Abstract

This research focuses on evaluating the policy implementation of Digital Population Identity in Surakarta City, particularly for citizens required to have an E-ID card (KTP-el). Through a series of population organization and regularization efforts, the primary objective of the study is to ensure the fulfillment of population rights and provide legal certainty regarding the legality of population documents. The research employs a qualitative method with a constructivist paradigm and a single instrumental case study approach, conducted at the Surakarta City Population and Civil Registration Office. The study gathers both primary and secondary data relevant to the topic. Descriptive analysis is employed to present an overview of the policy on the implementation of Digital Population Identity in Surakarta City, particularly for citizens obligated to have an E-ID card. The research findings conclude that the policy implemented by the Surakarta City Population and Civil Registration Office regarding the application of Digital Population Identity for citizens with mandatory E-ID cards can be considered successful, particularly in terms of coverage using the applied method. Therefore, this research not only provides a comprehensive overview of the policy but also demonstrates its effectiveness and significant benefits in terms of coverage. This evaluation can serve as a foundation for further improvements or as a reference for other regions planning to implement similar policies in managing digital population identities.

Abstract

This digital literacy is motivated by the COVID-19 Pandemic, people must adapt to new cultures such as work, school, and economic activities through online media. Advances in digital-based information technology cannot be stopped anymore and have become part of today's society's need., For this reason, it is necessary to increase public knowledge in the field of digital literacy. This study aims to determine the implementation of digital literacy programs in the community in Palembang City, among and students. This study uses a qualitative method, using the four pillars of digital literacy, digital skills, digital culture, digital ethics, and digital safety. The theory used in this study is the implementation theory of Grindle, in which determined by the content of the policy and the context of its implementation. The basic idea of this theory is that after the policy is transformed, its implementation takes place. Data analysis in this study used interactive model analysis of qualitative data from Miles and Saldana consisting of Data Condensation, Data Display, and Conclusion drawing or verifications. Based on this research, the four pillars of digital literacy are very important indicators in digital literacy programs. Digital skills are the most basic pillars of interest for the public to learn as basic knowledge of digital literacy. Then followed by digital ethics as further knowledge that needs to be studied so that people know ethics when using digital media. Based on this research, it can be concluded that the implementation of digital literacy will be successful if it is also supported by regulations, rules, and policies for equal distribution of internet networks in all regions of Indonesia, including in the city of Palembang. The government and relevant stakeholders should continuously improve the facilities and infrastructure related to digital literacy, such as expanding stable internet networks and boosting the economy through the development of various online businesses. The shared programs between the government and other communities in educating the masses need to be implied regulary, so that the people, especially in Palembang have an increase of digital literacy as a whole.

Abstract

Policy communication is essential in building ideal governance. This research examines the public communication strategy carried out by Zulkieflimansyah as Governor of West Nusa Tenggara via his Twitter social media account (@bangzul_ntb) in formulating inclusive policies oriented towards Sustainable Development Goals with three sub-themes, namely healthy living, poverty alleviation and improving the quality of education. This research uses qualitative methods with the Qualitative Data Analysis (QDA) Miner approach used in the content, network, and cloud analysis using Nvivo 12 Plus software. The research results show that the Healthy Life context highlights progress in health policy and generates awareness regarding the positive correlation between health and economic growth. In efforts to eradicate poverty, concrete actions such as implementing inclusive programs and emphasizing local economic empowerment are conveyed via social media. Meanwhile, in the field of Improving the Quality of Education, Zulkieflimansyah guarantees access, improved facilities, scholarships, and the use of innovative technology. Its approach involving community participation forms an inclusive framework for enhancing the quality of education. Therefore, the strategic policies implemented by Zulkieflimansyah via his personal Twitter account reflect a holistic and sustainable approach to achieving inclusive goals and sustainable economic development.

Abstract

The government is the front guard responsible for breaking the chain of spread of Covid-19. However, multi-stakeholder support and integrated cooperation are needed to break the chain of transmission and spread of Covid-19, including the involvement of ulama figures. Because, in the structure of Acehnese society, ulama occupy a highly respected and revered position. Moreover, the Aceh government considers ulama to be the government's communication link to the community. Therefore, this article aims to understand perceptions and identify the involvement of ulama, both directly and indirectly, in handling Covid-19 in Aceh. The method used is qualitative with a phenomenological approach. The database comes from in-depth interviews, participant observation and documentation studies. Meanwhile, technical data analysis uses an inductive approach and is analyzed interactively. The research results show thatThe role of ulama has become crucial in efforts to handle and manage the impact of Covid19 in Aceh. Ulama play an important role in raising public awareness during the Covid-19 pandemic. Through collaboration with the government, ulama participate in socializing government policies down to the grassroots level to suppress the spread of Covid-19. It is not just an appeal but is also involved in disciplining the community regarding health protocols, supporting preventive measures, providing psychological and spiritual support, as well as encouraging social solidarity, and even taking part in the Covid-19 vaccination program. Ulama have helped unite communities in facing the Covid-19 crisis in Aceh

Abstract

Economic empowerment of rural communities is a global issue which has once again become an important program implemented in Indonesia, especially in the village fund program. There are many obstacles faced by villages, including villages in Pidie Regency, Aceh Province, in its implementation. This research explores the factors that influence the supporting and inhibiting factors for the economic empowerment of village communities in Pidie Regency. This research uses a qualitative method with a descriptive approach, which aims to understand the phenomena experienced by research subjects, such as behavior, perceptions, motivations, actions, completely and explicitly, using a natural approach in a natural context. The research results show that the supporting factors for information access are the use of information and communication technology and freedom of information. On the other hand, the inhibiting factor is that information from the community and the information media available in the village still need to be increased. Supporting factors for participation are the opportunities to participate provided by the government. Meanwhile, the inhibiting factors are the low ability and desire or willingness to participate in society as well as the need for more awareness from village communities regarding village community economic empowerment activities. The limitation of this research is that it only uses two factors to look at the factors that influence the economic development of village communities, so it is hoped that there will be other research that uses several other influencing factors. The village government in Pidie Regency is expected to pay attention to these influencing factors in carrying out economic empowerment of village communities.

Abstract

This article explores the impact of top-down delayering policies on government employees in vertical institutions in Eastern Indonesia. This study used a qualitative approach through in-depth interviews with government employees in three vertical agencies in East Nusa Tenggara. Four main dimensions are explained: job suitability with competencies, future career patterns, innovative work behavior, and employee welfare. Findings indicate a significant mismatch betsween employee competencies and the demands of the new position, resulting in decreased efficiency, role confusion, and low morale. Concerns about unclear future career patterns were also identified, affecting employee motivation and morale. On the other hand, the transition to a more functional structure contributes to an increase in innovative work behavior, with employees feeling more empowered to make creative contributions. Apart from that, this policy also positively impacts the economic welfare of employees through increasing benefits and performance. This research underscores the importance of effective change management, adequate preparation, and communication in implementing bureaucratic delayering policies. Limitations of the study include the limited sample and focus on individual perceptions.

Abstract

This research aims to evaluate the government policies implemented by Wajo Regency in resolving the complex challenges encountered by the Lake Tempe fishermen. It is difficult to determine the core cause of the Lake Tempe conflict because there are various local terms and interpretations from many researchers with diverse backgrounds. Therefore, this article seeks to provide a more detailed description of the conflict chronology as well as many of the terms used in Lake Tempe studies. This study gathered academic journals, scholarly literature, and related sources using a narrative review technique. The findings from all the articles are interpreted, summarized, and elaborated in a descriptive manner using implementation and evaluation concepts. Through the analysis of the collected data, the research findings reveal that the Wajo Regency administration issued particular regulations to control fisheries resource management to resolve the discrepancies between Pallawang and Pakkajalalla fishermen. The objective was to promote stability while empowering the community to manage fishing resources. However, the regulation's implementation was ineffective because of the limited availability of specialized human resources in the fisheries department, which hindered the successful execution of the policy. Furthermore, it shows that the enacted regulations contradict each other in terms of policy coherence. While the first issue concerns the fishing method, it has now evolved into a problem for the government to solve between the fisheries and agriculture sectors

Abstract

Sustainable development is an integrated effort to build an economy, society, environment, and governance that impact the present and future. SDGs, or Sustainable Development Goals, are a set of 17 goals established by the United Nations (UN) to achieve sustainable development by 2030. The objective of this research is to understand the implementation of the SDGs in Gunung Muda village, Belinyu district. The research employs qualitative methods with data collection techniques through interviews and focus group discussions. The implementation of sustainable development or village SDGs has been underway since 2021. From the beginning of SDGs implementation in 2021 to 2023, numerous issues still hinder achieving a good SDGs Village score, such as constraints related to budget sources, human resources, managerial resources, and infrastructure. However, Gunung Muda village has successfully implemented the SDGs in the indicator of good health and well-being through stunting prevention activities and community empowerment programs. Aspects of planning, policy-making, budgeting, and leadership support the strengthening of village government capacity in carrying out the SDGs in Gunung Muda village. The efforts and commitment of Gunung Muda village in involving the community, formulating inclusive policies, and allocating resources wisely are key factors in achieving sustainable development goals at the local level. With a deep understanding of the challenges faced, Gunung Muda village can continue to improve strategies and programs to better achieve the village SDGs targets in the future.

Abstract

The process of formulating policy is a complex matter. During the preparation and ratification of the policy, there will be pros and cons. Included the pros and cons of the loss of the mandatory health budget in Law No. 17 concerning health in 2023. The government's reason for eliminating the mandatory health budget is there is still corruption, and the budget allocation used needs to be more effective and efficient. This study aims to analyze the government's mechanism for financing the health sector, which is considered more efficient after the mandatory health budget is removed. This research uses a qualitative method with official news media as the data source. The data collected came from five official mass media news sources totaling 50 news articles. Data analysis with NVivo 12 plus aims to visualize data from news media. The analysis techniques in this research are data reduction, data presentation, and conclusion drawing. The results of this study indicate that the policy of eliminating the mandatory health budget is replaced with a "money follow program" so that the health budget becomes efficient. Budget spending is based on the health program development plan contained in the Health Sector Master Plan. The limitations of this study are that it only uses secondary data derived from mass media online news totaling 50 and only uses NVivo 12 plus tools, so it is hoped future research can use primary data to comprehensively discuss the quality of health in Indonesia after the mandatory health budget is removed.

Abstract

This study investigates the implementation of tuition fee distribution policies at Sriwijaya University, aimed at enhancing human resource development among lecturers and educational staff. Employing the Grindle policy implementation model-which includes policy content, implementation context, and policy outcomes-this qualitative research identifies key challenges and proposes actionable solutions. The findings highlight several obstacles in the policy's implementation, such as unclear communication regarding scholarship opportunities for lecturers and staff, inconsistencies in the annual disbursement of funds, and delays caused by administrative inefficiencies. Additionally, rigid bureaucratic policies and a multi-level hierarchical structure hinder effective scholarship management. To address these challenges, the study emphasizes the necessity of digital transformation, proposing the adoption of a digital platform to improve information dissemination and streamline administrative processes. Standardizing scholarship disbursement procedures and simplifying bureaucratic workflows are recommended to ensure timely and efficient policy implementation. Moreover, capacity building through staff training and regular monitoring and evaluation mechanisms is crucial for sustaining improvements and aligning the policy with the university’s human resource development goals. These recommendations aim to optimize the policy's impact, fostering a more transparent, efficient, and supportive environment for academic staff development.
