Abstract

Customary land administration in West Sumatra has been carried out for a long time. However, many issues have arisen due to the administration of communal land needing to recognise communal rights to land ownership optimally. As mandated in the Basic Agrarian Law, the government is carrying out an administration transformation carried out by the Ministry of ATR/BPN starting in 2021, the customary land administration scheme is carried out with the customary land protection scheme which is granted through the granting of Land Management Rights (HPL) to customary authorities. The transformation of customary land administration is carried out with a Collaborative Governance perspective to optimize the program’s success. This study uses descriptive research methods through a qualitative approach with literature studies to analyze the transformation of customary land administration in the concept of collaborative governance in West Sumatra. Research results show that collaboration and partnership in the administration of communal land have represented essential elements in the principle of Collaborative Governance. Research also shows the failure to achieve consensus on the coordination and collaboration process, so the Pilot Project, which was planned in 3 districts,  was successfully implemented in 2 districts, namely Tanah Datar District and Lima Puluh Kota District.

Abstract

The Automatic Information Exchange policy implemented in Indonesia since 2018 has found obstacles in the utilization and processing of AEoI data. This research aims to analyze the effectiveness and factors that influence the effectiveness of AEoI policy implementation. This research uses a post-positivism approach and descriptive research type. Data collection was carried out using in-depth interviews and literature studies. The informants in this research were the Directorate General of Taxes and Tax Academics—the effectiveness of AEoI policy implementation using Richard Steers' theory. The results of the study found that the performance of the AEoI policy was quite adequate based on system perspective indicators and the emphasis on human behavior, which can be seen from the increase in the number of participants every year, the implementation of the AEoI policy according to applicable international standards, the cooperation and coordination carried out by the DJP so far has been established even though Problems found in indicators of optimization/achievement of objectives include human resource constraints, potential tax disputes, quality of data exchange, time constraints, and financial population constraints. Factors that influence the effectiveness of AEoI policy implementation include organizational characteristics, environmental characteristics, and management policies and practices. This shows that these factors influence the effectiveness of AEoI policy implementation on tax revenue efforts. However, some workers need to improve the effectiveness of implementing AEoI.

Abstract

Public services in Indonesia are often seen as a complicated and long-winded process, so people need public services that are easier to reach. The Rembang Regency Public Service Mall exists as an effort by the Rembang Regency Government to improve the quality of integrated services. This study aims to determine how Public Service Malls's implementation, factors, and SWOT analysis (PSM) improved One Stop Services in Rembang Regency. This research method descriptively uses qualitative data sources obtained through in-depth interviews. The results of the study showed that (1) The effectiveness of the Public Service Mall in improving One-Stop Services in Rembang Regency is still considered ineffective; (2) The implementation of the PSM policy in Rembang Regency in terms of resources and bureaucratic structure is not optimal; (3) Strategies that the Government of Rembang Regency can develop in the implementation of this PSM policy include preparation of standard operating procedures for macro service mechanisms at PSM, development of information systems for Public Service Malls, and improvement of PSM service facilities

Abstract

This research explains Policy Communication on Twitter Social Media: Development of Sustainable Tourism Destinations in NTB Province. New media offers digitization, convergence, interaction, and development of networks related to creating and delivering messages. Digital media is a source of information and a platform for tourists or visitors to communicate. Digital technology has experienced significant growth. This study aims to identify policy communication for Sustainable Tourism Destination Development through social media communication tools. NTB Provincial Government Twitter Account @ntb_Prov and Personal Twitter Account @bangzul_ntb. This research uses a qualitative method with the Qualitative Data Analysis (QDA) Miner approach, used for content, network, and cloud analysis using Nvivo 12 Plus software. The findings show that the intensity of each account has provided an overview of how local governments disseminate information related to the policies they produce. The total tweet intensity and highest tweet intensity were made by the @ntb_Prov account, with quite a significant difference compared to the @bangzul_ntb account. In analyzing the information content shared regarding the theme of Sustainable Tourism Destination Development, each account has distributed information directly related to the Sustainable Tourism Destination Development policy. Policy communication on Twitter is also a means of gathering input and responses from the public regarding the development of sustainable tourism destinations in West Nusa Tenggara. Overall, policy communication on Twitter and social media regarding the development of sustainable tourism destinations in West Nusa Tenggara is an effort to increase public awareness and participation in sustainable tourism development in the region.

Abstract

Policy innovations made by the Cikolelet Village Government to become a tourist village and various village development efforts are efforts to overcome various problems faced by the village government and the community. The policy innovation is to change from underdeveloped villages to developing and advanced villages in 2021 according to the Village Development Index indicators. In 2017 Cikolelet Village was designated as the first tourist village in Serang Regency.  Policy innovation is a major part of the transformation process or creating irreversible transformations based on a set of new order principles. Indicators of policy innovation, namely the creation stage, design stage and implementation stage according to Robert and King, are used as an analysis knife as well as innovation attributes according to Rogers to complete the description of Cikolelet Village Government's policy innovation in developing tourist villages.  The research method used is qualitative with a case study approach. Key informants consisted of the Cikolelet village head, Pokdarwis head Anindya Pramita, Bumdes director and Cikolelet village officials. Data analysis used source triangulation according to Miles and Huberman. The results showed that the innovation of tourism village development policies in Cikolelet Village has run optimally, marked by the achievement of the 2021 ADWI award as the Most Favorite Tourism Village and encouraging other tourism villages in Serang Regency to adopt Cikolelet Village's tourism development policy innovations.

Abstract

Electronic Traffic Law Enforcement (ETLE) has been inaugurated and is expected to improve the image of the National Police, minimize extortion practices by officers, and increase driving discipline. Apart from that, ETLE is a National Police program to realize good governance with the values of transparency, accountability and responsiveness. This paper aims to analyze problems in the ETLE program using the Observatory of Public Sector Innovation (OPSI) Innovation Framework prepared by the Organization for Economic Co-operation and Development (OECD). The OPSI Framework consists of innovation objectives, potential, capacity, and impact. The analysis uses the OPSI Innovation Framework to identify problems that occur in innovation to carry out improvements and developments to create sustainable innovation. Based on the results of research using the OPSI framework, ETLE has several problems: requiring a lot of infrastructure with significant resources, an organizational culture that is still silo-like, community disobedience to rules and an organizational culture that is still traditional. The solution to this problem is: First, for limited infrastructure that requires a large budget, apart from collaborating with regional governments, the National Police can also request support from the central government to provide infrastructure for the implementation of ETLE throughout Indonesia because this is a priority program for the National Police; Second, the rules were not followed openly, the police had to carry out intensive information activities about ETLE and issue manual fines to deal with violations on the spot. Third, regarding organizational culture, the Police Chief, as the leader of the National Police, can create an innovative and agile corporate culture and implement collaborative governance with various stakeholders.

Abstract

Providing tax incentives to attract investment is still one of the strategies relied on by the government, especially in Indonesia. This is realized by providing tax incentives in various Special Economic Zones (SEZ). Although many countries use tax incentives to encourage foreign investment, the actual impact of these tax incentives remains a subject of debate. This research aims to describe the role of tax incentive policies in industrial activities in SEZ, along with the various challenges that arise from implementing these policies. This study used qualitative research methods. Data was collected using literature studies with criteria by theme relevance, objectivity, and source reliability. Then, triangulation was carried out to reduce subjectivity and bias in the research. The research found that tax incentives needed to be more effective in attracting investment in SEZ. Apart from that, there is tension between the tax incentive policies that Indonesia is implementing massively to attract investment. At the same time, the country is also subject to the global minimum tax rate standard of 15%. This research provides recommendations for the government in developing non-tax facilities and implementing expenditure-based tax incentives such as investment allowances and tax credits so that they do not conflict with globally agreed standards. This research is still limited to the challenges of implementing tax incentives in the Indonesian SEZ. Furthermore, research can be carried out to identify how Indonesian SEZs can adapt to the global minimum tax rate standard of 15% and evaluate the impact on investment attractiveness in SEZs after the policy is implemented in Indonesia.

Abstract

The study's primary goal was to assess the role of public participation in developing the Integrated Development Plan (IDP) in a selected Municipality in South Africa. Local government remains vital for inclusive development in post-apartheid South Africa. To address the long-lasting effects of apartheid, the African National Congress-led government greatly emphasised local government as it was the closest developmental sector to the people. Hence it had to become important in the country's quest for inclusive development in the post-apartheid era. To answer the objectives of this study, a qualitative research approach was employed, and a purposive sampling method was used as a sampling measure. The research approach was essential to ensure the study gained in-depth narratives and arguments, which proved crucial in helping the study produce reliable results. Semi-structured interviews were conducted to acquire the required data. The findings revealed that most of the public participates in developing IDPs, but some still need to be made aware of the importance of public participation. In addition, the inaccuracy of relevant information regarding public participation in the IDP process prevents members of the public from actively participating in the IDP process. Hence this study recommends that the municipality consider developing programmes to increase public participation in exercising citizens' democratic rights. This would help increase awareness of IDP and how citizens can participate.

Abstract

Policies will be implemented well when communication is carried out by implementing transmission communication, consistency, and clarity. The research examines the topic of policy communication in flood disaster mitigation efforts in Gorontalo, Indonesia. The research uses a qualitative approach with an inductive mindset, this research starts from field data regarding the implementation of flood mitigation policies in Gorontalo Regency. The results of the study show that 1) Transmission communication has been carried out by various communication methods, such as apples, coordination meetings, socialization, and dialogue forums, used to disseminate information about flood mitigation policies; 2) Clarity of information shows that stakeholders are trying to ensure that the public understands information about flood disaster mitigation and is able to take appropriate steps when disasters occur; 3) Consistency of information related to disaster mitigation policies, scheduled evaluation practices, participation of community leaders, implementation of coordination meetings, and prevention of leadership dualism are crucial elements carried out by stakeholders. Based on the previous description, policy communication not only focuses on transmission, consistency, and clarity of information in flood mitigation, but must also be adaptive. Governments need to adapt communication to local cultures, values, and situations to ensure policies are more relevant and accepted by the community. The strength of this research is the comprehensive mapping of communication strategies in flood mitigation policies, identifying methods of internal government communication and socialization to the community. This provides a better understanding of the delivery and reception of information. The limitation is that it focuses only on disaster mitigation, so the findings are only relevant for disaster mitigation studies.

Abstract

This study aims to assess the effectiveness of housing financing facilitation and assistance policies for low-income people (LIP) in Bekasi District, with a case study of Villa Kencana Cikarang Housing. A qualitative descriptive approach with a case study design was utilized, applying Khan & Khandaker's rational model of policy implementation to evaluate five key variables: clarity of policy objectives, detailed and consistent planning, clear division of tasks, accurate standardization, and proper supervision. The findings reveal several issues, including policy targets that do not reflect the housing needs of each region, inaccuracies in targeting FLPP mortgage recipients, limited planning of FLPP credit/financing schemes, a shortage of human resources in implementing organizations, and various obstacles in post-distribution monitoring related to occupancy. Practical recommendations from this study include setting policy targets based on the proposed housing needs of each region, continuously developing and evaluating the current government housing credit/financing schemes to expand their implementation and utilization beyond LIP to include the poor and non-LIP groups, accelerating staff recruitment and rotation in implementing organizations, and ensuring inherent supervision by involving developers to monitor occupancy rates and applying strict sanctions to LIP who violate the provisions on the use of subsidized housing.
