaucracy to be able to solve various problems faced by the community at the local level. Meanwhile, the context of social change in society is directly proportional to the complexity of opportunities. The greater the complexity of the opportunity, the greater the uncertainty. The VUCA Era created uncertainty in human civilization, including public administration. Public administration must ensure how far the uncertainties in the VUCA Era can be anticipated in efforts to organize public administration, particularly in the decision-making process. For this reason, this article aims to identify the spirit of change in decision-making bureaucrats in Banyumas Regency to face the VUCA Era. The method used is a descriptive quantitative approach. Data was collected using a survey method for decision-making bureaucrats within government agencies in Banyumas Regency. The results of the study show that the level of spirit of change in decision-maker bureaucrats in Banyumas Regency in facing challenges in the VUCA era is at a moderate level. This indicates that decision-making bureaucrats still need support and encouragement in facing challenges in the VUCA era, especially adaptability and sustainable positive change.

This study aims to analyze the starting conditions and collaboration between government, private and the community in managing Tanjung Bira marine tourism in Bulukumba Regency. Qualitative approaches are used with descriptive methods. Qualitative data collecting techniques were observation and interviews for primary data and documents for secondary data. In addition, triangulation process had done to reach reliable and valid data. Then, data were analyzed by cross interpreting the interview trancsripts and documents. The results showed that conditions in the government, private and the community already had the conditions to support collaboration in managing Tanjung Bira marine tourism in Bulukumba Regency. The collaboration process between the government, private and community in managing Tanjung Bira marine tourism in Bulukumba Regency has gone through all stages or the process of creating collaboration. This research implied that the absence of a continuous collaborative forum is crucial to build trust, commitment, and shared understanding between the Tanjung Bira’s stakeholders

This study aims to explain the effectiveness of organizational rightsizing of the DPD RI Office in the Capital City of South Sumatra Province as a supporting system for DPD RI members in carrying out their roles as regional representatives. The research method used is a qualitative method with a descriptive approach. Using structured interviews, participant observation, and documentation, data was collected. Meanwhile, data validation uses triangulation techniques. Selecting informants believed to comprehend the research problem to yield primary data (purposive sampling). Data analysis was carried out using the interactive model of Miles, Huberman and Saldana (2014). The results showed that 2 of the three aspects of the organizations rightsizing could have gone better. From the aspect of strategic policy, it has reflected a picture of the conditions and conditions to be realized in 2020-2024. From the aspect of the division of organizational units, the Office has not relied on the principles of rightsizing the organization. From the aspect of integrating people (apparatus HR management), the needs of employees in the Office are not following the organization's requirements. Based on these findings, this study concludes that the Office's functions in managing constituent aspirations are not optimal due to failure to meet two of the three rightsizing requirements for the office organization.

This study describes the role of the government and the struggle to get education for Indonesian citizens in Malaysia and to fulfill the right to education for the children of Indonesian Migrant Workers in Malaysia. There are several cases of children of Indonesian workers in Malaysia whose children's rights to education are not fulfilled, especially for illegal Indonesian migrant workers. In this study the authors used a qualitative research method - descriptive with the techniques used for data collection in the form of observation, interviews, and documentation. The results of the study show that the government has not been able to provide maximum facilitation for the children of illegal Indonesian workers so that the existence of non-formal learning centers in the form of guidance workshops plays a very important role in the achievement of migrant children who are struggling to get an education in Malaysia. From simple enrollment and low-cost tuition fees to many flexible solutions. This school is also considered to have fulfilled the indicators of achieving the right to education for the children of Indonesian workers, one of which is in the Gombak area, Selangor, Malaysia. The conclusion obtained in this study is that the government must guard the existence of Indonesian migrant workers in Malaysia with all its problems so that Indonesian migrant workers and their children can obtain proper education rights in accordance with policies issued by the government.

The purpose of this study was to analyze the satisfaction of service quality at the Department of Population and Civil Registry of Bengkalis Regency. The research carried out is a descriptive qualitative study, in which the researchers not only distribute questionnaires but also conduct in-depth interviews with the heads of related units at the Bengkalis Regency Population and Civil Registry Office. In general, all the 14 assessment indicators got an average score of 72.4 which means good. While the service element that gets the highest score is service procedure of 3.24, and the lowest is service security. This study provides an overview that can be used by the Department of Population and Civil Registry of Bengkalis Regency to evaluate all units related to community services. Community satisfaction in this study uses the Community Satisfaction Index (CSI) and the Importance Performance Analysis (IPA) which has been published by the Ministry of Administrative Reform through the Decree of the Minister of State Apparatus Empowerment Number: KEP/25/M.PAN/2/2004. The method used in this research is Servqual, Importance Performance Analysis (IPA), and Customer Satisfaction Index (CSI) with 200 respondents selected by convenience technique. In general, the value obtained by the Department of Population and Civil Registry of Bengkalis Regency using the Community Satisfaction Index is 2,896 x 25 = 72.4. This means that the performance of the service unit of the Department of Population and Civil Registry of Bengkalis Regency is in service quality "B" with the category "Good".

Regulation is one of the critical instruments for implementing a policy. State regulations function at least to provide legal certainty, guidelines/instructions, frameworks, and limitations of program/policy implementation. The special allocation fund is an intergovernmental transfer for financing road infrastructure under the local government authority and aligned with national priorities. This study aims to analyze the regulatory framework that governs the implementation of this capital grant for the road sector by taking the 2015-2019 timeframe. The research is qualitative and uses a normative juridical method through a statute approach using primary material in the form of laws and regulations related to the 2015-2019 capital grants for the road sector. The results showed several regulatory incompleteness, discrepancies in content both horizontally and vertically, and weaknesses in legal blanket for monitoring and evaluation. This study recommends strengthening the harmonization of regulations to ensure no inconsistencies or contradictions. Furthermore, the study also emphasizes the importance of conducting regulatory review considering that the long-term development planning (RPJPN) of 2025-2045 is being drafted so that such precedents of disharmonization do not occur anymore.

The large number of offers of services and goods in utilizing digitalization is the background for the PMSE VAT policy in increasing state income broadly and evenly. PSME's VAT policy is also faced with the challenge of creating equality in terms of paying state contributions between traditional businessmen and economic activities that use the internet or among domestic businesses. Selection Appointment of entrepreneurs to collect electronic trade with PKP who have not been appointed as collectors creates inequality in terms of paying taxes and reporting SPT where every company appointed as PMSE collector is required to report reporting in accordance with rules and policies. This study aims to determine the PMSE VAT collection policy through the appointment of local digital companies that have and have not been appointed as PMSE VAT collectors in paying attention to the principles of a good taxation system and knowing the level playing field of local companies that have and have not been appoint PMSE VAT collector based on the theory of fairness. The type of assessment in this thesis uses qualitative methods with literature studies and interviews. Informants in this study were staff of the fiscal policy agency, staff of the directorate general of taxation, lecturers and tax consultants. The conclusions obtained explain that the policy in collecting electronic sales tax to pay attention to the principles of a good taxation system has not been properly fulfilled.

Indonesia's maritime economic potential is now starting to be managed in an innovative and good manner, so that it can become one of the targets of development and can provide optimal benefits for the state and people of Indonesia. This very supportive maritime natural condition can certainly be developed into other potentials, one of which is tourism. This potential certainly should not be missed. Simeulue Island has many beautiful tourist spots that need to be developed. However, the beautiful natural charm is not offset by optimal management. waste management is still bad, there is an assumption that development on the beach will only provide one-sided benefits and a lack of community enthusiasm for the development of beach tourism, and the problem of minimal human resources in managing marine tourism. The purpose of this study is to analyze the development of sustainable marine tourism through the Pentahelix concept in Simeulue Regency. The method used is a qualitative method using observation, interviews and literature studies. The results of the study show that there are 5 roles studied, namely the government, which is carried out by the Disparbud and Bappeda collaborating and coordinating with each other on issues related to tourism development planning which are in the process of being prepared and further sustainable development is needed. While academics play a role in efforts to study the development of tourism and community empowerment in the field of tourism. The media play a role in helping promotions to increase tourist attractiveness, social groups through tourism awareness groups that need to be optimized again and business people who provide tourism support facilities in Simeulue Regency such as lodging, culinary, entertainment and transportation
